Statement by Spokesman for DPRK Ministry of National Defence
A spokesman for the Ministry of National Defence of the DPRK on Sunday made public the following statement titled “The hostile forces’ any attempt to use nuke will face a preemptive and deadly counteraction”:
The U.S. and the military gangsters of the Republic of Korea, who have aggravated the situation in the Korean peninsula with their reckless military provocations such as deployment of nuclear strike means and large-scale joint military drills throughout this year, are going to finish the end of the year with a preview of a nuclear war.
The U.S. and ROK warmongers held the second meeting of the “Nuclear Consultative Group (NCG)” in Washington on Dec. 15. They opened to the public that they would complete the “guidelines on nuclear strategic plan and its operation” and the establishment of “extended deterrence system” by the middle of next year and conduct a nuclear operation drill during the large-scale joint military exercises Ulji Freedom Shield in August of next year.
This is an open declaration on nuclear confrontation to make the use of nuclear weapons against the DPRK a fait accompli in case of emergency and examine the operational procedures for its implementation in an atmosphere of real war.
The revolutionary armed forces of the DPRK strongly denounce the reckless military moves of the U.S. and the military gangsters of the ROK who are maximizing the tension in and around the Korean peninsula with hostile and provocative acts against the DPRK until the end of the year.
Clear is the intention of the U.S. which dispatched the nuclear-powered submarine Missouri to the Korean peninsula as soon as it hatched a dangerous plot for a nuclear war in Washington.
Such critical situation pressurizes our armed forces to opt for more offensive countermeasure.
The unstable political and military situation this year, which started with the entry of the U.S. Air Force B-1B strategic bomber in January and has ended with the visit of a nuclear-powered submarine of the U.S. Navy in December, clearly shows it is none other than the U.S. and its vassal forces that unilaterally escalate the military tension in the Korean peninsula by rhetoric or conduct.
Every moment, the crisis of nuclear conflict in the Korean peninsula is turning into the issue of a point of time, not the issue of possibility as the adventurous military doctrine of the U.S. presupposing the use of nuclear strike means has developed into a more dangerous way.
The security environment on the Korean peninsula has not yet been stabilized due to the reckless military threat of the U.S. and the ROK.
The DPRK will never overlook the provocative act of the U.S. which is introducing nuclear strategic means into the Korean peninsula again with the approaching of the year-end and the beginning of the new year, going against the aspiration and desire of the regional and international community for detente, peace and stability.
The armed forces of the DPRK will thoroughly neutralize the U.S. and its vassal forces’ attempt to ignite a nuclear war and thus reliably ensure peace and security in the Korean peninsula and the region and faithfully fulfill their constitutional duty to defend the sovereignty and territorial integrity of the country and the rights and interests of its people.
The hostile forces’ any attempt to use armed forces against the DPRK will face a preemptive and deadly counteraction.
Vocero del MINDEN de la RPDC publica declaración
El portavoz del Ministerio de Defensa Nacional de la República Popular Democrática de Corea publicó el día 17 una declaración intitulada “Cualquier intento de las fuerzas hostiles de usar armas nucleares se enfrentará con la reacción preventiva y demoledora” que sigue:
EE.UU. y los gángsteres militares de la República de Corea, que han agravado durante todo el año la situación regional de la Península Coreana con imprudentes provocaciones militares como el despliegue de medios de ataque nuclear y los ejercicios militares conjuntos de gran tamaño, tratan ahora de finalizar este año con el ensayo de guerra nuclear.
En la segunda reunión del “grupo consultivo nuclear” sesionada el día 15 en Washington, los belicistas de EE.UU. y la República de Corea anunciaron que completarán hasta mediados del año próximo la “guía sobre el plan estratégico nuclear y su operación” y el establecimiento del “sistema de disuasivo ampliado” y desarrollar el ejercicio de operación nuclear en agosto del año que viene durante la maniobra militar conjunta de gran dimensión Ulji Freedom Shield.
