The Workers’ Party of Korea (WPK), the great guide of our country and people, has defended the eternal vitality of socialism, the ideal and future of mankind, and vigorously led its steady development, while confirming the validity of the sacred mission and idea specified in its programme through the indomitable struggle and precious victories.

Through the struggle in 2023, a crucial and vital one in the overall development of Korean-style socialism, the WPK clearly directed the future trend of advance towards the fulfillment of the five-year plan and put the overall state activities and public life on a steady upward track. This is a clear demonstration of the seasoned leadership and courageous practical ability of the WPK.

Thanks to the outstanding leadership of our Party and the indomitable efforts of our people intensely loyal to it, precious ideological and spiritual asset was provided to dynamically promote the development of the state in the new era, a scientific guarantee was established to definitely set the goal and direction of the new year’s struggle and accurately attain them and the mightiness and invincibility of our great state were strikingly proved by entities of the rich country with strong army.

The year 2023 was a year of the most encouraging change in which the valuable successes achieved by the staunch and tireless efforts of the years following the milestone of victory set by the Eighth Congress of the Party were accumulated and their might began to be fully displayed. And this greatly encourages the patriotic enthusiasm and efforts of the Korean people aspiring for a leap forward to a new victory.

As long as the militant banner of the glorious WPK is fluttering in the van, we have nothing to fear and nothing is impossible for us to do and victory is always in store for the DPRK though manifold trials are ahead of it. This is the most precious review of the year 2023 and the unshakable will of our people starting the march of the new year 2024.

The historic 9th Enlarged Plenary Meeting of the 8th Central Committee of the WPK took place at the office building of the Central Committee of the WPK, the supreme general staff of the revolution, from December 26 to 30, Juche 112 (2023) to proudly review the victory of 2023 achieved by the Party and the people through their united struggle and to map out the orientation and policies for the development of the Party and state work for the new year.

Kim Jong Un, general secretary of the Workers’ Party of Korea, was present at the plenary meeting.

When Kim Jong Un took the platform, all the participants broke into stormy cheers of “Hurrah!”, extending the greatest glory to him, outstanding leader of our Party and state who ushered in a new era of great change on this land and has demonstrated the dignity and prestige of powerful Korea before the whole world with his noble mission of being responsible for the destiny of the country and people through his energetic leadership activities day and night.

Attending the meeting were members of the Presidium of the Political Bureau of the WPK Central Committee, members and alternate members of the Political Bureau of the WPK Central Committee and members and alternate members of the WPK Central Committee. Present as observers were officials of departments of the Party Central Committee, leading officials of ministries, national institutions, leadership bodies of provincial level, cities, counties and major industrial establishments and chairpersons of city and county agricultural management committees who set an example in agricultural production.

The presidium of the meeting was elected with members of the Political Bureau of the Party Central Committee.

Upon authorization of the Political Bureau of the WPK Central Committee, Kim Jong Un presided over the plenary meeting.

The plenary meeting unanimously approved the agenda items.

The plenary meeting discussed the first agenda item “On the review of the implementation of the Party and state policies in 2023 and the orientation of struggle in 2024”.

The respected General Secretary Kim Jong Un made a historic report “On the review of the implementation of the Party and state policies in 2023”.

Referring to the importance and realistic significance of the struggle of 2023, full of great events and satisfactory results, in deciding the success of the work of the Eighth Central Committee of the WPK, he said in his report:

This year was a very important year for our Party and people who are making a stubborn advance to implement the struggle programme set forth at the Eighth Party Congress.

In this year’s struggle, decisive of the fate of the resolutions of the Party Congress, we demonstrated once again the indomitable spirit peculiar to our Party and people, who courageously carry out the revolutionary tasks which they have determined by enlisting their own strength and potentiality to the maximum, and in this course further augmented the overall national power of the country.

In a nutshell, we achieved epochal successes in providing favorable conditions and a solid springboard for further accelerating the future advance in all aspects of socialist construction and the strengthening of the national power through this year’s struggle, not merely passing the third year of the implementation of the five-year plan that we had planned.

Years after the Eighth Party Congress were recorded with unprecedented miracles and changes, but there had been no year full of eye-opening victories and events like this year.

This is by no means an easy change.

This year we had to start the advance for one year under the very difficult trials and situation.

Even after the three-year international public health emergency was lifted, all sectors were subject to a lot of restrictions because of the strict anti-epidemic measures taken by the state, and efforts were made to cope with the harsh sanctions and pressure of the hostile and obstructive forces and to deal with dangerous security environment. Furthermore, the urgent problem was to solve the serious food shortage caused by the last year’s poor farming.

The situation raised the alternative question of whether to continue to advance towards the attainment of the third year’s goal for the implementation of the resolutions of the Eighth Party Congress or to direct everything towards overcoming the difficulties that we faced. The Party Central Committee’s decision on it was, as we chose together, an unremitting continuous advance and a vigorous struggle.

On the basis of scientific analysis of the unfavorable situation at home and abroad and the essential important tasks, the WPK Central Committee, through the Sixth Plenary Meeting of the Eighth Party Central Committee, confirmed a bold goal and positive strategy, assigned them to the whole Party and forcefully promoted their implementation, thus ensuring the orientation of development and successful implementation of this year’s struggle.

The report reviewed the remarkable successes made in the overall national economy.

The 12 goals for the national economic development were all attained with 103 percent of grain production, 100 percent of electric power, coal and nitrogenous fertilizer, 102 percent of rolled steel, 131 percent of nonferrous metal, 109 percent of logs, 101 percent of cement and ordinary cloth, 105 percent of marine products, 106 percent of railway freight transport and 109 percent of houses under construction. And the overall economy witnessed clear production growth, including 220 percent of motor production, 208 percent of transformers, 121 percent of bearings, 140 percent of electric zinc, 121 percent of lead, 113 percent of paper, 110 percent of salt, 109 percent of cosmetics, 100 percent of flat glass and 104 percent of magnesia clinker, and plan discipline was established.

Compared with the total growth of the economic sector in 2020, the previous year of the 8th Party Congress, the production of important indices largely went up in 2023 by raising the production of iron trioxide 3.5 times, pig iron 2.7 times, rolled steel 1.9 times, machine tools 5.1 times, cement 1.4 times and nitrogen fertilizer 1.3 times and the GDP grew up 1.4 times.

The report estimated the over-fulfillment of the goal of grain production, the dominant height of decisive significance in the overall economic development and the guarantee of people’s living, as the most precious and valuable success achieved in the economic work for 2023.

The General Secretary said that the meeting for year-end account settlement and income distribution showing great enthusiasm and confidence of the officials and working people in the agricultural sector took place in succession at farms throughout the country, adding that it served as an important occasion in bringing about a great revolution in the spiritual state of the farmers and this is a genuine change of the greatest importance in the struggle for attaining the grain production goal in 2023 and for the sustained agricultural development in the future.

Referring to the letters sent to the Party Central Committee by many units across the country for donating the grain they prepared with sincerity as the patriotic rice, he proposed with respect to extend thanks to those units in the name of the plenary meeting of the Party Central Committee, saying that our Party holds such simple and sincere patriotism of the agricultural workers more valuable than myriads of tons of grain.

The plenary meeting fully supported his proposal.

The report noted that the Kwangchon Chicken Farm was built as a standard and model of the modernization of poultry sector, modern wheat processing factories were built in Sariwon and Haeju cities and Nampho Municipality, the Hwangju-Kindung waterway project, the desalination project of Lake Kangryong and the building of the surface setups in the tideland covering thousands of hectares of area was completed and the solid foundation was laid for attaining the goal of reclaiming 300 000 hectares of tideland. All those successes are a clear proof of the validity of the rural revolutionary programme in the new era, the agricultural policy of our Party and the leadership of the Party inspiring the whole country to the struggle for the fundamental change in the agricultural production without flinching from trials and difficulties, it stressed.

The report appreciated the remarkable successes made in the housing construction for the people, an important state affair our Party has given top priority to since the 8th Party Congress.

The construction sector built another 10 000 flats in Hwasong District to provide a guarantee for making citizens of the capital city move into new houses on the occasion of the coming Day of the Sun and the young builders dynamically pushed ahead with the construction of more than 4 100 flats in the Sopho area, thus building a new youth monument called Jonwi Street.

Our People’s Army, which regards the infinite loyalty to the Party and the people and the spirit of absolutely and unconditionally implementing the orders and instructions as its lifeblood, not only conducted the housing construction in the capital city but also built more than 20 000 flats in the Komdok area for the past four years, thus forming a new mountain gorge city. They also made it possible to perfectly complete the construction of the Kangdong Greenhouse Farm by February holiday in 2024.

The plan for rural housing construction this year is more than twice that of 2022, more than 58 000 flats. At least 40 cities and counties have already completed the construction and other cities and counties will finish the planned housing construction by the spring of the new year as a whole.

The report noted that the key industrial sector brought about a remarkable increase in production and many readjustment and reinforcement projects were completed and other encouraging successes were made in the course of the struggle to attain the 12 major goals for national economic development.

The workers of the Ryongsong Machine Complex made unprecedented innovations in wonderfully manufacturing large compressors by turning the production of machine products entrusted to them by the Party Central Committee into the process of creating the second Chollima spirit and a process of mass technological innovation. They thus dealt a telling blow to defeatism and mysticism about technique in the economic field and proved the validity and vitality of the Party’s policies in a powerful practice.

The Party Central Committee highly appreciated the heroic feats of the workers of the complex who successfully finished the production of large compressors before the plenary meeting by displaying the spirit of self-reliance and fortitude while manufacturing lots of custom-built equipment.

Referring to the fact that the construction of the energy-saving oxygen heat blast furnace and the installation of oxygen separators with a capacity of 15 000 cubic meters per hour at the Kim Chaek Iron and Steel Complex, the project for building induction furnace at the Hwanghae Iron and Steel Complex, the construction of a vertical furnace for oxidizing roasting pellet at the Chongjin Steel Plant and the development of the Sohaeri branch mine under the Unryul Mine were completed and went into operation, the report said that 2023 is a year in which the metal industrial sector made big strides in putting the sector on a Juche and modern basis.

The chemical industrial sector produced and supplied nitrogenous fertilizer before farming process and built a nutrient solution factory at the Sunchon Chemical Complex for greenhouse farms in the west coastal area. It also finished the project for establishing urea synthesis process on an expansive basis and reinforcing the cleaning process and completed the power transmission line project at the Namhung Youth Chemical Complex to provide a practical guarantee for considerably increasing the fertilizer production.

It is a very significant success that the power industry has perfectly fulfilled its monthly production plan according to demand while laying a solid material and technical foundation for thermal power stations and increasing the generating efficiency of hydroelectric power stations and pushed ahead with the work to build an optimized power system on major transmission lines, thus reducing the huge loss in transmission of electricity and establishing the process of processing ultra-high-pressure towers.

The torch of the socialist patriotic movement for increased coal production in the new century was kindled at the Jagang Provincial Supply Coal Mine under the Kaechon Area Coal Mining Complex and the flames of joint innovations flared up in the coal-mining industry with the movement as a firing point. This was a starting point for the overall drive for increased production of the national economy and a great strength of our Party.

The report said that the economic sectors including mining, building materials, forestry, light industry, fishery and railway transport put spurs to implementing the readjustment and reinforcement strategy while carrying out the national economic plan without fail and thus make a breakthrough for definitely increasing the present and long-term production, and the IT, land and environment and urban management sectors pushed ahead with the urgent and basic projects for boosting the material and technical potentials.

Reviewing 2023 as a year in which efforts to bring about new innovations and changes in the field of science and technology have been intensified, the General Secretary said that the most proud scientific and technological achievements were made in the field of space science and technology.

Our scientists and technicians, having accepted the Party’s strategic plan and intention as their unshakable faith, buckled down to conquering space with our wisdom and technology at any cost and brought about an eye-opening event of succeeding in the launch of reconnaissance satellites finally after repeated failures.

This is a perfect demonstration of the revolutionary mettle and clever brain ability of our scientists and technicians who have surely occupied any fortress of science to meet the demands of the Party and the revolution and increase the national power of the country.

This year, a great revolution has been made in the educational work for building an educational power and a talented nation. This is a proud success that is incomparable to anything.

The educational sector, shouldering the responsibility for the far-reaching plan of the country, the prospect of national development and prosperity, pushed ahead in real earnest with the project for improving the educational structure, which had existed for the past several decades, to give more advanced and practical education to the students and brought about fresh and innovative, considerable change in the contents, forms and methods of education.

And the Pedagogical Institute, a centre for education scientific research which reliably guarantees the development of the country’s education, was newly built and the science library of Kim Il Sung University was renovated on a modern basis. More than 160 schools and kindergartens were built or renovated as model standards throughout the country, and so on, significant progress was made in consolidating the material and technical foundations of the educational sector this year.

The report noted that the public health and sports sectors also made unique contributions to bringing the new change in 2023.

Pharmaceutical factories, medical supplies factories and specialized facilities for preventing diseases, which are of great significance in the promotion of people’s health and the preventive and curative medical care, were newly built to further consolidate the material and technical foundations of the public health sector and create a favorable environment for the economic development and the people’s stable life.

Our sportspersons, who took part in international games nearly four years after the outbreak of global health crisis, won many medals at the 19th Asian Games, the 22nd World Taekwon-Do Championships and the 2023 International Weightlifting Federation Grand Prix and broke the world records one after another, thus flying our national flags in the sky above the world to greatly encourage all the people in the country.

The report said that all provinces have made a great leap forward in developing the regional economy and creating the people’s living and high civilization by dynamically conducting the work for implementing the Party’s resolutions.

In South Hwanghae Province in particular, the city and county Party committees and party organizations of the agricultural sector and officials, agricultural workers and other people in the province, the masters of farming, made special efforts to carry out the plan for grain procurement by raising the strong wind of education and struggle to eradicate various evils in the past farming and enhancing the role of the group for the promotion of scientific farming.

Each province has striven to build sci-tech library, school uniform factory, footwear factory and standard pharmacies and to remodel and modernize Koryo medicines factories and push ahead with the implementation of the childcare policy, true to the resolutions of plenary meetings of the Party Central Committee. Such stirring atmosphere of struggle and the style of work has been maintained in a sustained way all the year round in every province and, it resulted in the emergence of new power stations, stockbreeding farms, children’s camps, outdoor theatres, universities, epidemic prevention centers, condiments factories, forest science institutes, dairy cattle farms, air clubs and many other objects that meet the long-term and immediate economic demand and provide convenience of the local people in life as well as the architectural aesthetic requirements of the new era. Consequently, the year 2023 was a year of radical change in which lots of proud creatures appeared in different regions, too.

The General Secretary reviewed the remarkably increased politico-ideological might of the DPRK as the most significant success in the 2023 struggle.

First of all, radical advance was made in the state power activities and the work of strengthening the people’s power.

The policy of strengthening the state nuclear force was enshrined in the Constitution of the Republic at the 9th Session of the 14th Supreme People’s Assembly held in September. This will be proudly recorded in the history of the country as it was a political event that laid a legal foundation for guaranteeing the security of our state and people forever, put the dignity and strategic position of the country on the highest level and at the same time, dealt a deadly blow at the enemy.

As a result of the active legal work to further subdivide and embody the laws and regulations in conformity with the requirements of the Party’s policies and reality and to find out all spaces in the legal regulation and take relevant measures, more than 110 laws and regulations for every sector including the laws of the DPRK on auditing, irrigation, education of prodigies, distribution of production labor and public servants were newly enacted or amended and a legal guarantee was established for further consolidating our advantageous state and social system.

As the method of electing deputies to the people’s assemblies at all levels was improved in a more democratic way to highlight the popular character of the Republic and further strengthen the work of the power organs, the elections of deputies to the provincial, city and county people’s assemblies held in November turned into a process of further enhancing the people’s civil consciousness and patriotic enthusiasm to be actively concerned for and participate in the state affairs.

Meanwhile, the first short course for the chairpersons of Provincial, City and County People’s Committees, who are wholly responsible for the work of the people’s power organs before the Party, state and people, was conducted seriously as a work of the Party Central Committee. This served as an important occasion for further enhancing the role of our power organs.

Although we did not hold many conferences this year, we started the new year with the delegates of the members of Korean Children’s Union (KCU) who attended the Ninth Congress of the KCU and had a significant time of the yearend with the participants in the Fifth National Conference of Mothers. This is the important features of this year and is of great significance in highlighting the true aim and character of our struggle.

The report said that the patriotic movement of donating cereals and the movement for donating warships and other socialist patriotic movements and revolutionary mass movements were brisk amid the great enthusiasm of all the people to defend the country and revolution and that multiple rocket launchers, loading vehicles and buses named “Sonyon” (child), “Taehaksaeng Chongnyon” (university and college students), “Jikmaeng” (trade unions), “Nonggunmaeng” (union of agricultural workers), “Nyomaeng “(women’s union) and “Pusasu” were presented.

The large ranks of patriots with the warm mind to think first of the Party, revolution and country and to be helpful to the country to relieve it of its difficulties have grown up in the course of the vigorous mass patriotic movement. This is the greatest political success that can never be compared with anything else.

Three grand military parades, which took place on the occasions of the 75th founding anniversary of the Korean People’s Army, the 70th anniversary of the victory in the Fatherland Liberation War and the 75th founding anniversary of the DPRK, continuously surpassing the successive levels, and other large political and military festivals fully demonstrated before the world the dignity and prestige of the Party, state and people and the true feature of our single-minded unity.

The report reviewed the fresh improvement in the work for further increasing the revolutionary appearance and fighting efficiency of our Party in 2023.

In the course of struggle to implement the five-point Party-building line in the new era, the core and innovative system and methods of Party work were studied and implemented to ensure the organizational and ideological consolidation and far-sighted policy on strengthening the fighting efficiency of our Party.

The work of organizing and dispatching powerful Party-member battalions throughout the Party to help Ryanggang Province in the construction of rural houses and of building up backward farms by departments of the Party Central Committee, ministries and national institutions has been organized and conducted. This is another precious stride forward in our Party work as it is a thoroughgoing embodiment of our Party’s traditional work method to make superiors help the subordinates and develop backward units together.

The report said that great successes have been achieved in the struggle against the enemy and in strengthening the defence capabilities for defending the sovereignty and dignity of the country.

The test-fires and launching drills of ICBM Hwasongpho-17 and Hwasongpho-18 were successfully conducted several times in the course of further accelerating the development of nuclear weapons, an important part of the national defence capability and the super-powerful war deterrent. They verified their reliability and superiority and confirmed the DPRK’s long-term orientation for building up the strategic force.

The DPRK conducted in an offensive way major military activities including launching drills of tactical ballistic missiles and cruise missiles to overwhelmingly counter the enemies’ frantic war drills, developed unmanned reconnaissance planes and multi-purpose drones and launched a newly-built submarine to strikingly demonstrate the matchless combat readiness and development of the DPRK’s armed forces.

Especially the possession of space reconnaissance assets by successfully putting our first reconnaissance satellite “Malligyong-1” into orbit is a great event of making a decisive advance in carrying out the prior and important tasks for modernizing the armed forces of the DPRK set forth by the 8th Party Congress and putting the strategic strength of our state on a new high stage.

The report said that the WPK has applied a proactive diplomatic strategy while maintaining the strong independent stand and principle in its external work, thus remarkably increasing the dignity and prestige of the country and reliably defending the sovereign rights of our state from the vicious moves of the U.S. and its vassal forces.

In total, 2023 is a year of great turn and change both in name and reality when the DPRK left a great footprint in the glorious course of its development in the efforts to improve the national power and to enhance the prestige of the country, the General Secretary said, expressing his high respect for the heroic struggle of the Workers’ Party members, sincere working people and service personnel who have dynamically pushed forward a new phase of prosperity and development with their strong redoubled efforts true to the Party’s idea and leadership.

