Can Never Evade Responsibility for Int’l Disarmament System Crisis
Ku Yong Chol, a researcher of the Institute for Disarmament and Peace of the Ministry of Foreign Affairs of the Democratic People’s Republic of Korea (DPRK), issued an article titled “The U.S. can never evade the responsibility for the fact that it brought the international disarmament system to the crisis of collapse” on March 4, which reads in full text as follows:
The international community is deeply concerned about the reality in which the global strategic stability is being seriously destroyed due to the current accelerated decay of the international disarmament system.
As regards the recently suspended implementation of New START (Strategic Arms Reduction Treaty), the only nuclear disarmament treaty, the U.S. and other Western countries are running high fever in blaming someone.
The arch criminal who brought the crisis of collapse of the present international disarmament system is none other than the U.S. and its followers.
The treaty concluded in 2010 is a major pillar of the international disarmament system stipulating the need to limit the amount of strategic nuclear warheads and delivery means deployed for action by Russia and the U.S. and verify their implementation through the mutual inspection of military bases.
Only 3 years ago, the U.S. refused to extend the treaty, terming New START a “wrong agreement” and “bad deal” that constrains its national power. It made a decision to extend the treaty just before its expiration, but this was prompted by its black-hearted intention to restrict Russia’s strategic nuclear force in a verifiable way.
The crime of the U.S. which has systematically ruined the international disarmament system is well evidenced by its past 20-odd years’ doings.
In 2002, the U.S. unilaterally withdrew from the ABM Treaty for the purpose of holding a strategic edge over other nuclear powers through the establishment of missile defense system. In 2019 it unhesitatingly scrapped the INF Treaty, thus opening up a prelude to new nuclear arms race.
It is well known that in 2020, the U.S. unilaterally quit the Treaty on Open Skies concluded between NATO and member states of the former Warsaw Treaty Organization for the purpose of getting NATO allies more deeply dragged under the U.S. security umbrella by inciting their hostility towards Russia.
It is none other than the U.S. which dares break the international disarmament system without hesitation in order to meet its unjustifiable interests while talking about the establishment of “rules-based international order.”
The reckless military buildup of the U.S. and its allies who are escalating the regional situation in a bid to secure their hegemonic position is most vividly revealed on the Korean Peninsula, a hotspot in the world.
The U.S. is frequently deploying nuclear strategic strike means including nuclear submarine and strategic bomber in the area of south Korea while calling for the “offer of extended deterrence” against the DPRK. Meanwhile, it, together with south Korea and Japan, is staging war drills of clear aggressive nature such as “a drill for operating extended deterrence means” and missile defense exercises under all sorts of pretexts.
It is zealously instigating the grave military buildup of south Korea and Japan under the pretext of implementing the Indo-Pacific strategy aimed at maintaining its regional military strategic hegemony, and is scheming in every way to convert the military balance in the Korean Peninsula and Northeast Asia in favor of the U.S.-led alliance system.
South Korea’s development and introduction of “high-performance ballistic missile”, launch of military surveillance satellite, attempted possession of a nuclear submarine and the introduction of Tomahawk cruise missile and development of hypersonic missile by Japan, which formulated the securing of “capability of attacking enemy base”, show that the U.S. and its vassal forces’ moves for military buildup are crossing the red line.
This being a hard fact, the U.S. and its followers are going to justify their military buildup, picking on the DPRK for no ground over the bolstering of its military capability for self-defense.
The U.S. resorting to the expansion of the military alliance system for aggression and unlimited military buildup while terming the buildup of self-defense capability of independent sovereign states a threat to world peace and stability is, indeed, a serious threat to the worldwide disarmament system, peace and stability.
The reality goes to prove that as long as the U.S. high-handed and arbitrary practices are not eradicated, the genuine disarmament and the building of a peaceful world can never be realized and the world will face more serious uneasiness and confusion.
The Korean Peninsula has turned into the world’s biggest powder magazine and war drill site owing to the U.S. and its vassal forces’ moves for military expansion.
The DPRK’s nuclear deterrent serves as a powerful physical guarantee for ensuring the balance of force in the region and preventing the outbreak of a new war under the present situation in which the international disarmament system has got unsubstantial and the danger of armed conflict is increasing on the Korean Peninsula due to the unilateral military buildup of the U.S. and its allies.
