Immediately Halt the Fascist Suppression of the CARC Party!

The Italian authorities have conducted a search and seizure operation against the P.CARC (Party of the Committees to Support the Resistance for Communism). In the early hours of April 21, police raided the homes of five core members of the P.CARC and one teenage supporter in five locations in Naples and one in Florence. The charges include promoting, establishing, organizing, leading, and funding groups intent on committing violent acts of terrorism or subversion; making explicit references to the operations of the “Red Brigades” and the “New Red Brigades”; and involving minors in “crimes.” The legal basis for this action is Article 270-bis of the Penal Code. Article 270-bis was the centerpiece of special laws enacted by the Christian Democracy (DC) government during the intense political turmoil of the 1970s, known as the “Years of Lead,” to uproot armed struggle forces. This law is an atrocious fascist law that allows for the punishment of an “association” itself as terrorism even “before any specific criminal act has occurred.” The authorities’ application of Article 270-bis against the P.CARC—while citing the past armed struggle group “Red Brigades” and involving minors—is an undeniable fascist outrage against the P.CARC.

The Italian government’s suppression of the P.CARC is a vicious challenge to public sentiment opposing the far-right shift of Italy. The Meloni government is transforming Italy into a forward base for the NATO forces of aggression. As part of strengthening NATO’s rapid response capabilities within Europe, the government is pushing for the construction of a large-scale base to serve as a special forces training and logistics hub in the Coltano area near Pisa. Furthermore, the government is enhancing the functions of the Sigonella Air Base in Sicily—a hub for NATO’s ground surveillance drones—and the Allied Joint Force Command Naples, which targets North Africa and West Asia. Policy-wise, the government has allocated approximately 35.5 billion euros for the 2025 integrated defense budget and approved the Multi-year Defense Planning Document to increase the Ministry of Defense budget. In response, progressive organizations, including the P.CARC, are fighting under slogans such as “NATO is a Death Machine,” “Withdraw from NATO,” and “Close All US and NATO Bases.” The “Anti-NATO Coordination,” an alliance in which the P.CARC is actively involved, has announced a large-scale anti-NATO protest for the coming 25th. The search, seizure, and public security suppression against the P.CARC is a savage crackdown on anti-NATO forces.

The Meloni government is aggressively carrying out neoliberal maneuvers. After passing the “Labor Decree” through the Cabinet on May 1, 2023—which relaxed restrictions on the renewal of temporary contracts and expanded reductions in corporate social insurance contributions—the government significantly slashed welfare by abolishing the existing minimum subsistence guarantee system and replacing it with the “Inclusion Allowance” in January 2024. Furthermore, throughout the latter half of 2024 and 2025, the government engaged in a series of maneuvers to fundamentally block the introduction of a minimum wage. As of 2026, it is pushing for legislation to restrict the right to strike in the public sector and implementing guidelines that refuse to recognize the “worker status” of platform workers, thereby engineering a multi-layered structure of exploitation against the Italian workers and people. Progressive and labor movement forces, including the P.CARC, have denounced the Meloni government’s anti-labor and anti-people policies as “modern-day slavery” and are resisting them; furthermore, major labor unions staged large-scale general strikes in late 2025 and early 2026.

Nothing can stop the anger and resistance of the Italian people against the Meloni government. The approval rating for the current administration is only in the low 30% range. Public opinion opposing the war and NATO exceeds 60%, overwhelmingly rejecting the regressive labor law amendments, the slashing of welfare, and the government’s attempts to seize control of the judiciary. Meanwhile, we must pay close attention to the fact that “fascistization” is being rapidly carried out in Italy, the very birthplace of fascism. During World War 2, imperialist fascist states proceeded from domestic fascist suppression to wars of aggression abroad. Under the current situation of World War 3, as the war intensifies in West Asia adjacent to Italy, the Meloni government’s fascist suppression of progressive forces, such as the P.CARC, is extremely dangerous in itself. Where there is suppression, there is resistance; when the darkness deepens, the dawn is near. The progressive humanity of the world will rise in a total struggle against imperialists to overthrow imperialism and fascism, and will hasten the new world of independence, peace, and democracy.
