Press Statement by Im Chon Il, DPRK Vice Foreign Minister
Today, we are celebrating the meaningful occasion, the 4th anniversary of the visit to Vladivostok made by Comrade Kim Jong Un, President of the State Affairs of the Democratic People’s Republic of Korea (DPRK), and his meeting with His Excellency Vladimir Vladimirovich Putin, President of the Russian Federation.
The historic visit to Russia and the DPRK-Russia summit of April 2019 by Comrade Kim Jong Un, President of the State Affairs of the DPRK, served as an important momentum for further consolidating and progressively developing the long-standing relations of friendship between the two countries and also for strengthening the traditional ties of friendship between the DPRK and Russia.
During the summit between Comrade Kim Jong Un, President of the State Affairs of the DPRK and His Excellency Putin, President of the Russian Federation, precious agreements were reached on promoting high-level visits, on developing cooperation across various fields, and on strengthening strategic communication and tactical cooperation on the journey for ensuring global peace and security.
The historic Vladivostok summit has opened up a new heyday in the DPRK-Russia relations:
In the year 2019 alone, the Minister of Development of Far East and Artic, the Deputy Minister of Defence and delegations of Foreign Ministry and major media of the Russian Federation visited our country and, for our part, Chairman of the Supreme People’s Assembly, Vice-Premier of the Cabinet and the First Vice-Minister of Foreign Affairs of the DPRK visited Russia.
In this way, the two countries have actively conducted exchanges of high-level delegations, further promoting the development of bilateral relations.
From 2020, the world public health crisis gave rise to unfavourable and restrictive conditions for mutual contacts and exchanges. However, the strategic and tactical cooperation between the two countries has become yet closer and has been put onto a higher level on the basis of the agreement reached at the DPRK-Russia summit.
Today, following the long tradition of shoulder-to-shoulder struggle against the common enemy, the two countries are strengthening mutual support and solidarity in the struggle to resolutely smash the dangers of war and military threats from the outside; to safeguard the country’s security, dignity and peace; and to realize international justice.
It is the invariable stand of the DPRK government to elevate the long-standing and traditional relations of friendship between the DPRK and Russia, from the strategic point of view and as required by the era.
The DPRK-Russia relations have withstood the upheavals of history and have thus been cemented during the course. They will continue to brave all challenges and obstacles in the way and strongly carry on the intrinsic nature of friendship and cooperation under the special care of the leaders of the two countries.
We wish the Russian government and people successes in defending the country’s legal security and interests and in attaining the goal of building a powerful and prosperous state, resolutely fighting against the hegemony, arbitrariness and military threats of the hostile forces.

Declaración de Im Chon Il, viceministro de Relaciones Exteriores de la República Popular Democrática de Corea
Hoy nosotros celebramos significativamente el aniversario 4 del encuentro entre el camarada Kim Jong Un, Presidente de Asuntos Estatales de la República Popular Democrática de Corea y Su Excelencia Vladimir Vladimirovich Putin, Presidente de la Federación Rusa, en Vladivostok.
La histórica visita del camarada Kim Jong Un, Presidente de Asuntos Estatales de la RPDC, a Rusia y la cumbre RPDC-Rusia realizadas en abril de 2019 constituyeron una importante ocasión en consolidar aún más las relaciones amistosas entre los dos países que gozan de una larga historia y desarrollarlas de manera progresiva y en fortalecer los tradicionales lazos de amistad RPDC-Rusia.
En el encuentro entre el camarada Kim Jong Un, Presidente de Asuntos Estatales de la RPDC y Su Excelencia Vladimir Vladimirovich Putin, Presidente de la Federación Rusa, fueron logrados preciosos acuerdos sobre el fortalecimiento del intercambio de alto nivel, el desarrollo de la cooperación en varios sectores, y la intensificación de la compenetración estratégica y la cooperación táctica en el camino para asegurar la paz y la seguridad del mundo.
Gracias a la histórica cumbre en Vladivostok, las relaciones RPDC-Rusia acogieron un nuevo período de apogeo y solo en el año 2019, el Ministro de Desarrollo del Lejano Oriente y el Ártico, el viceministro de Defensa de la Federación Rusa, las delegaciones del Ministro de Relaciones Exteriores y de las principales agencias de prensa visitaron a nuestro país, y el presidente de la Asamblea Popular Suprema, el vicepremier y la viceministra primera de Relaciones Exteriores de la RPDC realizaron visitas a Rusia y de esta manera fueron realizados de modo activo los intercambios de las delegaciones de alto nivel, los cuales promovieron activamente el desarrollo de las relaciones bilaterales.
Aunque se creó una condición desfavorable que se limita los contactos e intercambios bilaterales desde el año 2020 debido a la crisis sanitaria mundial, las colaboraciones estratégicas y tácticas entre los dos países se estrecharon aún más y se elevaron a un nivel más alto tomando como piedra angular el acuerdo logrado en la Cumbre RPDC-Rusia.
Hoy día, la RPDC y Rusia, siguiendo la tradición histórica de haber luchado hombro a hombro contra el enemigo común, intensifican el apoyo y solidaridad mutuos en la lucha por frustrar audazmente los peligros de la guerra y las amenazas militares del exterior, defender la seguridad, dignidad y paz del país y realizar la justicia internacional.
Desarrollar desde el punto de vista estratégico las relaciones de amistad RPDC-Rusia que tienen una larga historia y tradición conforme a las demandas de la época constituye la firme posición del gobierno de nuestra República.
Las relaciones RPDC-Rusia que han sido continuadas y consolidadas sin cambio de color aún en medio de las tempestades de la historia vencerán todos los desafíos y dificultades y mantendrán firmemente la naturaleza de la amistad y cooperación bajo las especiales atenciones de los Máximos Dirigentes de los dos países.
Nosotros deseamos que el gobierno y pueblo rusos, enfrentándose resueltamente al hegemonismo, arbitrariedades y amenazas militares de las fuerzas hostiles, logren éxitos en la defensa de la seguridad y los intereses legítimos del país y la realización de la meta por construir un Estado poderoso y próspero.