Bolstering up the nuclear forces of the DPRK is the surest way for reliably containing the all-round military threats caused by the huge overseas aggression forces of the U.S. deployed in the Asia-Pacific region and its moves for coordinating a new military posture and the intemperate armaments expansion and arms buildup of the U.S. allies including south Korea and Japan.
To possess the nuclear combat strength capable of effectively coping with any military buildup of the U.S. and its allies, which are squandering an astronomical amount of military expenditure, is the best way for ensuring the maximum military deterrence at the minimum cost.
The DPRK’s line of bolstering up the nuclear forces is the most proper measure for substantially guaranteeing peace and stability on the Korean Peninsula and in the region to cope with the reckless arms race by the U.S. and its followers.
The U.S. can never evade the responsibility for wrecking the global peace and security and bringing down the international disarmament system.

Ku Yong Chol califica a EE.UU. de culpable de crisis de régimen de desarme internacional
El investigador del Instituto de Desarme y Paz del Ministerio de Relaciones Exteriores de la República Popular Democrática de Corea, Ku Yong Chol, publicó el día 4 un artículo titulado “EE.UU. no puede evadir la responsabilidad de haber causado la crisis del desmoronamiento del el régimen del desarme internacional”.

Últimamente, se destruye gravemente la estabilidad estratégica del mundo por la aceleración del derrumbe del régimen del desarme internacional, lo que provoca gran preocupación de la sociedad internacional.
Hace poco, se ha suspendido la ejecución del Tratado de Reducción y Limitación de Armas Estratégicas Ofensivas (Start-III), único tratado para el desarme nuclear.
Al respecto, EE.UU. y otros países occidentales imputan la culpabilidad a otros.
Pero, los verdaderos culpables de la presente crisis son precisamente EE.UU y sus satélites.
Este tratado firmado en 2010 por Rusia y EE.UU. estipula limitar el número de las ojivas nucleares estratégicas y sus medios de transporte en disposición para el combate y verificar el estado de su ejecución a través de la inspección mutua a las bases militares de la contraparte.
Hace apenas 3 años, EE.UU. negaba la prolongación de este tratado calificándolo de “acuerdo malogrado” y “negocio malo” y decidió dilatarlo a punto de expirarse. Pero, esta decisión partió de una intención maligna de limitar a modo verificable las fuerzas armadas nucleares estratégicas de Rusia.
Lo comprueba el trayecto criminal de EE.UU. que durante más de 20 años pasados vino frustrando el sistema de desarme internacional.
EE.UU. se retiró unilateralmente del tratado de limitación de misiles interceptores para tomar la superioridad estratégica sobre otras potencias nucleares forzando el establecimiento del sistema antimisil en 2002 y en 2019 anuló sin vacilación alguna el tratado de abolición de misiles de mediano y más corto alcance, así que dio inicio a la nueva carrera armamentista nuclear.
En 2020 se retiró unilateralmente también del tratado de apertura del espacio aéreo territorial, firmado entre la OTAN y los países miembros del ex Pacto de Varsovia con el fin de atraer más a los países miembros de la OTAN bajo el paraguas de seguridad de EE.UU. estimulando la hostilidad de ellos a Rusia.
EE.UU. es un país que destruye sin vacilación alguna el sistema de desarme internacional para su interés injusto, aunque habla tanto del establecimiento del “orden internacional basado en la regla”.
Se hace más intensiva en la Península Coreana, lugar más candente del mundo, la imprudente carrera armamentista de EE.UU. y sus fuerzas aliadas que agrava la situación regional para mantener la posición hegemónica.
Hablando del “ofrecimiento del disuasivo ampliado” contra la RPDC, EE.UU. suele desplegar en la región surcoreana el submarino nuclear, el bombardero estratégico y otros medios de ataque estratégico nuclear y libra con el Sur de Corea y Japón los simulacros de carácter agresivo y con las distintas etiquetas como el “ejercicio de operación de los medios del disuasivo ampliado” y el entrenamiento de defensa antimisil.
Bajo el pretexto de la ejecución de la estrategia India-Pacífico cuyo objetivo es mantener la supremacía militar y estratégica de la región, EE.UU. incita a los dichos satélites asiáticos a incrementar los gastos militares, de modo que hace todo a su alcance para transformar favorablemente para su alianza el equilibrio militar de la Península Coreana y la región del Noreste de Asia.
