Press Statement of DPRK Foreign Minister
Choe Son Hui, Foreign Minister of the Democratic People’s Republic of Korea released a press statement on April 21.
It reads:
I clarify the following stand with regard to the G7 foreign ministers’ publication of a “joint statement” full of extremely interventionist and improper contents, malignantly making an issue out of the DPRK’s legitimate exercise of its sovereignty.
G7 has neither authority nor qualification to be the judge of the DPRK’s exercise of its sovereignty and its status.
The measures taken by the DPRK to enhance its military capabilities for self-defense constitute the legitimate exercise of its sovereignty to deter threat from the unstable security environment generated by the reckless and provocative military maneuvers of the U.S. and its allies, to defend the sovereignty and territorial integrity of the country and to control and manage the situation on the Korean peninsula in a stable manner.
We will continue to take substantial measures based on all the legal rights granted to a sovereign state until the military threat from the U.S. and its allied forces hostile to us is completely removed and the surrounding hostile environment detrimental to the independent existence and development of our country is rooted out.
The DPRK’s status as a nuclear weapons state is not an offering from somebody, and it has by no means been granted to it by recognition of someone, but was obtained with the existence of the actual nuclear deterrent and was subsequently legalized with the adoption of the law on state nuclear forces policy – the reflection of the unanimous will of the entire Korean people.
G7’s preaching on “complete and irreversible abandoning of nukes”, along with its claim that the DPRK cannot have the status of a nuclear weapons state under the NPT are indeed illegal acts of interference in the internal affairs of the DPRK and the most absurd of its kind, as they are meant to coerce the DPRK into flouting its sacred state law.
Explicitly put, the very essence of the DPRK’s possession of nuclear weapons is the fact that it was compelled, from A to Z, to possess nukes to defend itself from the U.S. threat, not to be recognized by others.
The status of the DPRK as a nuclear weapons state will remain as an undeniable, stark reality for hundreds or even thousands of years, with or without the U.S. or Western recognition.
It is anachronistic to think that the right to and capability for nuclear strike are exclusive to Washington.
We will never seek any recognition nor approval from anyone as the possession of capabilities for a counter-strike against the U.S. nuclear threat is good enough for us.
The U.S. and the West have no right to say this or that about the DPRK’s status as a nuclear weapons state, which will never change anyway.
What should change now is not the DPRK but the U.S. The U.S. should duly consider abandoning its hostile policy towards the DPRK, for only then its security would be guaranteed.
The status of the DPRK as a world-class nuclear power is final and irreversible.
G7, a closed group of a handful of egoistic countries, does not represent the just international community, and it is no more than a political tool to serve for the U.S. hegemony.
We make it clear that we do not have the slightest interest in what G7 does, but we will show zero tolerance for G7, should it show any behavioral sign of infringing upon the sovereignty and fundamental interests of the DPRK, and will decisively deter it by employing strong counteractions.
Availing myself of this opportunity, I’d like to kindly remind the G7 foreign ministers that the DPRK is free from any NPT obligations as it legally declared its withdrawal from the treaty as early as 20 years ago in accordance with the withdrawal procedures stipulated in the Article 10 of the above-mentioned treaty.

Canciller de la RPDC publica una declaración
La ministra de Relaciones Exteriores de la República Popular Democrática de Corea, Choe Son Hui, hizo pública el día 21 una declaración que sigue:
Los cancilleres del G7 publicaron una “declaración conjunta” cuyos contenidos son intervencionistas e injustos, al cabo de cuestionar malignamente el ejercicio de la soberanía legítima de la RPDC.
Con respecto a tal hecho, expongo la siguiente posición:
El G7 no tiene el derecho ni calidad de hablar del ejercicio de la soberanía y la posición estatal de la RPDC.
Las medidas tomadas hasta la fecha por la RPDC para fortalecer la capacidad de autodefensa, son el justo ejercicio de la soberanía para detener la amenaza, defender la soberanía e integridad territorial del Estado y controlar de modo estable la situación regional de la Península Coreana frente al ambiente de seguridad inestable, acarreado por las acciones militares imprudentes y provocativas de EE.UU. y sus acólitos.
Hasta eliminar totalmente la amenaza militar proveniente de EE.UU. y las fuerzas hostiles solidarias y el origen del ambiente desfavorable para la existencia independiente y desarrollo de nuestro Estado, seguiremos tomando las medidas de acción sobre la base de todos los derechos legítimos del Estado soberano.
