Respected Comrade Kim Jong Un Makes Congratulatory Speech in Celebration of Navy Day
The respected Comrade Kim Jong Un paid a congratulatory visit to the Navy Command on the occasion of the Navy Day, the holiday of the glorious Navy of the Korean People’s Army, and made a meaningful speech to congratulate all the service personnel of the Navy.
He said:
Paying a congratulatory visit to the headquarters of the Navy on the occasion of the Navy Day, I would like to convey a floral basket to extend warm congratulations to all the officers and men of our Navy upon the authorization by our Party and government.
I pay militant salute to all the commanding officers and soldiers of the navy, who are reliably defending the sovereignty, territorial integrity and peace of the Democratic People’s Republic of Korea, flying the flags of warships associated with feats even at this moment, and extend warm greetings to the families of the service personnel of the Navy who are lavishing affection and love on defending the territorial waters along with the sailors.
To strengthen the naval force has always arisen as an essential task for the national defence and the army building in the DPRK, a maritime country surrounded by the sea on three sides, in view of the historical and practical requirements, he said, and went on:
So far, the tentacles of aggression against our country have been stretched mainly through sea, and our people had been compelled to undergo miserable suffering for a long time.
On August 28, 1949, the historic day 74 years ago, we finally proclaimed the establishment of a fleet, the solemn start of the proud history of the Navy, and have trained our own naval force since then. This brilliant course has so far played a really great and important role in defending peace of this country.
Recorded in the sacred history of our People’s Army, which has reliably defended the sovereignty and dignity of the Republic with arms since its founding day up to now, is the distinguished contribution by the Navy which has covered a militant course full of peerless heroism and bravery, and its role in rapidly changing military theory and practice is being further prioritized with each passing day.
In modern warfare, the navy is a comprehensive war force that has various strike means and even the nuclear deterrence of the state and operates them. It is possible to defend the security of the country with fully prepared naval force only.
For the important role of the navy and, in particular, the geopolitical peculiarity of our state, it is even contended that the ground, naval and air forces should be called the naval, ground and air forces in the future.
Our navy should play the biggest role in defending the sovereignty, dignity and development and interests of the DPRK in the future, too, as well as in contingency.
In order to acquaint myself with the urgent problems arising in strengthening the naval force of such great significance on the spot and to propose a series of important measures, I inspected the Guards 2nd Surface Ship Flotilla of the East Sea Fleet some days ago and have visited the Navy Command ahead of the Navy Day.
Saying that he could hardly repress his deep reverence for the sacred 70-odd years of the KPA Navy as he came to see the brave frontline soldiers defending the Party and the revolution on the long sea route and the commanding officers of the Navy who have kept to the route of loyalty, firmly holding fast to the helm of faith without any change even in the raging waves, he continued:
Born from scratch with the indomitable spirit as its lifeblood, our Navy has recorded the annals of the revolution with victories and miracles by fully displaying the mettle and courage of boldly fighting against any formidable enemy without fear.
The glorious history of the Navy spanning over 70 years is constituted by the brilliant records of the great self-sacrificing spirit and the heroic struggle of the sailors who were able to defend the country and the revolution only with victory.
Although our Navy had not been armed with up-to-date weapons and combat equipment, the military merits it had performed were by no means inferior to those of other services, but great achievements of more weighty significance than any other services.
The blue sea guarded by you has become the theater of the lingering fiercest confrontation with the hostile forces even today, to say nothing of the period of the Fatherland Liberation War and the postwar period.
The sea represented the dignity and honor of the country and the victory or failure of the battle in the sea always decided the result of confrontation decisive of the destiny of the country and the people.
The enemy our Navy faced for the first time and those it had to fight against constantly were the powerful forces boasting of the naval warfare history of one hundred and tens of years, but our sailors fought more bravely and stubbornly without flinching even an inch because their battles were directly linked to the victory of the country.
From the postwar period up to now, our sea has never been in peace, but has always been clear and blue thanks to the indomitable spirit and bravery of our naval fighters and has been firmly defended as rich resources and wealth of the country and the people.
Thanks to our Navy, indeed, there has been no space in the sea for the invaders to intrude, though it is very vast over the horizon.
Whenever the country faced grave challenges and crises, the indomitable images of our sailors stood out in bolder relief and our proud naval flags fluttered at the battlefields where the honor of heroic Korea was demonstrated in peacetime, not wartime.
The invulnerable bravery, displayed in the sea battle against the pirates, incomparably huger in the light of combat personnel and military equipment, made the characteristics peculiar to our People’s Army and the secret of its invincibility be known widely, and the history of our victorious Navy bringing world-startling combat results adds glory to the long history of army building.
The fame of the KPA Navy is brilliantly inscribed as the symbol of bravery and faith of our indomitable people and as the honor of the foremost defender of our Party and revolution.
Invincibility must be an unchangeable banner of our Navy and the honor of the country should go along with the feats of the sailors in the future, too.
He said that it is the supreme task facing the naval force to develop into a powerful Juche-based service capable of perfectly carrying out its historic mission for the defence of the territorial waters and the preparations for a revolutionary war.
The Eighth Congress of the WPK set forth the militant tasks for developing our revolutionary armed forces into a genuine army of the Party modeled on the monolithic idea and an ultra-modern army and radically improving the modernity and fighting capacity of the Navy in a short span of time in conformity with the requirements of the developing revolution and the state security and the new world trend of military development.
To achieve the successes in rapidly developing the naval force has become a very urgent issue in view of the enemies’ recent aggressive attempts and character of military actions.
Recently, the U.S. imperialists are getting more frantic than ever before in the joint naval military exercises with their vassal forces in the waters around the DPRK, while putting the deployment of reinforced nuclear strategic assets in the waters around the Korean peninsula on a permanent basis.
Recently, the gang bosses of the U.S., Japan and the “Republic of Korea” were closeted with each other, where they announced that they would conduct on a regular basis the tripartite joint military exercises under different codenames, and set about its implementation.
Owing to the reckless confrontational moves of the U.S. and other hostile forces, the waters off the Korean Peninsula have been reduced into the world’s biggest war hardware concentration spot, the most unstable waters with the danger of a nuclear war.
The prevailing situation requires our Navy to put all its efforts into rounding off the war readiness to maintain the constant combat alertness, and get prepared to break the enemy’s will for war in contingency and carry out the military strategy of the Supreme Headquarters.
What is most important to this end is the extraordinary fighting spirit of the commanding officers and soldiers who are filled with the combat spirit and bravery to annihilate the enemy, cherishing in mind the honorable mission and duty of the defence of the sea entrusted with by the country.
If our Navy is to fulfill its mission, the military technical growth should be accompanied and prioritized, of course, now, but the most important thing is to firmly maintain the political, moral and ideological superiority of our army and further cultivate it since fight is a spiritual and ideological confrontation as proven by history.
If we are strong ideologically, the enemy can not attack us.