El desarrollo e introducción del “misil balístico con alto poderío”, el lanzamiento de satélite de reconocimiento militar y el intento de poseer el submarino nuclear, por parte del Sur de Corea, y la introducción de misil crucero “Tomahawk” y el desarrollo de misil hipersónico por Japón que había formalizado el aseguramiento de la “capacidad de ataque a la base enemiga”, muestran que el incremento de gastos militares de EE.UU. y sus satélites llega al límite peligroso e imperdonable.
Sin embargo, ellos cuestionan injustamente el fortalecimiento de la capacidad autodefensiva de la RPDC con el objetivo de justificar sus maniobras de incremento armamentista.
Constituye una grave amenaza al régimen de desarme en escala mundial y la paz y estabilidad del mundo EE.UU. que recurre a la ampliación del sistema de alianza militar agresiva y la carrera armamentista ilimitada, mientras que califica el fortalecimiento de la capacidad autodefensiva de los Estados soberanos y soberanos de la “amenaza” a la paz y estabilidad internacionales.
La realidad comprueba que no se puede realizar la verdadera reducción de armas ni la construcción de un mundo pacífico y el mundo caerá en el caos y crisis más severos, mientras existan la coacción y arbitrariedad de EE.UU.
Hoy en día, la Península Coreana se va convirtiendo en un polvorín más grande en el mundo y el campo de entrenamiento militar debido a las maniobras de expansión militar de EE.UU. y sus fuerzas aliadas.
Puesto que se ha anulado el régimen de desarme internacional y se agranda la peligrosidad de conflicto armado en la Península Coreana por las maniobras del incremento unilateral de gastos militares de EE.UU. y sus fuerzas aliadas, el disuasivo nuclear de la RPDC deviene la poderosa garantía física para mantener el equilibrio de las fuerzas en la región e impedir la provocación de nueva guerra.
Fortalecer las fuerzas armadas nucleares de la RPDC es un remedio único para mantener a raya a las enormes fuerzas agresivas de EE.UU., estacionadas en la región de Asia-Pacífico, y sus nuevos movimientos militares, y la amenaza militar engendrada por el aumento demasiado de gastos militares y la carrera armamentista del Sur de Corea, Japón y otras fuerzas aliadas de EE.UU.
La posesión de la capacidad combativa nuclear capaz de hacer frente eficiente a cualesquier maniobras del aumento de las fuerzas armadas de EE.UU. y otras fuerzas aliadas que despilfarran colosales gastos militares sirve de una medida única capaz de asegurar el disuasivo militar más eficiente con poco costo.
La línea de fortalecimiento de las fuerzas armadas nucleares de la RPDC es una medida más justa que garantiza confiablemente la paz y estabilidad de la Península Coreana y su contorno frente a la imprudente carrera armamentista de EE.UU. y sus fuerzas satélites.
EE.UU. no puede evitar nunca de la responsabilidad de la destrucción de la paz y seguridad del mundo y el régimen de desarme internacional.

Ниже следует полный текст статьи «США не могут избавиться от ответственности за приведение международной системы разоружения к кризису обрушения», опубликованной 4 марта научным сотрудником Института разоружения и мира МИД КНДР Ку Ён Чхором.
В последнее время ускоряется эрозия международной системы разоружения, что приводит к серьезному разрушению глобальной стратегической стабильности. Такие реалии вызывают серьезную озабоченность международного сообщества.
В связи с тем, что недавно приостановлено выполнение СНВ-3, который был единственным договором ядерного разоружения, США и другие западные страны увлекаются осуждением чей-то ответственности.
Однако главным виновником нынешнего кризиса обрушения международной системы разоружения являются именно США и их сателлиты.
Этот договор, заключенный в 2010 году, определяет вопросы о необходимости сокращения количества стратегических ядерных боеголовок и носителей России и США, стоящих на боевом дежурстве, а также о необходимости проверки выполнения договора путем инспекции военных базов противной стороны. Он служит основной опорой международной системы разоружения.
Всего лишь 3 года назад США, обвиняя СНВ-3 как «ошибочный договор» и «плохие сделки», которые ограничивают государственную мощь США, отказались от его продления. И, хотя они приняли решение продлевать этот договор накануне его истечения, но это просто исходило из черного замысла ограничить стратегические ядерные вооруженные силы России проверенными методами.
Преступление США, систематически нарушивших международную систему разоружения, хорошо показывает последняя 20-летняя история США.