No hemos logrado la posición del país poseedor de armas nucleares por el obsequio de alguien o por el reconocimiento de otros, sino hemos adquirido con la existencia de la capacidad real del disuasivo nuclear y fue establecida como una ley estatal según el decreto de la política de las fuerzas armadas nucleares del Estado, adoptado por la voluntad unánime de todo el pueblo coreano.
Los miembros del G7 insisten en la “renuncia nuclear completa e irreversible”, hablando que la RPDC no puede ganar la posición del país poseedor de armas nucleares en virtud del Tratado de No Proliferación de Armas Nucleares (TNP), lo que es una intervención en asuntos internos más absurda e ilegal, destinada a imponernos violar la sagrada ley estatal de la RPDC.
Evidentemente dicho, la RPDC se vio obligada a desarrollar las armas nucleares no para ganar el reconocimiento de alguien sino para defenderse de la amenaza de EE.UU. He aquí la razón de la posesión de armas nucleares por nuestro país.
Quedará para siempre tal posición de la RPDC como una existencia innegable, sin importar el reconocimiento de EE.UU. y el Occidente.
Si piensan ellos que sólo Washington tiene el derecho y capacidad de golpe nuclear, es una consideración anacrónica.
Nos basta con las fuerzas capaces de responder a la amenaza nuclear de EE.UU. y no perseguiremos jamás el consentimiento ni aprobación de alguien.
EE.UU. y el Occidente no tienen derecho a acusar nuestra posición, que no cambiará nunca.
Lo que debe cambiar ahora no es nosotros sino EE.UU. y este país debe meditar que se puede garantizar su seguridad con el abandono total de su política hostil a la RPDC.
Es definitiva e irreversible la posición de la RPDC como potencia nuclear del mundo.
El G7, colectivo de interés bloqueado de la ínfima minoría de Estados, no representa la justa sociedad internacional y no pasa de ser un instrumento político que obedece a EE.UU. que intenta mantener la posición hegemónica.
No tenemos ningún interés en los asuntos del G7. Pero, si acaso ellos muestran alguna acción destinada a infringir la soberanía y el interés fundamental de la RPDC, no la permitiremos jamás con la fuerte oposición.
Aprovecho esta ocasión para hacer recordar nueva y cortésmente a los cancilleres de G7 el hecho de que la RPDC es libre de la obligación de cualquier tratado, con su retirada legítima del Tratado de No Proliferación de Armas Nucleares (TNP) hace 20 años según las formalidades estipuladas en el artículo 10 del tratado arriba mencionado.

Заявление для печати Министра иностранных дел КНДР Чвэ Сон Хи
Министр иностранных дел Корейской Народно-Демократической Республики (КНДР) Чвэ Сон Хи 21 апреля опубликовала нижеследующее заявление для печати.
Заявляю нижеследующую позицию в связи с тем, что министры иностранных дел государств-членов Группы семи, придираясь к пользованию КНДР закономерными суверенными правами, опубликовали так называемое «совместное заявление», в котором красной нитью проходит крайне несправедливое содержание характера вмешательства во внутренние дела.
Группа семи не имеет полномочий и права рассудить пользование КНДР суверенными правами и ее государственный статус.
Меры по укреплению самозащитной обороноспособности, которые до сих пор предпринимала КНДР, являются справедливым пользованием суверенными правами для сдерживания угрозы, защиты суверенитета государства и территориальной целостности, для стабильного контролирования ситуации в регионе Корейского полуострова в ответ на нестабильную обстановку безопасности, вызванную безумными и провокационными военными действиями США и их сателлитов.
Мы будем дальше принимать меры, основанные на всем законном праве, приобретенном суверенным государством, до тех пор, пока не будут полностью ликвидированы военные угрозы США и их сателлитов, не покончена враждебная окружающая обстановка, препятствующая самостоятельному существованию и развитию государства.
Статус КНДР как обладательницы ядерного оружия не подаренный или признанный кем-либо, а сформирован вместе с приобретением фактических ядерных сдерживающих сил и закреплен в качестве государственного закона согласно Закону о политике государства по вопросам ядерных вооруженных сил, принятому по общей воле всего корейского народа.
Проповедуя нам «полный, необратимый ядерный отказ», болтают, что Договор о нераспространении ядерного оружия запрещает нам статус обладателя ядерного оружия, – это самое абсурдное и незаконное вмешательство во внутренние дела, принуждающее нас к нарушению святого государственного закона КНДР.