High ideological spirit of our seamen – this is what the arrogant aggressors’ strike group is afraid of and why it dares not intrude into our territorial waters although it sails around the world oceans at its will. And as our people trust that spirit as firm as a rock, they are pushing forward with production and construction for prosperity.
Saying that the political and ideological superiority should be followed by military technical development in a balanced manner, he indicated the plan of our Party and the tasks to be fulfilled immediately to radically increase the modernity and combat capability of the navy by putting spurs to the modernization of the naval weapons and equipment.
Noting that units of different services would be equipped with new weaponry according to the policy of expanding the tactical nuclear weapons operation specified in the line of building the state nuclear force, he stressed that the navy of the DPRK would become a component of the state nuclear deterrence carrying out the strategic duty.
He set it as the most important requirement to more thoroughly establish the Party Central Committee’s monolithic command system throughout the navy in developing as early as possible the KPA Navy into a powerful service which is fully ready for war.
To strengthen the monolithic command system is the basis of the development of the naval force and the fundamental guarantee for its improvement, he said, and went on:
You should always keep in mind that the combat capability of the Navy, which can be mobilized most quickly and accurately and perform its duty under the order of the Party Central Committee, is provided on the basis of the spirit of absolute loyalty and obedience.
All the Party and political organs of the Navy should focus on making all the naval officers and men correctly follow the course drawn by the Party in the boundless ocean where there are no signs and guides, and completely destroy the attack target set by the Party Central Committee without fail within the set time.
He said that it is necessary to give priority to the mental training of all the service personnel as it is always the keynote of strengthening the power of the Navy to surely maintain the superiority of the ideological and spiritual strength.
War is a showdown of ideologies, isms and morality, before being the one of technology and equipment, he said, adding:
No matter changes in our strength and methods of fighting a war and in the patterns of enemy’s military actions, our fighting method and tradition of victory based on political, ideological, mental and moral superiority can never change.
Actually necessary in battlefields is not the numerical and technical superiority of weaponry but the overwhelming ideological and spiritual might of the soldiers who handle them. This is the revolutionary philosophy and unique war doctrine of the heroic Korean People’s Army.
Our Navy should be overflowing with the creed that there is neither an unbeatable enemy nor an unwinnable fight for a soldier armed with indomitable spirit. And it is important to ensure the continuity of such unique tradition without an iota of concession or deviation.
In particular, it should strive to follow the heroic spirit of the preceding generations.
The colors of the glorious naval forces of the DPRK are shining with the indomitable fighting spirit displayed by the brave naval fighters of the preceding generation, including Hero Kim Kun Ok and Hero Chae Jong Bo, the noble example set by them at the cost of their blood and lives.
Seeing the glorious colors and warship flags day and night, the naval officers and men should get militant encouragement from the feats of the heroes of the preceding generation associated with the colors and flags, and make intentional efforts to successfully carry forward their great sailor spirit. And this should become a part of their daily routine.
All the officers and men of the Navy should personify the indomitable fighting spirit of the brave fighters of the preceding generation forever, further enhance it and thus steadily glorify the honor of the revolutionary naval force which has humbled the bluffing enemy and always emerged victorious by dint of their steadfast ideology and excellent moral traits.
When the officers and men of the Navy harden their comradely cohesion and smilingly break through any hardship and difficulties by dint of the unity and courage, which are peculiar to the brave seamen, who do anything in a vigorous and ambitious manner and with immeasurable strength anywhere and anytime, and which are unique to the heroic sailors sharing life and death, they will be able to remain boundlessly loyal to the mission and duty they assumed before the Party, the revolution, the country and the people.
He stressed that the key to rapidly improving the combat capability of the Navy lies in dynamically pushing forward with the modernization of arms and equipment and properly conducting practical actual maneuvers in an actual war environment at the same time.
He underlined the need to fully arm the officers and men of the units and sub-units at all levels with our Party’s Juche-oriented naval and underwater war methods and focus on developing new strategic and tactical plans for getting familiar with ever-changing patterns of naval warfare and countering the enemy’s methods of war for aggression and war tactics at present.
He also stressed the need to always pay attention to maintaining the current performance of warships, weapons and equipment in service and heightening their combat readiness, urging the personnel in charge of training to continue to set high targets and organize and carry on the actual maneuvers, which are close to actual war as much as possible, in an increasingly diverse and purposeful manner and on the principle of remarkably augmenting the combat capabilities for definitely deterring the U.S. imperialist aggressor forces’ and their followers’ ever-escalating reckless moves to provoke a nuclear war.
He said that all the officers and men of the Navy should successfully carry out all kinds of combat duties, including maritime guard duty, with a high degree of alertness and awareness that the security and peace of the territorial waters of the Republic depend on their strength and efforts, thus thoroughly ensuring the prosperity of the country and the security and happiness of the people militarily.
Recalling that the revolutionary spirit and mettle of the sailors, who remain loyal to the cause of the Party and ardently love the country, are fully displayed at the sites of grand socialist construction and they are praised by the people, he said that sailors should always remember the trust and expectations of the Party and the people and sincerely live up to them as usual.
Noting that he is most proud of our Navy, he said our people’s navy is the elite navy with such prominent fighting efficiency and heroism as its sailors are fully determined to dedicate without regret and hesitation their youth and life to protecting the security of the country and the peace of its territorial waters.
He hoped that the Navy would demonstrate its honor as the revolutionary one that plays a core and vanguard role not only in defending the territorial waters of the country but also in socialist construction and produce the best and richest results.
He went on:
All the officers and men of the naval force!
I believe that you will strengthen your unity in good health, wage an arduous struggle for the eternal prosperity of the DPRK and the happiness of its people, and surely usher in a golden age of the development of the Juche-based naval force.
Let us all struggle courageously and stubbornly to the end to achieve fresh successes in the preparations for a revolutionary war for accomplishing national reunification, continue to fully demonstrate the mightiness of the heroic people’s navy and add luster to its honor.

Estimado compañero Kim Jong Un pronuncia discurso de felicitación con motivo del Día de Fuerzas Marítimas
Con motivo del Día de las Fuerzas Marítimas (28 de agosto) del glorioso Ejército Popular de Corea, el estimado compañero Kim Jong Un visitó la Comandancia de las Fuerzas Marítimas y pronunció un discurso significativo para felicitar a todos sus oficiales y soldados.
Aprovechando esta visita a la Comandancia de las Fuerzas Marítimas en ocasión del día de éstas, quisiera entregar un cesto de flores, por el encargo de nuestro partido y gobierno, para extender cordiales felicitaciones a todos los oficiales y soldados de nuestra marina de guerra, adelantó él.
Reciban mi saludo militante todos los oficiales y soldados de las fuerzas navales que este momento también, defienden fidedignamente la soberanía, integridad territorial y la paz de la República Popular Democrática de Corea flameando en alto los estandartes de sus buques de guerra que atesoran los méritos, dijo.
Prosiguió que hace extensivo su cordial saludo también a las esposas de los oficiales de fuerzas navales que junto con los marineros, dedican todo su afecto y devoción a la defensa de las aguas marítimas jurisdiccionales.