Esto deviene una abierta declaración de confrontación nuclear consistente en chequear en el ambiente de combate real el procedimiento operacional para el uso de armas contra la RPDC tomándolo como hecho consumado.
Nuestras fuerzas armadas revolucionarias condenan y rechazan fuertemente la locura militar de EE.UU. y los gángsteres de la capa militar de la República de Corea que agravan al extremo también a finales del año la situación de la Península Coreana y su contorno mediante la provocación hostil anti-RPDC.
Es evidente el intento de EE.UU. que despachó a la Península Coreana el submarino de propulsión nuclear “Missouri” tan pronto como terminara dicha conspiración nuclear en Washington.
Esta situación delicada urge más a nuestras fuerzas armadas optar por el modo de reacción más ofensivo.
La inestable situación político-militar de este año, que comenzó con la entrada del bombardero estratégico B-1B de las fuerzas aéreas norteamericanas en enero pasado y finaliza con la presencia del submarino nuclear del mismo país en diciembre, evidencia que EE.UU. y sus satélites son los actores que agravan unilateralmente con palabras y acciones la tensión militar en la región de la Península Coreana.
La aventurera doctrina militar de EE.UU., basada en el uso de los medios de ataque nuclear, toma el rumbo más peligroso, debido a lo cual la crisis de choque nuclear en la región pasa de la cuestión de posibilidad a la de tiempo.
El ambiente de seguridad de la Península Coreana no se estabiliza todavía a causa de la imprudente amenaza militar de EE.UU. y la República de Corea.
Nunca estaremos con brazos cruzados ante los actos provocativos de EE.UU. que hasta en vísperas del fin de este año, vuelve a introducir los medios estratégicos nucleares en la Península Coreana a contrapelo de la aspiración de la sociedad internacional a la distensión, paz y estabilidad.
Las fuerzas armadas de la RPDC cumplirán con su deber constitucional de asegurar fidedignamente la paz y seguridad de la Península Coreana y la región y defender la soberanía nacional, la integridad territorial y los intereses del pueblo al neutralizar totalmente el intento de EE.UU. y las fuerzas seguidoras de provocar la guerra nuclear.
Cualquier intento de las fuerzas hostiles de usar las fuerzas armadas contra la RPDC tropezará con la contramedida preventiva y destructiva.

Ниже следует полный текст заявления для печати представителя Министерства обороны КНДР «Любые попытки враждебных сил, нацеленные на применение ядерного оружия, столкнутся с превентивными и разрушительными контрмерами».
США и военные гангстеры «Республики Корея», которые на протяжении всего года дестабилизировали ситуацию на Корейском полуострове безумной военной провокацией, в том числе размещением ядерных ударных средств и крупномасштабными военными учениями, пытаются завершить год ядерными военными учениями.
15 декабря США и маньяки войны «Республики Корея» провели второе заговорщицкое заседание «консультативной группы по ядерным вопросам» и опубликовали, что до середины следующего года будут совершать «ядерный стратегический план и руководство к применению ядерного оружия» и создание «системы расширенного сдерживания», проводить ядерные операционные учения в рамках крупномасштабных совместных учений «Ыльчжи фридом шильд», которые предназначены на август следующего года.
Это является откровенным объявлением ядерной конфронтации, нацеленным превращать применение ядерного оружия в установленный факт в случае войны против КНДР и проверять в условиях реальной войны процедуры операции для его осуществления.
Наши революционные вооруженные силы строго осуждают и опровергают безрассудное военное бесчинство США и военных гангстеров «Республики Корея», которые враждебными провокационными акциями против КНДР до конца года максимально обостряют ситуацию на Корейском полуострове и в районе вокруг него.
Очевидно намерение США, которые сразу после обсуждения плана опаснейшей ядерной войны в Вашингтоне перебросили атомную подводную лодку «Missouri» на Корейский полуостров.
Такое рискованное обстоятельство подчеркивает насущность принять более наступательные контрмеры наших вооруженных сил.
