NO TO THE INVASION OF FOREIGN AGENTS ON NATIONAL TERRITORY
Due to a fortuitous accident in which two CIA agents lost their lives, the abjection, servility, and collaborationism of Chihuahua Governor María Eugenia Campos with the United States government was exposed in Chihuahua, Mexico. The agents died in the early hours of April 19, 2026, when the vehicle in which they were travelling skidded and fell into a ravine of more than 200 metres in the Sierra Madre Occidental, exploding at the bottom of the abyss. In the same incident, two Mexican agents of the State Investigation Agency (AEI) also died.
The country’s president, Claudia Sheinbaum Pardo, confirmed that the US agents had no official accreditation to operate in the country. It was reported that one entered on a diplomatic passport and the other as a visitor (tourist), without notifying their activities. The pretext of the US government is that the agents were returning from a counter-narcotics operation in which a clandestine drug laboratory was destroyed — but who gave them permission to operate in the country? President Claudia Sheinbaum herself affirmed that the Federal Government had not been informed of this joint operation between a state government and a foreign government, characterising the incident as “very serious” and ordering an investigation into a possible violation of national sovereignty and Mexican security laws.
This incident highlights the ongoing operation of US intelligence agents in Mexico in violation of national sovereignty and any bilateral security treaty, despite existing agreements in this and other areas that require supervision and oversight by the Mexican government. Under Public International Law, this unauthorised and clandestine action is known as an illegal incursion, territorial incursion, or violation of sovereignty — a violation of the principle of non-intervention and interference in the internal affairs of another state.
Within our legal framework, the Political Constitution of the United Mexican States is clear in its Articles 27, 39, 40, 41, 76, 89 (Sections VI and X), 117 (Section I), 119, 120, and Article 123 of the Federal Penal Code. In the face of these violations against our Magna Carta and our national sovereignty, Articles 109 and 110 of our Political Constitution of the United Mexican States must be applied as soon as possible to the Governor of Chihuahua, so that her removal from office and punishment may proceed. She has acted as a willing accomplice of a foreign government and has assumed powers and attributions that do not belong to her, thereby constituting the crime of treason to the homeland by authorising and granting permissions from the government of Chihuahua for the operation of foreign agents — linked by various sources to the CIA, FBI, Pentagon, and DEA — on state territory, without the authorisation of the federal government or the Mexican Senate. These actions are absolutely indispensable, as the facts merit a forceful response from the Mexican State, including the temporary suspension of cooperation with CIA agents, until an official report from that agency is obtained.

NO A LA INVASIÓN DE AGENTES EXTRANJEROS EN TERRITORIO NACIONAL
Debido a un fortuito accidente donde perdieron la vida dos agentes de la CIA, se descubrió en Chihuahua, México, la abyección, servilismo y colaboracionismo de la gobernadora del estado María Eugenia Campos con el gobierno de Estados Unidos, los agentes fallecieron en la madrugada del 19 de abril de 2026, cuando la camioneta en la que viajaban derrapó y cayó a un barranco de más de 200 metros en la Sierra Madre Occidental, explotando en el fondo del abismo. En el mismo hecho murieron dos agentes mexicanos de la Agencia Estatal de Investigación (AEI).
La presidenta del país Claudia Sheinbaum Pardo confirmó que los agentes estadounidenses no tenían acreditación oficial para operar en el país. Se reportó que uno ingresó con pasaporte diplomático y el otro como visitante (turista), sin notificar sus actividades. El pretexto del gobierno estadounidense es que los agentes regresaban de una operación de combate al narcotráfico en la que se destruyó un laboratorio clandestino de drogas (¿y quién les dio permiso para operar en el país?). Si la propia presidenta Claudia Sheinbaum afirmó que el Gobierno Federal no estaba informado sobre esta operación conjunta entre un gobierno estatal con un gobierno extranjero. Calificando el hecho de “muy grave” y ordenando una investigación por posible violación a la soberanía nacional y las leyes de seguridad mexicana.
Este incidente, pone de relieve la continua operación de agentes de inteligencia estadounidenses en México, violando la soberanía nacional y cualquier tratado bilateral en materia de seguridad, a pesar de los acuerdos vigentes que existen en esta y otras materias, que exigen la supervisión y vigilancia del gobierno mexicano. En el Derecho Internacional Público, a esta acción no autorizada y clandestina se le conoce como incursión ilegal, incursión territorial o violación de soberanía, violación al principio de no intervención e injerencia en los asuntos internos de otro estado.
En nuestro marco legal la Constitución Política de los Estados Unidos Mexicanos es clara en sus artículos 27, 39, 41, 40, 76, 89 Fracciones VI y X, 117 Fracción I , 119, 120 y el artículo 123 del Código Penal Federal. Ante los hechos violatorios en contra de nuestra Carta Magna y de nuestra soberanía nacional se le deben aplicar cuanto antes a la gobernadora de Chihuahua los artículos 109 y 110 de nuestra Constitución Política de los Estados Unidos Mexicanos vigente, para que proceda su destitución y castigo, por ser cómplice servicial de un gobierno extranjero y tomando para sí facultades y atribuciones que no le corresponden, configurándose el delito de traición a la patria por autorizar y dar permisos del gobierno de Chihuahua para la operación de agentes extranjeros (vinculados por diversas fuentes a la CIA, FBI, PENTAGONO, Y DEA) en territorio estatal, sin la autorización del gobierno federal ni del Senado mexicano. Estas acciones son absolutamente indispensables pues los hechos ameritan una respuesta contundente del Estado Mexicano que incluya la suspensión temporal de la colaboración con agentes de la CIA, en tanto, no se tenga un informe oficial de esa agencia.