Recordó que a partir de las demandas históricas y prácticas, nuestro país marítimo, rodeado de mar por tres lados, tuvo siempre esta tarea indispensable para la defensa del Estado y la construcción militar: el fortalecimiento de la marina de guerra.
Históricamente, se extendieron principalmente por el mar las garras de agresión a nuestro país, por lo cual nuestro pueblo se vio obligado a sufrir martirios durante largo tiempo, remarcó y continuó:
Pero, el 28 de agosto de 1949, aquel día histórico de hace ahora 74 años, hemos declarado por fin la fundación de la flota que marcó el inicio solemne de la historia de orgullosas fuerzas navales y desde entonces, recorrimos un trayecto brillante de formación de las mismas que cumplieron hasta la fecha un papel grande e importante en defender la tranquilidad del país.
En la sagrada historia de nuestro Ejército Popular que desde el día de su fundación hasta hoy, viene defendiendo fidedignamente la soberanía y la dignidad de la RPDC, están registrados los méritos excepcionales de las fuerzas navales, que continuaron una trayectoria combativa llena de heroísmo y valentía, y resulta cada día más apreciado su desempeño en las teorías y prácticas militares en cambio veloz.
En la guerra moderna, este tipo de ejército es una fuerza combinada de combate que puede equiparse y operar diversos medios de golpe y hasta el disuasivo nuclear del Estado y, por lo tanto, es posible defender la seguridad del país si están bien preparadas sólo las fuerzas navales.
A partir de la importancia del papel de fuerzas marítimas y, sobre todo, de las peculiaridades geopolíticas de nuestro Estado, surgió hasta el dicho de que en el futuro, habrá que cambiar el orden de las fuerzas terrestres, marítimas y aéreas situando estas segundas en el primer lugar.
Les toca a ellas jugar el rol más importante en defender la soberanía, la dignidad y los intereses de desarrollo de la RPDC no sólo en el tiempo de emergencia sino también en lo adelante.
Para enterarme en el terreno de las prioridades para el fortalecimiento de las fuerzas navales que tienen capital importancia y asignar una serie de medidas importantes, inspeccioné hace poco la flotilla guardia no. 2 de buques a la superficie de la Flota del Mar Este y visité hoy la Comandancia de las Fuerzas Marítimas en vísperas de su fiesta.
Al ver a los confiables comandantes de las fuerzas marítimas quienes como defensores valientes del Partido y la revolución en el mar extenso, vinieron navegando siempre por la ruta de fidelidad empuñando con convicción inconmovible el timón sin vacilar nunca ante las olas bravas, siento gran deseo de rendir homenaje a la sagrada historia de más de 70 años de las fuerzas navales del EPC, expresó y agregó:
Las fuerzas marítimas, nacidas de la nada con el espíritu indoblegable como su fuente de vitalidad, han coronado de victorias y milagros las décadas de la revolución con el temperamento y coraje de arremeterse sin ningún miedo a cualquier enemigo poderoso.
Su historia gloriosa de más de 70 años está llena del espíritu de sacrificio y lucha heroica de los marineros que pudieron defender el Estado y la revolución sólo con victoria.
Aunque no están equipadas con ultramodernos pertrechos y medios técnicos de combate, nuestras fuerzas navales realizaron méritos tan enormes que revisten mayor importancia que los hechos por otros tipos de ejército.
El mar que defienden ustedes, devino siempre el campo de enfrentamiento más violento con las fuerzas hostiles tanto en los tiempos de guerra y el posbélico como en el presente.
De ahí dependían la dignidad y honor de la patria y la victoria o derrota en combates navales determinaba siempre el desenlace del enfrentamiento que decidía el destino de la patria y el pueblo.
El enemigo con que se enfrentaron por primera vez y rivalizan permanentemente nuestros marineros es la fuerza muy poderosa que se jacta de su historia de batallas navales de ciento y decenas de años, pero ellos lucharon con más coraje y tenacidad sin retroceder ni una pulgada porque así se lograba la victoria de la patria.
Nuestros mares no estuvieron nunca en paz desde el cese de fuego hasta la fecha, pero se mantuvieron siempre limpios y azules gracias al ímpetu indoblegable y valentía de nuestros marineros que los defendieron firmemente como un recurso abundante y riqueza del Estado y el pueblo.
De veras, gracias a nuestras fuerzas navales, no hubo ningún espacio de intrusión para los agresores aunque nuestro mar es tan extenso que se pierde en el horizonte.
Se pone de relieve la imagen indoblegable de nuestras fuerzas navales, cada vez que la patria se enfrenta con un desafío grave y crisis, y flameaba el orgulloso estandarte de ellas en los campos de batalla donde se ostentaba la fama de la Corea heroica no en el tiempo de guerra sino en el de paz.
Se dieron a conocer ampliamente el carácter típico de nuestro Ejército Popular y la clave de su invencibilidad a través del denuedo de los marineros indoblegables, manifestado en la batalla desigual contra los piratas en superioridad numérica y de armamentos. Y la historia de victoria de las fuerzas navales que registran sólo los méritos sorprendentes para el mundo, da más gloria al largo trayecto de la construcción del ejército.
La fama de las fuerzas navales del EPC simboliza el coraje y convicción de nuestro pueblo indoblegable y está inscrita como el honor de defensor no.1 de nuestro partido y la revolución.
La invencibilidad debe ser la meta invariable de nuestras fuerzas navales y el honor de la patria debe estar en el futuro también al lado de los méritos de los marineros.
El estimado compañero Kim Jong Un presentó como tarea suprema de las fuerzas navales desarrollarlas como poderoso tipo de ejército que puede cumplir perfectamente su misión histórica, o sea, la defensa de aguas territoriales y los preparativos para la guerra revolucionaria.
El VIII Congreso de nuestro Partido presentó la tarea combativa de fortalecer y desarrollar nuestras fuerzas revolucionarias como verdadero cuerpo armado del partido con ideología única y como el sofisticado y moderno, y mejorar rápida y trascendentalmente la modernidad y combatividad de la marina de guerra, de acuerdo con las demanda de la revolución en desarrollo y la seguridad nacional y con nueva tendencia mundial de desarrollo militar.
Lograr el desarrollo vertiginoso de las fuerzas navales se presenta como asunto muy urgente también si se toma en cuenta la intención agresiva de los enemigos y el carácter de sus acciones militares de los últimos tiempos.
En estos tiempos, el imperialismo norteamericano despliega de una manera casi permanente los armamentos estratégicos nucleares en las aguas periféricas de la Península Coreana por una parte y, por la otra, desarrolla ahí más acaloradamente que nunca los ejercicios navales conjuntos con sus seguidores.
En la reciente reunión de los cabecillas de gángsteres de EE.UU., Japón y la “República de Corea”, publicó la realización periódica de los entrenamientos militares tripartitas de diferentes tipos y procedió al cumplimiento de este plan.
