On December 3, the Peoples Democracy Party announced two spokesperson reports in regard to the martial law in the ‘Republic of Korea’.
The Spokesperson Report (Statement) No.571 was released before the ROK’s National Assembly vote to block the martial law.

We must overthrow the Yoon Suk-yeol fascist dictatorship!
At 10:27 pm on October 3, Yoon Suk-yeol declared emergency martial law. Yoon said, “I declare emergency martial law in order to defend the ‘Free Republic of Korea (ROK)’, crush the unscrupulous pro-Democratic People’s Republic of Korea (DPRK) rebel forces that are plundering the freedom and happiness of our people, and protect the free constitutional order.” As a basis for this, he said, “They are paralyzing judicial work by intimidating judges and impeaching a number of prosecutors, and paralyzing the executive branch by impeaching the Minister of Public Administration and Security, the Chairperson of the Communications Commission, the Comptroller General, and attempting to impeach the Minister of Defense,” revealing that the prosecutorial fascist and a “chungam faction” fascist are transforming into a military fascist. Meanwhile, the martial law command destroyed the constitutional order and completely vilified the entire opposition as an “anti-state force” by “banning all political activities including political association, rallies, and demonstrations and the activities of the National Assembly, local councils, and political parties” by a decree.
The declaration of martial law has already been foreshadowed. In September, the main opposition party warned of the government’s “preparations of martial law”. The simultaneous search and seizure by the authorities, on the Democratic Party which is at the right most position except for the far-right fascist party, the former president’s family house, and the furthest-left People’s Democracy Party on August 30, were a decisive signal of martial law. From September to October, the massive search and seizure on anti-Japanese patriotic groups and civil society organizations leading rallies against the Yoon regime, violent arrests and requests for the arrest warrants for members of anti-Yoon university student groups, illegal violent suppression of anti-Yoon rallies, and search and seizure on progressive online media are concrete examples of the fascistic rampage. Meanwhile, in October, Yoon was preoccupied with the declaration of martial law in the wartime, the wartime martial law, provoking a local war by invading Pyongyang with drones, firing heavy weapons, and firing multiple rockets. When the DPRK did not respond to Yoon’s provocations, Yoon declared emergency martial law without war on December 3.
US imperialist aggressors are behind the declaration of emergency martial law. Martial law was declared in 1948 and 1960 under Rhee Syng-man pro-US fascist power, in 1961, 1972 and 1979 under Park Chung-hee military fascist, and in 1980 under Chun Doo-hwan military fascist. Rhee Syng-man imposed martial law to suppress the Jeju Uprising, the Soldiers’ Uprising in Yeosu and Suncheon – struggled claiming withdrawal of the USFK and opposition to the establishment of a government – and the April 19 Uprising which called for democracy and the reunification of the country, while Park Chung-hee and Chun Doo-hwan imposed martial law to manipulate coups and extend their power under the US maneuver. It is a ploy of the US imperialist aggressor to start the war in the “ROK” and then the East Asian War and the Western Pacific War in the acute political situation of World War 3. The fascist puppet of US imperialism, Yoon Suk-yeol, viciously planned the war in the “ROK”, conducting more than 130 joint military exercises with the US military from January to October this year. Yoon is trying to deflect the worst political crisis with martial law and war, and the imperialist camp is using it to intensify World War 3.
Yoon is no longer the president of the “ROK.” The requirements for emergency martial law must be in accordance with the “war, incident or other equivalent national emergency,” which has not been met in current situation. In addition, preventing lawmakers from entering the National Assembly or the assembly from convening is itself a treason crime. The National Assembly is currently blocked, and armies are entering it. Yoon and the ruling Peoples Power Party are none other than the anti-state forces who are not only destroying state affairs but also destroying the constitutional government and waging an insurrection. We can never tolerate the emergency martial law that is trying to return to the military fascist dictatorship beyond the prosecutor’s fascism. The awakened and united people will thoroughly block Yoon’s return to the fascist dictatorship, defend democracy, and eventually advance the world of people’s democracy.

We must overthrow rebellion criminal Yoon Suk-yeol immediately!
A resolution demanding the lifting of emergency martial law was tabled at around 1 am on April 4 and passed with all 190 lawmakers present in favor. Prior to the resolution, the Chairperson of the National Assembly, Woo Won-shik said, “There is an obligation to notify the National Assembly without delay if martial law is declared, but there was no notification. This is the president’s fault,” and said, “We will proceed with the procedure regardless.” The martial law was lifted after two hours and 25 minutes. Meanwhile, Yoon committed the felony crime of rebellion by declaring martial law. The requirement for martial law, “equivalent to a state of war or emergency,” was not established, and the Yoon suk-yeol fascist group mobilized the military to prevent lawmakers from entering the National Assembly. Decree No. 1 by the martial law command is extra-constitutional. The Constitution does not provide for a ban on the activities of the National Assembly and local councils, but Article 1, paragraph 1, of the decree does. Furthermore, Yoon even violated the Martial Law Act by declaring martial law without deliberation by the Cabinet.
The reasons why Yoon declared emergency martial law are clear. The opposition announced that it would submit a proposal for a permanent special prosecutor investigation and would repass the resolution of “the Kim Keon-hee Special Prosecution Act.” On November 26, Yoon vetoed “the Kim Keon-hee Special Prosecution Act,” and on the 28th, the opposition passed “the Permanent Special Prosecution Rules Amendment Bill” in the plenary session of the National Assembly. Having vetoed the Kim Keon-hee-related special prosecution law three times before, and rejecting to appoint a permanent special prosecutor, will be a condition for impeachment. Facing the worst political crisis, Yoon declared the emergency martial law on December 3, a week ago. Meanwhile, Yoon’s preparations for martial law, which have been foreshadowed for months, confirm that he sees martial law as a way out. Starting with the crackdown on political parties, including the crackdown on the People’s Democracy Party, with the thoughtless word “anti-state groups” in August, Yoon tried to impose martial law using war as a lever, by provoking a local war in October. As the DPRK did not respond, Yoon declared emergency martial law without war.
Yoon has even attempted rebellion over the corruption. The corruption of “Yoon Keon-hee” (Yoon Suk-yeol and Kim Keon-hee) is severe enough to nullify Yoon’s presidential election and to remove him from office. During his candidacy, Yoon operated illegal campaign offices and manipulated public opinion and media through figures like Myung Tae-gyun (unwarranted individual). Additionally, “Yoon Keon-hee” is implicated in corruption scandals – the “Daejang-dong illegal loans,” “Incomplete investigation on Busan Savings Bank,” “Seoul-Yangpyeong Highway endpoint relocation,” “Dior bag bribes,” – in profiteering through activities – embezzling taxes in connection with the relocation of the presidential office and “royal theater viewings” – in the external pressures in incidents – “Sergeant Chae’s case”, “the drug cartel” – stock price manipulation in “Deutsche Motors”, “Sambu Construction” – falsifying academic records, and plagiarizing theses. The scope of their illegal and corrupt activities is so severe that immediate punishment of “Yoon Keon-hee” is imperative. Foolishly and recklessly, Yoon compounded his offenses by declaring martial law, thereby committing the grave crime of rebellion and sealing his own downfall.
