Press Statement of Kim Yo Jong, Vice Department Director of C.C., WPK
Pyongyang, July 28 (KCNA) — Kim Yo Jong, vice department director of the Central Committee of the Workers’ Party of Korea, issued the following press statement “The DPRK-ROK relations have gone completely beyond the time zone of the concept of homogenous” on Monday:
The suspension of loudspeaker broadcasting against the DPRK, a halt to leaflet scattering and the allowance of individual ROK people for tour of the DPRK – these are details of the “sincere efforts” the Lee Jae Myung government of the ROK made since the moment of coming into office with hope for improved relations with the DPRK.
In addition to that, Jong Tong Yong, newly-appointed minister of Unification, proposed putting an end to the time of power for power and opening up the time of addressing the good will in kind, the time of reconciliation and cooperation, talking about the revival of the disappeared peace and the restoration of the collapsed south-north relations.
Recently, he is spinning a daydream, guessing the possibility of inviting someone to the Asia-Pacific Economic Cooperation summit to be held in Kyongju a few months later.
We did not care who is elected president or what policy is being pursued in the ROK and, therefore, have not made any assessment of it so far.
But this time I’m going to make our stand clear.
As for the suspension of the anti-DPRK psychological propaganda broadcasting which the ROK authorities described as the first signal for the restoration of confidence between the south and the north, all this is the scourge they have voluntarily invited and thus it is the issue of themselves no matter how they settle it and is nothing but a reversible turning back of what they should not have done in the first place.
In other words, it is not the work worthy of appreciation.
If the ROK, which had stoked the atmosphere of extreme confrontation in the past after unilaterally declaring the DPRK as its principal enemy, expected that it could reverse all the results it had made with a few sentimental words, nothing is more serious miscalculation than it.
The past few years that the Lee Jae Myung government described as the worst and foolish period were not only the meaningless time for the DPRK.
The DPRK could reach a very important historical conclusion that the ROK, whether it advocates the “democracy” or assumes the mask of “conservativeness”, can never be the partner of reconciliation and cooperation and throw away the preconceived idea contradictory to the reality after breaking away with a very tired and uncomfortable history fettered by the rhetorical expression of fellow countrymen.
We can confirm once again that the true nature of the ROK politician who is surely enslaved to the departed spirit of unification by absorption can not be changed as the fact shows that he has set as a task of the times the normal operation of the Ministry of Unification that must be dissolved along with the reality in which the state-to-state relations are permanently fixed on the Korean peninsula.
When only the 50-odd days since Lee Jae Myung’s assumption to power are brought to light, leaving aside the past history of the successive regimes of the ROK, the ROK authorities made such sweet remarks as defusing tension on the Korean peninsula and improving the DPRK-ROK relations, but their blind trust to the ROK-U.S. alliance and their attempt to stand in confrontation with the DPRK are little short of their predecessor’s.
The land of the ROK adjacent to our southern border will be stained by powder fumes through the successive large-scale joint military drills of aggressive nature, and the U.S. and the ROK will try to shift the blame for the deteriorating situation on the Korean peninsula caused by them onto us as they did in the past. The world will soon witness it.
No matter how desperately the Lee Jae Myung government may try to imitate the fellow countrymen and pretend they do all sorts of righteous things to attract our attention and receive international attention, there can be no change in our state’s understanding of the enemy and they can not turn back the hands of the clock of the history which has radically changed the character of the DPRK-ROK relations.
We clarify once again the official stand that no matter what policy is adopted and whatever proposal is made in Seoul, we have no interest in it and there is neither the reason to meet nor the issue to be discussed with the ROK.
The DPRK-ROK relations have irreversibly gone beyond the time zone of the concept of homogeneous.

Pyongyang, 28 de julio (ACNC) — La subjefa de departamento del Comité Central del Partido del Trabajo de Corea, Kim Yo Jong, hizo pública el día 28 una declaración intitulada “las relaciones entre la República Popular Democrática de Corea y la República de Corea ya se liberaron irrevocablemente de la concepción de misma nación”.

El cese de radioemisión con altavoces hacia la RPDC, la suspensión de lanzamiento de volantes, la permisión de turismo a la RPDC de los individuos de la RC…
Estos son los detalles de los “esfuerzos sinceros” que canaliza a su manera el gobierno de Lee Jae-myung desde el inicio de su mandato con un hilo de esperanza de mejorar las relaciones con la RPDC.
Por su parte, el ministro de Unificación, Jong Tong Yong, propuso abrir la hora de buena voluntad, reconciliación y cooperación dando fin al tiempo de responder a la intransigencia con la misma, al cabo de hablar de la resucitación de la paz desaparecida y la restauración de deterioradas relaciones Sur-Norte.
Últimamente, abriga una ilusión vana de invitar a alguien a la cumbre de cooperación económica Asia-Pacífico que tendrá lugar en Kyongju unos meses después.
No hemos hecho caso de quién se elige como presidente y qué política se traza en la RC ni hemos evaluado al respecto.