Debido a las imprudentes acciones conflictivas de EE.UU. y otras fuerzas hostiles, las aguas marítimas de la Península Coreana se convirtieron en la zona donde está concentrado mayor número de pertrechos bélicos en el mundo y persiste el más delicado peligro de guerra nuclear.
La situación actual exige a nuestras fuerzas navales que mantengan en todo momento la disposición de guerra al hacer todo lo posible por completar los preparativos de guerra y se encuentren listas para implementar la estrategia militar de la Comandancia Suprema frustrando la intención de guerra de los enemigos en el tiempo de emergencia.
Para este fin, resulta también lo más importante la extraordinaria combatividad de los comandantes y soldados que considerando honrados la misión y deber de defender el mar, que les ha concedido la patria, están dispuestos a luchar con valentía para aniquilar a los enemigos.
Por supuesto, a estas alturas, hay que lograr al paralelo el crecimiento técnico-militar y darle importancia en el cumplimiento de la misión de nuestras fuerzas marítimas, pero lo más prioritario e importante es mantener con firmeza y multiplicar las ventajas política-morales y las ideológicas de nuestro ejército porque como ha probado la historia, el combate es un enfrentamiento ideo-espiritual.
Si somos fuertes en lo ideológico, no se atreverán a atacarnos los enemigos.
El elevado sentido ideo-espiritual de nuestros marineros es lo que temen las prepotentes flotillas de buques agresores y les disuade de invadir las aguas jurisdiccionales de nuestro país, aunque ellas deambulan por todos los océanos del mundo si les da la gana. Y confiando absolutamente en esto, nuestros habitantes se dedican sin ningún reparo a la producción y construcción por la prosperidad.
Instruyendo lograr al mismo tiempo el desarrollo técnico-militar en lo equivalente a la superioridad ideo-política, el Secretario General enumeró las tareas inmediatas para elevar trascendentalmente el carácter moderno y la combatividad de la marina de guerra al dar más acicate a la modernización de sus armamentos.
Según la política de ampliación de los usos de armas nucleares tácticas, las unidades de diferentes tipos de ejército recibirán los equipos bélicos con increíble poder destructivo y precisión, dijo y prosiguió que nuestras fuerzas marítimas serán en lo adelante un digno componente del disuasivo nuclear del Estado que tiene la capacidad de cumplir la misión de ataque estratégico.
Definió como mayor prioridad establecer con más firmeza el sistema de mando único del Comité Central del Partido sobre todas las fuerzas navales en la empresa de desarrollarlas cuanto antes como poderoso tipo de ejército que esté preparado perfectamente para la guerra.
El reforzamiento de este sistema es la base y garantía fundamental del desarrollo de ellas, reiteró y continuó:
Hay que tener siempre presente que la combatividad de las fuerzas marítimas, que pueden cumplir su misión movilizándose más rápida y exactamente a la orden del Comité Central del Partido, se prepara sobre la base del espíritu de fidelidad y obediencia absolutas.
Todos los órganos partidistas y políticos de ellas han de concentrarse en la tarea de preparar a todos los oficiales y soldados como los capaces de navegar exactamente por la ruta indicada por el Partido en el mar extenso sin ninguna señal ni guía y de aniquilar perfectamente en el tiempo determinado el blanco de ataque, señalado por el CC del Partido.
Lo fundamental del incremento de la capacidad combativa de las fuerzas marítimas es mantener siempre con seguridad la superioridad del poderío ideo-espiritual y, por consiguiente, priorizar el armamento espiritual de todos los oficiales y soldados, puntualizó y continuó:
La guerra es más el enfrentamiento entre las ideas, ideales y morales que el técnico y de equipos.
Por mucho que se alteren nuestras fuerzas y modo de cumplimiento de guerra y las formas de acción militar del enemigo, nunca se cambiarán nuestro método de batalla y tradición de victoria, basados en la superioridad ideo-política y la espiritual y moral.
Lo que necesita realmente en el campo de combate no es la superioridad numérica y técnica de los pertrechos bélicos sino el predominante poderío ideo-espiritual de los militares que los manejan, lo cual es la filosofía revolucionaria del heroico EPC y su típica doctrina de guerra.
En nuestras fuerzas marítimas debe reinar sólo el credo de que para el uniformado armado del espíritu indoblegable, no habrá ningún enemigo y batalla que no pueda vencer, y es importante continuar firmemente tal tradición típica sin ceder ni un paso ni el menor desvío.
Especialmente, hay que esforzarse por asimilar el espíritu heroico de las generaciones anteriores.
En los estandartes de las gloriosas fuerzas navales de Corea, brilla como noble ejemplo el indoblegable espíritu combativo que grabaron con sangre y vida los héroes Kim Kun Ok y Chae Jong Bo y otros marineros valientes de las generaciones antecesoras.
Es preciso hacer que todos los oficiales y soldados de la marina de guerra pasen los días del servicio militar esforzándose conscientemente por dar continuidad al gran espíritu marinero de los héroes de la generación anterior sintiéndose estimulados por los méritos de éstos grabados en los gloriosos estandartes militares y de buques de guerra que aquéllos ven todos los días y momentos.
Todos ellos deben aprender y centuplicar el indoblegable espíritu combativo de sus antecesores y seguir glorificando así el honor de las fuerzas marítimas revolucionarias que han logrado sólo victorias frustrando la fanfarronada de los enemigos con la idea firme y excelentes rasgos morales.
Los combatientes valientes del mar, que cumplen cualquier cosa con brío y magnanimidad en cualquier momento y lugar, han de consolidar la unidad camaraderil y superar cualquier obstáculo y dificultad con la solidaridad y audacia de la heroica marina de guerra, que comparte la vida y la muerte.
Así deberán cumplir fielmente la misión y deber asumidos ante el Partido, la revolución, la patria y el pueblo.
El Secretario General enfatizó que la llave para mejorar vertiginosamente la combatividad de las Fuerzas Marítimas del EPC está en impulsar con vigor la modernización de armamentos y, al mismo tiempo, realizar de manera sustancial los ejercicios prácticos en un ambiente de combate real.
Es necesario armar bien a los oficiales y soldados de las unidades y subunidades de todos niveles con autóctonos métodos de combate naval y submarino de nuestro Partido y prestar atención a idear y establecer nuevos proyectos estratégico-tácticos que permitan enfrentarse a las modalidades de combate naval y a los métodos de guerra de agresión de los enemigos que se cambian en el momento actual, puntualizó y prosiguió:
Al tiempo de prestar atención al mantenimiento de las especificaciones iniciales y los preparativos de movilización de los buques, armas y equipos técnicos de combate de que se disponen actualmente, el sector de entrenamiento ha de proponerse las metas cada vez más elevadas y organizar y ejecutar de diversas maneras y con objetivos claros los ejercicios de movilidad asemejados en todo lo posible al combate real, en el principio de mejorar notablemente la capacidad combativa para poder doblegar con seguridad las cada vez más graves acciones provocativas de guerra nuclear de las tropas agresoras norteamericanas y los ejércitos de sus seguidores.