Сегодня мы отмечаем знаменательную дату – 4-ую годовщину визита Председателя государственных дел КНДР товарища Ким Чен Ына во Владивосток и его встречи с Президентом РФ господином Владимиром Владимировичем Путиным.
Исторический визит Председателя государственных дел КНДР товарища Ким Чен Ына в Россию и корейско-российский саммит, состоявшиеся в апреле 2019 г., стали важным моментом для дальнейшего укрепления и поступательного развития дружественных отношений между двумя странами, имеющими давнюю историю, и упрочения уз традиционной дружбы КНДР и РФ.
На саммите Председателя государственных дел КНДР товарища Ким Чен Ына и Президента РФ господина Владимира Владимировича Путина достигнуты драгоценные договоренности об укреплении контактов на высоком уровне, развитии сотрудничества во всех сферах и об улучшении стратегического взаимопонимания и тактического взаимодействия.
В результате исторического саммита во Владивостоке начался новый период расцвета в отношениях между КНДР и РФ. Только в 2019 г. в нашу страну приехали с визитом Министр по развитию Дальнего Востока и Арктики, заместитель Министра обороны, делегации МИД и главных СМИ, а в Россию нанесли визиты Председатель ВНС КНДР, заместитель Премьера Кабинета министров и первый заместитель Министра иностранных дел. Активный обмен делегациями на высоком уровне стал большим стимулом в развитии двусторонних отношений.
Несмотря на неблагоприятные условия из-за глобального кризиса здравоохранения, что, начиная с 2020 года, были ограничены двусторонний контакт и взаимный обмен, тактико-стратегическое взаимодействие двух стран стало более тесным и поднялось на более высокий уровень на основе договоренностей, достигнутых на саммите КНДР и РФ.
Сегодня КНДР и РФ, наследуя ту историческую традицию, когда сражали плечом к плечу с общими врагами, укрепляют взаимную поддержку и солидарность в борьбе за отважный срыв опасности войны и военных угроз извне, защиту безопасности, достоинства и мира страны и осуществление международной справедливости.
Поднимать и развивать в соответствии с требованиями эпохи дружественные отношения между КНДР и РФ, имеющие богатую историю и давние традиции, исходя из стратегических интересов, – твердая позиция правительства нашей Республики.
Корейско-российские отношение, которые неизменно продолжались и укреплялись через испытания истории, благодаря особому вниманию руководителей двух стран будут преодолевать все предстоящие вызовы и трудности, вечно сохранив основные атрибуты дружбы и сотрудничества.
Мы надеемся, что Правительство и народ России добьются успехов в достижении своей цели – защитить свою законную безопасность и интересы, решительно противостоя гегемонии, деспотизму и военным угрозам враждебных сил, и построить сильное и процветающее государство.

今年是朝鲜民主主义人民共和国国务委员长金正恩同志访问符拉迪沃斯托克，同俄罗斯联邦总统弗拉基米尔·弗拉基米罗维奇·普京阁下进行会晤四周年。
2019年4月举行的朝鲜民主主义人民共和国国务委员长金正恩同志的历史性访俄与朝俄首脑会晤，为进一步巩固和发展具有悠久历史的两国友好关系和加强朝俄传统友谊纽带创造了重要契机。
朝鲜民主主义人民共和国国务委员长金正恩同志同俄罗斯联邦总统普京阁下进行会晤，就加强高层往来、发展各领域合作、为世界和平与安全加强战略沟通与战术合作达成共识。
历史性的符拉迪沃斯托克会晤为朝俄关系发展迎来了新的全盛期。
仅在2019年高层往来频繁，积极推动了双边关系发展。
俄罗斯联邦远东和北极发展部部长、国防部副部长、外交部和主要媒体代表团相继来访我国；朝鲜民主主义人民共和国最高人民会议议长、内阁副总理、外务省第一副相赴俄进行访问。
从2020年起，双方接触和交流受到世界卫生危机影响而受阻。而在如此不利的环境下，两国依然根据朝俄首脑会晤中所达成的共识进一步推动战略战术合作迈上更高台阶。
如今，朝俄两国传承反对共同的敌人并肩作战的历史传统，相互支持，加强声援，断然粉碎外来势力的战争威胁和军事挑衅，捍卫国家安全、尊严与和平，为实现国际正义而斗争。
以战略眼光看待朝俄关系，并顺应时代要求升华发展具有悠久历史传统的朝俄友好关系是朝鲜政府坚定不移的立场。
朝俄关系经受住了历史的考验，毫不褪色，历久弥坚。
在两国领导人的特别关心下，朝俄关系将冲破种种挑战与困难，永葆其友好合作之本色。
我们祝俄罗斯政府和人民坚决应对敌对势力的霸权、专横与军事威胁，捍卫国家的合法安全与利益，并推动强大繁荣的国家建设事业取得成就。