Pero, esta vez vamos a exponer nuestra clara posición.
A decir sobre el cese de la radioemisión de propaganda psicológica y tendenciosa anti- RPDC, de lo que describen las autoridades de la RC como primer señal de la recuperación de confianza entre el Sur y el Norte, eso es el problema de ellas, porque había sido causado por ellas mismas, y no pasa de ser una reversión del hecho que ellas no debían hacerlo.
Es decir, no merece ser apreciable.
Sería una gran equivocación si la RC, que en el pasado inculcaba la extrema confrontación calificando unilateralmente de enemigo principal a nuestro Estado, espera ahora cambiar con unas palabras sentimentales todos los resultados dados por sí misma.
Para nosotros no fueron el tiempo insignificante los años pasados que describió el gobierno de Lee como horas pésimas y estúpidas.
Sacamos la conclusión histórica muy importante de que la RC no puede ser nunca nuestra contraparte de reconciliación y cooperación, aunque ella profese la “democracia” o el “conservatismo”. Y pudimos romper con el pasado muy fatigado e incomodado por la restricción de la expresión retórica de connacional y liquidar completamente hasta la concepción contradictoria a la realidad.
La RC presenta como tarea de la época la operación normal del Ministerio de Unificación que debe ser disuelto en la actualidad en que se perpetúan los dos Estados en la Península Coreana. El hecho confirma de nuevo que es invariable la naturaleza de los politiqueros de la RC, presionados en lo mental por el fantasma llamado la reunificación mediante la absorbición.
Teniendo en cuenta más de 50 días de mandato de Lee Jae-myung para no hablar del expediente de los poderes pasados de la RC, él habló a bombo y platillo del alivio de la tensión de la Península Coreana y de la mejora de las relaciones entre la RPDC y la RC, pero al igual que sus predecesores, deposita la confianza ciega en la alianza con EE.UU. y persigue el intento de enfrentarse con la RPDC.
El mundo verá pronto los humos de pólvora que se cernerían de nuevo más allá de la frontera al sur de la RPDC debido a los sucesivos ejercicios bélicos de gran envergadura de carácter agresivo. Y EE.UU. y la RC pretenderán utilizar su método rutinario de imputar a la RPDC la culpabilidad de la agravación de la situación de la Península Coreana, causada por sí mismos.
El gobierno de Lee Jae-myung arma alborotos como si hiciera todos los esfuerzos imparciales fingiéndose connacional de la RPDC para atraer nuestra atención y enfocar la opinión mundial, pero no habrá ningún cambio en la conciencia hostil de nuestro Estado sobre la RC ni se revocará el segundero de la historia que modificó radicalmente el carácter de las relaciones entre ambas partes.
Aclaramos de nuevo nuestra posición oficial de que no tenemos ningún interés en política u opinión que presente Seúl ni tenemos la necesidad de sentarnos con la RC ni un tema de discusión con ella.
Las relaciones entre la RPDC y la RC ya se liberaron irrevocablemente de la concepción de la misma nación. -0-

Пхеньян, 28 июля. /ЦТАК/– Заместитель заведующего отделом ЦК ТПК Ким Ё Чен 28 июля опубликовала заявление для прессы «Отношения между КНДР и РК полностью вышли по времени из понятия отношений соплеменников».
Ниже следует полный текст заявления для прессы.
Прекращение пропагандистского вещания против КНДР через громкоговорители, прекращение разбрасывания листовок, разрешение доступа отдельных туристов из РК к КНДР…
Таковы подробности «искренних усилий», которые по-своему прилагает правительство Ли Чэ Мёна в РК после прихода к власти с надеждой на улучшение отношений с нами.
Более того, новоназначенный министр объединения Чон Дон Ён, болтая о возвращении исчезнувшего мира и восстановлении подорванных отношений между Югом и Севером, предложил положить конец времени «на жесткость жесткостью» и открыть время «на добро добром», время примирения и содействия.
В последнее время, рассчитывая на возможность приглашения кого-то на саммит АТЭС, который состоится в Кёнчжу через несколько месяцев, питают иллюзию.
Мы не приняли во внимание, кто избран президентом РК и какая политика выстроена, поэтому до сих пор мы не дали никакие комментарии об этом.
Но только в этот один раз хочу уточнить нашу позицию.
Что касается прекращения пропагандистского вещания, нацеленного на психологическую войну против КНДР, то правители РК изобразили его как первый сигнал восстановления доверия между Югом и Севером, но все это является результатом, который повлекла за собой сама РК. И что с ним делать – это их самих вопрос. Это они просто повернули обратно дела, которые они должны были не допустить себе. Другими словами, это не заслуживает оценки.
Если РК, которая в прошлое время в одностороннем порядке объявила наше государство как главного противника и создала крайнюю конфронтационную атмосферу, рассчитывает на то, что некоторыми сентиментальными словами можно повернуть обратно все результаты, повлеченные самой РК, то это будет большой ошибкой.