Todos los oficiales y soldados de las Fuerzas Marítimas deben cumplir el servicio de guardia de diferentes tipos como la marítima con alta tensión y la conciencia de que la seguridad y la paz de las aguas jurisdiccionales de la RPDC dependen de la fuerza y empeño de sí mismos, y asegurar así por vía militar la prosperidad de la patria y la tranquilidad y felicidad del pueblo.
El estimado compañero Kim Jong Un aseveró que el estilo revolucionario y temperamento de los marineros, que apoyan con fidelidad la causa del Partido y aman cálidamente la patria, se manifiestan plenamente también en los campos de la construcción socialista causando la admiración de los habitantes.
Agregó que como siempre, ellos deben recompensar con lealtad la confianza y esperanza del partido y el pueblo, y prosiguió:
Me siento más orgulloso de nuestras fuerzas marítimas.
Gracias a los marineros dispuestos a luchar sacrificando su juventud y vida sin arrepentirse ni escatimar por la tranquilidad de la patria y del mar patrio, nuestras fuerzas navales son las de flor y nata y sobresalen tanto en la combatividad como en el heroísmo.

Уважаемый товарищ Ким Чен Ын по случаю Дня ВМС – праздника ВМС славной КНА нанес визит в Командование ВМС, поздравил всех солдат и офицеров ВМС и выступил со знаменательной речью.
В своей речи уважаемый товарищ Ким Чен Ын отметил, что по случаю Дня ВМС он нанес поздравительный визит в Командование ВМС, и что по поручению нашей партии и правительства передает корзину цветов в знак горячего поздравления всех солдат и офицеров наших ВМС.
Он выразил боевой привет всем командирам и солдатам ВМС, которые и сейчас надежно защищают суверенитет, территориальную целостность и мир КНДР с овеянными подвигами военно-морскими флагами. Также послал горячий привет семьям военнослужащих ВМС, которые вместе с моряками вкладывают всю душу и любовь в защиту территориальных вод.
Упомянул, что, исходя из исторических и практических требований, для нашей страны, морской страны, которая с трех сторон окружена морями, укрепление ВМС всегда оставалось как необходимая задача для государственной обороны и строительства вооруженных сил.
Уважаемый товарищ Ким Чен Ын сказал о нижеследующем.
Исторически щупальца агрессии в основном притягивалась к нашей стране через море, из-за чего нашему народу пришлось испытывать долгое время ужасные страдания.
Такие мы, наконец, 28 августа 1949 года, в исторический день 74-летней давности объявили создание флота, положившее торжественное начало славной истории ВМС, а блестящий процесс подготовки собственных ВМС с того момента до наших дней играл действительно большую и важную роль в защите спокойствия этой страны.
В священную историю нашей Народной Армии, которая со дня своего основания до наших дней вооружением надежно защищала суверенитет и собственное достоинство Республики, вписаны выдающиеся заслуги военно-морских сил, которые проходили преисполненный беспримерным героизмом и смелостью боевой путь. А также в быстро изменяющейся теории о военных делах и на их практике роль ВМС с каждым днем приобретает более важный характер.
На современной войне ВМС представляют собой комплексные боевые силы, которые оснащаются различными ударными средствами, а даже ядерными сдерживающими силами государства, и применяют их. Можно защитить безопасность страны, когда только ВМС находятся в полной готовности к войне.
Исходя из важной роли ВМС, в частности из геополитической особенности нашего государства, даже говорят, что Сухопутные войска, ВМС и ВВС в будущем нужно полагаться по порядку ВМС, Сухопутные войска и ВВС.
Наши ВМС должны играть самую большую роль в защите суверенитета, достоинства и интересов развития КНДР не только в случае войны, но и в будущем.
Для ознакомления на месте с вопросами, насущно встающими в укреплении ВМС, которые имеют такое важное значение, и для принятия некоторых важных мер недавно инспектировал 2-й гвардейский дивизион надводных кораблей Восточноморского флота, а сегодня в преддверии праздника посетил Командование ВМС.
Товарищ Ким Чен Ын отметил, что при виде доблестных бойцов передового поста, которые защищают партию и революцию на далеком морском пути, и надежных командиров наших ВМС, которые продолжали морской путь преданности, крепко держа руль убеждений без малейшего отклонения от курса при неистовом шторме, не смог сдерживать хлынувшее желание воздать высочайшие почести священной истории ВМС КНА, насчитывающей более 70 лет, и продолжал нижеследующее.
Наши ВМС, рожденные на пустыре, считав несгибаемый дух своей жизненной силой, овеяли годы революции победами и чудесами в опоре на сильный характер и храбрость, позволяющие идти навстречу любому сильному противнику без страха.
Славная история ВМС, насчитывающая более 70 лет, была блестящей летописью беззаветной самоотверженности и героической борьбы наших моряков, которые только победой смогли защищать государство и революцию.
Хотя наши ВМС не были оснащены новейшими вооружениями и боевой техникой, но совершенные ими военные подвиги были отнюдь не уступающими подвигам других видов войск, а даже были более значимыми.
Синее море, защищаемое вами, и во время войны, и в послевоенное время, и сегодня всегда было ареной самой ожесточенной конфронтации с враждебными силами.
В этом море находили свое выражение достоинство и честь Родины, исход морского боя всегда определял обстановку противоборства, от которого зависит судьба Родины и народа.
И враг, против которого мы впервые сразились, и враг, против которого постоянно сражались мы, был мощными силами, гордящимися своей сто и десятилетней историей морского боя, но наши моряки, ни на шаг не отступив, смелее и стойче сражались, потому что именно это прямо связывалось с победой Родины.
С послевоенного времени до наших дней наше море отнюдь не нашло спокойствия, но благодаря непреклонному духу и удали наших храбрых моряков всегда сохраняло свой чистый и синий облик, надежно защищалось как богатые ресурсы и богатство государства и народа.
Благодаря нашим ВМС действительно море так бесконечно обширное за горизонтом, но нисколько не было свободного места, в которое могут вторгаться враги.
Несгибаемый групповой облик наших ВМС еще ярче подчеркивался каждый раз, когда Родина сталкивалась с серьезным вызовом и кризисом, а на местах ожесточенной борьбы, где демонстрировалась слава героической Кореи в мирное время, а не в военное время, всегда развевался наш гордый военно-морской флаг.
Бессмертная удаль, проявленная в неравных по боевым численностям и вооружениям боях с пиратами, доставила присущему нашей Народной Армии характеру и секретам всех побед широкую известность, а победоносная история достигающих удивляющих весь мир боевых успехов ВМС – более яркую славу долговременной истории строительства вооруженных сил.
Слава ВМС КНА ярко прославляется как символ доблести и убеждений несгибаемого нашего народа, как честь первого защитника нашей партии и революции.
Непобедимость должна быть неизменной вехой наших ВМС, а честь Родины и подвиг моряков и впредь должны быть четами.
