U.S. Diplomatic Incompetence – a Laughingstock of the World
Voices are being raised, even among the U.S. allies, deriding the diplomatic incompetence of the U.S. administration that advocates defending “rules-based order” and abuses “democracy” and “human rights” as a tool for interfering in other countries’ internal affairs.
Recently, the Financial Times posted an article to the following effect, criticising the diplomatic incompetence of the current U.S. administration:
The Biden administration, as it took office, promised to put diplomacy at the centre of its state policy. It is now 2 years since with little success.
It is pursuing a foreign policy based on a “democracy vs. autocracy” mentality. But with such a mentality, it is difficult for the U.S. to achieve diplomatic success. It is all the more so with the ever-intensifying competition between big powers.
Given that there are more countries around the globe that do not follow the U.S., continued use of “democracy vs. autocracy” as a justification will only lead to the U.S. being denounced as hypocritical and it will even put the U.S. allies in a predicament.
In fact, although European leaders voice their criticism against China, they still visit Beijing for the sake of economic benefits. And India continues to strengthen relations with Russia despite dissuasion on the part of the U.S.
The wrong diplomatic policy of the Biden administration finds its concentrated expression in the Middle East issue.
After his assumption of office, Biden promised to return to the JCPOA (“Joint Comprehensive Plan of Action”) from which the Trump administration had withdrawn. However, his hesitation in taking decisive action further toughened the hard-line stance of Iran.
Failure of Biden’s policy towards the Middle East can also be witnessed in the relations between the U.S. and Saudi Arabia.
Since the presidential election, Biden has committed himself to making Saudi Arabia “the abandoned state”. But when he visited Saudi Arabia without caring about his decency, he called for joining in sanctions and pressure against Russia by increasing oil production and lowering international energy prices. Saudi Arabia, however, ignored such demands and responded to them by strengthening relations with China.
It is also none other than China, not the U.S., that mediated diplomatic reconciliation between Saudi Arabia and Iran.
These facts show that the U.S. is exposed to repeated humiliation in the Middle East.
It can be seen as an objective and frank assessment of diplomatic incompetence of the U.S. administration.
If the U.S. administration continues to pursue the strategy of hegemony instead of drawing due lessons from the failure of its external policy, it will stir up much worse ridicule of the international society, plunging the country into an abyss of total ruin in the long run.

La incapacidad exterior de la administración norteamericana que es objeto de burla internacional
Las voces de burla sobre la incapacidad exterior de la administración norteamericana que abusa de la “democracia” y de los “derechos humanos” como medios de intervención en los asuntos internos preconizando la defensa del “orden basado en las reglas” están resonando hasta en los países aliados de EE.UU.
Recientemente, el periódico británico “Financial Times” publicó el siguiente artículo que criticó la incapacidad diplomática de la administración norteamericana.
“A comienzos del mandato, la administración de Biden prometió que pondría la diplomacia en el centro de la política estatal, pero ahora que han pasado 2 años después de la toma de posesión, los éxitos son pocos.
Aunque la administración Biden está promoviendo su política exterior con un modo de pensar ‘democracia contra dictadura’, tal modo de pensar no sirve de ayuda para que EE.UU. logre éxitos diplomáticos y se agrava más la situación particularmente a medida que se profundice la competición entre las potencias.
Bajo la circunstancia de que en la Tierra hay más países que no siguen a EE.UU., si EE.UU. continúa utilizando la justificación ‘democracia contra dictadura’, este país solo recibirá la crítica de que es hipócrita y hasta los aliados de EE.UU. quedarán en una situación embarazosa.
De hecho, los líderes de los países europeos siguen visitando a Beijing por sus intereses económicos, aunque alzan las voces de crítica en contra de China y la India, pese a la disuasión de EE.UU., sigue fortaleciendo las relaciones con Rusia.
La errónea política diplomática de la administración de Biden se expresa de manera concentrada en el problema del medio oriente.
Aunque Biden, tras la toma de posesión del cargo, prometió el retorno a la negociación nuclear con Irán, de la cual la administración de Trump se había retirado, acarreó al contrario una consecuencia de instigar aún más la posición intransigente de Irán porque vaciló en tomar acciones decisivas.
A través de las relaciones entre EE.UU. y Arabia Saudita se puede conocer muy bien sobre el fracaso de la política sobre el Medio Oriente de Biden.
Aunque Biden que, desde el periodo de las elecciones presidenciales, aseguraba convertir a Arabia Saudita en un ‘Estado abandonado’ visitó a Arabia Saudita sin pena y exhortó a aumentar la producción del petróleo y bajar el precio energético internacional y unirse a las presiones y sanciones contra Rusia, Arabia Saudita desestimó la demanda de EE.UU. y, al contrario, respondió con el fortalecimiento de las relaciones con China.
Y también el país que medió la reconciliación diplomática entre Arabia Saudita e Irán no es EE.UU. sino China.
Tales hechos demuestran que EE.UU. está sufriendo reiteradamente las humillaciones en la región del medio oriente.”
Se puede decir que esta es una evaluación objetiva y franca sobre la incapacidad exterior de la administración de Biden.
Si la administración norteamericana no saca las justas lecciones en el fracaso de su política exterior y continúa persiguiendo la estrategia hegemonista, provocará burlas mayores de la sociedad internacional y al final hundirá a EE.UU. en el abismo de la ruina.