Прошедшие несколько лет, которые описало правительство Ли Чэ Мёна как наихудшее и напрасное время, не были для нас бессмысленным временем со своей стороны.
Мы смогли прийти к весьма важному выводу, что РК ни в коем случае не может быть партнером по примирению и содействию независимо от ее вывески и маски – будь то «демократия» или «консерватизм», и навеки расставаться с историей, когда чувствовали усталость и неудобство из-за риторического выражения «соплеменники», и полностью отказаться от готового понятия, не соответствующего действительности.
Тот факт, что они выдвинули как эпохальную задачу нормализацию дела Министерства объединения, которое должно быть распущено вместе с вечным закреплением отношений между двумя государствами на Корейском полуострове, еще раз подтверждает, что ни в коем случае не изменяется нутро правителя РК, помешанного на объединении путем поглощения.
Не только прошлые поведения всех властей РК, но и 50 с лишним дней после прихода Ли Чэ Мёна к власти показывают, что он на глазах произнес приятные слова об облегчении напряженности на Корейском полуострове и улучшении отношений между КНДР и РК, но на самом деле его слепая вера в союз между РК и США и конфронтационные попытки против нас совсем не отличаются от предшественника.
Вскоре все люди мира будут видеть своими глазами. За нашей южной границей всегда будет густой пороховой дым из-за непрерывного форсирования крупномасштабных совместных военных учений агрессивного характера, а США и РК привычно будут пытаться свалить на нас ответственность за ухудшение ситуации на Корейском полуострове, вызванное ими.
Как ни выдает за соплеменника и поднимает шумихи правительство Ли Чэ Мёна, будто делает всякие справедливые дела, чтобы привлечь внимание со стороны нашей страны и международного сообщества, оно не может изменить враждебный взгляд нашего государства на РК и повернуть обратно часовую стрелку истории, кардинально поменявшей характер отношений между КНДР и РК.
Мы еще раз уточняем нашу официальную позицию: Нас не интересуют никакие политические меры и предложения Сеула. Нам не о чем обсудить за столом переговоров с РК.
Отношения между КНДР и РК полностью вышли по времени из понятия отношений соплеменников.

停止对朝扩音喊话、停止空投传单、允许个别韩国人旅游朝鲜……
这些都是韩国的李在明政府抱着改善同我国关系的希望，从上台后就一厢情愿地做出“真诚努力”的细节。
进而，新任统一部长官郑东泳议论恢复失踪的和平、复原搞垮的南北关系，提议结束以强对强的时间而迎来以善对善、和解与合作的时间。
近期，还揣测邀请我们出席几个月后在庆州召开的亚太经合组织领导人非正式会议的可能性，做白日梦。
我们对韩国有谁当选总统、制定什么政策毫不在乎，因此至今对之根本没有做过任何评论。
但这一次，我们要明确一下立场。
至于韩国当权者描述为恢复南北信赖第一个信号的停止对朝心理阴谋宣传广播，这都是韩国自行招致的问题，不管他们怎么处理，都是他们自己的事情，而且不过是可逆地扭转本来不该做的事情。
也就是说，这不是值得评价的事情。
过去韩国单方面宣布我国为主敌，鼓吹极端对抗气氛，它若指望到了现在用几句多愁善感的话就能改变自己招致的所有结果，那完全是打错了算盘。
李在明政府描述为最坏的时间、最愚蠢的时间的过去几年，对我们来说，那倒不是无谓的时间。
我们得到了一个重大历史结论：不管它标榜“民主”还是披着“保守”的外衣，韩国决不能成为和解与合作之对象。我们也与因被同族这一修辞学上的术语所束缚而令人疲惫和不便的历史一刀两断，彻底打消了脱离现实、自相矛盾的既成概念。
韩国把随着在朝鲜半岛永久固定国家对国家关系的现实应被解散的统一部的正常化提为时代课题。单看这点，我们可以再次确认从精神上被吸收统一妄想所俘虏的韩国政客的本色绝不会改变。
历届韩国政权的行迹撇开不说，只说李在明执政５０多天吧。在表面上吐出缓和朝鲜半岛紧张局势、改善朝韩关系等甜言蜜语，但对韩美同盟的盲目信从和与朝鲜对抗到底的意图是与前任毫无两样的。
随着侵略性质浓厚的大规模联合军演在我国南部边境外持续举行，硝烟一刻也不会消失，美韩将会故伎重施，策划把自己制造的朝鲜半岛局势恶化的责任转嫁于我们，这是世人在不久后就会目睹到的事情。
无论李在明政府为了唤起我们的关心并吸引国际社会的关注装作同族，摆出似乎做一切正义之事的样子，但我国对韩国的对敌认识不会有变。根本改变朝韩关系性质的历史秒针不可逆转。
我们再次明确表态，无论首尔制定什么政策，提出什么建议，我们都不感兴趣，而且，也没有任何事情和问题与韩国坐在一起讨论。
朝韩关系已不可逆转地完全脱离了同族概念的时区。（完）