Товарищ Ким Чен Ын поставил высшей задачей перед ВМС развитие ВМС в мощный чучхейский вид войск, способный отлично исполнять свою историческую миссию – защиту территориальных вод и готовность к революционной войне.
Он сказал о нижеследующем.
VIII съезд нашей партии поставил боевую задачу – укрепление и развитие наших революционных вооруженных сил в настоящую армию партии, установившую безраздельное господство единой идеологии, в сверхсовременную и модернизованную армию в соответствии с требованиями развития революции и безопасности государства, с мировой тенденцией развития военных дел, а также радикальное улучшение в ближайшее время современности и боеспособности ВМС.
И с точки зрения последних агрессивных намерений и характера военных действий врагов достижение успехов в стремительном развитии ВМС представляет собой весьма актуальный вопрос.
В последнее время американские империалисты подкрепляют и размещают ядерные стратегические оснащения в акватории вокруг Корейского полуострова на уровне постоянного размещения, а с другой стороны как никогда активизируют совместные морские военные учения со своими сателлитами в морской зоне вокруг нас.
Недавно гангстерские главы США, Японии и «Республики Корея» собрались вместе, официально опубликовали регулярное проведение различных совместных военных учений между тремя сторонами и приступили к выполнению такого плана.
Из-за безумных конфронтационных происков США и враждебных сил сейчас акватория Корейского полуострова превратилась в крупнейшую в мире акваторию сосредоточения военных оснащений, в самую нестабильную акваторию с риском ядерной войны.
Сложившаяся обстановка требует от наших ВМС прилагать все усилия к усовершенствованию подготовки к войне, поддерживать постоянную боеготовность, в случае чего переламывать волю врагов к развязыванию войны и выполнять военную стратегию Ставки Верховного Главнокомандования.
Для этого самым важным является необычайный боевой дух командиров и солдат, которые преисполнены решимостью уничтожения врагов и храбростью, с честью выполняя порученную Родиной миссию и задания защиты моря.
Конечно, теперь необходимо сопровождаться и быть в центре внимания военно-технический рост для выполнения нашими ВМС своей миссии, однако, прежде того, самым важным, как доказала история, является последовательное отстаивание и дальнейшее привитие превосходных морально-политических и идейных преимуществ нашей армии, пока бой остается идейно-духовной конфронтацией.
На сильных идеями не смеют налетать враги.
Высокий идейный дух наших моряков – вот чего боится даже группировка наглых агрессивных кораблей, вольно суетящаяся по океанам мира, и не осмеливается вторгаться в наши моря. И в это твердо верит наш народ, благодаря чему он непрерывно дает высокий гул производства и строительства навстречу процветанию.
Товарищ Ким Чен Ын отметил, что следует обеспечить баланс идейно-политического превосходства и военно-технического развития, обозначив замысел нашей партии и очередные задачи по приданию более мощного импульса осуществлению модернизации вооруженных оснащений ВМС для радикального повышения современности и боеспособности ВМС.
Товарищ Ким Чен Ын сказал, что по политике расширенного применения тактического ядерного оружия, освещенной линией на строительство ядерных вооруженных сил государства, военные части видов войск получат новые вооруженные средства, отметив, что в будущем наши ВМС станут составляющей ядерных сдерживающих сил государства, выполняющей стратегические задания.
Товарищ Ким Чен Ын выдвинул дальнейшее последовательное утверждение единой системы руководства ЦК партии всеми ВМС самым важным требованием для скорейшего укрепления ВМС КНА в мощный вид войск, находящийся в полной готовности к войне.
Он сказал о нижеследующем.
Укрепление единой системы руководства войсками – основа для развития ВМС и главный залог их развития.
Следует всегда помнить, что боеспособность ВМС, способных быстро и точно мобилизоваться и выполнить порученные им задания, основывается на духе абсолютной верности, абсолютного подчинения.
Все партийные и политические органы ВМС должны прилагать главные усилия к тому, чтобы все военнослужащие ВМС точно взяли только курс, намеченный партией, на необъятном море, где нет никаких знаков и путеводителей, и безусловно, безупречно уничтожили назначенную ЦК партии цель удара в намеченное время.
Товарищ Ким Чен Ын отметил, что главным в укреплении боевых сил ВМС оставалось, остается и будет оставаться уверенное поддерживание превосходства идейно-духовной силы, поэтому нужно отдать приоритет духовному вооружению всех военнослужащих.
Он подчеркнул нижеследующее.
Война является не только противоборством между техниками и оснащениями, но и противоборством между идеями, идеалами и моралями.
Как бы ни изменились наши силы, способ ведения войны и образ военных действий врагов, не могут измениться наши метод боя и традиции победы, опирающиеся на идейно-политическое и духовно-моральное превосходство.
Действительно необходимым на поле боя является не численно-технический перевес вооруженных оснащений, а подавляющая идейно-духовная мощь воинов, обращающихся с ними,- вот что философия революции и военная доктрина, присущая героической КНА.
Наши ВМС должны преисполняться только такими убеждениями, что у воина, вооруженного несгибаемым духом, не могут быть неодержимый враг и поражение в бою, а также важно надежно продолжать именно эти свойственные ему традиции без малейшей уступки, без малейшего отклонения.
В частности, следует стараться для перенятия героического духа предыдущих поколений.
Воинские знамена славных корейских ВМС овеяны непреклонным боевым духом, проявленным ценою крови и жизни храбрыми моряками предыдущих поколений, в том числе героями Ким Гун Оком и Чхэ Чон Бом, как ценным примером.
Каждый день, каждую минуту, смотря на славное воинское знамя и знамя корабля, черпать боевое вдохновение в подвигах героев предыдущих поколений, проникнутых в знаменах, и сознательно стараться для блестящего унаследования такого великого матросского духа – вот это должно войти в быт воинской службы всех военнослужащих ВМС.
Все военнослужащие ВМС должны навеки наследовать непреклонный боевой дух бойцов предыдущих поколений и приумножать на сто тот дух, а также на этом пути непрерывно прославлять честь революционных ВМС, которые со здоровыми идеями и превосходным моральным обликом разбивали блеф врагов и завоевывали только победу.
Когда, где и чем занимались бы нужно укреплять товарищеское братство сплоченностью и смелостью, присущими бодрым и бесстрашным морякам с глубокой душой, потенциал которых невозможно мерить, и героическим морякам, которые делят судьбу со всеми, а также с улыбкой идти навстречу любым затруднениям и трудностям. Только тогда могут стать беззаветно преданными своей миссии и обязанностям перед партией и революцией, Родиной и народом.
Товарищ Ким Чен Ын подчеркнул, что секрет стремительного развития боеспособности наших ВМС заключается в мощном продвижении модернизации вооруженных оснащений и, в то же время, содержательном проведении практических учений в практической боевой обстановке.
Он сказал о нижеследующем.