He extended warm thanks to the members of the entire Party, people across the country and service personnel of the entire army who contributed to filling 2023 with successes of loyalty and patriotism, overcoming all sorts of difficulties and hardships with firm trust in our cause and indomitable spirit.

He said that our Party and people have been convinced that they can certainly fulfill the five-year plan aimed at laying the foundations for the development of the national economy and advancing towards the sustained development through the past three-year stubborn struggle.

At present, the revolutionary enthusiasm and fighting spirit of our people and youths are very high and all sectors are rising vigorously with the great positive changes made in their mental and moral state. This is a favorable situation that has been won since the Eighth Congress of the Party as a result of our strenuous and offensive struggle.

This is the most precious and powerful asset for the future progress and development, and we can now be confident that we have overcome the most difficult and extreme points in the struggle to carry out the tasks of the Party Congress.

In general, our revolution opened up an era of the comprehensive development of socialism, in which not only national defence but also all the economic and cultural sectors arose simultaneously, the capital and the provinces have changed all together and great changes have been made in the people’s ideological and mental aspects as well as in cities, villages, mountains and streams during the term of the Eighth Central Committee of the Party.

The experience of the past three years is that if they work meticulously and earnestly, maintaining the spirit of braving the manifold difficulties, under the condition where the Party’s leadership system is strong and all the people’s trust in it is steadfast, they can successfully accomplish the important tasks of overcoming difficulties and developing changes.

All this proves that the programme of struggle clarified by the Eighth WPK Congress is the most correct and powerful banner which vigorously pushes forward and develops our revolution despite unprecedentedly harsh difficulties, and inspires us with optimism and conviction that it will be successfully realized by two-year-long consecutive struggles in the future.

The report comprehensively saw through the work of the year from a critical and developmental point of view, proceeding from the revolutionary stand of the WPK which is more concerned with defects and lessons than successes and experience for the rapider progress and development of the future, and analyzed and reviewed the defects in it in a level-headed way.

The General Secretary called upon all the participants in the plenary meeting to fully discharge their responsibility and role in the work for 2024 to create a history of new victory for the overall national prosperity, with the high pride and self-confidence in the struggle of 2023 and deeply aware of the problems to be surely solved in our future work.

Speeches were made on the first agenda item.

Kim Tok Hun, premier of the Cabinet, Choe Ryong Hae, chairman of the Standing Committee of the Supreme People’s Assembly, Ri Chol Man, department director of the C.C., WPK, Kang Sun Nam, minister of National Defence, and Jo Yong Won, secretary for Organizational Affairs of the C.C., WPK, examined and reviewed the work in their fields and suggested the measures to the plenary meeting. Leading officials in various sectors presented written speeches.

The plenary meeting heard and analyzed the speeches and made relevant evaluations.

Kim Jong Un made an important conclusion on the first agenda item “On the orientation of struggle in 2024”.

Saying that the successes achieved in the course of implementing the Party and state policies in 2023 serve as another precious asset for our advance and development, he referred to the orientation of the future struggle.

We have two years in carrying out the five-year plan.

In these two years we must prove with redoubled efforts that the policy of struggle decided by the Eighth Congress of the Party and the advance we have made so far are perfectly correct, and we must achieve greater successes and sum up our struggle before the Party Congress.

Our general orientation of struggle is to further expand and actively apply the favorable situation and phase which we have won through a stubborn struggle, thus successfully implementing the fighting programme of the Eighth Party Congress and laying a springboard for a new advance in the future.

On the basis of the successes and experience of the past three years, we should make the remaining two years an effective process of preparing for a new development of the next stage, while steadily concluding the implementation of the resolutions of the Eighth Party Congress sincerely.

In particular, we should direct main efforts into solving the problems that are incomplete or a stumbling block in implementing the resolutions of the Party Congress, from next year so as to further expand the successes achieved till now and prove their worth, and turn all the planned tasks into brilliant fruitions.

The year 2024 is a decisive year of confirming the victory in attaining the fighting goal set by the Eighth Party Congress by heightening the offensive spirit on all fronts of socialist construction.

In other words, by the end of 2024, every sector and unit should secure an obvious practical guarantee for the fulfillment of the five-year plan.

With confidence in having braved the most difficult and severe trials, we should glorify 2024 with new and significant successes through a more mounting and strenuous struggle.

Noting that the primary problem is to strengthen the administrative and economic work system and order of the state, the General Secretary specified the principled issues and practical ways for the Cabinet to enliven the lifeline of the national economy and propel the purposeful economic development in line with its duty as the overall state management institution endowed by the constitution.

He stressed the need for all sectors of the national economy to put spurs to the growth of production, finish the work for readjustment and reinforcement and concentrate efforts on 12 major goals by setting them in front in the new year, too. He set forth the important tasks to be fulfilled in the key industrial sectors including metal, chemistry, electric power, coal, machinery and railway transport.

The conclusion defined it as our Party’s orientation of development for machine-building industry at the present phase to make the Ryongsong Machine Complex, a parent body of the machine-building industry, a standard and model of modernization in the period of the Eighth Party Central Committee and, on the basis of this experience, to modernize the Taean Heavy Machine Complex, the Rakwon General Machine Enterprise and other major machine factories during the period of the new five-year economic development plan and clarified the ways for its implementation.

It referred to all the tasks for more dynamically promoting the construction of the capital city and the rural housing construction, an important task started under the historic decision made at the Eighth Party Central Committee, and to the practical issues for realizing the grand long-term construction plan envisaged by the Party Central Committee.

It also called on the land and environment protection and urban management sectors to steadily push forward the phased tasks specified in the five-year plan and on all the institutions and enterprises to dynamically conduct the work for coping with disaster crisis on an annual basis.

The General Secretary advanced the specific tasks and ways for steadily increasing the agricultural productivity, including the work to definitely set the strategy and the step-wise goals for the development of farm machines and strongly promote the mechanization of the rural economy on the basis of survey and evaluation of the country’s overall agricultural infrastructure and agro-technical capability, the work to complete the country’s irrigation system and the work to vigorously hasten the reclamation of tideland without letup.

He called for further stirring up the social atmosphere and climate of active support to the rural areas throughout the country, establishing the strict disciplines of food administration, and building modern wheat processing factories in various regions and improving the wheat processing technology to raise the quality of products in keeping with the increase of wheat production.

The conclusion stressed the need for the light industry in 2024 to set it as the primary task for improving the quality of consumer goods and condiments and struggle for realizing it and referred to the tasks for stepping up the modernization of light industrial and regional industrial factories, developing the sericulture sector and improving the commercial, public catering and welfare service work.

It also mentioned the tasks facing the fishing sector for activating the pelagic fishing, increasing the varieties and species in the fish farming and cultivation field and particularly conducting the offshore fishing on a mass scale to boost the marine production, and the measures for providing the citizens of the capital city with more civilized and affluent living conditions and environment in the period of the 8th Party Central Committee.

The General Secretary stressed the need for the cultural sector, which occupies an important position in the present struggle towards the overall development of socialism and should steadily advance in the van, to take a more vigorous step forward in all aspects of cultural construction on the basis of the previous experience and lessons gained in the last three years, especially in the work of 2023.

The conclusion set forth important goals and ways for accelerating the social progress and the overall prosperity of the state with the steady development of the sci-tech capability and practical vitality of attaching importance to science and technology, including the establishment of a system for purposefully setting up the pivotal and magnetic up-to-date sci-tech development plan and concentrating scientific research forces on implementing it and the integrated control over the country’s development of science and technology.

The conclusion called for developing the contents and methods of education in a more concrete, diverse and practical way including introducing the research-type teaching methods and research-type study methods into specialized subjects and in pedagogically ensuring the implementation of the Party’s policies and thus making the year 2024 a year of greater changes in putting the country on the list of advanced states in education.

It stressed the need to correctly enforce our socialist public health policies and further consolidate the material and technical foundations of the public health sector. It called upon the fields of literature and art and media, which stand at the van of the ideological and cultural front, to usher in a new heyday of their development in 2024 and thus continuously elevate the high spirit of the entire Party, the whole country and all the people. It also stressed the need to steadily expand the proud successes registered in the sports field in 2023.

The conclusion indicated the policy-oriented tasks facing the people’s power organs, public prosecution, public security organs and other law enforcement organs in consolidating and developing the state and social system of the DPRK, precious gains of the revolution and powerful political weapon, and the practical ways for conducting the work of working people’s organizations more vigorously and powerfully.

The General Secretary analyzed and evaluated the dangerous security environment in the Korean peninsula on the brink of a nuclear war and the nature of the hostile forces’ military confrontation moves and clarified the important policy decision to further accelerate the radical development of the national defence capabilities.

This year, too, the U.S. and its vassal forces have still perpetrated vicious anti-DPRK confrontational moves and the desperate efforts of the enemies have reached the extremes unprecedented in history in their reckless, provocative and dangerous nature.

The U.S., which has caused instability and continued to aggravate the situation in the Korean peninsula, is exposing various forms of military threat to our state even at this moment when the year is falling.

The U.S. has more persistently instigated the south Korean puppets and Japs, who are playing the role as the most faithful stooge and “running-dog” in carrying out its hostile policy towards our Republic, to seek to expand the bilateral and tripartite cooperation and establish an anti-DPRK cooperation system. Such moves have got more frantic this year, consonant with the interests of the south Korean puppets who are seized with security uneasiness.

Openly talking about “end of regime” in the DPRK, the U.S. president cooked up the so-called “Washington Declaration”, an anti-DPRK nuclear confrontation program, together with the south Korean puppets and newly organized and started the operation of the “Nuclear Consultative Group” aimed at the joint plan and execution for the use of nuclear weapons. Furthermore, he is zealously promoting the scenario for a nuclear war against the DPRK under the eyes of the world by abusing the “NCG”.

The U.S. has frequently met with Japs and south Korean puppets to promise long-term conspiracy and collusion against the DPRK, discuss the countermeasures and enforce annual tripartite military drills. Such provocative attitude of the U.S., which is getting frantic with the strengthening of the triangular cooperation system on the unreasonable pretext of coping with so-called “threat” from the DPRK, is driving the situation in the Korean peninsula into more unpredictable and critical conditions.

What should not be overlooked is the fact that the continuous introduction into the Korean Peninsula of U.S. nuclear strategic means of all kinds, including the super-large strategic nuclear submarine that entered the southern half of Korea again in more than 40 years, the nuclear strategic bomber landed there for the first time in history, and the frequent dispatch of super-large nuclear-powered carrier task force, has turned south Korea completely into a forward military base and a nuclear arsenal of the U.S. and joint military exercises of various scales have been ceaselessly staged all the year round, setting the “highest record” in history.

The number of joint military exercises staged by the U.S. military gangsters with Japs and south Korean puppets this year has doubled compared to that of last year. This clearly shows that the U.S. aims at the military confrontation with the DPRK at any cost and is getting more desperately hell-bent on the preparations for it.

Only a few days ago, the Yankees summoned south Korean puppets to Washington to hold the second meeting of the “NCG” and announced to the world that they would complete the “guidelines on nuclear strategic plan and operation” and establish the “extended deterrence system” by the middle of next year and conduct nuclear operation exercises during the large-scale joint military exercises in forthcoming August. Timed to coincide with this, they brought a nuclear-powered submarine into the Korean peninsula again, making provocation even by the end of the year.

The reality shows that the U.S. inveterate hostile acts against the DPRK are not only confined to rhetoric threat or demonstration purposes but have evidently evolved into a stage of execution which can lead to actual military actions and thus trigger a conflict between the armed forces of both sides.

The conclusion referred to the fact that the north-south relations, which had been steadily deteriorating since the emergence of the Yoon Suk Yeol puppet regime, have been further tainted with distrust and hostility due to the anti-DPRK confrontation behavior of traitor Yoon getting evermore offensive recently and, consequently, the September 19 North-South Military Agreement, which had been playing a feeble mission of preventing armed conflict just for form’s sake, was scrapped.

What merits attention is that the Yoon Suk Yeol group of puppets is making a suicidal attempt to achieve the “balance of power” with the DPRK and stand in confrontation with it to the last by expanding the “UN Command”, an illegal ghost body, into a multinational war organization for provoking the second Korean war.

The enemies’ provocative acts are getting ever more pronounced in the area along the Military Demarcation Line and the whole puppet army is being reorganized and reinforced in general while the brass hats of the puppet military have been recently replaced by extreme warmongers one after another. Such radical military moves getting more undisguised are also evidently a revelation of the sinister attempt for a war of aggression.

The General Secretary said that as shown by all the facts, the confrontation nature of the U.S. and its top class stooges has not changed even in the least but is getting more undisguised and more vicious.

When we pay close attention to the confrontational military acts perpetrated by the hostile forces while aggravating the dangerous security environment in the Korean peninsula every moment, the word “war” is already approaching us as a realistic entity, not as an abstract concept.

The prevailing grave situation requires the DPRK to steadily step up the work for getting the overwhelming war response capability and the full and perfect military combat readiness to deter any form of provocation and action at a blow since the enemies’ desperate efforts get more serious.

The People’s Army should closely watch and sharply control the hourly changing acute security situation in the Korean peninsula and take more thorough military measures to firmly safeguard the security of the state while always coping with it in an overwhelming attitude. And it should rapidly respond to any possible nuclear crisis and put continuous spurs to the preparations for a great event to suppress the whole territory of south Korea by mobilizing all physical means and forces including nuclear forces in contingency.

The conclusion called on the munitions industry to reliably guarantee the successful implementation of our Party’s strategy for the development of the national defence by further expanding the successes made in consolidating the self-supporting foundation of the defence industry and in developing and producing arms and equipment.

It stressed the need for the nuclear weapons field to lay a reliable foundation for steadily increasing the production of nuclear weapons and wage a vigorous struggle for carrying out the nuclear weapons production plan in 2024.

It also set forth the main targets and militant tasks for the field of missile development and production.

The conclusion clarified the task for the field of space development to launch in addition three reconnaissance satellites in 2024 on the basis of the experience gained in the successful launch and operation of the first reconnaissance satellite in 2023 and referred to the nationwide full-scale measures for dynamically accelerating the development of space science and technology.

It set it as the main task facing the field of shipbuilding to enhance the underwater and surface combat strength of the navy by bringing about the second revolution of the warship-building industry and to carry out at an early date the task incomplete in attaining the major five-point goals for developing the national defence capabilities. It also stressed the need for the unmanned air industry and the detected electronic warfare sectors to develop and produce various kinds of unmanned military hardware and powerful electronic warfare means in conformity with the characteristics of modern warfare.

The conclusion set forth the tasks for the militia defence force in charge of a wing of the national defence to complete the combat preparations, including the work to further enhance the operational control level of commanding officers of the Worker-Peasant Red Guards as well as the combat capabilities of its members by steadily improving the training contents and methods so as to positively cope with the enemies’ combat action methods.

The General Secretary made a detailed analysis of the gigantic geopolitical changes in international geo-political situation and balance of forces in 2023, the main features of present international situation and the external environment of the Korean peninsula. And he advanced the strategic and tactical policies to be held fast to in the external affairs and clarified the need to newly formulate the stands on the north-south relations and reunification policy and make a decisive policy change in the work against the enemy.

The field of external affairs should actively and tactically cope with the changing and developing international situation and write a diplomatic history of the DPRK which accords with the position of a powerful country on the principle of defending the dignity of the Party, raising the national dignity and protecting the national interests.

He set forth the tasks for concentrating the main efforts on the development of relations with the ruling parties of socialist countries to further expand and strengthen the external sphere of the country, further consolidating the foundation of support and solidarity to the DPRK by further developing the relations with the anti-imperialist independent countries opposed to the hegemony strategy of the U.S. and the West under ever-changing international situation and waging a dynamic anti-imperialist joint action and struggle on an international scale.

We should consistently adhere to the anti-U.S. and anti-enemy struggle principle of power for power and head-on contest and pursue the high-handed and offensive toughest policy.

This year we reaffirmed the unshakable will to counter the frantic nuclear war threat racket and all-out confrontation of the U.S. and its vassal forces with nukes and all-out confrontation and inflicted insurmountable security crisis and horror upon the enemies by the overwhelming exercise of the thorough war deterrent.

Whatever the enemies attempt and whatever they choose, it is our unshakable principle and mode of struggle against the enemy to control by super-tough counteraction beyond it and by the exercise of powerful ability overwhelming it.

The conclusion put forward the line of making a fundamental turnabout in the sector of work toward the south on the basis of a cool analysis of the bitter history of the north-south relations which has repeatedly suffered only distrust and confrontation.

The Korean Peninsula is now constantly in the grip of an uncontrollable crisis due to the reckless anti-DPRK confrontation hysteria and military provocations of the U.S. and south Korean puppets.

It is a well known fact that physical clash can be caused and escalated even by a slight accidental factor in the area of along the Military Demarcation Line where large armed forces of both sides are standing in confrontation with one another, and no one can deny the fact that the two states, the most hostile toward each other, are coexisting in the Korean peninsula at present.

Such abnormal situation is not a random phenomenon like mutation in the light of the successive puppet regimes’ extension of their policies but an inevitable result of the history of the north-south relations.

For a long period spanning not just ten years but more than half a century, the idea, line and policies for national reunification laid down by our Party and the DPRK government have always roused absolute support and approval of the whole nation and sympathy of the world as they are most just, reasonable and fair. But none of them has brought about a proper fruition and the north-south relations have repeated the vicious cycle of contact and suspension, dialogue and confrontation.

If there is a common point among the “policies toward the north” and “unification policies” pursued by the successive south Korean rulers, it is the “collapse of the DPRK’s regime” and “unification by absorption”. And it is clearly proved by the fact that the keynote of “unification under liberal democracy” has been invariably carried forward although the puppet regime has changed more than ten times so far.

The puppet forces’ sinister ambition to destroy our social system and regime has remained unchanged even a bit whether they advocated “democracy” or disguised themselves as “conservatism”, the General Secretary said, and went on:

The general conclusion drawn by our Party, looking back upon the long-standing north-south relations is that reunification can never be achieved with the ROK authorities that defined the “unification by absorption” and “unification under liberal democracy” as their state policy, which is in sharp contradiction with our line of national reunification based on one nation and one state with two systems.

Even at this moment, the south Korean puppets are unhesitatingly contending that the DPRK and its people are territory and population of the ROK that should be reclaimed, and it is shamelessly specified in the constitution of the ROK that “the territory of the ROK contains the Korean peninsula and its attached islands”.

The reality urgently requires us to adopt a new stand on the north-south relations and the reunification policy.

Now we need to admit the reality and make the relations with the south Korean puppets clearer.

I think it is a mistake we should no longer make to regard the clan, who publicly defined us as the “principal enemy” and is seeking only the opportunity of “collapse of power” and “unification by absorption” in collusion with foreign forces, as the partner of reconciliation and reunification.

It is not suitable to the prestige and position of the DPRK to discuss the issue of reunification with the strange clan, who is no more than a colonial stooge of the U.S., just because of the rhetorical word the fellow countrymen.

South Korea at present is nothing but a hemiplegic malformation and colonial subordinate state whose politics is completely out of order, whole society tainted by Yankee culture, and defence and security totally dependent on the U.S.

The north-south relations have been completely fixed into the relations between two states hostile to each other and the relations between two belligerent states, not the consanguineous or homogeneous ones any more.

It can be said this is the present situation that shows the relations between the north and the south today.

The conclusion, lucidly looking into and recognizing the reality, stressed the need to take measures for readjusting and reforming the organizations in charge of the affairs related to the south including the United Front Department of the Party Central Committee and to fundamentally change the principle and orientation of the struggle.

