Comrades, I bring fraternal greetings from the Communists of Britain.
We are most enthused to see the vital role being played by your party all over south Korea, at the heart of your people’s ongoing struggle for national liberation.
Living in an imperialist country means that the conditions in which my own party struggles are significantly different from yours. But we share with you the pressing need to free our people from the rapacious demands of finance capital, which plunders the globe and immiserates the masses everywhere.
In Britain, workers are shocked to find that the privileged position they had enjoyed since 1945, the higher wages, social safety net, secure housing, free healthcare and education, pensions and more is all disappearing. These gains that the British people thought they had won forever have been under a slow and steady attack for decades, but that attack has now sped up to a full-scale demolition as our rulers try to save their failing economic system at our expense.
Today in Britain, workers face rampant inflation and unaffordable prices for basic necessities such as food, fuel and housing. At the same time, our taxes are being used – and money is being printed – to provide endless subsidies to monopoly corporations, be they energy companies, arms companies, pharmaceutical and healthcare companies, transport companies, banks or some other monopolised section of the economy considered ‘too big to fail’ or next in line for a hand-out.
While our rulers use their control of global mass media and international institutions to preach about ‘democracy’ and ‘human rights’, they are suppressing all those (like Julian Assange) who try to tell the truth. And they are launching wars against every government that wants to run its country according to the will of its own people and not according to the diktat sent out by the lords of finance capital from their offices in Wall Street and the City of London.
These would-be global overlords only respect one right: their own right to exploit and plunder. In pursuit of that right they violate every right of the world’s masses – the right to eat, to right to secure shelter, the right to raise their children in peace.
At this very moment, our rulers are engaged in a criminal proxy war of aggression that is aimed at destroying the independence and sovereignty of Russia. Such a war is internationally recognised as the highest crime against humanity. Yet under the banner of ‘defending democracy’ the imperialists are funding fascists, silencing all opposition, and using the Ukrainian people as cannon fodder in their attempt to impose their will and open up the Russian territory to their corporate looting.
My own government has admitted to sending depleted uranium rounds to Ukraine – weapons that will not only destroy tanks and soldiers but will poison the land, air and water and blight the lives of generations to come.
This plan for proxy war and destruction is also what they are preparing for China and for Korea. The people of your own country are one of many populations that the imperialists are trying to groom to become another of their proxy armies. They want to use Koreans against Koreans in order to maintain their control over your country – over its resources and especially over its strategically important location.
Comrades, the present may seem dark, the forces ranged against us may seem overwhelming, but there is a bright future awaiting us on the other side of the coming battles.
Because while our determination to resist is growing ever stronger, our enemies have a weakness that is eating them from the inside – the inherent contradictions of capitalism, contradictions that are driving the development of the forces that will destroy their system and bring down their rule.
We, the conscious element of those forces, must do everything in our power to make sure that the end of this parasitic system comes sooner rather than later. Humanity demands this of us.
Internationally, the forces of a new world order are coming together. The world’s people have had enough. We communists of Britain have aligned ourselves completely with this rising international anti-imperialist current, knowing well that the struggle in the imperialist countries and the struggle in the oppressed world form two fronts of one unbreakable movement against our common enemy.
We wish you every success with your congress, and in your important work of mobilising workers in south Korea against imperialist domination and for national liberation.
The future belongs to socialism!

From the United Socialist Party of Venezuela we send our fraternal greetings to the heroic people of South Korea, especially to the heroic people of Gwuangju.
We congratulate the People’s Democratic Party of South Korea for the holding of its 3rd Congress and for its historical perseverance, an example for the peoples of the world.
From Venezuela, the people of Bolivar and Chavez, we bring an emotional greeting from our President Nicolas Maduro Moros and the First Vice President of our Party, Diosdado Cabello Rondon.
We must tell you that Venezuela has been a country under siege by US imperialism since 1999, the year in which the people, in a democratic exercise, won the elections and made Hugo Chávez Frías President of the Republic. Since then, the escalation of aggression has not ceased.