Вместе с полным вооружением военнослужащих частей и подразделений всех уровней освещенными нашей партией самобытными методами ведения надводного и подводного боев нужно уделять внимание разработке и созданию новых тактико-стратегических планов, позволяющих вполне реагировать на изменяющиеся на данный момент формы морского боя, методы ведения агрессивной войны врагов и их приемы ведения боя.
Следует обращать постоянное внимание на сохранение первоначальной мощности имеющихся кораблей, вооружений и боевой техники, на их готовность к мобилизации. И в то же время в области военной подготовки, ставя все еще высокие цели, на основе принципа необычайного наращивания боеспособности для последовательного подавления ежеминутно ужесточающихся происков агрессивных американских войск и вооруженных сил их сателлитов следует непрерывно, разнообразно и целеустремленно организовать и провести практические учения в условиях, максимально приближенных к реальным.
Все военнослужащие ВМС с высокой напряженностью и осознанием, что безопасность и спокойствие территориальных вод нашей Республики зависят от их сил и стараний, должны ответственно выполнять разные боевые дежурства, включая морскую охранную службу, и тем в полной мере гарантировать процветание Родины, спокойствие и счастье народа в военном отношении.
Товарищ Ким Чен Ын отметил, что революционный дух и характер моряков, преданных делу партии и горячо любящих Родину, в полной мере проявляются и на участках грандиозного строительства социализма, пользуются похвалой народа. И продолжал, что морякам следует всегда осознавать доверие и надежды партии и народа, оправдывать их преданностью, как всегда.
Товарищ Ким Чен Ын сказал о нижеследующем.
Я считаю наши ВМС самой большой гордостью.
Благодаря нашим морякам, готовым сражаться, отдавая свою молодость и жизнь без раскаяния и колебания во имя спокойствия Родины и моря Родины, наши народные ВМС отборные и так выдающиеся в отношении боеспособности и героизма.
Желаю, чтобы наши ВМС прославлялись как революционный воинский коллектив, который играет ведущую и авангардную роль не только в защите территориальных вод Родины, но и в социалистическом строительстве, и приносит лучшие и солидные результаты.

Надеюсь, что вы все будете здоровыми, укреплять единство и сплоченность, развертывать тяжелую борьбу ради вечного процветания КНДР и счастья народа, непременно открывать период полного расцвета в развитии чучхейских ВМС.

敬爱的金正恩同志说，在海军节之际访问海军指挥部，受我们党和政府的委托，我要转达花篮，向我们海军武装力量的全体官兵致以热烈的祝贺。
向此时此刻也迎风飘着凝聚功勋的军舰旗，可靠地捍卫朝鲜民主主义人民共和国的主权、领土完整和和平的海军全体指战员表示战斗的敬意，还向同水兵一道对领海防御倾注一切关爱和情义的海军家属致以由衷的问候。
金正恩同志在讲话中谈及，从历史和实践的要求来看，对于三面环海的海洋国家——我国来说，加强海军力量一直成为国家防卫和军队建设不可或缺的课题。
历来对准我国的侵略魔爪主要通过大海伸出过来，因此，我国人民不得不长期遭受残酷灾难。
这样的我国终于在１９４９年８月２８日，距今７４年前的历史性日子宣布了舰队成立，这成了引以自豪的庄严启程，从此培养了自己的海军武装力量的辉煌历程，至今在捍卫国家的太平方面做出了确是很大的、重大的作用。
从建军那天起直到今天，用武装坚决捍卫共和国主权和尊严的我国人民军的神圣历史上，记载着海军始终走过充满无比的英雄精神和勇敢精神的战斗历程而做出的特出贡献。在快速变迁的军事理论和实践中，它的作用日益受到重视。
在现代战争中，海军装备着并运用着各种打击手段、甚至国家的核遏制力，是综合性战斗力量。只要海军武装力量做好准备，就可以维护国家的安全。
因为海军的作用的重要性，特别因为我们国家的地缘政治特点，有的说，今后要将陆海空军称为海陆空军。
我们海军不仅在有事时，而且今后一直都要为维护朝鲜民主主义人民共和国的主权和尊严、发展利益，担起最重要的担子。
我为实地考察了解如此意义重大的加强海军武装力量方面迫不及待的问题并做出一系列重要措施的部署，日前视察东海舰队近卫第二水上舰艇战队之后，今天来到了即将迎接节日的海军司令部。
金正恩同志说，面对着在千里海路上保卫党和革命的勇猛的前哨兵们、在汹涌波浪中紧握丝毫没有变更航线的信念之掌舵走过忠诚的航路的我们海军指挥官们信赖的面容，对朝鲜人民军海军的神圣的７０多年历程，不禁肃然起敬。他接着说：