Solemnly declaring that if the U.S. and south Korean puppets stubbornly attempt a military confrontation with the DPRK, the latter’s nuclear war deterrence will go over to a grave action without hesitation, the conclusion set forth the important tasks for the fields in charge of the affairs with enemies and foreign countries to make preparations in a foresighted way for keeping pace with the powerful military actions of the Korean People’s Army to subjugate the whole territory of the south on the basis of making it a fait accompli that a war may break out on the Korean peninsula any time due to the enemies’ reckless moves for invading the DPRK.

Expressing belief that another great turn to be brilliantly recorded in the history of the country would be effected in the overall work of the Party and the state and in our socialist construction in 2024, too, by the indomitable fighting spirit and efforts of millions of Party members, all the people and service personnel across the country boundlessly loyal to the Party and the revolutionary cause, the General Secretary ardently called upon all of us and other people of the whole country to wage a more dynamic struggle with confidence in victory and great enthusiasm.

All the participants expressed their absolute support and approval with enthusiastic cheers of “hurrah!” and warm applauses at his important conclusion, the guidelines for continuous innovation and leap forward for the accomplishment of the cause of the Party and the cause of socialism.

His historic documents, which clarified the clear orientation of advance and policies of struggle for the new year for surely implementing the strategy of development of our own style through courageous and bold revolutionary practice, will serve as an immortal militant banner in powerfully leading the Korean revolution to a vigorous upsurge and bringing earlier a new era of national prosperity.

The plenary meeting discussed the second agenda item “On increasing the sense of responsibility in implementing the socialist policy for schoolchildren”.

Kim Jong Un made a report.

He made a detailed analysis of the production and supply of school uniforms, bags and shoes in 2023, going back to the situation of adopting the resolution to supply school uniforms and bags of good quality for all the schoolchildren in the country at the Fourth Plenary Meeting of the Eighth Party Central Committee and of pushing ahead with its implementation on an annual basis.

He stressed once again that it is the consistent policy of the Workers’ Party of Korea and the eternal national policy of the DPRK that the Party and the state supply necessities for schoolchildren in a responsible manner. He proposed the principled issues to be maintained in the production and supply of school uniforms, bags and shoes to be pushed forward by relevant organs including the Ministry of Light Industry, Party and power bodies at all levels and school uniform production units in different parts of the country as an undertaking involving the entire Party and the whole country in the new year, too, and the ways for implementing them.

Saying that the work for our schoolchildren is a political work guaranteeing the rosy future of the country before it is an economic and practical work and the children’s bright laugh is just a symbol of the socialist system and the image of Korean-style socialism, he earnestly requested all officials to further enhance their sense of responsibility and role in the important revolutionary work that our Party takes all pains by maintaining the feature and fulfilling the sacred duty of a genuine revolutionary.

The plenary meeting discussed “On the work of the Central Inspection Commission of the Party for 2023” as the third agenda item.

The plenary meeting deliberated the work of the Central Inspection Commission of the WPK for 2023 and recognized that the commission has successfully fulfilled its duty in implementing the line of building discipline of our Party and in guaranteeing the Party’s work and activities financially and materially.

The plenary meeting decided to form a state budget assessment group for examining and deliberating the fulfillment of the state budget for 2023 and the draft state budget for 2024 in the discussion for the fourth agenda item.

The plenary meeting discussed “On a series of measures for strengthening the leadership function of the Party at present” as the fifth agenda item and unanimously approved a relevant resolution.

The plenary meeting held panel study and consultative meetings for two days for drafting a thorough and correct plan for carrying out the tasks for the new year on the basis of the idea and spirit of the important conclusion made by the General Secretary of the Workers’ Party of Korea.

Members of the Political Bureau of the WPK Central Committee guided the panel study and consultative meetings.

The study and consultative meetings studied and discussed in an enterprising way the issues of further consolidating and expanding the achievements made in the struggle in 2023 for implementing the resolutions of the Eighth Congress of the Party and raised innovative and constructive opinions.

The 18th Meeting of the Political Bureau of the 8th Central Committee of the WPK was convened on Dec. 30.

The Political Bureau of the WPK Central Committee examined the opinions integrated at the panel study and consultative meetings and decided to amend and supplement the draft resolution to submit it to the plenary meeting.

It also decided to examine the implementation of the state budget for 2023 and the draft state budget for 2024 deliberated by the state budget assessment group and to report them to the plenary meeting.

The Political Bureau of the Party Central Committee decided to present the major goals to the plenary meeting on the basis of the view that it is important for ensuring the growth of the whole economy while consolidating and maintaining the success of 2023 to put forward the 12 major goals of key importance in developing the economy and improving the people’s living standard and direct efforts to them in the new year, too.

Kim Tok Hun, premier of the Cabinet, reported the results of the meeting of the Political Bureau of the Party Central Committee.

The plenary meeting unanimously adopted a resolution “On carrying through the year 2024 tasks for the five-year plan set forth by the Eighth Party Congress”.

The plenary meeting finally examined the fulfillment of the state budget for 2023 and the draft state budget for 2024 and approved submitting it to the 10th Session of the 14th Supreme People’s Assembly.

Kim Jong Un affirmed that the historic December Plenary Meeting decided on the direction of the struggle for 2024 in a more prudent manner and adopted relevant resolutions in conformity with the requirements of the revolution and the objective and subjective situation, thus providing a powerful weapon of struggle for making the overall development period of Korean-style socialism have a firm aspiration and achieving greater successes by bringing about a dynamic upsurge in the revolution.

Noting that it is the main idea and main spirit of the current plenary meeting to more dynamically struggle for attaining the goals set forth by the 8th Party Congress in unity with patriotism, the General Secretary stressed that we should carry forward to 2024 the 2023 glory of achieving the most valuable victory and successes with redoubled courage and vigor, full of confidence in our strength and our cause, together with the great people.

When all the Party organizations and officials faithfully fulfill the sacred mission and duty they have assumed before the state and people, rallied close around the Party Central Committee, the manifold ordeals and difficulties will be overcome and our cause of dynamically advancing for realizing the grand ideal and goal will be further accelerated, he noted.

Taking the oath solemnly on behalf of the Party Central Committee that he would always be faithful to the revolutionary idea and cause of President Kim Il Sung and Chairman Kim Jong Il, he expressed belief that the high enthusiasm of all the participants ahead of the new struggle in 2024 would surely lead to bold practice and proud fruition.

The 2023 December Plenary Meeting of the WPK Central Committee successfully completed its historic and responsible discussion amid the high political consciousness and surging enthusiasm of all participants to demonstrate to the whole world the invincibility of the Korean revolution advancing with great ambition and ideal and dynamically guide the successful implementation of the programme of struggle of our Party.

Información sobre la reunión ampliada del 9º Pleno del VIII Período del CC del PTC

El Partido del Trabajo de Corea, gran orientador de nuestro Estado y pueblo, preserva la vitalidad eterna del socialismo, que es el ideal y futuro de la humanidad, y conduce enérgicamente su desarrollo constante comprobando con la lucha indoblegable y valiosas victorias la justeza de la sagrada misión e ideal estipulados en su programa.

A través de la lucha de 2023 muy importante y clave en el trayecto de desarrollo integral del socialismo al estilo coreano, se orientó evidentemente la tendencia de marcha posterior al cumplimiento del Plan Quinquenal y se puso en la órbita de ascenso la vida social del Estado en su conjunto, lo cual es una muestra del liderazgo probado y capacidad de ejecución resuelta del PTC.

Gracias a la guía extraordinaria del PTC y el empeño del pueblo coreano muy fiel a su dirección, se prepararon la valiosa riqueza ideo-espiritual, que impulsará con dinamismo el desarrollo del Estado en la nueva época, y la garantía científica para establecer y cumplir con acierto las metas y puntos aspirantes de la lucha del Año Nuevo y se comprobaron el gran poderío e invencibilidad de nuestro Estado con los resultados materiales de la obra por el país próspero y el ejército poderoso.

2023 fue el año de cambios más alentadores en que se acumularon los éxitos caros logrados con los esfuerzos tenaces y constantes de cada año según el jalón de victoria trazado en el VIII Congreso del PTC y comenzó a manifestarse generalmente su valía.

Este hecho eleva notablemente el fervor patriótico y empeño del pueblo coreano que aspira a saltar hacia nueva victoria.

Para nuestro pueblo que tiene al frente de su fila la bandera combativa del glorioso PTC, no hay nada temible ni imposible y la victoria será para siempre de Corea aunque sean múltiples las pruebas, lo que es el balance más valioso de 2023 y la firme voluntad del pueblo coreano que emprende la marcha del Año Nuevo 2024.

Tuvo lugar del día 26 al 30 de diciembre del 112 de la era Juche (2023) en la sede del CC del PTC, supremo Estado Mayor de la revolución, la histórica reunión ampliada del 9º Pleno del VIII Período del CC del PTC que balanceó con orgullo la victoria de 2023, lograda con la lucha unida del Partido y el pueblo, y determinó el rumbo y estrategia de desarrollo de las labores partidistas y estatales del Año Nuevo.

Participó en la ocasión el Secretario General del Partido del Trabajo de Corea, Kim Jong Un.

Cuando él salió a la tribuna, todos los participantes pronunciaron estruendosas vivas rindiendo máxima gloria al líder extraordinario de nuestro Partido y Estado, quien partiendo de su noble misión de responsabilizarse por el destino de la patria y el pueblo, dio inicio a la nueva época de grandes cambios en el territorio patrio y exalta a todo el mundo la dignidad y fama de la Corea poderosa con su incansable y enérgica orientación.

En la cita participaron los miembros del Presidium del Buró Político del CC del PTC, los integrantes y los suplentes del BP del CC del PTC y del CC del PTC y estuvieron presentes en calidad de observador los funcionarios de los departamentos del CC del PTC, los cuadros de ministerios, órganos centrales, instituciones directivas de nivel provincial y de las ciudades, distritos y las fábricas y empresas importantes y los presidentes de los comités de gestión agrícola de las ciudades y distritos sobresalientes en la producción agrícola.

La reunión aprobó por unanimidad la agenda planteada y discutió el primer punto “Sobre el balance del estado de cumplimiento de las políticas del partido y el Estado de 2023 y el rumbo de lucha para 2024”.

El Secretario General pronunció el informe histórico “Sobre el balance del estado de cumplimiento de las políticas del partido y el Estado de 2023”.

En su informe, se refirió a la importancia y significado real que tiene la lucha del año 2023, lleno de grandes acontecimientos y resultados satisfactorios, en determinar los éxitos de trabajo del VIII Período del CC del PTC.

El presente fue un año muy importante para nuestro Partido y pueblo que marchan tenazmente para materializar el programa de lucha, presentado por el VIII Congreso del PTC.

En la campaña de este año de que se puede decir la determinante de la implementación o no de la resolución del Congreso partidista, hemos manifestado una vez más el ímpetu indoblegable, típico de nuestro Partido y pueblo que cumplen con audacia sus tareas revolucionarias definidas movilizando al máximo las fuerzas y potencialidades propias. Y en este proceso, hemos incrementado en gran medida el poderío general del país.

En una palabra, a través de la lucha de este año, no hemos pasado simplemente el tercer año de cumplimiento del Plan Quinquenal, como se preveía, sino alcanzamos el éxito trascendental de preparar el firme fundamento y las condiciones favorables para acelerar la velocidad de avance posterior en todas las esferas de la construcción socialista y el incremento del poderío nacional.

Todos los años posteriores al VIII Congreso del Partido se han coronado con los milagros y cambios sin precedentes, pero no hubo un año como el presente repleto de victorias y acontecimientos tan sorprendentes.

No fue nada fácil traer tal cambio.

Nos vimos obligados a comenzar la marcha de este año en la coyuntura de pruebas y dificultades realmente duras.

Aun después del fin del estado emergente de salud pública internacional, que perduró más de 3 años, todos los sectores sufrieron muchas restricciones debido a las rigurosas medidas profilácticas aplicadas por el Estado y tuvimos que hacer frente a las sanciones y presiones brutales de las fuerzas hostiles y las obstructoras y tomar contramedidas al grave ambiente de seguridad. Lo más apremiante era superar la seria crisis alimentaria, causada por la agricultura deficiente del año pasado.

En tal circunstancia, surgió el dilema de seguir avanzando para el alcance de las metas del tercer año de implementación de la resolución del VIII Congreso del Partido u orientar lo todo a resolver las dificultades inminentes.

El Comité Central del Partido optó, al igual que todos nosotros, por el avance continuo y la lucha constante.

A base del análisis científico sobre la desfavorable situación interior y exterior y las enormes tareas indispensables, el Comité Central del Partido definió las metas ambiciosas y estrategia dinámica en el VI Pleno de su VIII Período y las distribuyó a todas sus filiales.

Al impulsar enérgicamente su implementación, garantizó el cumplimiento exitoso de la lucha de este año aspirante al desarrollo.

El informe enumeró notables éxitos alcanzados en la economía nacional en su conjunto.

Se cumplieron todas las 12 metas para el desarrollo de la economía nacional: la producción cerealera en 103%, electricidad, carbón y abono nitrogenado en 100%, materiales de acero laminado en 102%, metales no ferrosos en 131%, madero en 109%, cemento y tela general en 101%, productos marítimos en 105%, transporte ferroviario en 106% y la edificación de viviendas en 109% incluyendo las en el curso de construcción.

Además, se obtuvo un avance en el establecimiento de la disciplina de planificación y se reportó un evidente incremento productivo en la economía nacional en general, específicamente, la producción de electromotores (220%), transformadores (208%), cojinetes (121%), zinc electrolítico (140%), plomo (121%), papel (113%), sal (110%), cosméticos (109%), placas de vidrio (100%) y clínker de magnesia (104%).

En comparación con 2020, tiempo anterior a la celebración del VIII Congreso del Partido, la dimensión de crecimiento general de la rama económica del año 2023 es siguiente en los principales índices: la producción de hierro trióxido se aumentó 3.5 veces, hierro colado (2.7), materiales de acero laminado (1.9), máquinas herramientas (5.1), cemento (1.4) y abono nitrogenado (1.3). Además, el Producto Interior Bruto creció 1.4 veces.

El informe evaluó el sobrecumplimiento de la meta de producción cerealera, la dominante que tiene importancia decisiva para el desarrollo de la economía en general y el aseguramiento de la vida poblacional, como éxito más precioso y caro de las labores económicas de 2023.

El Secretario General dijo que se elevaron incomparablemente el entusiasmo y la seguridad de los funcionarios y trabajadores de la rama agrícola y se realizaron sucesivamente en las granjas de todo el país los actos de distribución de cosechas, hecho que marcó hito importante para producir un gran cambio en la disposición mental de los granjeros. Prosiguió que esto es el mejor cambio real alcanzado en el curso de la lucha por conquistar las metas de producción cerealera de 2023 y lo más valioso para el desarrollo sostenible de la agricultura en lo adelante.

Al presentar que muchas entidades a lo largo del país enviaron al Comité Central del Partido las cartas en que expresaron la voluntad de donar al Estado los granos preparados con toda sinceridad y patriotismo, señaló que nuestro Partido aprecia más el alma patriótica modesta y sincera de los agricultores que decenas de miles de toneladas de cereales. Y propuso con cortesía expresar agradecimiento a esas entidades en nombre del Pleno del Comité Central del Partido.

El Pleno manifestó el apoyo total a la propuesta del Secretario General.

Se construyó la Granja Avícola de Kwangchon como modelo de modernización de la rama avícola, se levantaron en las ciudades de Sariwon, Haeju y Nampho modernas fábricas de procesamiento de trigo y se concluyeron la obra del canal Kindung de Hwangju, la de desalinización del lago Kangryong y la de la red exterior de miles de hectáreas del pólder, además de la preparación de la firme base para cumplir la meta de roturación de 300 mil hectáreas de marismas.

Todo esto es una prueba clara de la justeza del programa de la revolución rural de nueva época del PTC y su política agrícola y de la capacidad directiva de esta organización que movilizó a todo el país a la lucha por lograr viraje radical en la producción agrícola sin vacilación alguna ante las pruebas y dificultades, apuntó el informe.

Valoró que después del VIII Congreso del Partido, se obtuvieron éxitos relevantes en la construcción de viviendas para los habitantes, importante asunto estatal a que el PTC vino prestando mayor atención.

El sector de construcción volvió a edificar en la zona de Hwasong las viviendas para 10 mil núcleos familiares, hecho que posibilita a los capitalinos a mudarse a ellas en el próximo Día del Sol. Y los constructores jóvenes crearon nuevo monumento de la juventud llamado avenida Jonwi (vanguardista) al impulsar con audacia la construcción de viviendas para más de 4 mil 100 núcleos familiares en la zona de Sopho.

Los uniformados del Ejército Popular, que consideran como su vida la fidelidad al partido y el pueblo y el cumplimiento absoluto e incondicional de sus órdenes e indicaciones, completaron la construcción de viviendas de esta capital y estrenaron el panorama espectacular de nueva urbe montañosa al levantar las moradas para más de 20 mil núcleos familiares en la zona de Komdok durante 4 años pasados. E hicieron aporte a terminar la construcción de la granja invernadero de Kangdong hasta la fiesta de febrero de 2024.

Las viviendas rurales planeadas para la construcción son más de 58 mil, cifra doble con respecto al año 2022, y más de 40 ciudades y distritos terminaron ya esta obra. Y otras ciudades y distritos lo harán generalmente hasta la primavera del nuevo año.

Durante la campaña para conquistar 12 metas principales del desarrollo de la economía nacional, las industrias claves alcanzaron un notable aumento productivo y se inauguraron muchos objetos de reajuste y reforzamiento, entre otros éxitos muy estimulantes.

Los obreros del Complejo de Maquinaria de Ryongsong registraron innovaciones inauditas de fabricar excelentemente los compresores de grandes tamaños al convertir la tarea de producción, que les ha asignado el CC del PTC, en el proceso de creación del segundo espíritu de Chollima y de innovación técnica masiva. De esta manera, dieron un golpe fuerte al derrotismo y misticismo técnico, latentes en el sector económico, y evidenciaron con acciones la justeza y vitalidad de la política partidista.

El Comité Central del PTC evaluó altamente las proezas heroicas de la clase obrera de Ryongsong que a pesar de su apretada tarea de producir muchos equipos pedidos, fabricaron los compresores de grandes tamaños con el espíritu de autoconfianza y la lucha tenaz y los dedicaron a la presente sesión plenaria.

El informe se refirió a que se completaron la instalación del alto horno de tipo ahorrador de energía, basado en el calentamiento por el oxigeno, y los separadores de oxígeno de 15 mil ㎥/h en el Complejo Siderúrgico Kim Chaek, la del horno de inducción del Complejo Siderúrgico de Hwanghae, la construcción del horno vertical de mineral de hierro oxigenado y calcinado en la Acería de Chongjin y el desarrollo de la filial de Sohaeri de la Mina de Unryul. Todos estos equipos entraron ya en operación, añadió y calificó el 2023 de año que dio grandes pasos adelante en asegurar la autoctonía y modernidad de la industria metalúrgica.

El sector de industria química suministró con suficiencia los abonos nítricos al priorizar su producción e inauguró la fábrica de abonos líquidos nutritivos del Complejo Químico de Sunchon para las granjas invernaderos de la zona costera del Mar Oeste. Y preparó la garantía material para aumentar notablemente la producción de fertilizantes al dar un buen acabado al establecimiento adicional del proceso de síntesis de urea y el de purificación del Complejo Químico Juventud de Namhung y hasta a la extensión de líneas de transmisión eléctrica.

En el sector de industria eléctrica, se sentó la sólida base material y técnica de las centrales termoeléctricas y, elevando la eficacia operacional de las plantas hidroeléctricas, se cumplieron sin falta los planes mensuales de producción acorde a las demandas. Otros éxitos muy significativos son la reducción de la enorme cantidad de derivación mediante el establecimiento del optimizado sistema de servicios eléctricos en las principales líneas de transmisión y la preparación del proceso de elaboración de la torre de hierro de supertensión.