Spreading lies and incitement to permanent hatred by all the media of the world oligarchy, encircling our truth and hiding the progress of our Revolution from the world.
At least 10 failed coup attempts, although the first attempt was successful, in April 2002, overthrowing our Constitutional President, but was defeated by the organised people and our Armed Forces in a civic-military alliance that reinstated President Chávez in 48 hours.
Our oil industry, which the Revolution has placed at the service of the people, is a permanent target of artful attacks, until it was completely paralysed in 2004.
Assassination of our leader Hugo Chávez in 2013 by means of a high-tech method of aggression, inoculating him with very aggressive cancerous cells, which caused his death.
Paralysation of the food production industry in the hands of the private sector, to subject our people to hunger and despair.
Multiple sabotages to the national electricity system, reaching its peak in 2019, when they attacked the main hydroelectric plant that left 80% of the country without electricity, without telecommunications and limiting the movement of the population for more than 6 days.
Application of more than 960 unilateral coercive measures by the governments of the United States and some European countries, which have imposed inhuman sequels on our population since 2015, prohibiting us from importing raw materials, technology, food, medicines, stealing money from our country deposited in international banks, robbing us of our industries abroad, prohibiting us from exporting our oil.
With all this and more, we are resisting the multiform war being waged by US imperialism. Our President and leader Nicolás Maduro is rightly leading the Venezuelan people, who have been able to resist all these aggressions for 23 years and are ready to continue resisting until they win.
With humility, we are developing our national socialist project, the Plan for the Homeland, with great effort, with the conviction of victory, inspired by the fighting peoples of the world, including the Korean people.
All the historical burden that unites us indicates that we must continue to draw closer, to get to know each other, to learn from each other, in order to finally liberate our peoples from the imperial yoke.
For all the lives sacrificed in these liberation struggles, for all the lives to come who deserve to live in peace, equity and happiness, together with you, we stand in permanent battle.
Long live the Democratic People’s Party of South Korea! Long live the free peoples of the world!

Desde el Partido Socialista Unido de Venezuela saludamos fraternalmente al pueblo heroico de Corea del Sur, especialmente al pueblo heroico de Gwuangju.
Felicitamos al Partido Democrático Popular de Corea del Sur por la realización de su 3er Congreso y por su perseverancia histórica, ejemplo para los pueblos del mundo.
Desde Venezuela, el pueblo de Bolívar y Chávez, traemos un emocionado saludo de nuestro Presidente Nicolás Maduro Moros y del Primer Vicepresidente de nuestro Partido, Diosdado Cabello Rondón.
Debemos decirles que Venezuela es un país asediado por el imperialismo estadounidense desde 1999, año en que el pueblo, en ejercicio democrático, conquistó las elecciones e hizo Presidente de la República a Hugo Chávez Frías. Desde entonces, la escalada de agresiones no ha cesado.
Difusión de mentiras e instigación al odio permanente por todos los medios de comunicación de la oligarquía mundial, cercando nuestra verdad y ocultando al mundo los avances de nuestra Revolución.
Al menos 10 intentos fallidos de golpes de estado, aunque el primer intento fue exitoso, en abril de 2002 derrocando a nuestro Presiente Constitucional, pero que fue derrotado por el pueblo organizado y por nuestra Fuerza Armada en una alianza cívico militar que restituyó al Presidente Chávez en 48 horas.
Nuestra industria petrolera, que la Revolución ha puesto al servicio del pueblo, es objetivo permanente de ataques arteros, hasta haber logrado paralizarla totalmente en 2004.
Asesinato de nuestro líder Hugo Chávez en 2013 mediante método de agresión de alta tecnología, inoculando células cancerígenas muy agresivas, que le ocasionaron la muerte.
Paralización de la industria productora de alimentos en manos del sector privado, para someter a nuestro pueblo a hambre y desespero.
Sabotajes múltiples al sistema eléctrico nacional, llegando al máximo punto en 2019, cuando atacaron la principal hidroeléctrica que dejó 80% del país sin electricidad, sin telecomunicaciones y limitando el desplazamiento de la población por más de 6 días.
