Two Koreas, Two Worlds: Lessons of the Past and Challenges of the Present

In contemporary politics, nothing illustrates the difference between two systems better than the contrast between the Democratic People’s Republic of Korea—a sovereign state possessing nuclear deterrent capabilities—and the Republic of Korea—a puppet state completely subordinated to the United States of America. This is particularly evident against the backdrop of current conflicts, in which the United States, relying entirely on brute force, reshapes the world according to its own will.

Any qualified lawyer will tell you that international law, as such, exists, but it neither functions nor is applied. Worse still, today the United States of America considers itself a superpower entitled to dictate the conditions of life to everyone. It is telling that U.S. President Donald Trump is perhaps the most honest American president in recent history. All of his predecessors spoke extensively about democracy and human rights while simultaneously destroying both peoples and those very rights. Donald Trump does not speak about them in that way—he openly declares: “Yes, it was I who gave the order to kill General Soleimani on the territory of the neutral state of Iraq when Soleimani had flown there on a diplomatic visit.” This is nothing less than an admission of committing an act of international terrorism. The international community remains silent, or even echoes America’s position. When the aggression of Israel and the United States against Iran began, and as the unpunished genocide of the Palestinian people in the Gaza Strip continues, we see that they have no desire to study the lessons of the Korean War—just as they refuse to study the lessons of the Second World War in the Pacific. That is precisely why the world is in danger. At times, the President of the United States resembles a Neanderthal who has exchanged a club for a nuclear missile and waves it around while threatening everyone else. What culture can one speak of? What possible courses of action are there?

Last year, when the anniversary of the Victory of the countries of the Anti-Hitler Coalition in the Pacific was commemorated, at the meeting of the Shanghai Cooperation Organization, the leader of China put forward the Global Governance Initiative, formulating six principles upon which the world order should be built. This represents the level of understanding that the world reached after the victory in the Korean War: there must be room for the coexistence of different civilizations. Russian President Vladimir Vladimirovich Putin immediately and unequivocally supported this Chinese initiative.

We are grateful to our Korean brothers for the full understanding and solidarity they have shown toward Russia’s struggle in the zone of the Special Military Operation against the Nazi revanchists in Ukraine. This solidarity extended to the participation of Korean servicemen in the liberation of the Kursk Region from those Nazis. It is no coincidence that the President of Russia recently returned to this subject and once again thanked Comrade Kim Jong Un for the assistance that the fraternal Korean people had provided to us.

All of this lies within the broader context that the unity of our peoples—the Russians, Koreans, and Chinese—formed during the years of the Korean War, has been preserved. Over the years there have been different periods and different levels in our relations, but today we should note with joy and satisfaction that this unity is growing stronger. May today’s conference become yet another confirmation of that fact.

В современной политике ничто лучше не иллюстрирует разницу двух систем, как различия между Корейской Народно-Демократической Республикой — суверенным государством, обладающим средствами ядерного сдерживания, — и Республикой Корея — марионеточной страной, находящейся в полном подчинении у Соединённых Штатов Америки. Особо ярко это проявляется на фоне современных конфликтов, где США, полностью полагаясь на грубую силу, перекраивают мир по своему усмотрению.

Любой квалифицированный юрист скажет, что международное право как таковое существует, но оно не действует и не применяется. Хуже другое: сегодня Соединённые Штаты Америки считают себя сверхдержавой, которая может диктовать всем условия жизни. Показательно, что президент США Дональд Трамп, пожалуй, самый честный американский президент за обозримую историю. Все его предшественники говорили много о демократии и правах человека, при этом уничтожая и народы, и сами права. Дональд Трамп не говорит об этом — он открыто заявляет: «Да, это я дал приказ убить генерала Сулеймани на территории нейтрального государства Ирак, когда Сулеймани туда пролетел с дипломатическим визитом». Налицо признание совершения акта международного терроризма. Мировое сообщество молчит, а то и поддакивает Америке. Когда началась агрессия Израиля и Соединённых Штатов против Ирана, когда продолжается безнаказанный геноцид народа Палестины в секторе Газа, мы видим, что уроки Корейской войны изучать не хотят — как и уроки Второй мировой войны на Тихом океане. Именно поэтому мир в опасности. Президент США напоминает иногда неандертальца, который вместо дубинки взял ядерную ракету и размахивает ею, угрожая всем остальным. О какой культуре речь? О каких вариантах действий?

В прошлом году, когда отмечался юбилей Победы стран антигитлеровской коалиции на Тихом океане, на заседании Шанхайской организации сотрудничества лидер Китая выдвинул инициативу глобального управления, сформулировал шесть принципов, на основании которых должен строиться мировой порядок. Это тот уровень понимания, на который мир вышел после победы в Корейской войне: должна быть возможность существования разных цивилизаций. Президент России Владимир Владимирович Путин однозначно сразу поддержал эту китайскую инициативу.

Мы благодарны нашим корейским братьям за то, как они с полным пониманием и солидарностью относятся к борьбе России в зоне специальной военной операции против нацистских реваншистов на Украине. Вплоть до того, что корейские военные принимали участие в освобождении Курской области от этих нацистов. Не случайно президент России недавно вернулся к этой теме и вновь благодарил товарища Ким Чен Ына за помощь, которую братский корейский народ нам оказал.

Всё это лежит в контексте того, что единство наших народов — русских, корейцев, китайцев, — сложившееся в годы Корейской войны, сохраняется. В разные годы были разные периоды, разные уровни наших отношений, но сегодня мы должны с радостью и удовлетворением отметить, что это единство крепнет. Пусть наша сегодняшняя конференция станет ещё одним тому подтверждением.