La ola de innovación solidaria en el dominio de industria carbonífera, comenzada por el movimiento patriótico socialista de nueva era por el aumento de producción de carbón cuyo artífice es la mina carbonífera encargada de suministro a la provincia de Jagang, adscrita al Complejo Carbonífero de la Región de Kaechon, devino el acelerador de la lucha por el alza productiva en todos los sectores de la economía nacional y significó gran aliento para el PTC.

El informe evaluó que los sectores económicos como la industria extractiva, la de materiales de construcción, la selvicultura, la industria ligera, la pesquera, el transporte ferroviario abrieron la vía de incrementar obviamente la producción actual y la perspectiva al dar buen impulso al cumplimiento de la estrategia de arreglo y reforzamiento completando sin falta a la vez el plan de la economía nacional.

Otros dominios también como la industria de IT, la protección territorial y ambiental y el urbanismo llevaron adelante los proyectos imprescindibles y básicos para aumentar las potencialidades materiales y técnicas.

El Secretario General valoró este año como el de multiplicación de los esfuerzos por traer nueva innovación y cambio en el sector científico-técnico y precisó que el éxito más orgulloso de esta rama se observó en las ciencias y tecnologías espaciales.

Aceptando como fe el proyecto estratégico y la intención del PTC y sobreponiéndose a los repetidos fracasos, nuestros científicos y técnicos lograron por fin el acontecimiento sorprendente, que es el lanzamiento exitoso del satélite de reconocimiento, con la decisión de conquistar a toda costa el cosmos con la inteligencia y tecnologías propias.

Esto es una muestra plena del temperamento revolucionario y cerebro perspicaz de nuestros científicos y técnicos que alcanzan a todo trance cualquier meta científica si lo exige el PTC y es necesario para incrementar el poder nacional.

Es un éxito incomparablemente orgulloso que se haya producido una revolución en la labor docente de este año para la construcción de la potencia de educación y la de talentosos.

El sector docente, que se encarga del futuro del país y las perspectivas de desarrollo y prosperidad del Estado, ha impulsado en la etapa de ejecución plena el cambio general de la estructura educacional, que ha perdurado varias décadas, en el sentido de impartir una educación más avanzada y práctica a los estudiantes. También se dieron muchos cambios innovadores y cualitativos en los contenidos, formas y métodos de enseñanza.

Hubo avances claros en la consolidación de base material y técnica de la rama docente en este año, a saber, la construcción del Instituto de Educación como centro de estudio científico de la enseñanza que garantizará el desarrollo educacional del país, la remodelación de la biblioteca científica de la Universidad Kim Il Sung y la construcción o remozamiento de más de 160 escuelas y jardines de infancia a lo largo del país como modelos.

Según el reporte, el sector de salud pública y el de deportes también hicieron aporte peculiar a la producción de nuevos cambios en 2023.

Quedaron levantadas las fábricas farmacéuticas, las otras de insumos médicos y las instalaciones especializadas en la prevención de enfermedades, lo cual hizo más sólido el cimiento material y técnico de la rama sanitaria y dio un ambiente favorable al desarrollo económico y la estabilización de la vida poblacional.

Al competir en los juegos internacionales a casi 4 años del estallido de la crisis sanitaria mundial, nuestros deportistas ganaron muchas medallas y rompieron sucesivamente los récordes mundiales en los 19º Juegos Asiáticos, el 22º Campeonato Mundial de Taekwondo y el Grand Prix de la Federación Internacional de Halterofilia 2023.

Asimismo, hicieron flamear nuestra bandera nacional en las astas de eventos internacionales, hecho que dio gran ánimo a todos los habitantes del país.

El informe enumeró los adelantos logrados por todas las provincias en el desarrollo económico, la vida poblacional y la creación de civilización de las respectivas zonas al dinamizar la campaña para poner en práctica las decisiones del partido.

En particular, la provincia de Hwanghae del Sur cumplió el plan de acopio de cereales al intensificar la educación y la campaña para eliminar los defectos surgidos anteriormente en las faenas agrícolas y mejorar el desempeño del grupo de promoción de cultivo científico, subrayó y evaluó que este hecho es un resultado de los esfuerzos excepcionales de los comités partidistas urbanos y distritales de la provincia, las organizaciones partidistas, funcionarios y trabajadores de la rama agrícola, que son autores de la agricultura.

En todas las provincias se han mantenido durante todo el año el ambiente de lucha intensa y el estilo de trabajo para edificar la biblioteca de ciencias y técnicas, la fábrica de uniformes escolares, la de calzados y la farmacia estandarizada, remodelar y modernizar las fábricas farmacéuticas Coryo y ejecutar la política sobre la crianza de infantes, que son tareas incluidas en la resolución del Pleno del Comité Central del Partido, destacó.

Agregó que se levantaron numerosos establecimientos, que hacen posible cubrir las demandas económicas perspectivas e inmediatas y asegurar la comodidad de vida de los habitantes locales satisfaciendo las exigencias de la estética arquitectónica de nueva época. Así 2023 se hizo un año de cambios sustanciales en que se incrementaron de manera visible las creaciones enorgullecedoras en todas las localidades.

El Secretario General reconoció como éxito más importante de la lucha del año 2023 el crecimiento extraordinario de nuestro poderío ideo-político.

Ante todo, se observó un progreso trascendental en el ejercicio de la soberanía nacional y el trabajo para fortalecer el Poder popular.

La 9ª reunión de la XIV Legislatura de la Asamblea Popular Suprema, sesionada en septiembre pasado, ha estipulado en la Constitución de la República la política sobre el fortalecimiento de fuerzas armadas nucleares del Estado. Este acontecimiento político se registrará dignamente en los anales de la patria porque ha preparado un cimiento legal para garantizar para siempre la seguridad de nuestro Estado y pueblo, situado al plano cimero la dignidad y posición estratégica del país y asestado al mismo tiempo un golpe mortal y demoledor a los enemigos.

Como resultado de la labor legislativa para especificar y detallar más las normas y reglamentos legales acorde a la exigencia de las políticas partidistas y la realidad y buscar y remediar todos los espacios no regidos por la ley, se instituyeron o quedaron enmendadas y suplementadas más de 110 leyes y reglas por sectores, entre otras, la ley de supervisión financiera, la de irrigación, la de educación de los talentos, la de distribución de la fuerza productiva, la de funcionarios públicos, de la RPDC. Así se preparó una garantía legal para consolidar aun más nuestro ventajoso régimen social del Estado.

Fue modificado de manera más democrática el método de elección de los diputados a las asambleas populares de todos niveles con el fin de poner de relieve el carácter popular de la RPDC e intensificar más las labores de los órganos del Poder. Por ende, la elección de diputados a las asambleas populares provinciales, urbanas y distritales, efectuada en noviembre pasado, devino una oportunidad para despertar más la conciencia civil y el fervor patriótico de toda la población por comprometerse y tomar parte activa en las políticas estatales.

Como labor en escala del CC del PTC, se efectuó el primer cursillo para los presidentes de los comités populares provinciales, urbanos y distritales, encargados totalmente de los trabajos de los órganos del Poder popular ante el Partido, el Estado y el pueblo, lo que sirvió de importante motivo para elevar el papel de las instituciones del Poder.

Aunque no son muchos los cónclaves celebrados este año, dimos inicio al año en curso con los delegados al IX Congreso de la Organización de Niños de Corea y compartimos significativamente el tiempo final de la agenda del año junto con las participantes en la V Conferencia Nacional de Madres. Podríamos decir que tales eventos fueron tan significativos para caracterizar este año y dar destaque al objetivo y carácter de nuestra lucha.

Gracias al fervor extraordinario de todos los habitantes del país por defender la patria y la revolución, se dinamizaron los movimientos patrióticos socialistas y otros masivos de carácter revolucionario, entre otros, el de donación de cereales y el de contribución para la construcción de buques, recuerda el texto y continúa:

En ese curso, fueron donados los lanzacohetes reactivos autopropulsados, carros cargadores de proyectiles y autobuses denominados como Sonyon, Taehaksaengchongnyon, Jikmaeng, Nonggunmaeng, Nyomaeng y Pusasu.

En medio de tales campañas patrióticas, se ha formado un gran contingente de patriotas que piensan primero en el Partido, la revolución y la patria y tienen alma sincera de ayudar a aliviar las dificultades del país. Esto constituye un gran éxito político que no se puede comparar ni con un montón de oro.

Se han manifestado plenamente a todo el mundo la dignidad y el prestigio del Partido, el Estado y el pueblo y el verdadero aspecto de la unidad monolítica entre ellos a través de los grandes festivales políticos y militares como desfiles militares que se efectuaron con mayor solemnidad en 3 ocasiones en homenaje al 75º aniversario de la fundación del Ejército Popular de Corea y de la República Popular Democrática de Corea y el 70º de la victoria en la Guerra de Liberación de la Patria superando los niveles anteriores.

El informe hizo balance de nuevo progreso logrado en 2023 en las labores para potenciar aun más el aspecto revolucionario del PTC y su combatividad.

En el fragor de la lucha por materializar la línea de 5 puntos para la construcción del PTC en la nueva época, se estudiaron y se ejecutaron el importantísimo e innovador sistema y métodos de la labor partidista que garantizan la eternidad de consolidación ideo-organizativa del Partido y de incremento de su combatividad.

Fueron trazadas y desplegadas en todo el Partido las labores para organizar y despachar los poderosos batallones de militantes partidistas con la misión de ayudar la construcción de viviendas rurales de la provincia de Ryanggang y las otras para mejorar la situación de las granjas atrasadas bajo la asistencia de los Departamentos del CC del Partido, los ministerios y órganos centrales. Esto es la materialización consecuente del tradicional modo de trabajo partidista de ayudar los superiores a los inferiores y desarrollar de manera simultánea las unidades atrasadas, y constituye otro progreso precioso en las labores partidistas.

El informe refirió grandes éxitos obtenidos en la lucha contra los enemigos y el fortalecimiento de la capacidad de defensa nacional para resguardar la soberanía del país y la dignidad nacional.

En el marco de aceleración del desarrollo de armas nucleares que forma parte importante del potencial de defensa nacional y deviene el superpoderoso disuasivo de guerra, se realizaron con éxito en varias ocasiones los lanzamientos de prueba y ejercicios de disparo de los ICBM tipos Hwasongpho-17 y Hwasongpho-18, de manera que quedaran comprobadas su confiabilidad y superioridad y determinado el rumbo de la construcción perspectiva de las fuerzas armadas estratégicas de la RPDC.

Se organizaron y se efectuaron de modo ofensivo las importantes actividades militares como entrenamientos de tiro de misiles balísticos tácticos y los cruceros para hacer frente de manera aplastante a las frenéticas maniobras militares de los enemigos y se desarrollaron los drones de reconocimiento y otros multipropósitos.

A través de la ceremonia de botadura de nuevo submarino, se han mostrado patentemente la disposición de guerra y el aspecto de desarrollo de las fuerzas armadas de la RPDC.

En particular, llegamos a poseer la propiedad de reconocimiento espacial al poner con éxito en la órbita el primer satélite de exploración Malligyong-1 de la RPDC, lo que deviene un acontecimiento bravo para lograr avance decisivo en el cumplimiento de mayor prioridad de la modernización de las fuerzas armadas de la RPDC, presentada por el VIII Congreso del PTC, y en el desarrollo de la fuerza estratégica de nuestro Estado en la nueva etapa elevada.

El PTC practicó con iniciativa la estrategia diplomática manteniendo la firme posición independiente y los principios en las actividades exteriores. Como resultado, se elevaron considerablemente la dignidad y el prestigio del país y se defendieron firmemente los derechos soberanos de nuestro Estado desde las brutales maniobras de EE.UU. y sus satélites.

Estimando que 2023 fue un año de grandes cambios y viraje que ha registrado un paso agigantado en el orgulloso trayecto de desarrollo de la RPDC tanto en la elevación del poderío estatal como en el crecimiento del prestigio nacional, el Secretario General rindió homenaje a la lucha heroica de los militantes del PTC, los trabajadores sinceros y los oficiales y soldados del EPC que en pleno acato a la idea y dirección del partido, vinieron forjando con vigor la nueva coyuntura de prosperidad y desarrollo con el empeño redoblado y esfuerzos audaces.

Extendió agradecimiento cordial a todos los militantes del partido, habitantes del país y oficiales y soldados del EPC quienes contribuyeron a coronar el 2023 con los éxitos de fidelidad y patriotismo superando toda clase de pruebas y dificultades con la confianza en nuestra causa y el espíritu inagotable e indoblegable.

Dijo que a través de la lucha tenaz de 3 años pasados, el partido y el pueblo se quedaron convencidos de que es del todo posible cumplir el Plan Quinquenal, orientado a consolidar el cimiento de desarrollo de la economía nacional y lograr el avance sostenible, y prosiguió:

Un gran cambio positivo, que se produce en el estado ideo-espiritual de nuestros habitantes y jóvenes, lleva al auge su fervor revolucionario y ánimo de lucha y se revitalizan todos los dominios, lo que deviene una situación favorable que hemos propiciado al cabo de la lucha tenaz y ofensiva después del VIII Congreso del PTC.

Esto significa el recurso más valioso y efectivo para el avance y desarrollo posteriores y ya podemos asegurar con seguridad que hemos transitado el trance más duro y punto límite en la lucha por cumplir las tareas del Congreso partidista.

En resumen, la revolución coreana logró abrir durante el VIII período del CC del PTC la era de desarrollo integral del socialismo en que se revitalizan a la vez todos los sectores de la economía y cultura, además de defensa nacional, se transforman simultáneamente esta capital y las localidades y se producen grandes cambios tanto en las zonas urbanas, poblados y territorios como en el aspecto ideo-espiritual de la gente.

La lucha de 3 años pasados nos enseña la experiencia de que podemos vencer las dificultades y cumplir con éxito las importantes tareas de desarrollo si trabajamos de manera escrupulosa y sincera manteniendo la posición de superar con osadía las dificultades que afrontamos, ya que son firmes el sistema de dirección del PTC y la confianza que deposita todo el pueblo en esta organización.

Todo esto comprueba que el programa de lucha, aclarado por el VIII Congreso partidista, es la guía más acertada y poderosa, que impulsa enérgicamente el desarrollo de la revolución coreana pese a las pruebas más severas que nunca, y hace abrigar el optimismo y convicción de que eso se cumplirá sin falta gracias a la lucha seguida de dos años de lo adelante.

El informe pasó revista a las labores en general del año desde el punto de vista crítico y progresivo y a partir de la posición revolucionaria del Partido que atiende más los defectos y lecciones que los éxitos y experiencias para registrar el avance y desarrollo más rápidos del futuro, e hizo análisis y balance serenos de los deméritos implicados.

El Secretario General instó a todos los participantes en la reunión que tengan el orgullo y dignidad de la lucha del año 2023 y tomen en cuenta los puntos defectuosos a superar sin falta en los trabajos del futuro, y les encomendó que cumplan con su responsabilidad y rol en los quehaceres del año próximo para escribir la historia de nueva victoria de la prosperidad integral del Estado.

Hubo intervenciones sobre el primer punto de la agenda.

El premier Kim Tok Hun, el presidente del Presidium de la Asamblea Popular Suprema, Choe Ryong Hae, el jefe de departamento del CC del Partido, Ri Chol Man, el ministro de Defensa Nacional, Kang Sun Nam, y el secretario de organización del CC del Partido, Jo Yong Won, revisaron y balancearon el estado de trabajo de las ramas encargadas y propusieron al Pleno las medidas correspondientes.

Y los cuadros de varios sectores presentaron las intervenciones escritas.

El Pleno escuchó y analizó las intervenciones y dio la evaluación al respecto.

El estimado compañero Kim Jong Un pronunció el programático discurso de conclusión sobre el primer punto de la agenda “Sobre el rumbo de la lucha del año 2024”.

Los avances dados en el curso de ejecución de las políticas del Partido y el Estado del 2023 constituyen otro valioso recurso para nuestra marcha y desarrollo, destacó él e indicó el rumbo de lucha posterior.

Ahora nos quedan dos años para completar el período del Plan Quinquenal, apuntó y continuó:

Durante este bienio, debemos multiplicar los esfuerzos y empeños para comprobar que son correctos la orientación de lucha, indicada por el VIII Congreso del Partido, y el trayecto de marcha emprendida hasta la fecha, y obtener mayores adelantos y balancear la lucha ante el siguiente Congreso.

Nuestra dirección posterior de lucha general es cumplir con éxito el programa del VIII Congreso del Partido y preparar el trampolín para el nuevo avance del futuro, al ampliar y aprovechar al máximo la situación y coyuntura favorables, creadas a cambio de la lucha tenaz.

A base de los logros y experiencias adquiridos en el último trienio, tenemos que convertir los dos años restantes en el proceso eficiente para preparar el nuevo desarrollo de la etapa siguiente completando constantemente la ejecución de la resolución del último Congreso partidista.

En particular, desde el año que viene, se esforzarán principalmente por resolver los problemas incumplidos o los obstáculos que impiden la materialización de la resolución del Congreso del Partido, de modo que se amplíen y surtan efectos los éxitos alcanzados hasta la fecha y se cumplan perfectamente todas las tareas planeadas.

2024 es el año decisivo que determinará la posibilidad de alcance de la meta de lucha, determinada por el VIII Congreso del Partido, al dar auge al ímpetu de ataque en todos los dominios de la construcción socialista.

Es decir, a finales de 2024, todos los dominios y entidades deberán asegurar la garantía evidente y práctica de cumplimiento del Plan Quinquenal.

Es preciso coronar el año próximo con triunfos nuevos y significativos a ser alcanzados mediante la lucha más entusiasmada teniendo la seguridad en sí mismo que nos inspira por haber superado con osadía las pruebas más duras.

El problema, que debemos atender primero, es dar rigor al sistema y orden de los trabajos administrativos y económicos del Estado, dijo el Secretario General y detalló los problemas de principios y remedios que le corresponden al Consejo de Ministros en revitalizar las arterias de la economía nacional y promover el desarrollo económico aspirante, de acuerdo con su misión de órgano de administración general del Estado que le ha atribuido la Constitución.

Todos los sectores de la economía nacional deben dar acicate al incremento productivo, concluir con adelanto el reajuste y reforzamiento y concentrar las fuerzas también en el año siguiente en el cumplimiento de las 12 metas importantes, enfatizó e indicó las tareas claves a cumplir por las industrias claves como la metalúrgica, la química, la eléctrica, la carbonífera, la maquinaria y el transporte ferroviario.

El discurso de conclusión definió como rumbo de desarrollo de la industria mecánica del Partido en la etapa actual modernizar como estándar y ejemplo durante el Octavo Período del CC del Partido el Complejo de Maquinaria de Ryongsong, planta matriz de esta rama, y remodelar a base de tal experiencia el Complejo de Maquinaria Pesada de Taean y el Combinado de Maquinaria de Rakwon durante el período de cumplimiento de nuevo Plan Quinquenal para el desarrollo económico, e indicó los remedios para el respecto.

Hizo mención de las tareas generales que surgen en dar más impulso a la construcción capitalina y la de viviendas rurales que es una labor importante iniciada en virtud de la decisión histórica, tomada por el VIII período del CC del Partido, y de otros asuntos prácticos para poner en práctica el ambicioso plan perspectivo del CC del Partido sobre la construcción.

Exigió a las ramas de protección territorial y ambiental y de urbanismo que promuevan con esmero las tareas por etapas incluidas en el plan quinquenal y a todos los órganos y empresas que impulsen enérgicamente año tras año la campaña para hacer frente a la crisis de desastres naturales.

