Statement of Spokesman for DPRK Ministry of National Defence
A spokesman for the Ministry of National Defence of the DPRK issued the following statement on October 4:
The U.S. Defense Department recently made public “2023 strategy for countering WMD”, in which it termed China and Russia “pacing challenge” and “acute threat” and the Democratic People’s Republic of Korea (DPRK) “persistent threat”.
Such act of the U.S. military is another grave military and political provocation against independent sovereign states.
As for the “persistent threat”, it is an expression most suitable for the U.S., the world’s biggest WMD-armed state and the only criminal state that used A-bombs, which has labeled the DPRK as “enemy” and escalated unprecedented nuclear threat and blackmail against it since the last century.
This year alone, the U.S. staged the largest-ever joint drills, making a series of bluffing and foolish remarks such as “end” and “total destruction” of the DPRK. The U.S. also activated the conspiratorial mechanism for a nuclear attack on the DPRK according to its war scenario that made the use of nuclear weapons against the DPRK its policy.
The reckless moves of the U.S., which brought even a strategic nuclear submarine, equipped with nuclear warheads large enough to totally destroy one state, to the vicinity of the Korean peninsula, constitute the most serious WMD threat to destroy the whole world.
The world’s biggest WMD threat just comes from the U.S.
Through the publication of the recent “2023 strategy for countering WMD”, the U.S. has just revealed its dangerous intention for aggression to seriously violate the sovereignty and security of the DPRK and other independent sovereign states by threatening them with WMDs, and realize its wild ambition for seizing global military hegemony.
Such situation requires the DPRK’s armed forces to strongly counter with powerful deterrence the ever-more reckless medium- and long-term threat posed by the U.S. seeking to use WMDs against the DPRK.
The historic 9th Session of the 14th Supreme People’s Assembly newly stipulated in the Constitution of the DPRK the mission of the armed forces of the DPRK to defend state sovereignty, territorial integrity and rights and interests of the people, safeguard the socialist system and the gains of the revolution from all sorts of threats and guarantee peace and prosperity of the country with powerful military muscle.
The armed forces of the DPRK will remain faithful to its honorable militant mission newly specified in the supreme law of the DPRK in accordance with the unanimous will of all the Korean people, and will counter the U.S. imperialist aggressors’ military strategy and provocations with the most overwhelming and sustained response strategy

Vocero del MINDEN de la RPDC publica la declaración
El vocero del Ministerio de Defensa Nacional de la República Popular Democrática de Corea publicó el día 4 la siguiente declaración:
En su “estrategia de oposición a las armas de exterminio masivo” publicada recientemente, el Departamento de Defensa de EE.UU. definió a China y Rusia como “desafío perseguidor” y “amenaza severa” y, al mismo tiempo, acusó a la RPDC como “amenaza permanente”.
Esta conducta del círculo militar del país norteamericano deviene la otra rigurosa provocación militar y política a los Estados independientes y soberanos.
A decir de la “amenaza permanente”, es una expresión más adecuada a EE.UU., país poseedor de mayores armas de exterminio masivo del mundo y único criminal de guerra nuclear, que vino ampliando e intensificando de manera escalonada la amenaza nuclear y censura sin precedentes en la historia, tras definir la RPDC como un “país enemigo” desde el siglo pasado.
Este año, EE.UU. desarrolló los ejercicios militares conjuntos de gran tamaño nunca vistos en la historia, soltando unas tras otras las locuras ilusorias como “fin” y “exterminio” de nuestro Estado y puso en funcionamiento el aparato de simulacro de ataque nuclear según el guión de guerra en que politizó el uso de las armas nucleares contra la RPDC.
La imprudencia de EE.UU., que ubicó en la Península Coreana hasta el submarino nuclear estratégico con ojivas nucleares bastantes para exterminar un Estado, constituye una intimidación más grave que destruirá totalmente el globo terráqueo.
Así, viene de EE.UU. la amenaza de armas de exterminio masivo.
Mediante esta “estrategia” recién publicada, EE.UU. mostró fehacientemente su intención muy peligrosa de atentar con sus armas mortíferas la soberanía y el interés de seguridad de la RPDC y otros países independientes y soberanos y satisfacer su codicia de heguemonía militar sobre el mundo entero.
La realidad exige a las fuerzas armadas de la RPDC que respondan con la confiable fuerza disuasiva a esta intimidación de mediano y largo plazos de EE.UU. que se torna cada día más imprudente.
La 9ª reunión de la XIV Legislatura de la Asamblea Popular Suprema estipuló en la Constitución de la RPDC que las fuerzas armadas de ella asumen la misión de defender la soberanía, la integridad territorial y los derechos e intereses del pueblo, preservar el régimen socialista y las conquistas de la revolución de todas las amenazas y garantizar con el gran potencial militar la paz y prosperidad de la patria.
Las fuerzas armadas de la RPDC quedarán fieles a su misión honrosa y combativa aclarada nuevamente en el máximo código de la RPDC por la voluntad unánime de todo el pueblo coreano y harán frente con la estrategia más aplastante y persistente a la estrategia militar y provocaciones de los agresores imperialistas norteamericanos.

