What Is behind Insistence on “Legitimacy” of U.S. Strategic Asset Deployment: International Security Analyst
Choe Ju Hyon, an international security analyst of the DPRK, released the following article on May 1:
The international community is getting vocal criticizing the “Washington Declaration” that stipulates the most hostile and aggressive action will against the DPRK.
The majority of the world public, including neighboring countries, term the declaration the “trigger for another nuclear crisis on the Korean Peninsula”, “an act of inviting a wolf into Northeast Asia” and “a dangerous decision that will plunge the region into a further escalation of tensions and an evil cycle of arms race”, warning of the significantly negative consequences to be entailed by it.
This is a fair comment of the international community on the act of the U.S. and the south Korean puppet warmongers to throw the present entire region deep into a terrible thermo-nuclear war, being not content with fomenting constant instability on the Korean Peninsula through their threatening rhetoric and greed-driven hostile military acts.
Against this backdrop, the U.S. egged on the south Korean puppet defence minister on April 28 to let out such paradox that deployment of U.S. strategic nuclear submarines does not go against the “joint declaration of the denuclearization of the Korean Peninsula” and has no legal problems.
This is just the height of impudence and shamelessness peculiar to the U.S. that is no slouch at lies and plots.
Before debating on “legitimacy”, it is necessary to recall the well-known fact that the farce of deploying nuclear strategic assets orchestrated by the U.S. has been a main evil source of ever-escalating tensions on the Korean Peninsula.
This is clearly proven by the fact that the regional situation aggravates explosively whenever nuclear-capable strategic bombers buzz around the sky above Korean Peninsula and nuclear carrier and subs make their unwanted appearances in the waters around it.
Specifically, the U.S. has deployed different nuclear strategic assets targeted at the DPRK since the outset of this year, making the military and political situation of the peninsula still drown in the quagmire of instability. Worse still, a timer is now ticking to ignite the fuse of detonating a nuclear war.
Too obvious is the intention sought by the U.S. in encouraging its stooge to paint its reckless confrontational nuclear asset deployment as “legal one”, despite of the fact that it admits of neither excuse nor disguise.
It is just aimed to dodge the responsibility for the worst-ever nuclear-related crimes it has committed by systematically destroying and violating the nuclear non-proliferation system, and in particular, pushing the situation of the Korean Peninsula to the brink of a nuclear war through the establishment of aggressive and exclusive military blocs and frantic nuclear proliferation threatening human existence.
Lurking behind it is also a black-hearted design to hype the “legitimacy” of the regular deployment of its strategic nuclear submarine near the Korean Peninsula and thus invent the “legal justification” for openly bringing its huge strategic assets there in the future.
It is the hegemonic sinister aim pursued by the U.S. to turn the whole of south Korea into its biggest nuclear war outpost in the Far East and effectively use it for attaining its strategy for dominating the world.
The U.S. is sadly mistaken if it thinks that it can twist the truth with petty verbal tricks and turn black into white.
Such sophistry as “legitimacy” touted by the U.S. can never help it hide its true colors as the chief culprit of aggression against peace and security of the Korean Peninsula and the region.

El comentarista de asuntos de seguridad internacional, Choe Ju Hyon, hizo público el día primero un artículo intitulado “¿En qué se basa la ´legitimidad´ del despliegue de bienes estratégicos?”.

Se eleva cada día más en la sociedad internacional el ambiente de rechazo a la “Declaración de Washington” que estipula la voluntad de acción más enemiga y agresiva contra la prestigiosa República Popular Democrática de Corea.
En cuanto al documento aludido, la sociedad internacional inclusive los países periféricos advierten sobre su influencia negativa, describiéndolo como “detonador que acarrea otra crisis nuclear a la Península Coreana”, “escrito encaminado a introducir a un lobo en el Nordeste Asiático” y “decisión peligrosa que agrava la tensión de la región y la lleva al círculo vicioso de la carrera armamentista”.
Esto es una evaluación imparcial de la sociedad internacional sobre EE.UU. y los títeres belicistas surcoreanos que insatisfechos con su conducta de haber creado la inestabilidad permanente en la Península Coreana con las amenazas retóricas y las avariciosas acciones militares de hostilidad, pretenden llevar a toda la región a la horrorosa guerra termonuclear.
En tal circunstancia, el caudillo del Ministerio de Defensa Nacional del Sur de Corea, instigado por EE.UU., disparateó el 28 de abril que la ubicación del submarino nuclear estratégico norteamericano en la Península Coreana no contraviene a la Declaración Conjunta sobre la Desnuclearización de la Península Coreana ni es cuestionable en lo jurídico, lo cual es el clímax del cinismo típico de EE.UU. que está acostumbrado a los embustes e intrigas.