El Secretario General presentó las tareas y remedios concretos para elevar constantemente la productividad agrícola así como trazar claramente la estrategia de desarrollo de máquinas agrícolas y las metas por etapas, luego de analizar y evaluar la infraestructura agrícola en general y la capacidad agro-técnica del país, dar un gran impulso a la mecanización de la economía rural y dinamizar de continuo el perfeccionamiento del sistema de riego del país y la roturación de marismas.

Instruyó aumentar aun más en todo el país el ambiente y modo sociales de brindar una ayuda activa al campo, establecer rigurosa disciplina de administración cerealera, construir en distintas localidades modernas fábricas de procesamiento de trigo de acuerdo con el aumento de producción de este cereal y mejorar la calidad de productos mediante la renovación de la técnica de elaboración.

El reporte aclara las tareas que incumben a la rama de industria ligera como librar una campaña por la mejoría de calidad de los artículos de consumo masivo y los condimentos presentándola como primera meta de sus trabajos del año próximo, acelerar la modernización de las fábricas de industria ligera y las locales, lograr el desarrollo de sericultura y mejorar los servicios comerciales, gastronómicos y públicos.

Le toca a la rama pesquera activar la pesca en alta mar, aumentar las variedades y especies de piscicultura y cultivo y alcanzar un alza productiva de pescados a través de la cría marítima de grandes proporciones. Y enumera las medidas para ofrecer a los capitalinos las condiciones y ambiente de vida más civilizada y acomodada en el período del VIII período del CC del PTC.

El Secretario General instó al sector de cultura, que ocupa una posición importante en la lucha de hoy hacia el desarrollo integral del socialismo y debe lograr un progreso rápido y constante marchando al frente, a dar los pasos más grandes en todos los aspectos de la construcción cultural a base de las experiencias y lecciones valiosas, sacadas de su trabajo de 3 años pasados, en particular, del 2023.

Indicó las metas principales y remedios para fomentar el progreso social y la prosperidad total del país mediante el aumento constante de la capacidad científico-técnica y la vitalidad sustancial de aprecio a ciencias y técnicas, así como establecer el sistema de definir con fines determinados el plan de desarrollo de ciencias y técnicas sofisticadas de carácter central y atractivo y ejecutarlo concentrando las fuerzas de investigación científica y dirigir y administrar de modo unificado el desarrollo científico-técnico del país.

Exigió a hacer del 2024 un año de mayores cambios en situar nuestra educación en el nivel de los países avanzados al detallar y diversificar los contenidos y métodos docentes y aumentar su valor práctico mediante la introducción en las asignaturas especializadas los métodos de enseñanza y estudio del tipo investigador, y garantizar así en lo pedagógico la implementación de las políticas partidistas.

Se dio énfasis en practicar correctamente las políticas de salud pública socialista y reforzar más la base material y técnica de la rama sanitaria, seguir llevando al ascenso la moral elevada de todo el partido, Estado y pueblo al abrir en 2024 nueva era dorada de su desarrollo en el dominio de literatura y arte y el de prensa e información, defensores de la primera línea del frente ideológico y cultural. Y demandó al sector de deportes ampliar de continuo los éxitos logrados en el año en curso.

Presentó las tareas políticas que incumben a los órganos del Poder popular y las instituciones legales como la fiscalía y seguridad pública para consolidar y desarrollar el régimen social de nuestro Estado, valiosa conquista de la revolución y poderosa arma política, y aclaró los remedios prácticos encaminados a organizar con más energía las labores de las entidades de masas.

El Secretario General analizó y evaluó el crítico ambiente de seguridad de la región de la Península Coreana, que ha llegado al umbral de guerra nuclear, y el carácter de la campaña de confrontación militar de las fuerzas hostiles. Declaró la importantísima decisión política de dar más acicate al desarrollo vertiginoso del potencial de defensa nacional, y prosiguió:

Este año también, continuó siendo brutal la campaña conflictiva anti-RPDC de EE.UU. y las fuerzas seguidoras y sus acciones desesperadas llegan a tal extremo que no puede encontrar el parangón en la historia en su carácter aventurero, provocativo y peligroso.

EE.UU., que causó la inestabilidad de la situación de la región de la Península Coreana y vino agravándola de continuo, está amenazando de diferentes formas militares a la RPDC hasta estos días finales del año.

EE.UU. intentó ampliar la colaboración bilateral y tripartita con los títeres surcoreanos y japoneses, que juegan el papel de sirvientes y “perros fieles” en la ejecución de la política hostil anti-RPDC, y formar el sistema de cooperación anti-RPDC. Tal intento se tornó más grave este año concordándose con los intereses de los tipejos surcoreanos que sufren la incertidumbre de seguridad.

Hablando abiertamente hasta del “fin del régimen” de la RPDC, el presidente estadounidense firmó con los tipejos surcoreanos la llamada “Declaración de Washington”, programa de confrontación nuclear anti-RPDC, instaló y puso en operación el “grupo consultivo nuclear” cuyo objetivo reside en la planificación y ejecución conjuntas del uso de armas nucleares. Y promueve abiertamente a la vista del mundo el complot de guerra nuclear anti-RPDC por conducto del “grupo” mencionado.

Lleva la situación de la Península Coreana a la fase más peligrosa e imprevisible la postura provocativa de EE.UU., que anda enfrascado en el fortalecimiento del sistema de cooperación tripartita bajo el injusto pretexto de hacer frente a la supuesta “amenaza” de la RPDC reuniéndose con frecuencia con la gentuza de Japón y el Sur de Corea para prometer la confabulación anti-RPDC de larga duración y realizar anualmente el debate de los proyectos de reacción y los ejercicios militares tripartitos.

Lo que no se puede pasar por alto es que volvió a entrar a más de 40 años en la parte surcoreana el submarino estratégico nuclear de tamaño supergrande y aterrizó por primera vez el bombardero estratégico nuclear. Además, debido a la presencia frecuente de la flotilla de ataque de portaaviones supergrandes de propulsión nuclear y la introducción sucesiva de otros medios estratégicos nucleares de EE.UU. de diferentes misiones en la Península Coreana, el suelo surcoreano se ha convertido completamente en la base militar avanzada y arsenal nuclear de EE.UU. Entretanto, se libraron ininterrumpidamente a lo largo del año los ejercicios militares conjuntos de diferentes dimensiones estableciendo el récord de la historia.

Este año, se duplicó el número de los entrenamientos conjuntos librados por los gángsteres del círculo militar estadounidense junto con los tipejos de Japón y el Sur de Corea, en comparación con el año pasado.

Este hecho basta para conocer que EE.UU. persigue obstinadamente el enfrentamiento militar con la RPDC y se pone cada vez más enfrascado en los preparativos para el respecto.

Hace unos días, los tipejos estadounidenses convocaron la segunda reunión del “grupo consultivo nuclear” invitando a Washington a los títeres surcoreanos y publicaron que establecerán el “plan de estrategia nuclear y la guía de su operación” y el “sistema de disuasivo ampliado” hasta mediados del año próximo y realizarán el ejercicio de operación nuclear durante la maniobra conjunta de gran envergadura, programada para agosto que viene. Al mismo tiempo, volvieron a despachar el submarino de propulsión nuclear a la Península Coreana incurriendo en la provocación militar hasta el fin de este año.

La realidad demuestra que el exceso crónico de los actos hostiles anti-RPDC de EE.UU. no se limita a la simple amenaza retórica o al objetivo demostrativo, sino pasa a la etapa criminal de acción militar que puede causar un choque armado entre ambas partes.

El discurso recordó que las relaciones N-S, que se han empeorado cada vez más después de la aparición del poder títere de Yoon Suk Yeol, se exacerban aun más ante la desconfianza y la hostilidad causadas por las locuras conflictivas anti-RPDC de este traidor, que se tornaron más abominables en los últimos tiempos. Y llegaron hasta al resultado de quiebra del Acuerdo del Dominio Militar Norte-Sur del 19 de Septiembre que cumplía, aunque en lo superficial, la tenue misión de prevenir los choques armados.

Lo que llama la atención es que la camarilla títere de Yoon Suk Yeol tiene el intento suicida de lograr el “equilibrio de la fuerza” con la RPDC y enfrentarse hasta el final con ésta mediante la ampliación de la Comandancia de las Fuerzas de la ONU, entidad fantasmal de carácter ilegal, como un aparato multinacional para la provocación de la segunda guerra coreana.

En estos tiempos, se sustituyen uno tras otro los caudillos del círculo militar títere por los belicistas extremados, mientras se tornan más siniestras las provocaciones de los enemigos en las inmediaciones de la Línea de Demarcación Militar y se reorganizan y se aumentan las filas del ejército títere surcoreano.

Tales movimientos militares radicales, que se hacen cada día más explícitos, son una muestra contundente del malsano designio de provocar la guerra de agresión.

Como muestran los hechos, no se ha cambiado nada la abominable naturaleza conflictiva de EE.UU. y sus lacayos no.1 y, por el contrario, se altera de manera más abierta y atroz.

Si observamos agudamente los actos militares de carácter conflictivo que cometen las fuerzas hostiles agravando a cada momento el vulnerable ambiente de seguridad de la Península Coreana, la “guerra” ya no es una concepción abstracta sino se nos acerca como una realidad.

La grave situación actual exige a la RPDC que dé continuidad a los preparativos para adquirir la capacidad de reacción aplastante a la guerra y tomar la perfecta disposición militar, capaz de frustrar en un instante los actos provocativos de cualquier tipo de los enemigos que se tornan más brutales.

El Ejército Popular debe completar las medidas militares con el objetivo de defender con firmeza la seguridad del Estado observando y controlando con alta vigilancia el ambiente de seguridad de la Península Coreana que se agrava a cada momento, y tomando siempre la posición de represalia aplastante. Al mismo tiempo, le corresponde dar respuesta rápida en el caso de la posible crisis nuclear y acelerar sin parar los preparativos del gran acontecimiento para pacificar todo el territorio surcoreano movilizando en el tiempo de emergencia todos los medios físicos y fuerzas posibles, inclusive las nucleares.

El discurso de conclusión precisó que la rama de industria bélica debe garantizar fidedignamente la implementación exitosa de la estrategia partidista en materia de desarrollo de defensa nacional, al ampliar sus éxitos ya alcanzados en el fortalecimiento de su fundamento independiente y en el desarrollo y producción de armamentos.

El sector de arma nuclear debe sentar la firme base que favorezca el incremento constante de la producción, y desarrollar una campaña dinámica por el cumplimiento del plan de producción para el año 2024.

Luego, se presentaron las metas claves y tareas combativas para la rama de desarrollo y producción de misiles.

A partir de la experiencia de haber lanzado exitosamente y puesto en operación el primer satélite de reconocimiento en 2023, se presentó la tarea de lanzar adicionalmente 3 satélites de ese tipo en 2024 y se buscaron las medidas integrales de nivel estatal, necesarias para dar buen impulso al desarrollo de las ciencias y tecnologías espaciales.

Presentó como tarea central para el sector de industria naval mejorar las fuerzas armadas submarinas y de superficie de la marina de guerra al producir la segunda revolución de la industria de construcción de buques y completar en un corto plazo los puntos incumplidos para el alcance de las 5 metas principales para el desarrollo de defensa nacional. Y asignó a la industria de aviación sin piloto y al sector de reconocimiento y batalla electrónica la tarea de desarrollar y producir los armamentos no tripulados de diferentes tipos y poderosos medios de esa forma de combate conforme a las características de la guerra moderna.

El sector de fuerzas paramilitares, que se encarga de un flanco de la defensa nacional, ha de innovar de continuo los contenidos y métodos de entrenamiento para hacer frente de modo protagónico y activo a cualesquier métodos de acción en combate de los enemigos. Así elevará el nivel de mando operacional de los comandantes del Ejército Rojo Obrero-Campesino y la capacidad combativa de sus miembros, entre otras tareas para completar los preparativos de guerra.

El Secretario General analizó profundamente el gran cambio geopolítico producido en el panorama político internacional de 2023 y la correlación de fuerzas, las características principales de la actual situación internacional y el ambiente exterior de la región de la Península Coreana. Presentó las orientaciones estratégico-tácticas a ser mantenidas por el sector de trabajo exterior e instruyó establecer nuevamente la posición sobre las relaciones íntercoreanas y la política de reunificación y traer un resuelto cambio de la política en el trabajo con los enemigos.

La rama de trabajo exterior escribirá la historia diplomática de la RPDC de conformidad con su posición de potencia en el principio de defender la dignidad del partido y los intereses del país y elevar el prestigio nacional enfrentándose con iniciativa e ingenio a la situación internacional en constante cambio y desarrollo.

Presentó las tareas de consolidar más el terreno de apoyo y solidaridad con nuestro Estado al ampliar el espacio de trabajo exterior del país priorizando el desarrollo de relaciones con los partidos gobernantes de los países socialistas y desarrollar los vínculos con los países independientes antiimperialistas, que se oponen a la estrategia hegemónica de EE.UU. y el Occidente, conforme a la situación internacional en cambio y desplegar con osadía en escala internacional las acciones conjuntas antiimperialistas y la lucha conjunta.

Es menester mantener invariablemente el principio de la lucha contra EE.UU. y los enemigos, consistente en responder a la transigencia con la misma y lograr la victoria con el enfrentamiento frontal, y practicar la política superintransigente de carácter más imponente y ofensivo.

Este año, hemos afirmado de nuevo la invariable voluntad de responder de la misma manera a las armas nucleares y al enfrentamiento frontal frente a las desesperadas amenazas de guerra nuclear de EE.UU. y sus seguidores y les hicimos sufrir a los enemigos la irreparable crisis de seguridad y pavor mediante el ejercicio aplastante del disuasivo de guerra.

Es nuestro invariable principio y modo de lucha contra el enemigo responder y controlar con las reacciones superintransigentes cualquier intento y opción de los enemigos.

Se ha presentado en el discurso de conclusión el lineamiento de cambiar radicalmente el rumbo del sector de trabajo con el Sur de Corea, a base del análisis sereno de la amarga historia de relaciones Norte-Sur que vinieron repitiendo sólo la desconfianza y la confrontación.

Perdura ahora en la Península Coreana la situación de crisis incontrolable, debido a la fiebre conflictiva anti-RPDC de EE.UU. y los tipejos surcoreanos.

Es un hecho que en la zona de la Línea de Demarcación Militar, donde se encaran las enormes fuerzas armadas de ambas partes, puede ocurrir un conflicto físico por cualquier menor factor eventual y pasar esto a la guerra. Y nadie puede negar la existencia de los dos Estados más hostiles en la Península Coreana.

Al tomar en consideración la política de los poderes títeres anteriores, ese estado anormal no es un fenómeno casual como mutación sino un resultado inevitable de la historia de relaciones íntercoreanas.

Durante largo tiempo de más de medio siglo, la idea, línea y orientaciones en materia de reunificación de la patria, propuestas por el Partido y el gobierno de la RPDC, ganaron el apoyo absoluto de toda la nación y produjeron la simpatía del mundo por su carácter más justo, racional e imparcial.

Pero, ninguna de ellas salió fructífera y las relaciones íntercoreanas repitieron el círculo vicioso entre el contacto y la suspensión y el diálogo y la confrontación.

Un punto común en la “política sobre el Norte” y la “de unificación” de que hablaban los sucesivos politiqueros surcoreanos ha sido el “derrumbe del poder” de la RPDC y la “unificación mediante la absorción”.

Como prueba de ello, sigue invariable la base de la “unificación bajo el sistema democrático y liberal”, aunque se sustituyó más de 10 veces el poder títere hasta la fecha.

El Secretario General del PTC subrayó que la siniestra intención de los títeres surcoreanos de derrocar el régimen y el poder de la RPDC no varía ni un mínimo, a pesar de que ellos preconicen la “democracia” y practiquen el “conservadurismo”.

La conclusión general sacada por el Partido recordando las relaciones íntercoreanas de largo tiempo es que no se puede lograr la reunificación con los tipejos de la República de Corea que determinaron como política estatal la “unificación mediante la absorción” y “la fusión de regimenes” que contravienen diametralmente a la línea de la RPDC sobre la reunificación de la patria, basada en el principio de una nación, un Estado y dos regímenes, insistió y prosiguió:

En este momento también, los tipejos surcoreanos hablan sin titubeo alguno que la RPDC y su pueblo son el territorio y los habitantes de la República de Corea, que deben ser rescatados, y en la llamada “Constitución” de ésta se ha estipulado realmente que “el territorio de la República de Corea abarca la Península Coreana y sus islas anexas”.

La realidad plantea la necesidad urgente de establecer de nuevo la posición sobre las relaciones entre ambas partes coreanas y la política de reunificación.

Es necesario ahora exponer en términos más claros la posición sobre las relaciones con los tipejos surcoreanos reconociendo la realidad.

Considerar como contraparte de reconciliación y reunificación a la camarilla que nos definió como “enemigo principal” y acecha la oportunidad de “derrocar el poder” de la RPDC y lograr la “unificación mediante la absorción” en contubernio con las fuerzas foráneas, esto es un error que no debemos cometer nunca más, opinó el Secretario General y agregó que no conviene al prestigio y posición de nuestro Estado discutir el problema de reintegración territorial de la patria con la banda extraña que no es nada más que lacayo colonial de EE.UU., a causa de la expresión retórica de parte connacional.

El Sur de Corea no pasa de ser un ente deformado parapléjico y colonia de EE.UU. que ya perdió su política, está contagiado con la cultura yanqui y confía enteramente su defensa y seguridad en su metrópoli.

El Norte y el Sur de Corea no tienen nunca más las relaciones connacionales y homogéneas sino se han fijado sus vínculos en los de dos Estados hostiles en beligerancia.

Se puede decir que esto es la dirección actual que deja comprender las relaciones entre ambas partes coreanas.

El Secretario General enfatizó la necesidad de tomar las medidas para ordenar y reorganizar el Departamento del Frente Unido del CC del Partido y otras instituciones encargadas del trabajo con el Sur de Corea y modificar fundamentalmente los principios y rumbo de lucha juzgando y reconociendo con serenidad la realidad

Declaró con seriedad que nuestro disuasivo de guerra nuclear pasará sin titubeo alguno a la acción importante si EE.UU. y los tipejos surcoreanos intentan finalmente el enfrentamiento militar con nosotros.

Y presentó ante el sector de trabajo con los enemigos y el extranjero las tareas importantes de impulsar los preparativos con previsión en consonancia con la poderosa acción militar de nuestro ejército, decidido a pacificar toda la extensión territorial surcoreana, considerando como un hecho consumado el estallido de guerra en cualquier momento en la Península Coreana debido a las imprudentes maniobras de los enemigos para la agresión al Norte.

Convencido de que gracias al denuedo y esfuerzos tesoneros de millones de militantes de todo el Partido, los habitantes de todo el país y los oficiales y soldados del Ejército Popular, infinitamente fieles al Partido y la causa revolucionaria, se registrará de nuevo en el año 2024 en todas las labores del Partido y el Estado y en la construcción socialista un gran cambio a escribirse con letras mayúsculas en los anales de la patria, exhortó a todos a librar una lucha más dinámica con la convicción de victoria y la pasión inagotable.

Todos los participantes manifestaron con vítores y aplausos efusivos el apoyo y consentimiento absolutos al programático discurso de conclusión que sirve de guía para lograr las innovaciones continuas y saltos sucesivos en el cumplimiento de la causa del PTC y la socialista.

Las obras históricas, presentadas en la ocasión por el Secretario General, aclaran el rumbo de avance y las orientaciones de lucha del año nuevo para materializar seguramente la estrategia de desarrollo a nuestro estilo con la práctica revolucionaria precavida y resuelta, razón por la cual constituyen imperecedera bandera combativa para llevar al ascenso constante la revolución coreana y adelantar la nueva era de prosperidad estatal.