4 октября представитель Министерства обороны КНДР опубликовал нижеследующее заявление для печати.
Недавно Минобороны США опубликовало так называемую «Стратегию реагирования на оружие массового уничтожения 2023», в которой назвало Китай и Россию «преследующим вызовом» и «серьезной угрозой», а нашу Республику – «продолжительной угрозой».
Такое поведение военных кругов США является очередной серьезной военно-политической провокацией против самостоятельных суверенных государств.
Что касается «продолжительной угрозы», это наиболее подходящее выражение для США – крупнейшего в мире обладателя оружия массового уничтожения, единственного в мире преступника ядерной войны, которые с прошлого века, определив КНДР «вражеским государством», ступенчато расширили и усилили беспрецедентную ядерную угрозу и шантаж.
Только в нынешнем году США, непрерывно забрасывая блефовыми и иллюзорными вздорами, как «конец» и «уничтожение» нашего государства, совершили крупнейшие в истории объединенные учения. И пустили в ход структуру для сговора ядерной атаки по сценарию войны, в котором возвели применение ядерного оружия против нашего государства в ранг государственной политики.
Именно неразумное бесчинство США, перебросивших на Корейский полуостров даже стратегическую атомную подлодку с ядерными боеголовками, которых хватит для превращения одного государства в пепел, является самой серьезной угрозой оружия массового уничтожения, которая могла бы разрушать всю Землю.
Таким образом, именно США вызывают самую большую угрозу оружия массового уничтожения.
США на нынешней «Стратегии реагирования на оружие массового уничтожения 2023» во всей наготе обнажили свое опаснейшее агрессивное намерение, направленное на серьезное нарушение суверенитета и интересов безопасности КНДР и самостоятельных суверенных государств путем угрозы оружия массового уничтожения, на осуществление своей грезы о военном господстве над миром.
Все эти факты требуют от вооруженных сил нашей Республики последовательными силами сдерживания мощно отвечать на угрозу использования оружия массового уничтожения со стороны США, которая изо дня в день становится более безумной с долгосрочным характером.
На исторической IX сессии ВНС КНДР четырнадцатого созыва заново внесли в Конституцию КНДР предназначение вооруженных сил Республики, то есть защищать суверенитет и территориальную целостность государства, права и интересы народа, отстаивать социалистический строй и завоевания революции от всех угроз, мощными военными силами гарантировать мир и процветание Родины.
Вооруженные силы нашей Республики будут верны своей почетной боевой миссии, заново определенной в верховном законе КНДР по единодушному мнению всего корейского народа. И продолжительной ответной стратегией будут отвечать на военную стратегию и провокационные акты американских империалистических агрессоров.

朝鲜民主主义人民共和国国防省发言人４日发表谈话。谈话内容如下：
美国国防部最近发表“２０２３大规模杀伤性武器应对战略”，将中国和俄罗斯规定为“追逐的挑战”、“严重威胁”，同时胡乱非议称我国是“持续的威胁”。
美军部的此次举动是对自主主权国家的又一个严重的军事政治挑衅。
就“持续的威胁”而言，那是对从上世纪起把朝鲜民主主义人民共和国定为“敌国”，逐步扩大和加强史无前例的核威胁和恐吓的世界最大大规模杀伤性武器拥有国、独一无二的核战犯国家——美国使用合适的最恰当的表达。
仅今年以来，美国就连续放出对我们国家的“终结”、“毁灭”等虚张声势的痴心妄想的妄言，进行一系列历届最大规模联合演习，并按照把对我国使用核武器定为政策的战争脚本启动了核攻击谋划机构。
美国连把搭载摧毁一个国家还有余的核弹头的战略核潜艇派遣到朝鲜半岛地区。他们的鲁莽妄动简直是将毁灭全世界的最严重的大规模杀伤性武器威胁。
世界最大的大规模杀伤性武器威胁就这样来自美国。
美国通过此次发表的“２０２３大规模杀伤性武器应对战略”，如实地暴露出了以大规模杀伤性武器威胁严重侵害包括朝鲜民主主义人民共和国在内的自主主权国家的主权和安全利益，实现其对全世界的军事霸权野心的万分危险的侵略意图。
一切事实要求，我们共和国武装力量以彻底的遏制力应对美国带有中长期性的日趋冒险的大规模杀伤性武器使用威胁。
历史性的第十四届最高人民会议第九次会议在朝鲜民主主义人民共和国宪法崭新地规定：共和国武装力量的使命是维护国家主权、领土完整和人民的权益，从一切威胁捍卫社会主义制度和革命的胜利果实，以强大的军事力量保证祖国的和平与繁荣。
我们共和国武装力量将忠于按照全体朝鲜人民的一致心愿，在朝鲜民主主义人民共和国最高法律上新明示的自己光荣的战斗使命，以最压倒性的持续的应对战略对付美帝国主义侵略者的军事战略和挑衅行为。