Es innegable por nadie el hecho de que el emplazamiento de los bienes estratégicos nucleares norteamericanos es el principal factor de la agravación de la tensión de la Península Coreana para no hablar de su “legitimidad”.
Lo comprueba claramente la realidad objetiva de que la tensión regional llegaba a punto de explosión cada vez que volaban los cazabombarderos estratégicos norteamericanos sobre la Península Coreana y aparecían ahí con frecuencia los portaaviones y submarinos nucleares.
En particular, debido a las propiedades estratégicas nucleares norteamericanas de diferentes misiones, emplazadas sucesivamente desde el comienzo de este año apuntado a la RPDC, se encuentra siempre en el estado inestable la situación política y militar de la Península Coreana y se acerca el estallido de la guerra nuclear.
Esta vez, EE.UU. instigó a su lacayo a ocultar con la palabra edulcorante como “legitimidad” sus malas entrañas de enfrentamiento nuclear.
Su verdadera intención es liberarse de la culpabilidad nuclear de haber quebrantado gradualmente el sistema internacional de no proliferación nuclear y llevado a la Península Coreana al borde de la guerra nuclear recurriendo a la fabricación de los bloques militares de carácter agresivo y chovinista por doquier del mundo y a la proliferación nuclear que amenaza la subsistencia de la humanidad.
Igualmente, el imperio americano persigue el objetivo de preparar el “pretexto legítimo” de la introducción de enormes propiedades estratégicas en la Península Coreana, al atribuir la “legitimidad” a la ubicación ordinaria de sus submarinos estratégicos nucleares, y a base de ello, pretende convertir el suelo surcoreano en el mayor arsenal nuclear del Extremo Oriente y aprovecharlo eficientemente para el cumplimiento de su estrategia de hegemonía mundial.
Sería una gran equivocación, si EE.UU. piensa que podría engañar con su palabrería a la opinión pública y convertir lo negro en lo blanco.
EE.UU. no puede ocultar con las sofisterías como “legitimidad” su sucia naturaleza como causa raigal de la amenaza a la paz y seguridad de la Península Coreana y el resto de la región.

Что лежит в основе распространения «правомерности» размещения стратегических средств
1 мая обозреватель по вопросам международной безопасности Чвэ Чу Хён опубликовал нижеследующую статью под заголовком «Что лежит в основе распространения〈правомерности〉 размещения стратегических средств».
С каждым днем приподнимается настроение международного сообщества, осуждающего «Вашингтонскую декларацию», которая в формулировках продемонстрировала самую враждебную и агрессивную волю к действиям в отношении нашего достойного государства.
Международное сообщество в целом, включая соседние страны, клеймя данную декларацию как «взрывчатое вещество, вызывающее еще другой ядерный кризис на Корейском полуострове», «вовлечение волка в регион Северо-Восточной Азии» и «опасное решение, приводящее регион к порочному кругу обострения напряженности и гонки вооружений», забивает в набат насчет ее отрицательного влияния.
Это справедливая оценка международного сообщества в отношении США и южнокорейских воинственных маньяков, которые не только риторической угрозой и чрезмерными военными враждебными актами создали постоянную нестабильность на Корейском полуострове, но и сегодня пытаются вовлечь весь регион в горнило ужасной термоядерной войны.
В такой обстановке 28 апреля США устами высокопоставленного чиновника марионеточного министерства обороны Южной Кореи несли вздор, что размещение американской стратегической атомной подводной лодки на Корейском полуострове не является нарушением «совместной декларации о денуклеаризации Корейского полуострова» и не имеет никакой проблемы в юридическом отношении.
Это апогей бессовестности и наглости, присущих США, постоянно прибегающих к обману и уловке.
Общепризнанным фактом, которого никому нельзя отрицать, является то, что размещение ядерных стратегических средств США было главным злокачественным фактором обострения напряженности на Корейском полуострове, не говоря уж о его «правомерности».
Это ясно подтверждает такая объективная реальность, что каждый раз, когда американские стратегические бомбардировщики пролетели над Корейским полуостровом, атомные авианосцы и атомные подлодки появились в любое время в акватории Корейского полуострова, максимально обострялась напряженность ситуации в регионе.
В частности, из-за происков США по размещению разных ядерных стратегических средств, подряд совершенные с начала нынешнего года против нашей Республики, военно-политическая обстановка на Корейском полуострове по-прежнему находится в нестабильном состоянии, и сейчас беспрепятственно приближается к грани чреватой взрывом ядерной войны.