La sesión plenaria accedió al debate del segundo punto de la agenda “Para elevar el sentido de responsabilidad en la implementación de las políticas socialistas para los niños escolares”.

Al presentar el informe de la ocasión, el Secretario General resumió el hecho de que el 4º Pleno del VIII Período del CC del PTC había aprobado la decisión de suministrar sin excepción alguna los uniformes y mochilas de buena calidad a todos los alumnos del país e impulsado vigorosamente cada año su ejecución, y analizó detalladamente la producción y suministro de los uniformes, mochilas y calzados en el año 2023.

El suministro responsable de los artículos de primera necesidad para los alumnos a expensas del Partido y el Estado es una invariable política partidista y estatal, reiteró y expuso los principios a ser mantenidos por las instituciones correspondientes como el Ministerio de Industria Ligera, los órganos del partido y el Poder de todos niveles y las unidades de confección de uniformes escolares de diferentes localidades en la producción y suministro de efectos escolares que se impulsarán enérgicamente también en el año nuevo como una empresa de todo el partido y Estado, y los remedios para el respecto.

Apuntó que los quehaceres para los niños escolares no son un trabajo económico sino una labor política que garantiza el porvenir maravilloso de la patria, y agregó que las risas alegres de ellos son precisamente el símbolo del régimen socialista e imagen del socialismo con particularidades coreanas.

Encomendó encarecidamente a todos los funcionarios que cumplan con su misión y sagrada obligación como revolucionarios auténticos y mejoren su sentido de responsabilidad y desempeño en el cumplimiento de la tarea revolucionaria a que concede mayor importancia el Partido.

La cita procedió al debate del tercer punto de la agenda “Sobre el estado de trabajo de la Comisión Revisora Central del PTC en 2023”.

Tras deliberar el trabajo de la Comisión Revisora Central del PTC en 2023, reconoció que esta entidad cumplió satisfactoriamente con su misión en implementar los lineamientos partidistas en materia de establecimiento de la disciplina y garantizar en lo financiero y material las labores y actividades del Partido.

En el debate del cuarto punto, el cónclave acordó componer el grupo de deliberación con el fin de revisar y deliberar el estado de ejecución de los presupuestos estatales en 2023 y el proyecto de los mismos para 2024.

Como quinto punto, discutió el tema “Sobre algunas medidas para intensificar la función directiva del Partido en la época actual” y aprobó por unanimidad la resolución correspondiente.

Como sexto punto, el Pleno discutió el problema de organización.

Destituyó y eligió a los miembros y otros suplentes del CC del PTC.

Los miembros suplentes del CC del Partido, Sim Hong Bin, Jo Yong Dok, Jong Yong Nam, Ri Chang Gil, Han Myong Su y Myong Song Chol, llegaron a ser miembros plenos y asumieron directamente este cargo Pak Jong Chon, Pak Song Chol, Choe Jun Ho, Kim Jong Sik, Jon Il Ho, Kim Myong Hun, Jang Chang Ha, Ko Pyong Hyon, Ryu Sang Hun, Kim Chol Won y Kim Yong Hwan.

Se hicieron nuevos miembros suplentes del CC del Partido Kim Yong Su, Jo Yong Chol, Ri Chung Gil, An Kyong Gun, Ri Sun Chol, Kim Kwang Jin, Paek Min Gwang, Jong Song Gil, Ok Chang Guk, Kuk Myong Ho, Ri Sang Do, Kim Kyong Jun, Jong Mu Rim, Kim Yong Chun, Pak Myong Ho, Kim Chol Nam, Choe Kyong Nam, Kim Jong Su, Ri Kyong Il y Kim Jong Gil.

Fueron sustituidos los miembros y otros suplentes del Buró Político del CC del PTC.

El miembro suplente del BP del CC del Partido, Jo Chun Ryong, fue elegido como miembro pleno, y Pak Jong Chon y Jon Hyon Chol asumieron directamente este cargo.

Kim Chol Sam fue elegido como miembro suplente del Buró Político del CC del Partido.

Pak Jong Chon, Jo Chun Ryong y Jon Hyon Chol fueron elegidos como secretarios del CC del PTC.

Pak Jong Chon fue elegido como vicepresidente de la Comisión Militar Central del Partido.

Fueron elegidos Kim Chol Sam como vicepresidente de la Comisión Revisora Central del Partido, y Choe Jun Ho y Kim Chol Won como sus miembros.

Fueron liberados de cargo y nombrados los jefes de departamento del CC del PTC.

Kim Jae Ryong, Jon Hyon Chol, Ju Chang Il, Kim Chol Sam y Ju Chol Gyu fueron nombrados como jefes de departamento del CC del Partido.

Kim Yong Hwan y Pak Song Chol fueron nombrados como secretarios responsables de los comités partidistas en la provincia de Hamgyong del Norte y en la de Phyong-an del Norte, respectivamente.

Fueron sustituidos algunos cuadros de los órganos gubernamentales y en cargos importantes.

Ri Chol Man fue nombrado como vicepremier y presidente del Comité de Agricultura, Kim Myong Hun como vicepremier, Kim Kyong Jun como ministro de Protección Territorial y Ambiental, Kuk Myong Ho como ministro del Ferrocarril, Jong Mu Rim como ministro de Salud Pública, Ri Sang Do como ministro de Industria Extractiva, Ri Chung Gil como presidente del Comité Estatal de Ciencias y Técnicas, Kim Chol Won como presidente de la Fiscalía Central, Jon Il Ho como rector general de la Academia de Defensa Nacional Kim Jong Un, y Ko Pyong Hyon como presidente del Segundo Comité de Economía.

Tuvieron lugar en dos días las sesiones de estudio y consulta por comisiones para establecer el plan de cumplimiento correcto y estricto de las tareas de lucha del Año Nuevo, ateniéndose a la idea y espíritu del programático discurso de conclusión pronunciado por el Secretario General.

Los miembros del Buró Político del CC del Partido dirigieron las consultas de las comisiones en que se debatieron de manera emprendedora los asuntos para consolidar, ampliar y desarrollar los éxitos de lucha de 2023 en aras de implementación de la resolución del VIII Congreso del Partido y se presentaron en este curso las opiniones innovadoras y constructivas.

Quedó convocada el día 30 la 18ª reunión del Buró Político del VIII Período del CC del PTC.

El Buró Político del CC del Partido decidió someter a la consideración de la sesión plenaria el proyecto de resolución complementado tras examinar las opiniones recogidas en las consultas por comisiones.

Igualmente, decidió revisar el estado de trabajo del grupo de deliberación de la ejecución de los presupuestos estatales de 2023 y el proyecto de los mismos de 2024 e informar su resultado al Pleno.

Considerando que lo importante para garantizar la tendencia de crecimiento económico general manteniendo con firmeza los éxitos alcanzados en 2023 está en seguir canalizando las fuerzas en el año nuevo también a las 12 metas de importancia clave para el desarrollo económico y la mejoría de las condiciones de la vida poblacional, el Buró Político del CC del Partido propondrá al Pleno los objetivos importantes.

En la reunión plenaria, el premier Kim Tok Hun informó el resultado de la reunión del Buró Político del CC del Partido.

El cónclave aprobó por unanimidad la resolución intitulada “Para cumplir cabalmente las tareas para 2024 del Plan Quinquenal presentado por el VIII Congreso del Partido”.

Tras deliberar finalmente el estado de ejecución de los presupuestos estatales de 2023 y el proyecto de los mismos de 2024, autorizó presentarlo ante el 10º período de sesiones de la XIV Legislatura de la Asamblea Popular Suprema.

El Secretario General señaló que este Pleno histórico de diciembre decidió el rumbo de lucha de 2024 asumiendo una actitud más seria en lo conveniente a las exigencias de la revolución y la situación objetiva y subjetiva y adoptó las resoluciones correspondientes. Afirmó que de esta manera, se ha preparado una poderosa arma de lucha para dar el rumbo firme al período de desarrollo integral del socialismo al estilo coreano y obtener mayores éxitos con el auge constante de la revolución.

Luchar con mayor dinamismo por la conquista de la meta de lucha, presentada por el VIII Congreso del PTC, uniéndose con el patriotismo, esto es la idea y espíritu esenciales de este Pleno, dijo y continuó:

Seguros de la fuerza y causa propias, debemos ampliar en 2024 el honor de este año en que hemos obtenido junto con el gran pueblo las valiosas victorias y éxitos sin precedentes dando pruebas del coraje y empeño multiplicados.

Serán vencidas las múltiples pruebas y dificultades y avanzará a un ritmo acelerado nuestra causa aspirante a las metas e ideales ambiciosos, cuando todas las organizaciones partidistas y funcionarios cumplan bien con su sagrada misión y deber asumidos ante el Estado y el pueblo manteniendo la unidad compacta en torno al CC del PTC.

En representación del CC del PTC, el Secretario General juró solemnemente ser siempre fiel a la idea y causa revolucionarias del Presidente Kim Il Sung y el Dirigente Kim Jong Il y manifestó la seguridad de que se pondrá en práctica y dará frutos orgullosos el elevado entusiasmo de todos los participantes a punto de emprender la nueva lucha de 2024.

El Pleno de diciembre de 2023 del CC del PTC terminó exitosamente su debate histórico y responsable en un ambiente marcado por la elevada conciencia política y entusiasmo de todos los participantes por manifestar a todo el mundo el carácter invencible de la revolución coreana, que avanza con grandes aspiraciones e ideales, y conducir vigorosamente la ejecución exitosa del programa de lucha del Partido.

Los miembros del órgano de dirección central del Partido, que iniciarán la lucha importante por preparar la garantía definitiva de cumplimiento del Plan Quinquenal, tomaron la firme decisión de cumplir su misión responsable, atribuida por el partido y el pueblo, al procurar sin falta durante el VIII Período el cimiento y ambiente más favorables para consolidar y fomentar la coyuntura de desarrollo integral de la construcción socialista, en fiel acato a la guía del Secretario General.

El 9º Pleno del VIII Período del CC del PTC, que brillará junto con 2023, año de grandes victorias, quedará registrado para siempre en la historia de nuestro partido como evento político de gran significado que centuplicó la convicción y optimismo sobre la veracidad de nuestra idea y causa, verificada a través de las pruebas y milagros, y su futuro prometedor manifestando plenamente el aspecto impetuoso de nuestro Estado.

Трудовая партия Кореи – великий вдохновитель нашего государства и нашего народа, непреклонной борьбой и ценными победами подтверждая справедливость священной миссии и идеала, которые определены в своей программе, защищает вечную жизненность социализма – идеала и будущего человечества, мощно стимулирует его непрестанное развитие.

В ходе борьбы, развернутой в 2023 году, который имеет большое и ключевое значение во всестороннем развитии социализма нашего образца, ТПК ясно ориентировала последующее шествие на выполнение пятилетки и уверенно ввела все сферы общественно-государственной жизни в русло подъема, тем самым ярко продемонстрировала свою совершенную руководящую силу и решительную исполнительность.

Мудрое руководство нашей партии и несгибаемые старания нашего народа, беззаветно преданного партии, принесли ценное идейно-духовное достояние, мощно стимулирующее развитие государства в новую эпоху, создали научные гарантии, позволяющие точно поставить цель, выбрать ориентир борьбы в новом году и непременно достигнуть ее. Также ясно подтвердили могущество и непобедимость нашего великого государства реальными успехами в обогащении государства и укреплении вооруженных сил.

Историческое расширенное заседание IX Пленума ЦК ТПК восьмого созыва, предназначенное с гордостью подвести итоги победы, достигнутой в 2023 году воедино сплоченной борьбой нашей партии и народа, определить направление и планы развития партийных и государственных дел в новом году, прошло с 26 по 30 декабря 112 года чучхе (2023) в штаб-квартире ЦК партии – верховном штабе революции.

Как только Генеральный секретарь вышел на трибуну, все участники бурными возгласами «Мансе!» приветствовали выдающегося руководителя нашей партии и государства товарища Ким Чен Ына, воздавая ему наивысшую славу. Пленум единогласно одобрил внесенные на обсуждение пункты повестки.

На пленуме обсужден первый пункт повестки «О подведении итогов выполнения партийных и государственных политик в 2023 году и направлении борьбы в 2024 году».

Уважаемый товарищ Ким Чен Ын выступил с историческим докладом «О подведении итогов выполнения партийных и государственных политик в 2023 году».

Генеральный секретарь в докладе отметил важность и реальное значение борьбы в 2023 году, полном великими событиями и удовлетворительными результатами, в работе ЦК партии восьмого созыва.

Для нашей партии и народа, которые стойко продвигаются вперед к осуществлению боевой программы, выдвинутой на VIII съезде партии, нынешний год был очень важным.

В борьбе нынешнего года, от которой, можно сказать, зависит судьба постановлений партсъезда, мы еще раз продемонстрировали несгибаемый порыв, присущий нашей партии и нашему народу, которые отважно выполняют определенные революционные задачи путем максимального выявления собственных сил и своего потенциала, в ходе чего дальше увеличили государственную мощь в целом.

Одним словом, в ходе борьбы нынешнего года мы не только просто провели предположенный третий в выполнении пятилетки год, а достигли эпохальных успехов, что создали благоприятные условия и прочный трамплин для дальнейшего ускорения будущих темпов продвижения вперед во всех сферах социалистического строительства и укрепления государственной мощи.

Каждые годы после VIII партсъезда запомнились небывалыми чудесами и переменами, но не было такого года, как нынешний год, переполненный поразительными победами и событиями.

Отнюдь это не легко совершенная перемена.

В нынешнем году нам приходилось начать круглогодовое наступательное шествие в действительно трудных условиях, в нелегкой ситуации.

Из-за строгих противоэпидемических мер, принятых государством и после того, как была снята более трехлетняя международная чрезвычайная ситуация в области здравоохранения, ограничилось развитие многих отраслей, были вынуждены реагировать не только на злобные санкции и нажим враждебных и мешающих сил, но и грозную обстановку безопасности. А также как настоятельный вопрос встало решение серьезного продовольственного затруднения, порожденного неблагополучным ведением земледелия в прошлом году.

Такое положение потребовало выбрать один путь из двух: продолжать продвижение вперед к достижению предназначенных на третий в претворении в жизнь постановлений VIII партсъезда год целей или направлять все на преодоление столкнувщихся трудностей. При этом ЦК партии решил безостановочное непрерывное продвижение вперед, неустанную борьбу, и это было нашим общим выбором.

На основе научно обоснованного анализа сложившейся внутренней и внешней неблагоприятной ситуации и необходимых важных задач ЦК ТПК определил на VI Пленуме ЦК партии восьмого созыва смелые цели и активные планы, которые распространил всей партии, и энергично продвинул их выполнение, тем самым гарантировал устремленность к развитию и успешное ведение борьбы нынешнего года.

В докладе обобщены заметные достижения в народном хозяйстве в целом.

Все 12 высот в развитии народного хозяйства взяты, в том числе производство зерновых составил 103%, электроэнергии, угля и азотных удобрений – 100%, стального проката – 102%, цветных металлов – 131%, бревен – 109%, цемента и обычной ткани – 101%, морских продуктов – 105%, а объем железнодорожной перевозки грузов – 106% и число строящихся жилых домов – 109%. Во всех сферах экономики достигнут очевидный рост производства и установлена дисциплина выполнения плана, в том числе перевыполнен план производства электродвигателя в 220%, трансформатора – 208%, подпольщика – 121%, электролитического цинка – 140%, свинца – 121%, бумаги – 113%, соля – 110%, косметики – 109%, листового стекла – 100%, магнезиального клинкера – 104%.

Общий масштаб роста производства в области экономики в 2023 году значительно увеличился по сравнению с 2020 годом, предшествующем VIII партсъезду, в частности, увеличилось производство по главным показателям: производство трехкислородного железа – 3,5 раза больше, чугуна – 2,7 раза, стального проката – 1,9 раза, станка – 5,1 раза, цемента – 1,4 раза, азотных удобрений – 1,3 раза. А ВВП увеличилась в 1,4 раза больше.

В докладе оценено как самый ценный успех в экономической работе 2023 года перевыполнение плана в области производства зерновых – важнейшей высоты, имеющей решительное значение в развитии экономики в целом и обеспечении жизни народа.

Генеральный секретарь сказал, что значительно приподнялись энтузиазм и самоуверенность в себе самих руководящих работников и тружеников области сельского хозяйства, а во всех агрархозах страны весело прошли одно за другим собрания по отчетному распределению доходов. Все это стало важным моментом, принесшим коренное обновление духовного состояния крестьян, – вот это именно настоящая перемена, совершенная в борьбе за взятие зерновой высоты в 2023 году, безмерно бесценная для дальнейшего продолжительного развития сельского хозяйства, – продолжал он.

Генеральный секретарь ознакомил с тем, что в государственном масштабе многие единицы направили письма Центральному комитету партии, в которых выразили решимость сдать проникнутый искренностью «патриотический рис». И почтительно предложил выразить благодарность от имени пленума ЦК партии тем единицам, отметив, что наша партия считает такую искреннюю патриотическую душу сельских тружеников дороже, чем десятки тыс. тонн зерновых.

Пленум всесторонне поддержал предложение товарища Ким Чен Ына.

В докладе упомянуто, что Кванчхонская куроводческая фабрика построена как стандарт и образец модернизации птицеводческой области, а в городах Саривон, Хэчжу и Нампхо благоустроены современные пшенично-перерабатывающие фабрики. Также завершены строительство Киндынского оросительного канала в Хванчжу, строительство превращения озера Канрён в пресную воду и строительство внешней сети солончаков площадью тысячи чонбо, в результате чего заложен прочный фундамент для достижения цели освоения солончаков площадью 300 тыс. чонбо. Все это является ясным доказательством правоты программы осуществления революции на селе в новую эпоху и аграрной политики партии, а также руководящей силы нашей партии, поднявшей всю страну на борьбу за коренное изменение сельскохозяйственного производства, несмотря на испытания и трудности, – отмечено в докладе

Доклад оценил, что после VIII партсъезда достигнуты блестящие успехи в строительстве жилых домов для народа – важнейшем государственном деле, к которому приложила самые большие усилия наша партия.

В строительной области в очередной раз построили жилые дома на 10 тыс. квартир в районе Хвасона и создали гарантию вселения жителей столицы в новые жилые дома по случаю наступающего Дня Солнца. Также молодые строители отважно продвинули строительство жилых домов на 4100 квартир в районе Сопхо и воздвигли новый памятник молодежной доблести – улицу «Чонви».

Наша Народная Армия, которая считает безграничную преданность партии и народу, обязательное и безоговорочное исполнение приказов и распоряжений своей жизнью, построили жилые дома не только в столице, но и за прошедшие 4 года построили жилые дома на 20 тыс. с лишним квартир в районе Комдока и открыли величественное зрелище нового городка в горном ущелье. Также заложили фундамент для безупречного завершения строительства Кандонского тепличного хозяйства до февральского праздника 2024 года.

План строительства жилых домов для крестьян увеличился до 58 тыс. с лишним квартир – более чем в 2 раза больше по сравнению с 2022 годом, а в 40 с лишним городах и уездах уже завершено строительство, а в других городах и уездах будет завершено запланированное строительство жилых домов до весны нового года.

Доклад перечислил достигнутые вдохновляющие успехи, в том числе в ходе борьбы за взятие 12 главных высот в развитии народного хозяйства ключевые отрасли промышленности заметно увеличили производство, а также завершено строительство многих объектов упорядочения и дополнительного усовершенствования.

Рабочий коллектив Рёнсонского машиностроительного объединения, ориентировав производство машинных продукций, которое поручил ЦК партии, на процесс создания второго духа Чхоллима и совершения массового технического прогресса, совершил небывалое новаторство безупречного изготовления крупных компрессоров. Тем самым они нанесли мощный удар по пораженчеству и мистицизму в отношении техники, которые незаметно распространяются в области экономики, а также на динамичной практике доказали справедливость и жизненность политики нашей партии.