Нестабильная военно-политическая ситуация в нынешнем году, когда с января до декабря США перебрасывали на Корейский полуостров стратегические вооружения, включая стратегический бомбардировщик B-1B ВВС и атомную субмарину ВМС, ясно показывает такой факт, что провокатором, односторонне нагнетающим военную напряженность в этом регионе как риторически, так и практически, являются именно США и их сателлиты.
Авантюрная военная доктрина США, предполагающая применение ядерных ударных средств, развивается в более опасном направлении, в силу чего кризис ядерного столкновения на Корейском полуострове с каждым мгновением становится вопросом времени, а не вопросом вероятности.
Из-за безрассудного военного угрожающего деяния США и «Республики Корея» ситуация безопасности на Корейском полуострове никак не находит стабилизации.
Мы ни в коем случае не будем смотреть сложа руки провокационные акции США, которые вопреки стремлению и чаянию международного сообщества даже в преддверии конца уходящего года и начала Нового года опять перебрасывают ядерные стратегические средства на Корейский полуостров.
Вооруженные силы КНДР будут последовательно нейтрализовать попытки провокации ядерной войны со стороны США и их сателлитов, и тем верно выполнять свою конституционную обязанность для надежного обеспечения мира и безопасности на Корейском полуострове и в регионе, защиты государственного суверенитета, территориальной целостности, прав и интересов народа.
Любые попытки враждебных сил, нацеленные на применение вооруженных сил против КНДР, столкнутся с превентивными и разрушительными контрмерами.

朝鲜民主主义人民共和国国防省发言人１７日发表谈话“敌对势力使用核武器的任何企图都会遭到先发制人的毁灭性回应”。全文如下：
在整个一年里不断部署核打击手段，频繁开展大规模联合军演等鲁莽的军事挑衅活动来加剧朝鲜半岛地区局势的美国和大韩民国军事匪徒正在要以核战争预演来终结年底。
１５日，美国和大韩民国好战分子在华盛顿进行第二次“核磋商小组”会议，公开声称将“核战略计划运用指针”和“延伸遏制机制”建立完成至明年中半期，并将在明年８月的“乙支自由护盾”大规模联合军演期间实行核作战演习。
这意在有事时将对朝鲜民主主义人民共和国使用核武器当做既成事实且在实战环境下检查其作战实行程序，是一份露骨的核对抗宣言。
我国革命武装力量对美国和大韩民国军事匪徒直到年底以反朝敌对挑衅行为极端加剧朝鲜半岛和周边地区紧张局势的军事冒险妄动予以强烈谴责和坚决反对。
在华盛顿进行万分危险的核战争密谋后，美国立即向朝鲜半岛派遣“密苏里”号核动力潜艇，其用意是一目了然的。
这种危机情况，正在切实增强我国武装力量要采取攻势更猛烈的回应方式的紧迫感。
从１月美国空军Ｂ－１Ｂ战略轰炸机飞入朝鲜半岛开始，再以１２月美国海军核动力潜艇驶入朝鲜半岛为终结的今年不稳定的政治军事局势清楚地表明，在朝鲜半岛地区，无论从修辞上还是从行动上单方面提升军事紧张水位的肇事者就是美国及其追随势力。
美国冒险的军事教理以运用核打击手段为前提，而且正在朝着更危险的方向发展，因此朝鲜半岛地区的核冲突危机越来越不是可能性问题，而在逐渐变成时点上的问题。
由于美国和大韩民国冒险的军事威胁行径，朝鲜半岛安全环境怎么也得不到稳定。年末年初前夕，美国违背地区和国际社会热盼紧张缓和与和平稳定的志向和愿望，再次向朝鲜半岛地区引入核战略手段，我们不会对这种挑衅行径坐视不管。
朝鲜民主主义人民共和国武装力量将坚决粉碎美国及其仆从势力的核战争挑衅试图，可靠保障朝鲜半岛和地区的和平安全，忠实履行自己宪法义务来维护国家主权、领土完整和人民权益。
任何敌对势力对朝鲜民主主义人民共和国动武的企图都会遭到先发制人的毁灭性回应。