废墟上以不屈的精神为生命力诞生的我们海军在每个革命年代发扬大无畏地迎头打击任何大敌的气概和勇气，一直取得了胜利，创造了奇迹。
长达７０多年的光荣的海军史，是只用争取胜利来维护国家维护革命的水兵无比牺牲精神和英勇斗争的光辉的记载。
我们海军虽然尚未具备最新武器装备和战斗技术器材，但所建立的军功是绝不亚于其他军种的、有着比它更大意义的丰功伟绩。
你们守卫着的蔚蓝大海，在战争时期、战后时期和今天都成为了经常同敌对势力最激烈对抗的场所。
那里承载着祖国的尊严和名誉，其战斗胜败始终决定着关系到祖国和人民的命运的决战局面。
首次面对的敌人、不得不经常对抗的敌人是炫耀一百数十年的海战史的强大势力。但我们水兵不退让半步，更加勇敢更加顽强地进行战斗，那是因为与祖国的胜利息息相关。
从战后时期至今，我国大海虽然尚未平复，但得益于我们海军勇士们的不屈气概和勇猛，它始终那样清澈碧绿，作为国家和人民的富饶资源和财富坚决得到守护。
说真的，由于有我们海军，虽然大海到水平线那边那么苍茫无际、广阔无边，但丝毫没有侵略者可侵入的空隙。
每当国家面临严重挑战和危机的时候，我们海军的不屈形象更加突出；在不是打仗的和平时期大振英雄朝鲜威仪的激烈战场上，我们引以自豪的海军旗总是迎风招展。
由于同从战斗人员和武器装备上不可比拟的海盗进行战斗时发扬的不屈不挠的勇猛精神，我们人民军特有的性质和百胜秘诀就举世皆知；由于取得胜利就取得惊动世界的战果的海军胜战史，漫长的建军史的光荣就更加熠熠生辉。
朝鲜人民军海军的名声里凝聚着我国人民的勇敢精神和信念的象征、我们党和革命的第一保卫者的荣誉。
所向无敌应该成为我们海军不变的标志，祖国的荣誉今后也应该与水兵们的功勋并联起来。
金正恩同志提出了海军武装力量面临的至高无上的任务：要发展成为能够出色完成领海防卫和革命战争准备这一历史使命的强有力的主体的军种集团。
党的八大顺应革命发展和国家安全的要求以及新的世界军事发展趋势提出了战斗任务：将我国革命武装力量加强和发展成为实现思想一色化的真正的党的军队、实现尖端化现代化的军队；在最短时间内大大提升海军的现代水平和战斗能力。
从近期敌人的侵略意图和军事行动的性质来看，争取海军武装力量的快速发展成就，是极为迫切的问题。
美帝国主义近期在朝鲜半岛周边水域增强部署核战略装备且保持其经常部署水平，同时在我国周边海域空前热衷于与追随势力的联合海上军演。
日前美国、日本和“大韩民国”暴徒头子聚在一起，公然宣布将定期进行三方之间各种联合军演并付诸实践。
由于美国等敌对势力鲁莽的对抗活动，如今朝鲜半岛水域变成了世界最大的战争装备集结水域、最不稳定的核战争危险水域。
当前的形势要求我们海军全力以赴做好战争准备，严阵以待，经常准备有事时挫败敌人的战争意志，贯彻落实最高司令部的军事战略。
为之需要指战员们铭记祖国交给的守护海洋的光荣使命和任务，充满歼敌意志和勇敢精神，最重要的还是他们非凡的战斗精神。
当然，我国海军要履行自己的使命方面，现在需要伴随和重视军事技术上的发展。但更重视的依然是我们军队坚持政治道德和思想上的优越性，并进一步培养它。这是因为像历史所证明的那样，打仗是精神思想的较量。
思想坚强，敌人就不敢触犯。
我们水兵们高度的思想精神，正因为害怕这一精神，在世界大洋横行霸道的蛮横无理的侵略军舰集团也不敢进犯我国的大海，也正因为坚信这一点，我国人民才得以高高打响朝向繁荣的生产和建设轰隆声。
金正恩同志表示，要坚持政治思想优势且均衡发展军事技术，并明确指出了我们党在加快实现海军武器装备现代化，决定性提高海军的现代性和战斗能力方面的构想和当前任务。
金正恩同志说，根据国家核武力建设路线提出的战术核运用扩大政策，各军种部队将接到其破坏威力和精密度极强的惊人的新武器装备。今后，我们海军将成为执行战略任务的国家核遏制力的组成部分。
金正恩同志在早日壮大发展朝鲜人民军海军成为完美无缺地做好战争准备的强有力的军种方面，把进一步彻底树立党中央对整个海军的唯一领军体系提出为最重要要求。
加强唯一领军体系是发展海军武装力量的基础，也是自身发展的基本保证。
要时刻铭记只要党中央一声令下，海军就能够最迅速正确地动员起来执行任务的战斗力是基于绝对忠诚和绝对服从精神培养的。
海军的所有党、政治机关要致力造就全体水兵，使他们在没有任何标志物和路标的茫茫大海上正确无误地沿着党所指定的航线前进，在指定的时间内把党中央指出的攻击目标无条件、完美无缺地消灭。
金正恩同志指出，确实坚持思想精神力量的优势，这就过去、现在和未来都是加强海军战斗力的基本。所以我们优先抓好对全体官兵的精神武装。
战争是技术和装备的较量，更是思想、理念和道德的较量。
无论我们的力量和战争方式、敌人的军事行动方式有怎样的变化，我们依靠政治思想、精神道德上的优越性的打仗方法和胜利传统不可退色。
在战场上真正需要的是，军人们压倒性的思想精神威力，而不是武器装备、数量和技术上的优势，这就是英雄的朝鲜人民军的革命哲学、固有的战争教理。
我们海军要充满这样一个信条：用百折不挠的精神武装的军人面前就没有不可战胜的敌人和可能失败的战斗。而且重要的是，寸步不让地、正确无误地坚定继承这一特有的传统。
尤其是，努力学习前一代的英雄精神。
光荣的朝鲜海军武装力量的各军旗上凝聚着金君玉、蔡正宝英雄等前一代海军勇士们用鲜血和生命刻写的不屈战斗精神，它依然作为宝贵典范发光生辉。
要使全体海军官兵每时每刻仰望着光荣的军旗和军舰旗，从军旗里凝聚的前一代英雄们的殊勋得到战斗鼓舞，有意识地努力光辉继承这一伟大水兵精神，这要成为他们日常的部队生活。
海军的全体官兵要永远学习前一代勇士们不屈的战斗精神且将之百倍加强，在其征程上以坚定思想和优秀道德风貌粉碎敌人虚张声势，继续发扬光大从胜利走向胜利的革命海军的荣誉。
大海的勇士、英雄海军无论何时何地做什么工作，始终雄心勃勃、胸怀大志、难以预测其底力，而且同生死、共患难。靠他们特有的团结精神和大无畏精神巩固同志式的团结，知难而上，笑着冲破任何障碍和困难时，就能无限忠于党和革命、祖国和人民所赋予的使命和本分。
金正恩同志强调，迅速提高我们海军战斗力的秘诀在于大力推进武器装备现代化，同时扎实进行在实战环境中的实用性的实兵训练。
要用我们党主体的水上水下战法牢固武装各级部队、区分队官兵，同时要对创造并树立能够对付当前不断变化的海战风格以及敌人侵略战争手法和战法的新种战略战术方案予以应有的关注。
要对当前装备的舰艇和武器战斗技术器材的原性能维持和动员准备始终予以关心的同时，训练部门要继续提出高目标，本着大大增强战斗能力来坚决压制愈演愈烈的美帝侵略军及其仆从军队的核战争挑衅妄动的原则，持续不断地、形式多样而大有针对性地组织落实最大限度地靠近实战的实兵演习。
所有海军官兵要坚持共和国领海的安全与平稳都取决于自己力量和奋斗的自觉和高度警惕性，毫无漏洞地完成海上警戒等各种战斗值勤任务，从军事上切实保证祖国的繁荣、人民的安宁和幸福。
金正恩同志指出，忠于党的事业、热爱祖国的水兵们的革命风气和骨气，在社会主义大建设工地上也得到充分发挥，受到人民的赞扬；水兵们要时刻铭记并始终不渝地忠实报答党和人民的信任和期待。他说：
我为我们的海军感到最大的自豪。
只要是为了祖国的安宁、祖国的大海平安无事，就毫不犹豫地不惜献出青春和生命而战，由于有充满着这样觉悟的我们水兵，我国人民海军才得以无比精锐，无论在战斗力上还是在英雄性上都如此出色。
我希望，我们海军将作为不仅在保卫祖国领海方面，而且在社会主义建设方面也起到核心作用、先锋作用且取得最出色、最丰硕果实的革命军人队伍扬名于世。

我相信，你们每一个人都身体健康，加强团结一致，为实现朝鲜民主主义人民共和国的无穷繁荣和人民幸福展开艰苦斗争，一定会开创主体海军武装力量发展的鼎盛期。
为了在争取祖国统一的革命战争准备方面取得新的成果，为了继续高度弘扬英雄的人民海军强大威力且进一步发扬光大其荣誉，让我们都勇敢地、顽强地奋斗到底。