Aplicación de más de 960 medidas coercitivas unilaterales por parte de los gobiernos de Estados Unidos y algunos países europeos, que han impuesto secuelas inhumanas a nuestra población desde 2015, prohibiéndonos la importación de materias primas, tecnología, alimentos, medicamentos, robándonos dinero de nuestro país depositado en la banca internacional, robándonos nuestras industrias en el extranjero, prohibiéndonos exportar nuestro petróleo.
Con todo esto y más, estamos resistiendo la guerra multiforme que desarrolla el imperialismo yanqui. Nuestro Presidente y líder Nicolás Maduro dirige correctamente al pueblo venezolano, que ha sabido resistir durante 23 años todas estas agresiones y está dispuesto a seguir resistiendo hasta vencer.
Con humildad, estamos desarrollando nuestro proyecto nacional socialista, el Plan de la Patria, con mucho esfuerzo, con convicción de victoria, inspirados en los pueblos luchadores del mundo, entre ellos el pueblo coreano.
Toda la carga histórica que nos une indica que debemos seguir acercándonos, conociéndonos, aprendiendo unos de otros, para al fin liberar a nuestros pueblos del yugo imperial.

Dear comrades in struggle!
The Russian Communist Workers’ Party welcomes the Congress of the People’s Democratic Party of Korea and wishes the delegates success in strengthening the ranks of the Party, developing strategies and tactics to fight for the interests of the working class on the basis of Marxism-Leninism for the victory of socialism!
Your Congress has a special significance. It takes place at a time when, in the context of the deepening general crisis of capitalism throughout the world, inter-imperialist contradictions and competition for control of natural energy resources, for energy transportation routes, for market domination have intensified.
These are contradictions which are being resolved not only economically, but also by direct military means, as shown by the hostilities in Ukraine since at least 2014, the growing tensions on the Korean peninsula, around Taiwan and in other parts of the world.
Our party considers the situation in Ukraine as a war of US and NATO imperialism against the Russian Federation and its allies by nurturing fascism in Ukraine and pumping it full of arms, financial and political support to the Nazi regime in Kiev.
We do not in any way absolve the Russian bourgeois class of blame for leading the country into this conflict. Ultimately, the reason is the counter-revolution that took place in the USSR and the establishment of capitalism in the republics, which had previously brought wars to the former republics of the USSR (Sumgait, Karabakh, Transdniestria, Tajikistan, Chechnya, Abkhazia, Ossetia, … Donbass). Today the tragedy in Ukraine is being played out. But the ongoing Special Military Operation for Russia and the Donbass is in many respects forced and protective in nature.
We consider it unequivocally proven by practice that there is genuine living fascism in Ukraine, nurtured with the help of US and NATO imperialism to pit it against Russia. These fascists themselves admit to being followers of Hitler’s World War II Nazi collaborators (Bandera, Shukhevich and others) These Nazi collaborators are now elevated by the Kiev authorities to the rank of national heroes, with streets and town squares named after them. This year’s revelations were the confessions of Messrs Merkel, Oland, Poroshenko, Johnson and other leaders of the Western world that they never considered the Minsk agreements as a road to peace, but only used them as a gain of time to pump up the fascist forces, proving the necessity of the defensive reaction of the Russian Federation. The collective West, instead of solving problems peacefully, as it loudly advocates, is only adding oil to the fire! The supply of weapons to Ukraine is growing and growing. The USA is literally twisting the arms of its allies, including South Korea, demanding more and more involvement in the bloodbath.
As materialists, you and I cannot fail to see how U.S. imperialism, by pitting the former fraternal peoples of Russia and Ukraine against each other in a war, is itself solving the problem of strengthening its position in the markets of Europe and the world. The story of the fight against gas supplies from Russia and the explosion of gas pipelines on the bottom of the Baltic Sea alone is worth a lot and explains a lot.