Внешнеполитическая неспособность американской администрации становится объектом международной насмешки
Среди союзников США раздается голос издевательства над внешнеполитической неспособностью американской администрации, которая, ратуя за защиту «порядка, основанного на правилах», злоупотребляет «демократией» и «правами человека» в качестве средства вмешательства во внутренние дела.
Недавно британская газета «Financial Times» поместила нижеследующую статью, критикующую дипломатическую неспособность настоящей американской администрации.
«Администрация Байдена в начале прихода к власти обещала, что будет ставить дипломатию в центр государственной политики, но с тех пор прошло 2 года, а достигнутые успехи ничтожные.
Администрация Байдена с помощью типа мышления «демократия против диктатуры» форсирует внешнюю политику, однако такими подходами США не могут достичь дипломатических успехов, в частности, тогда, когда конкуренция между державами станет более серьезной.
На Земле больше стран, не подчиняющихся Соединенным Штатам, чем их сателлиты. И при таком условии, если США дальше будут цепляться за мышления «демократия против диктатуры», то они будут подвергаться критике, что они являются лицемерными, и даже союзники Америки попадут в затруднительное положение.
В действительности, руководители европейских стран с одной стороны повышают голос критики в адрес Китая, а с другой продолжают посещать Пекин. Индия, несмотря на отговоры США, укрепляет дальше отношения с Россией.
Ошибочная дипломатическая политика администрации Байдена сосредоточенно проявляется в вопросе по Ближнему Востоку.
После вступления в должность Байден обещал, что будет возвращаться в ядерные переговоры с Ираном, откуда вышла администрация Трампа. Однако вышло так, что раздували решительную позицию Ирана из-за того, что поколебались в решительном действии.
О провале внешней политики Байдена в отношении Ближнего Востока можно хорошо узнать через отношения между США и Саудовской Аравией.
Несмотря на то, что Байден, который со времен президентских выборов со всей уверенностью заявлял, что сделает все, чтобы превратить Саудовскую Аравию в «отверженное государство», униженно посетил эту страну, призвал присоединиться к антироссийским санкциям и нажимам путем увеличения производства объема нефти и снижения мировой цены на энергоносители, Саудовская Аравия игнорировала требование США, более того ответила им укреплением отношений с Китаем.
Кроме того, государством-посредником дипломатического примирения между Саудовской Аравией и Ираном выступил именно Китай, а не США.
Вышесказанные факты показывают, что США неоднократно подвергаются опозориванию на Ближнем Востоке.»
Можно сказать, что это объективная и честная оценка для внешнеполитической неспособности администрации США.
Чем дальше администрация США гоняется за гегемонистской стратегией, не извлекая должным образом уроки из неудачной своей внешней политики, непременно вызовет большей насмешки у международного сообщества, и в конце концов погрузит страну в пучину развала.

美国当局的外交无能闹出国际笑话
美国当局提倡维护“基于规则的秩序”，将“民主”“人权”当做干涉内政的工具，致使美国的盟国嘲笑他们的外交无能。
前不久，英国《金融时报》刊登一篇文章批评美国当局的外交无能。文章内容如下:
拜登政府执政初期承诺把外交放在国家政策的中心，然而，直至两年后的今天所取得的成就微乎其微。
拜登政府以“民主对抗威权”的思维逻辑实施对外政策，但这种思维方式很难让美国取得外交成效，大国之间的竞争尤甚的情况下更是如此。
地球上不追随美国的国家更多，若美国执意渲染“民主对抗威权”，美国只能被批虚伪，就连盟国都会因此陷入两难之境。
实际上，欧洲领导人一边谴责中国一边为了自己的经济利益不停地前往北京；印度不顾美国的劝阻继续加强同俄罗斯的关系。
拜登政府错误的外交政策集中表现在中东问题上。
拜登就任后承诺恢复特朗普执政期间退出的伊核协议，但不敢采取决定性措施，使得伊朗立场更加强硬。
美国与沙特阿拉伯的关系也凸显拜登中东政策的狼狈相。
拜登大选期间就拍着胸脯说要让沙特阿拉伯成为“废弃之国”，但是执政后却硬着头皮赴沙呼吁他们增加石油产量，降低国际能源价格，以加入对俄制裁打压。然而，沙特阿拉伯不仅不听，反而加强同中国的关系以作回应。
从中调停沙伊外交和解进程的也不是美国而是中国。
可见，美国在中东地区反复受辱。
这篇文章客观而如实地评价了美国当局的外交无能。
若美国当局不及时从自己对外政策的失败中汲取教训，而一味地追求霸权，就必将引起国际社会更大的嘲笑，最终会让整个国家陷入万劫不复的深渊。（完）