ЦК партии высоко оценил героические подвиги рабочего коллектива Рёнсона, который, производя многое заказное оборудование, изготовил в опоре на собственные силы и стойкой борьбой крупные компрессоры, достойно представленные перед данным пленумом.

В докладе отмечено, что завершены строительство энергосберегающей доменной печи метода нагнетания кислорода и установление кислородных сепараторов производительностью 15 тысяч㎥/h в Металлургическом объединении имени Ким Чака, установление индукционной электропечи в Хванхэском металлургическом объединении, строительство вертикальной печи окислительного обжига окатыша на Чхончжинском сталелитейном заводе, а также открыт и введен в строй Сохэриский филиал Ынрюрского рудника. Доклад оценил 2023 год как год совершения большого скачока в осуществлении чучхейзации и модернизации области металлургической промышленности.

В области химической промышленности обеспечили опережающее производство азотных удобрений в процессах сельскохозяйственных работ, ввели в строй завод питательных удобрительных растворов Сунчхонского химического объединения для тепличных хозяйств в западноморском районе, завершили дополнительное установление процесса синтеза мочевин, дополнительное усовершенствование очистительного процесса и прокладку электропередаточной линии в Намхынском молодежном химическом объединении, в результате чего создали реальные гарантии значительного увеличения производства удобрений.

В области электроэнергетической промышленности заложили твердый материально-технический фундамент в ТЭС и повысили эффективность выработки электроэнергии в ГЭС для непременного выполнения ежемесячных планов производства по спросу, а также, мощно продвигая работу по созданию максимально рационализированной электроэнергетической системы в главных линиях электропередачи, уменьшили огромную потерю по линии и установили процесс обработки железной башни сверхвысокого давления. И эти успехи очень значительны.

На Угольной шахте по снабжению провинции Чаган при Угольном объединении Кэчхонского бассейна зажегся мощный факел социалистического патриотического движения по увеличению добычи угля в новую эпоху, на основе того в области угольной промышленности распространилось мощное пламя прогресса в смежных отраслях. Это послужило инициирующим средством для поднятия борьбы за увеличение производства в народно хозяйстве в целом, большим вдохновением нашей партии.

В докладе отмечено, что в экономических отраслях, включая добывающую промышленность, промышленность стройматериалов, лесную промышленность, легкую промышленность, рыбную промышленность и отрасль железнодорожного транспорта, непременно выполнили народнохозяйственный план и, в то же время, придали мощный импульс выполнению стратегии по упорядочению и дополнительному усовершенствованию. И тем открыли прямой путь к надежному увеличению действующего производства и перспективного производства. Также оценено, что в областях информационной промышленности, землеустройства и окружающей среды, коммунального хозяйства активно продвигнули актуальные и фундаментальные работы по укреплению материально-технического потенциала.

Генеральный секретарь назвал 2023 год годом, когда укрепились усилия для совершения нового новаторства и принесения изменений в научно-технической области, отметив, что самый гордый научно-технический успех достигнут в сфере космической науки и техники.

Наши ученые и техники, восприняв стратегический замысел и намерение партии как свои твердые убеждения, с отчаянной решимостью непременно покорить космос в опоре на наш ум и технологии, наконец, принесли поразительное событие успешного запуска спутника-разведчика, преодолев неоднократные неудачи.

Это является ясной демонстрацией революционной характерной черты и мудрых мозгов наших ученых и техников, которые обязательно добиваются любого рубежа науки для осуществления требований партии и революции, повышения государственной мощи страны.

В нынешнем году в нашем образовании для строительства державы образования, державы со способными кадрами совершено огромное обновление, – это ничем несравнимый гордый успех.

Область образования, отвечающая за вечное процветание страны, перспективу развития и расцвета государства, по-настоящему продвинула работу по всестороннему обновлению образовательной структуры, которая сохранялась в течение прошедших десятков лет, чтобы дать учащимся более передовое и практическое образование. Также принесла многие живые, новаторские и качественные перемены в содержаниях, формах и методах образования.

Построен Институт педагогических наук – центральная педагогическая научно-исследовательская база, надежно гарантирующая развитие образования страны, современно реконструирована научная библиотека Университета имени Ким Ир Сена, в масштабе всего государства 160 с лишним школ и детсадов построены или реконструированы на образцовом уровне. Таким образом, в нынешнем году в работе по укреплению материально-технической основы области образования достигнут несомненный сдвиг.

Доклад отметил, что область здравоохранения, область физкультуры и спорта тоже внесли особый вклад в достижение новой перемены в 2023 году.

Построены новые фармацевтические заводы, заводы медицинских предметов и специальные учреждения профилактики заболеваний, в результате того значительно укрепился материально-технический фундамент в области здравоохранения, создалась благоприятная обстановка для экономического развития и стабильности жизни народа.

Наши спортсмены, которые выступили на международных соревнованиях через 4 года после возникновения мирового кризиса со здравоохранением, завоевав многие медали и побили один за другим мировые рекорды в 19-х Азиатских играх, на 22-ом Чемпионате мира по тхэквондо и на соревнованиях Гран-при Международной федерации тяжелой атлетики 2023 г., высоко развевали наш государственный флаг на небе мира. И это придало возрастающую силу и вдохновило весь народ страны.

В докладе отмечено, что все провинции, энергично развернув работу по претворению в жизнь решений партии, достигли заметного сдвига в развитии местной экономики, улучшении жизни народа и создании цивилизации.

В частности, провинция Южный Хванхэ выполнила план заготовки зерновых путем активного воспитания и борьбы за искоренение разных недочетов, выявленных в сельскохозяйственной работе в прошлые времена, и повышения роли групп ведения научного земледелия. Именно это является результатом особых усилий хозяев земледелия, включая городские и уездные комитеты партии, парторганизации области сельского хозяйства, руководящих работников и сельских тружеников и народ провинции, – оценено в докладе.

Во всех провинциях весь год сохранялись кипучая боевая атмосфера и стиль работы для построения научно-технической библиотеки, фабрики студенческих и школьных форм, фабрики студенческих и школьных обувей, стандартной аптеки, которые были отражены в постановлениях пленумов ЦК партии, для реконструкции и модернизации заводов корёских медикаментов, для выполнения политики по выращиванию детей. Также построились электростанции, животноводческие фермы, детсоюзовские лагери, летние театры, вузы, диспансеры для инфекционных больных, фабрики основных приправ, институты лесоводческих наук, фермы молочных коров, аэроклубы и другие многие объекты, которые позволяют удовлетворить перспективные, очередные экономические потребности и обеспечить бытовое удобство для жителей районов, соответствуют архитектурно-эстетическим требованиям новой эпохи. Итак, 2023 год стал годом настоящей перемены, когда во всех перифериях заметно увеличилось число творений, достойных мировой гордости.

Генеральный секретарь назвал необычайное укрепление нашей идейно-политической мощи самым значимым успехом в борьбе 2023 года.

Прежде всего, достигнут радикальный сдвиг в деятельности органов власти и укреплении народной власти.

На IX сессии ВНС четырнадцатого созыва, проведенной в сентябре, закрепили политику по укреплению ядерных вооруженных сил государства в конституции Республики. Это политическое событие, которое создало юридическое основание для вечной гарантии безопасности нашего государства и народа, подняло достоинство и стратегический статус страны на наивысший уровень и нанесло смертельный серьезный удар врагам. Оно будет вписать полноценную страницу в историю Родины.

Активно проводится законодательная работа для того, чтобы еще более детализировать, конкретизировать правовые нормы и правила в соответствии с требованиями политики партии и реальной действительностью и искоренять все без исключения неоформленные объекты. На фоне того заново приняты или внесены поправки и дополнения в 110 отраслевых законов и правил, в том числе в Закон КНДР об инспекции и контроле над финансами, Закон КНДР об ирригации, Закон КНДР о воспитании выдающихся талантов, Закон КНДР о размещении производительных сил и Закон КНДР о служащих, в результате чего создана юридическая гарантия дальнейшего укрепления нашего превосходного государственного и общественного строя.

Метод выборов депутатов народных собраний всех инстанций улучшен в более демократическом отношении для подчеркивания народного характера Республики и дальнейшего укрепления работы органов государственной власти. Благодаря тому выборы депутатов народных собраний провинций, городов и уездов, проведенные в ноябре, стал поворотным моментом в превышении гражданского сознания и патриотического энтузиазма народа, намеревающегося активно участвовать в политических делах государства.

Вместе с этим в масштабе ЦК партии и в серьезной обстановке проведен I семинар для председателей провинциальных, городских и уездных народных комитетов, которые несут полную ответственность за работу органов народной власти перед партией, государством и народом. И это стало важным моментом в дальнейшем поднятии роли наших органов власти и правительственных органов.

В нынешнем году мы, конечно, провели съездов не много, но вместе с делегатами Детского Союза, которые приняли участие в IX съезде Детского союза Кореи, отметили новый год и вместе с участниками V Общереспубликанского слета матерей знаменательно провели конец года. Это является главной особенностью нынешнего года и имеет очень большое значение в подчеркивании подлинной цели и характера нашей борьбы.

В обстановке того, что необычайно приподнялся энтузиазм всего народа страны для защиты Родины и революции, активно проведены социалистическое патриотическое движение, революционное массовое движение, включая движение за сдачу государству «патриотического риса» и движение за сдачу пожертвований на построение кораблей, а также переданы реактивные орудия, бронемашины и автобусы со знаками «Детсоюзовский», «Студенческий», «Чикмэн (Профсоюз)», «Нонгынмэн (СТСХ)», «Нёмэн (Союз женщин)» и «Пусасу (второй номер пулеметного расчета)», – констатировано в докладе.

В ходе активного проведения массовых патриотических движений расширился отряд патриотов, которые, прежде всего, заботятся о партии, революции и Родине, хотят помочь стране в преодолении трудностей. Это самый большой политический успех, несравнимый даже с кучами золота.

Грандиозные военно-политические фестивали, в том числе торжественные военные парады в честь 75-летия основания КНА, 70-летия Победы в Отечественной освободительной войне и 75-летия основания Республики, каждый раз проведенные с повышением своего уровня, ярко продемонстрировали на весь мир достоинство и престиж нашей партии, государства и народа, истинный облик единодушия и сплоченности.

В докладе подытожено то, что в 2023 году достигнуто новое обновление и в работе по дальнейшему усилению революционного облика и боеспособности нашей партии.

В ходе борьбы за претворение в жизнь линии на строительство партии из пяти пунктов в новую эпоху проработаны и осуществлены стержневые и новаторские партийные рабочие системы и методы, которые гарантируют великий план идейно-организационного упрочения нашей партии и укрепления ее боеспособности.

В масштабе всей партии организованы и направлены мощные батальоны партийцев для способствования строительству жилых домов провинции Рянган, запланированы и развернуты работы отделов ЦК партии, министерств и центральных ведомств по оказанию помощи отсталым подразделениям. Это как последовательное воплощение в жизнь традиционного рабочего метода нашей партии, требующего от вышестоящих помогать нижестоящим, одновременно развивать все отсталые подразделения, является очередным бесценным сдвигом в нашей партийной работе.

В докладе отмечено, что достигнуты большие успехи в борьбе с врагами для защиты государственности и достоинства, и в укреплении обороноспособности.

В направлении дальнейшего ускорения развития ядерного оружия – важной составной части государственной обороноспособности и сверхмощных сил сдерживания войны неоднократно успешно проведены испытательный запуск и учения по запуску МБР «Хвасонпхо-17» и «Хвасонпхо-18», тем самым подтверждены их достоверность и превосходство, определено перспективное направление строительства стратегических вооруженных сил нашей Республики.

Наступательно организованы и проведены важные военные деятельности, включая учения по запуску тактических баллистических ракет и крылатых ракет в целях подавляюще реагировать на безумные военные учения врагов, разработаны беспилотники-разведчики и многоцелевые беспилотники. А также церемония спуска на воду новой подлодки в полной мере продемонстрировала несравненную готовность вооруженных сил к войне, облик их развития.

В частности, успешно вывели на орбиту наш первый спутник-разведчик «Манлигён-1» и обладали средством аэрокосмической разведки, – это является одним из больших событий, позволившим достигать решающего сдвига в решении намеченных VIII партсъездом приоритетных важных задач по модернизации вооруженных сил КНДР, поднимать стратегические силы нашего государства на новый высокий уровень.

В докладе отмечено, что наша партия осуществила активную дипломатическую стратегию, придерживаясь твердого принципа самостоятельности и принципиальности во внешних делах, в результате того необычайно повысила достоинство и статус страны, а также надежно защитила суверенное право нашего государства от жестоких происков США и их сателлитов.

Генеральный секретарь сказал, что и в отношении повышения государственной мощи, и в отношении демонстрации государственного достоинства 2023 год в общем является годом великого поворота, годом великой перемены в подлинном смысле этого слова, когда на славном пути развития Республики оставлены четкие следы. Он воздал дань величайшего уважения героической борьбе наших членов Трудовой партии, верных трудящихся и военнослужащих Народной Армии, которые стойким энтузиазмом и отважными усилиями активно приблизили новую фазу процветания и развития, преданно поддерживая идеи и руководство партии.

Генеральный секретарь выразил горячую благодарность всем членам партии, всему народу страны и военнослужащим армии, которые с неизменной твердой верой в наше великое дело и неистощимым, несгибаемым духом внесли вклад в прославление 2023 года успехами верности и патриотизма, преодолевая всякие испытания и трудности.

Генеральный секретарь сказал, что наша партия и народ в ходе трехлетней упорной борьбы заложили прочный фундамент для развития государственной экономики и вынесли твердое убеждение, что вполне можно выполнить пятилетку, направленную на продолжительное развитие.

Сейчас в идейно-духовном состоянии нашего народа и молодежи совершается большая положительная перемена, необычайно поднимаются их революционный энтузиазм и боевой порыв, а также все области с оживлением развиваются энергично. Такая положительная обстановка создалась в результате нашей непоколебимой и наступательной борьбы, развернутой после VIII съезда партии.

Это является самым бесценным и прочным капиталом для дальнейшего продвижения и развития, и теперь с уверенностью можно гордиться, что преодолели самый трудный момент и предел в борьбе за выполнение намеченных партсъездом задач.

В общем, после VIII партсъезда наша революция открыла эпоху всестороннего социалистического развития, когда не только область обороны, но и все области экономики и культуры одновременно поднимаются, не только столица, но и периферии изменяются, а также не только в городах и селах, горах и реках, но и в идейно-духовной сфере людей совершается большая перемена.

Опыт, накопленный в последние 3 года показывает, что, если в условиях прочной системы руководства партии и крепкого доверия всего народа к партии будут тщательно и аккуратно налаживать работу, сохраняя наступательный дух отважного преодоления встречающихся трудностей, то можно успешно решить важнейшие задачи по преодолению трудностей, изменению и развитию.

Все это подтверждает, что боевая программа, намеченная на VIII партсъезде, является самым точным и мощным знаменем, энергично ведущим продвижение и развитие нашей революции даже при небывало жестоких трудностях, а также дают оптимизм и уверенность, что эта программа будет блестяще осуществляться в предстоящей двухлетней непрерывной борьбе.

В докладе всесторонне рассмотрена годовая работа с точки зрения самокритики и развития – с революционной позиции нашей партии, которая уделяет большее внимание недостаткам и урокам, чем успехам и опыту, для дальнейшего более быстрого продвижения и развития, а также глубоко проанализированы и подытожены недочеты в работе.

Генеральный секретарь подчеркнул, что все участники пленума должны иметь высокую гордость за борьбу в 2023 году и глубоко осознать необходимые вопросы, встающие в нашей дальнейшей работе, с честью выполнить свою ответственность и роль в работе на 2024 год для создания истории новой победы в борьбе за всестороннее процветание государства.

Были прения по первому пункту повестки.

Премьер-министр Ким Док Хун, председатель Президиума ВНС Чвэ Рён Хэ, заведующий отделом ЦК партии Ли Чхоль Ман, министр обороны Кан Сун Нам и секретарь по организационным делам ЦК партии Чо Ён Вон подытожили работу своей отрасли, предложили пленуму меры, а руководящие кадры разных отраслей участвовали в письменных прениях.

На пленуме заслушали и проанализировали прения, дали соответствующие оценки.

Товарищ Ким Чен Ын выступил с программной заключительной речью о первом пункте повестки «О направлении борьбы в 2024 году».

Генеральный секретарь сказал, что успехи, достигнутые в ходе выполнения партийных и государственных политик в 2023 году, являются очередной ценной основой для нашего продвижения вперед и развития, и обозначил направление дальнейшей борьбы.

Теперь у нас осталось 2 года в выполнении пятилетки.

За эти 2 года мы должны проявить удвоенный энтузиазм и стараться изо всех сил, чтобы доказать абсолютную правоту боевого курса, намеченного на VIII партсъезде, и пройденный доныне путь, а также нужно достигать более огромных успехов и подытоживать свою борьбу перед партсъездом.

Генеральное направление нашей дальнейшей борьбы – успешно осуществить боевую программу VIII съезда партии путем активного расширения и использования благоприятной обстановки и фазы, которые сложились в результате стойкой борьбы, и создать трамплин для дальнейшего нового прогресса.

На основе достижений и опыта в прошедшей трехлетней работе мы должны превратить остальные 2 года в эффективный процесс тщательного завершения претворения в жизнь постановлений VIII съезда партии и подготовки к новому развитию следующего этапа.

В частности, со следующего года следует прилагать главные усилия к решению вопросов, которые остаются нерешенными и препятствиями в претворении жизнь постановлений партсъезда, чтобы достигнутые до нынешнего времени успехи приумножились и дали эффект, а запланированные все задачи завершены блестящими результатами.

2024 год – год решительный, когда следует утвердить расчеты на успех в достижении намеченных VIII съездом партии боевых целей путем дальнейшего поднятия наступательного духа во всех фронтах социалистического строительства.

Другими словами, в конце 2024 года во всех областях и во всех подразделениях должна быть создана точная практическая гарантия выполнения пятилетки.

Мы с такой уверенностью в себе, что смело преодолели самые трудные и суровые годы испытания, должны вести борьбу с приподнятым энтузиазмом и прославить 2024 год новыми и знаменательными успехами.

Генеральный секретарь сказал, что следует уделять первоочередное внимание укреплению системы и дисциплины административно-хозяйственной работы государства, детально отметил принципиальные вопросы для того, чтобы Кабинет Министров оживил артерию государственной экономики в соответствии с порученной конституцией задачей органа общего управления государством и подтянул целеустремленное экономическое развитие, а также практические пути для их решения.

Он подчеркнул, что во всех отраслях народного хозяйства следует придать импульс увеличению производства и ускорить работу по упорядочению и дополнительному усовершенствованию, и в новом году непрерывно поставить 12 главных высот на первый план и сосредоточить силы на их взятии. И наметил главные задачи, которые должны выполнить ключевые отрасли индустрии, включая металлургическую, химическую, электроэнергетическую, угольную, машиностроительную промышленности и железнодорожный транспорт.

Следует превратить Рёнсонское машиностроительное объединение – ядро машиностроительной промышленности в стандарт и пример модернизации в период работы ЦК партии восьмого созыва, на основе того опыта в период новой пятилетки экономического развития модернизовать главные машиностроительные заводы, включая Тэанское объединение тяжелого машиностроения и Раквонский машиностроительный комбинат. Заключительная речь определила эти вопросы как направление развития машиностроительной промышленности нашей партии на нынешнем этапе и осветила пути для их решения.

В заключительной речи намечены задачи по дальнейшему динамичному продвижению столичного строительства и строительства жилых домов для крестьян – важного строительного задания, которое началось по историческому решению ЦК партии восьмого созыва, а также практические вопросы по выполнению грандиозного перспективного плана строительства, который планирует ЦК партии.