Не в другом заключается намерение США, которые на этот раз заставили своего младшего прислужника приукрашивать ничем неоправданные и нескрываемые ядерные конфронтационные бесчинства цветистым слогом «правомерность».
Это нацелено на то, чтобы бешено прибегать к фабрикации агрессивного и шовинистического военного блока во всех уголках мира и ядерному распространению, угрожающему существованию человечества, систематически разрушать и попирать международный режим ядерного нераспространения, в частности, избавиться от ответственности за свои небывалые ядерные преступления, приведшие ситуацию на Корейском полуострове к кризису ядерной войны.
Также их намерение заключается в том, чтобы найти «закономерный предлог» для откровенного размещения огромных стратегических средств в будущем путем придачи «правомерности» регулярному размещению стратегической атомной подлодки на Корейском полуострове.
На основе этого превратить всю территорию Южной Кореи в самый крупный на Дальнем Востоке ядерный аванпост и эффективно использовать ее в реализации своей стратегии мирового господства, – таково гегемонистское нутро США.
Если США рассчитывают, что они ничтожными словами могут извращать истину ситуации и путать правду и ложь, то это самая большая ошибка.
Как бы США ни выдумывали абсурдный софизм, как «правомерность», они ни в коем случае не смогут скрывать свою сущность как агрессивного источника, угрожающего миру и безопасности на Корейском полуострове и в регионе.

国际安保问题评论家崔周贤１日发表题为《渲染部署战略资产‘合法性’的背后到底隐藏着什么》的文章。内容如下：
所谓《华盛顿宣言》明文规定针对高尊严我们国家的最敌对、最侵略性的行动意志，激起国际社会广泛的反对浪潮。
包括周边国家在内的整个国际社会都认为，该宣言是“引发朝鲜半岛又一个核危机的起爆剂”“在东北亚地区引狼入室的行为”“将地区陷入紧张加剧、军备竞赛恶性循环的危险决定”，并对日后它造成的负面影响敲响了意味深长的警钟。
这是国际社会对美国和南朝鲜傀儡好战分子的公正评价。美国和南朝鲜傀儡好战分子以修辞学上的威胁和过度的军事敌对行为在朝鲜半岛造成持续不安还嫌不够，如今拟使整个地区陷入热核战争深渊。
在此背景下，美国于４月２８日唆使南朝鲜傀儡国防部当权者出面口出稀奇古怪的妄语称，美国战略核潜艇在朝鲜半岛部署，不违反《关于实现朝鲜半岛无核化的联合宣言》，从法律上也没有任何问题。
这不能不说是美国善于弄虚作假、诡计多端的厚颜无耻的顶点。
美国的核战略资产部署在谈论其“合法性”之前，已是加剧朝鲜半岛局势紧张的主要恶性因素，这是谁也不可否定或改变的众所周知的事实。
过去，每当在朝鲜半岛上空响起美国战略轰炸机刺耳的呼啸声，核航母和核潜艇不时驶入朝鲜半岛水域时，地区局势紧张指数就一路攀升，这一客观事实清楚地证明这一点。
尤其是，由于美国从年初开始针对我们共和国接二连三地做出各种核战略资产部署行动，导致朝鲜半岛军事政治形势依然未能摆脱不稳定深渊，此时此刻核战争爆发的秒针不停地跑向一触即发的临界点。
此次，美国指使手下走卒用“合法性”之类的花言巧语为其百口莫辩、无法掩饰的核对抗妄动涂脂抹粉，其目的不在别处。
他们的目的在于，想方设法为其在世界到处疯狂热衷于拼凑侵略性、排他性的军事集团和威胁人类生存的核扩散活动，系统地破坏和蹂躏国际核不扩散机制，特别是迫使朝鲜半岛进一步深陷核战争爆发危机局面的稀世罕见的核犯罪卸责。
还有一个目的是，对在朝鲜半岛定期部署战略核潜艇赋予“合法性”，从而为将来明目张胆地引进更庞大的战略资产提供“合法名分”。
在此基础上，把南朝鲜全域沦为远东最大的核前哨基地，将之有效利用于实现称霸世界战略，这就是美国一味追求的霸权心理。
如果美国认为能以拙劣的语言把戏误导事态真相、颠倒黑白，那就是大错特错。
无论美国炮制什么“合法性”之类荒唐诡辩，都无法掩盖其威胁朝鲜半岛与地区和平安全的侵略根源的黑面目。（完）