We understand the complexity of the situation in Korea and the difficulties of Korean Marxists. You are working under a practical ban on communist activities. You know how sophisticated US imperialism operates and how it hides behind the verbal social demagogy of supposed concern for peace. In reality it is trying to establish its hegemony over the world, it determines which countries conform to its notions of democracy and which are pariahs. US and NATO imperialism is bringing the world to a new great war. This is modern fascism! Today German tanks with Nazi crosses on their armour are once again marching on Ukrainian soil. There is a real possibility of a wider war, right up to nuclear conflict. The united imperialist bloc, led by the US, has openly declared its goal to defeat Russia militarily, economically and politically. Preferably with its dismemberment into several parts.
We believe that Russia repeating the fate of Yugoslavia, Iraq or Libya is in no way in the interests of the working class of Russia, Ukraine and the world. We consider the positions of some parties, which place equal responsibility on the warring parties, to be modern opportunism, which diverts public attention from understanding and responsibility of the main aggressor. These errors are caused by a misinterpretation of Leninist theory of imperialism and a rejection of the legacy of the Comintern in defining and understanding fascism.
Fascism cannot be cured. There is no cure by persuasion. This abscess is only removed. Fascism must be fought here and now with the involvement of all forces and allies. Fascism can only be finally eliminated by doing away with its cause – capitalism.
We call upon all Communist and workers’ parties of the world, first of all the warring countries, especially the NATO countries, to make this situation clear to the workers of their countries, to direct their common efforts not just against war but to the suppression of living fascism, with the further prospect of the development of the anti-fascist struggle into a struggle for socialism.
Our parties are united in the firm understanding that the present crisis of capitalism is not the result of individual errors of government, or of some wrong policy. It is the very nature of capitalism, which inevitably experiences crises and resolves them by intensifying the exploitation of the workers and by waging imperialist wars. We clearly say that there is no solution to the problems within the framework of the existing capitalist order and that the final solution can only be found by abolishing the exploitation of man by man, that is, by means of revolution and socialism. And the building of socialism is impossible without knowledge of the theory of Marxism and the basic laws of the continuation of the class struggle in all spheres: politics, economy, culture and enlightenment. Only communists possess this knowledge.
We believe that the PDP stands firmly on the positions of Marxism-Leninism and creatively studies and applies the experience of the struggle of other sections of the international communist movement.
We are ready to further strengthen the relations of friendship and cooperation between our fraternal parties – we are in the same class formation!
Let us not falter on the chosen path!

Российская Коммунистическая Рабочая Партия приветствует Конгресс Народно-демократической партии Кореи и желает делегатам успехов в деле укрепления рядов партии, выработки стратегии и тактики борьбы за интересы рабочего класса на основе марксизма – ленинизма во имя победы социализма!
Ваш съезд имеет особое значение. Он проходит в то время, когда в условиях углубляющегося общего кризиса капитализма по всему миру обострились межимпериалистические противоречия и конкуренция за контроль над природными энергоресурсами, путями транспортировки энергии, за доминирование на рынках.
Это противоречия, которые разрешаются не только экономическими, но и прямыми военными средствами, о чём свидетельствуют боевые действия на Украине, идущие по крайней мере с 2014г., растущая напряженность на Корейском полуострове, вокруг Тайваня и в других регионах мира.
Наша партия расценивает ситуацию на Украине как войну империализма США и НАТО против Российской Федерации и ее союзников посредством взращивания фашизма на Украине и накачивания его поставками оружия, финансовой и политической поддержкой нацистского киевского режима.
Мы нисколько не снимаем вину с российского буржуазного класса за приведение страны к данному конфликту. В конечном итоге причина – в свершившейся в СССР контрреволюции и установлении в республиках капитализма, который уже ранее принес войны в бывшие республики Союза (Сумгаит, Карабах, Приднестровье, Таджикистан, Чечня, Абхазия, Осетия, … Донбасс). Сегодня разыгрывается трагедия на Украине. Но проводимая Специальная Военная операция для России и Донбасса во многом носит вынужденный и защитный характер.