Уточняю, что суть владения нами ядерного оружия заключается в том, что мы вынужденно обладали ядерным оружием в целях последовательной защиты самого себя от угрозы США, а не в целях получения чьего-то признания.
Пусть США и Запад сто лет, тысячу лет не признают, но наш статус как обладательницы ядерного оружия останется неопровержимой и несомненной субстанцией.
Если считают, что права и способность к нанесению ядерного удара имеют только Вашингтон, то это анахронический взгляд.
Мы удовлетворены тем, что имеем только силу, способную зеркально ответить на ядерную угрозу США, и ни в коем случае не стремимся к чьей-либо признанию или одобрению.
США и Запад не вправе рассуждать и так и сяк о нашем статусе как обладательницы ядерного оружия, а наш статус никак не изменится, как бы они ни придирались.
Теперь должны измениться не мы, а именно США. Им придется задуматься над тем, что только коренная и полная отмена враждебной политики в отношении КНДР обеспечит им безопасность.
Статус КНДР как мировой ядерной державы окончателен и необратим.
Группа семи, являющаяся всего лишь закрытой группой ничтожных государств, отнюдь не представляет справедливое международное сообщество и не более чем политический инструмент, служащий сохранению гегемонии США.
Уточняю, что мы ни на йоту не заинтересованы в делах Группы семи, но в том случае, если они покажут какие-нибудь попытки действовать в целях посягательства на суверенитет и основные интересы КНДР, не позволим им этого и будем принимать беспощадные ответные меры.
Пользуясь этим случаем, еще раз почтительно напоминаю министрам Группы семи о том, что уже 20 лет назад по процедуре выхода, регламентированной в 10-й статье Договора о нераспространении ядерного оружия, КНДР законным образом вышла из него, и не носит никаких договорных обязательств.

朝鲜民主主义人民共和国外务相崔善姬21日发表了谈话。
谈话如下：
我就七国集团外长发表所谓“联合声明”，恶意指责朝鲜民主主义人民共和国合法的主权行使，内容极不妥当，内政干涉性质浓厚，对此我发表如下立场。
七国集团没有权利或资格对朝鲜民主主义人民共和国的主权行使和国家地位说三道四。
针对美国及其同盟势力冒险的军事挑衅行动招致的不稳定安保环境，朝鲜民主主义人民共和国采取一系列自卫国防力量强化措施是正当的主权行使，旨在遏制威胁，维护国家主权和领土完整，同时稳步管控朝鲜半岛地区局势。
我们将继续行驶被赋予主权国家的一切合法权利，采取实际行动，直到彻底消除来自美国等联合敌对势力的军事威胁和阻碍国家自主存立发展的敌对的周边环境完全终止为止。
朝鲜民主主义人民共和国的拥核国家地位不由别人赐予或承认所得。它建立在核遏制力的实体之上，并被根据全体朝鲜人民一致意志获得通过的国家核武力政策法令固定为国法。
要我们“完全而不可逆地弃核”，根据《不扩散核武器条约》规定朝鲜不得拥有拥核国家地位的言论是强迫我们违反朝鲜民主主义人民共和国的神圣国法的最荒唐无稽、蛮横无理的内政干涉行为。
我再次重申，不是为了得到谁的承认，完全是为了从美国的威胁中防御自己而不得不拥核，这就是我们拥核的本质。
即使美西方百年不承认千年不承认，我们的拥核国家地位将作为不可否认、无可争辩的实体继续存在下去。
如若以为核打击权利和能力只属于华盛顿，那就太不识时务了。
我们只求有能力反击美国的核威胁，绝不求别人的承认或许可。
美西方没有权利对我们拥核国家地位说三道四，而且我们的地位也不会因他们的几句话而改变。应该改变的是美国不是我们。
美国要深思，只有美国从根本上彻底放弃对朝敌视政策，才能保证自己的安全。
朝鲜民主主义人民共和国作为世界核列强的地位是最终而不可逆的。
七国集团是闭门造车的一小撮极少数国家利益集团。它并不代表国际社会的正义，只不过是为美国霸权地位而服务的政治工具。
对于七国集团的事，我们毫无兴趣。但需要明确的是，若发现他们试图侵害朝鲜民主主义人民共和国主权和根本利益的任何行动或迹象，我们将立刻采取坚决的反制措施彻底予以粉碎。
借此机会，我再次向七国集团外长郑重提醒：朝鲜民主主义人民共和国按照《不扩散核武器条约》第十条规定的退出程序，早在20年前合法退约，已不受任何条约义务的约束。（完）