В 2002 году с целью взять стратегический верх над другими ядерными державами путем форсированного размещения системы ПРО США в одностороннем порядке вышли из Договора по ПРО. А в 2019 году без колебания аннулировали Договор о ликвидации ракет средней и меньшей дальности, и тем положили начало новой гонке ядерных вооружений.
В 2020 году с целью поближе притащить союзников по НАТО под свой зонтик безопасности путем побуждения их враждебности к России в одностороннем порядке вышли из Договора по открытому небу, заключенного между НАТО и странами-участниками бывшей Организации Варшавского договора, – об этом хорошо знает весь мир.
С одной стороны болтают об установлении некого «международного порядка на основе правил», а с другой стороны без колебания нарушают международную систему разоружения в интересах своих несправедливых выгод, – вот это именно США.
Безрассудные происки увеличения военных расходов со стороны США и их союзных сил, обостряющих ситуацию региона для сохранения своей гегемонии, сильно совершаются на Корейском полуострове – в мировой горячей точке.
Сейчас США, болтая о «предоставлении сил расширенного сдерживания» против нас, часто перебрасывают ядерные стратегические ударные средства, включая атомную подлодку и стратегический бомбардировщик, в Южную Корею. Также вместе с Южной Кореей и Японией под всякими предлогами развертывают военные учения, в том числе «учения по применению средств расширенного сдерживания» и учения по ПРО, которые имеют четко агрессивный характер.
Кроме того, под вывеской исполнения «Индо-Тихоокеанской стратегии», нацеленной на сохранение военной стратегической гегемонии в регионе, подстрекают Южную Корею и Японию к тревожному увеличению военных расходов и всесторонне пытаются изменить военное равновесие на Корейском полуострове и в регионе Северо-Восточной Азии в пользу системы альянса во главе США.
Попытки Южной Кореи к разработке и внедрению «сверхмощной баллистической ракеты», запуске военного спутника разведки и обладанию атомной подлодкой, и происки Японии, сформулировавшей обладание «способностью к нанесению удара по базам врага», по покупке крылатых ракет “Томагавк” и разработке гиперзвуковой ракеты показывают, что действия США и их сателлитов для увеличения военных расходов переходят за недопустимые опасные пределы.
Тем не менее, США и их сателлиты, несправедливо придираясь к деятельности нашего государства для укрепления самозащитной обороноспособности, пытаются оправдать свои происки наращивания вооруженных сил.
Именно США, которые, называя укрепление самооборонной мощи самостоятельных суверенных государств «угрозой» глобальному миру и безопасности, сами прибегают к расширению системы агрессивного военного альянса и беспредельному увеличению военных расходов, являются серьезной угрозой международной системе разоружения, глобальному миру и безопасности.
Реалии подтверждают, что пока существуют своеволие и произвол США, невозможно осуществиться настоящее разоружение и строительство мирной планеты, а мир будет жить в более серьезной тревоге и беспорядке.
Сегодня Корейский полуостров превращается в величайший в мире пороховой погреб, поле военных учений вследствие происков наращивания военной мощи со стороны США и их сателлитов.
Из-за происков одностороннего увеличения военных расходов США и их союзных сил международная система разоружения становится номинальной и нарастает опасность вооруженных столкновений на Корейском полуострове. В такой ситуации ядерные сдерживающие силы КНДР служат мощным физическим залогом обеспечения равновесия сил в регионе, предотвращения вспышки новой войны.
Самый верный путь для надежного сдерживания всесторонних военных угроз, вызванных дислоцированными в АТР огромными заморскими агрессивными вооруженными силами США, движением новой координации боеготовности, запредельным увеличением военных расходов и наращиванием вооруженных сил союзных сил США, в том числе Южной Кореи и Японии, – это укрепление наших ядерных вооруженных сил.
Именно обладание ядерной боеспособностью, способной эффективно реагировать на всякие происки наращивания вооруженных сил со стороны США и их союзных сил, выделяющих военные ассигнования на астрономические суммы, является наилучшим путем для обеспечения максимальной силы военного сдерживания за минимальную цену.
Курс КНДР на укрепление ядерных вооруженных сил является самыми справедливыми мерами, позволяющими практически гарантировать мир и стабильность на Корейском полуострове и в регионе в ответ на безрассудную гонку вооружений США и их сателлитов.
США нельзя избавиться от ответственности за то, что нарушили глобальный мир и безопасность, привели международную систему разоружения к обрушению.