Мы считаем однозначно доказанным практикой, что на Украине имеет место настоящий живой фашизм, взращенный с помощью империализма США и НАТО с целью натравить его на Россию. Эти фашисты сами себя признают последователями соратников гитлеровских нацистов времен Второй мировой войны (Бандеры, Шухевича и др.) Эти подручные фашистов сегодня возведены киевскими властями в ранг национальных героев, их именами называют улицы и площади городов. Откровениями этого года стали признания господ Меркель, Оланда, Порошенко, Джонсона и др. лидеров западного мира о том, что они Минские соглашения никогда не рассматривали как дорогу к миру, а лишь использовали в качестве выигрыша времени для накачки сил фашистов, доказывают вынужденность защитной реакции РФ. Коллективный Запад вместо решения проблем мирным путем, о чем он громко ратует на словах, только подливает масло в огонь! Поставки оружия на Украину все растут и растут. США буквально выкручивают руки своим союзникам, ы т.ч. Южной Корее, требуя от них все большего участия в кровавой бойне.
Мы с вами как материалисты не можем не видеть, как империализм США стравив в войне бывшие братские народы России и Украины, сам решает задачу усиления своих позиций на рынках Европы и мира. Одна история с борьбой против поставок газа из России, взрыва газопроводов по дну Балтийского моря многого стоит и многое объясняет.
Мы понимаем сложность ситуации в Корее и трудности корейских марксистов. Вы работаете в условиях практического запрета на коммунистическую деятельность. Вы знаете, как изощренно действует американский империализм, и как он прикрывается словесной социальной демагогией якобы заботы о мире. На самом деле он пытается установить свою гегемонию над миром, он определяет, какие страны соответствуют их понятиям демократии, а какие являются изгоями. Империализм США и НАТО подводит мир к новой большой войне. Это современный фашизм! Сегодня по земле Украины вновь идут немецкие танки с нацистскими крестами на броне. Есть реальная вероятность разрастания войны шире, вплоть до ядерного конфликта. Объединенный империалистический блок во главе с США открыто объявили целью военное, экономическое и политическое поражение России. Желательно с её расчленением на несколько частей. Мы считаем, что повторение Россией судьбы Югославии, Ирака или Ливии никак не соответствует интересам рабочего класса России, Украины и мира. Позиции некоторых партий, которые возлагают равную ответственность на воюющие стороны, мы расцениваем как современный оппортунизм, уводящий общественное внимания от понимания и ответственности главного агрессора. Эти ошибки вызваны неправильной трактовкой ленинской теории империализма и отказом от наследия Коминтерна в определении и понимании фашизма.
Фашизм не лечится. Уговорами не лечится. Этот нарыв только удаляют. С фашизмом нужно воевать здесь и сейчас с привлечением всех сил и любых союзников. Окончательно устранить фашизм можно только покончив с его причиной — капитализмом.
Мы призываем все Коммунистические и рабочие партии мира, прежде всего воюющих стран, особенно стран НАТО, разъяснять эту ситуацию трудящимся своих стран, направить общие усилия не просто против войны, а на подавление живого фашизма, с дальнейшей перспективой перерастания антифашистской борьбы в борьбу за социализм.
Наши партии едины в твердом понимании, что нынешний кризис капитализма – не результат отдельных ошибок правления, или какой-то неверной политики. Дело в самой природе капитализма, который неизбежно переживает кризисы и разрешает их за счет усиления эксплуатации трудящихся и развязывая империалистические войны. Мы ясно говорим, что нет решения проблем в рамках существующего капиталистического строя и что окончательное решение можно найти только на пути отмены эксплуатации человека человеком, то есть на пути революции и социализма. А строительство социализма невозможно без знания теории марксизма и основных законов продолжения классовой борьбы во всех сферах: политике, экономике, культуре, просвещении. Этим знанием обладают только коммунисты.
Мы верим, что НДПК твердо стоит на позициях марксизма-ленинизма, творчески изучает и применяет опыт борьбы других отрядов международного коммунистического движения.
Мы готовы и дальше крепить отношения дружбы и сотрудничества между нашими братскими партиями – мы в одном классовом строю!Не дрогнем на избранном пути!