Также отмечено, что область землеустройства и охраны окружающей среды и область коммунального хозяйства должны тщательно выполнять поэтапные задачи, отраженные в пятилетке, а всем органам и заводам следует мощно вести работу по годам в ответ на стихийные бедствия.

Генеральный секретарь поставил конкретные задачи и пути продолжительного наращивания производительных сил сельского хозяйства. В их числе – точная разработка стратегии развития сельскохозяйственных машин и поэтапных целей на основе расследования и оценки положения общей сельскохозяйственной инфраструктуры страны и сельскохозяйственных технических сил, динамичное форсирование механизации сельского хозяйства, непрерывное и энергичное продвижение работы по усовершенствованию оросительных систем страны и освоению солончаков.

Он подчеркнул необходимость дальнейшего поднятия во всей стране общественной атмосферы и тенденции активного шефства над деревней, установления строй дисциплины в продовольственной работе и повышения качества продукций путем построения современных пшенично-перерабатывающих фабрик в разных местах и улучшения технологии обработки пшеницы в соответствии с увеличением производства пшеницы.

В заключительной речи отмечены задачи перед областью легкой промышленности: развернуть трудовую вахту в 2024 году на основе выдвижения вопроса по повышению качества товаров народного потребления и основных приправ как первейшей задачи, ускорить модернизацию фабрик легкой промышленности и фабрик местной промышленности, развить шелководческую область и улучшить работу в областях торговли, общественного питания и бытового обслуживания.

В заключительной речи обобщены задачи перед отраслью рыбной промышленности – активизировать рыболовство на открытом море, увеличивать в областях разведения рыб и марикультуры ассортимент и число видов рыб, в частности, масштабно проводить разведение рыб в море, чтобы наращивать производство рыбопродуктов. И отмечены меры по предоставлению жителям столицы более цивилизованных и зажиточных бытовых условий и обстановки за период работы ЦК партии восьмого созыва.

Генеральный секретарь отметил, что сфера культуры, которая играет важную роль в сегодняшней борьбе за всестороннее развитие социализма и призвана делать непрерывный скачок под высоко поднятым знаменем, должна сделать еще крупные шаги вперед во всех направлениях культурного строительства на основе ценного опыта и уроков в прошедшей трехлетней работе, в частности, в работе 2023 года.

В заключительной речи поставлены главные цели и пути стимулирования общественного прогресса и всестороннего процветания государства непрестанным наращиванием научно-технических сил и практической жизненностью отдачи приоритета науке и технике. В их числе – целеустремленно составить план развития центральной и притягательной сверхсовременной науки и техники, установить систему выполнения этого плана путем сосредоточения научно-исследовательских сил, в едином порядке руководить и контролировать развитие науки и техники страны.

В заключительной речи подчеркнуто, что нужно вносить конкретизацию, разнообразность и практичность в содержания и методы обучения, внедряя методы обучения и учебы типа исследования в специальные предметы, и гарантировать педагогически реализацию политики партии, чтобы 2024 год стал годом еще большей перемены в развитии нашего образования на уровень передовых государств.

Отмечена необходимость точного проведения наших народных, социалистических мероприятий здравоохранения и дальнейшего укрепления материально-технической основы области здравоохранения. Также подчеркнуто, что области литературы и искусства, СМИ, стоящие на переднем крае идейно-культурного фронта, должны открыть новый период бурного развития в 2024 году, неустанно поднять возбужденный дух всей партии, всего государства и всего народа, а области физкультуры и спорта следует непрерывно преувеличить гордые успехи, достигнутые в 2023 году.

В заключительной речи освещены политические задачи органов народной власти и юридических органов, включая органы прокуратуры и общественной безопасности, для укрепления и развития государственного и общественного строя нашей страны – ценного завоевания революции и мощного политического оружия, а также практические пути для более динамичного проведения работы организаций трудящихся.

Генеральный секретарь проанализировал и оценил опасную обстановку безопасности на Корейском полуострове, дошедшую до грани ядерной войны, и характер происков враждебных сил по военной конфронтации, а также озвучил важное политическое решение о дальнейшем ускорении стремительного развития обороноспособности государства.

И в нынешнем году, как и прежде, продолжались гнусные конфронтационные происки США и их сателлитов против нашей Республики, а бешенство врагов доходит до предела с его небывалой в истории безрассудностью, провокационностью и опасностью.

США, которые непрерывно дестабилизировали и обостряли ситуацию на Корейском полуострове, даже и сейчас, когда заканчивается год, совершают разнообразные военные угрозы против нашего государства.

США, настойчиво подстрекая элементов Южной Кореи, которая играет роль самого преданного приспешника, «верного пса» в осуществлении враждебной политики в отношении нашей Республики, и Японии к расширению двухсторонних, трехсторонних содействий, пытались создать структуру сотрудничества против Республики. В нынешнем году такие происки США чрезмерно усилились, совпадая с интересами элементов Южной Кореи, охваченных тревогой за безопасность.

Президент США, откровенно болтая даже о «конце нашей власти», сфабриковал с элементами Южной Кореи так называемую «Вашингтонскую декларацию» – антиреспубликанскую программу ядерной конфронтации, создал и задействовал «консультативную группу по ядерным вопросам», нацеленную на совместное планирование и использование ядерного оружия. С помощью этой группы он перед лицом мира откровенно и активно продвигает осуществление гнусных планов ядерной войны против нас.

Провокационное поведение США, которые бешено прибегают к укреплению структуры трехстороннего сотрудничества под неблагоразумным предлогом реагирования на нашу «угрозу», проводя с элементами Японии и Южной Кореи частое собрание для долгосрочного сговора против Республики, ежегодное обсуждение контрмер и трехсторонние учения, приводит ситуацию на Корейском полуострове к более непредсказуемой и опасной грани.

Более того, нельзя обойти молчанием то, что Южная Корея полностью превратилась в передовую военную базу и ядерный арсенал США из-за непрерывного направления разных американских ядерных стратегических средств на Корейский полуостров: первый раз через 40 с лишним лет сверхкрупная стратегическая атомная подлодка зашла в порт южнокорейских марионеток, ядерный стратегический бомбардировщик впервые в истории приземлился на территорию южнокорейских марионеток и часто появляется АУГ во главе со сверхкрупным атомным авианосцем. К тому же, целый год беспрерывно проводились «крупнейшие в истории» и «беспрецедентные в истории» совместные военные учения в разных масштабах.

В нынешнем году число совместных военных учений американских военных гангстеров, японских и южнокорейских элементов увеличилось в 2 раза больше, чем в прошлом году. Такой факт дает ясно понять, что США намереваются непременно провоцировать военную конфронтацию против нашей Республики и более отчаянно вдаются в ее подготовку.

Всего лишь несколько дней назад американцы и марионетки в Вашингтоне провели второе заговорщицкое заседание «консультативной группы по ядерным вопросам» и объявили всему миру, что будут составлять «ядерный стратегический план и руководство к применению ядерного оружия» и создавать «систему расширенного сдерживания» до середины следующего года, а также будут проводить ядерные операционные учения в рамках крупномасштабных совместных учений, которые предназначены на август следующего года. Одновременно с этим опять направили атомную подлодку на Корейский полуостров, таким образом, до конца этого года совершили провокацию.

Реалии показывают, что часто проводимые закоренелые враждебные акты США против Республики не ограничиваются простой риторической угрозой или демонстрационным характером, а развились в действительные военные действия и перешли в стадию исполнения, чреватую опасностью столкновения между вооруженными силами двух сторон.

В заключительной речи отмечено, что межкорейские отношения, которые все время шли к худшему направлению после прихода Юн Сок Ёра к марионеточной власти, из-за антиреспубликанского конфронтационного бесчинства предателя, который в последнее время стал более отвратительным, возбуждали чувство недоверия и вражды, в результате чего аннулировано Соглашения в военной сфере между Севером и Югом от 19 сентября, которое выполняло формальную миссию предотвращения вооруженных конфликтов.

Примечательно, что марионеточная свора Юн Сок Ёра прибегает к самоубийственным попыткам достигать «паритета сил» с нами и до конца противостоять нам путем превращения «Командования ООН» – незаконной фиктивной организации в инструмент транснациональной войны для развязывания второй корейской войны.

На фоне того, что в последнее время главари марионеточных военных ведомств один за другим заменяются экстремистскими военными фанатиками, более явными становятся радикальные военные действия, в том числе в зоне военно-демаркационной линии провокационные действия врагов приобретают более сильный характер, а также переформируются и наращиваются вооруженные силы марионеточной армии в целом. И те действия являются очевидным проявлением нечистых попыток к агрессивной войне.

Генеральный секретарь сказал, что, как все факты показывают, конфронтационное нутро США и их первейших прислужников ничуть не изменилось к лучшему в плане их отвратительной основы, а, наоборот, изменяется в более открытом и злобном направлении.

Если обратить внимание на конфронтационные военные акции враждебных сил, которые час от часу обостряют опасную обстановку безопасности на Корейском полуострове, то можно узнать, что слово «война» уже не абстрактное понятие для нас, а становится реальностью.

Сложившаяся серьезная ситуация требует от нашей Республики непрерывного придания мощного импульса работе по усовершенствованию подавляющей способности к реагированию на войну, последовательной и полной военной готовности к сдерживанию одним размахом любых провокаций и акций в условиях усиления попыток врагов.

Народная Армия должна зорко следить за ситуацией безопасности на Корейском полуострове, которая час от часу остро изменяется, тонким образом контролировать и реагировать на это с постоянной подавляющей позиции, принимать более тщательные военные меры по монолитной защите безопасности государства. И должна придавать непрерывный импульс подготовке к крупному событию для покорения всей территории Южной Кореи путем незамедлительного реагирования на ядерную кризисную ситуацию, которая может возникнуть в любом случае, и мобилизации в случае чего всех физических средств и сил, включая ядерные вооруженные силы.

В заключительной речи выдвинуты задачи перед областью военной промышленности – надежно гарантировать успешную реализацию стратегии нашей партии по развитию обороноспособности путем дальнейшего приумножения успехов, достигнутых в укреплении самостоятельной базы оборонной промышленности, в разработке и производстве вооруженных оснащений.

В ней подчеркнуты задачи перед областью ядерного оружия – создавать надежную основу для продолжительного увеличения производства ядерных оружий и развертывать энергичную борьбу за выполнение плана производства ядерных оружий на 2024 год.

Также поставлены главные цели и боевые задачи перед областью разработки и производства ракеты.

В заключительной речи намечены задачи перед областью освоения космоса – дополнительно запустить 3 спутника-разведчика в 2024 году на основе опыта управления успешно запущенным в 2023 году первым спутником-разведчиком, приняты всесторонние меры государственного масштаба по мощному стимулированию развития комической науки и техники.

В заключительной речи поставлены главные задачи перед областью судостроительной промышленности – совершить вторую кораблестроительную революцию для повышения подводных и надводных боевых сил ВМС и выполнения за кратчайший срок незаконченных задач в достижении 5 главных целей развития обороноспособности. А задачи перед областью беспилотной авиационной промышленности, разведывательной и радиоэлектронной областью – разработать и произвести различных видов беспилотные вооруженные оснащения и мощные радиоэлектронные средства в соответствии с особенностью современной войны.

　Поставлен ряд задач перед вооруженными силами гражданской обороны, отвечающими один из флангов государственной обороны, по усовершенствованию боеготовности, включая непрерывное обновление содержаний и методов учений в целях инициативного, активного реагирования на любые приемы ведения боя врагов, дальнейшее повышение оперативно-командного уровня командного состава Рабоче-Крестьянского Красного Ополчения и способности членов ополчения к боевым действиям.

　Генеральный секретарь глубоко проанализировал огромное геополитическое изменение в международной политической структуре и соотношении сил в 2023 году, главную особенность настоящей международной ситуации и внешнюю обстановку Корейского полуострова. И наметил тактико-стратегический курс, которого должна придерживаться область внешнеполитических дел, отметив, что необходимо по-новому определить позицию по межкорейским отношениям и политике объединения, совершить решительный поворот в политике, связанной с делами с врагами.

　Область внешнеполитических дел должна создавать дипломатическую историю Республики, соответствующую статусу державы, на принципе защиты достоинства партии, повышения престижа государства и защиты его интересов, инициативно и продуманно реагируя на изменение и развитие международной ситуации.

　Генеральный секретарь поставил задачи по дальнейшему упрочению основы поддержки и солидарности нашего государства, по смелому развертыванию антиимпериалистического совместного действия и совместной борьбы в международном масштабе путем дальнейшего расширения и укрепления внешнеполитической сферы страны с акцентом на развитие отношений с правящими партиями социалистических стан, дальнейшего развития отношений с антиимпериалистическими и самостоятельными странами, выступающими против гегемонистской стратегии США и Запада, в соответствии с изменением международной ситуации.

　Следует последовательно придерживаться принципа борьбы с США и противниками «на жесткость жесткостью» и «фронтальное оспаривание победы», проводить подавляющую и наступательную сверхжестокую политику.

　В нынешнем году мы в ответ на отчаянную угрозу ядерной войны со стороны США и их сателлитов еще раз озвучили неизменную волю к уничтожению врагов, волю к реагированию – «На ядерное оружие – ядерным оружием, на лобовое противоборство – лобовым противоборством». И подавляющей демонстрацией сил последовательного сдерживания войны внушили врагам непреодолимый кризис безопасности и страх.

　На любые намерения врагов реагировать превышающими их сверхжесткими контрмерами, на любые выборы врагов реагировать подавляющими их мощными силами, – таковы наш принцип и способ борьбы с врагами.

　В заключительной речи на основе трезвого анализа горькой истории межкорейских отношений, которые переживали только недоверие и конфронтацию, выдвинута линия по коренной переориентации в области, занимающейся делами с Южной Кореей.

Сейчас на Корейском полуострове постоянно продолжается неконтролируемая кризисная ситуация из-за безрассудной антиреспубликанской конфронтационной истерики и военной провокации США и элементов Южной Кореи.

В зоне военно-демаркационной линии, где противостоят огромные вооруженные силы обеих сторон, даже малейший случайный фактор может привести к физическому столкновению, вызывающему войну, – это не тайна для всех, и никто не может отрицать, что сейчас на Корейском полуострове сосуществуют самые враждебные два государства.

С точки зрения продолжения политики всех властей южнокорейских марионеток такая анормальная ситуация отнюдь не случайное явление, как мутация, а неизбежный результат истории межкорейских отношений.

Идеи, линии и курсы на объединение Родины, выдвинутые нашей партией и правительством Республики не в течение десяти лет, а долгие годы, более чем полвека, всегда вызывали абсолютную поддержку и одобрение всей нации, сочувствие мира за то, что они были самыми правыми, рациональными и справедливыми. Но ни один из них не принес нормальные плоды, а межкорейские отношения попадали в порочный круг контакта и прекращения, диалога и противоборства.

В «политиках в отношении Севера» и «политиках объединения», выдвинутых всеми правителями Южной Кореи, имеется полная общность – «развал нашей власти» и «объединение путем всасывания». Явным доказательством того служит, что никак не изменялся и продолжался в прежнем виде принцип «объединение в либеральный демократический режим», хотя до сих пор 10 раз сменялась власть южнокорейских марионеток.

Генеральный секретарь сказал, что гнусный замысел южнокорейских марионеток, пытающихся развалить наш строй и власть, совсем не отличается от вывески и маски: «демократия» или «консерватизм».

Воспоминая долгие межкорейские отношения, наша партия сделала один заключительный вывод, что никогда невозможно воссоединить Родину вместе с элементами «Республики Корея», которые своей государственной политикой определили принципы «объединение страны путем всасывания» и «объединение режимов», прямо противостоящие нашей линии по воссоединению Родины «одна нация, одно государство и два строя».

Даже в этот момент южнокорейские элементы откровенно болтают, что наша Республика и народ являются территорией и гражданами «Республики Корея», которые следует отвоевывать. Действительно в так называемой конституции «Республики Корея» открыто записано, что «Территория <Республики Корея> состоит из Корейского полуострова и принадлежащих ему островов».

Реалии настоятельно требуют от нас заново определить подход к межкорейским отношениям и политике по воссоединению.

Теперь необходимо признать реальность и уточнить отношения с южнокорейскими элементами.

Думаю, что считать партнером примирения и объединения шайку, которая, провозгласив нас «главным противником», вкупе с внешними силами выжидают только удобный момент для «развала власти» и «объединения путем всасывания», – это ошибка, которую мы больше не должны допустить.

Из-за риторического выражения «соотечественники» обсуждать вопрос об объединении с такой причудливой шайкой, которая является всего лишь колониальным прислужником США, – само это не подходит достоинству и престижу нашего государства.

В настоящее время Южная Корея является всего лишь гемиплегией и зависимым колониальным государством, где политика полностью исчезла, все общество смутилось культурой янки, а обороноспособность и безопасность полностью опираются на США.

Межкорейские отношения больше не соплеменные отношения и отношения между людьми с одинаковым характером, а полностью стали отношениями между двумя враждебными государствами, отношениями между двумя воющими государствами.

Это, можно сказать, настоящий адрес, показывающий сегодняшние отношения между Севером и Югом.

Заключительная речь, трезво проанализировав и признав реальное положение, подчеркнула необходимость принятия мер по упорядочению и переформированию аппаратов области, занимающейся делами с Южной Кореей, включая отдел ЦК партии по делам единого фронта, коренной переориентации основных боевых принципов и направления.

В заключительной речи торжественно заявлено, что если США и южнокорейская марионеточная шайка, в конце концов, спровоцируют военную конфронтацию с нами, наши силы сдерживания ядерной войны без малейшего колебания перейдут в проведение важных действий. И в ней выдвинуты главные задачи перед областью, занимающейся делами с врагами, и областью внешнеполитических дел – считать уже утвержденным фактом то, что в любое время может вспыхнуть война на Корейском полуострове из-за безумных провокационных происков врагов против Севера, и принимать предусмотрительные подготовительные меры по согласованию всех дел с мощными военными действиями нашей армии по покорению всей территории южной части Кореи.

Генеральный секретарь выразил уверенность, что благодаря непоколебимому крепкому боевому духу и усилиям миллионов членов партии, всего народа страны и военнослужащих Народной Армии, бесконечно верных партии и революционному делу, и в 2024 году в общем деле партии и государства, в нашем социалистическом строительстве будут достигнута очередная великая перемена, которая будет особо запечатлеваться на скрижалях Родины. И горячо призвал всех еще энергичнее бороться с твердой верой в победу и безграничным энтузиазмом.

Все участники бурными возгласами «Мансе!» и аплодисментами выразили абсолютную поддержку и одобрение программной заключительной речи товарища Ким Чен Ына, которая является руководством к совершению непрерывного прогресса, непрерывного скачка для свершения великого дела нашей партии, дела социализма.

Исторический доклад и заключительная речь товарища Ким Чен Ына, в которых освещены ясное направление продвижения вперед и боевые линии нового года, которые позволяют уверенно претворять в жизнь стратегию развития нашего образца умелой, результативной и смелой революционной практикой, являются бессмертным боевым знаменем для мощного направления нашей революции в непрестанный подъем и приближения новой эпохи процветания государства.

На пленуме обсужден второй пункт повестки «О повышении ответственности в исполнении социалистических мероприятий для школьников».

Уважаемый товарищ Ким Чен Ын выступил с докладом.

Генеральный секретарь упомянул о том, что на IV Пленуме ЦК партии восьмого созыва приняли решение о снабжении всех без исключения учащихся страны качественными студенческими и школьными формами и портфелями, стремительно продвигали ежегодно его выполнения. И конкретно проанализировал положение производства и обеспечения студенческих и школьных форм, портфелей и обувей в 2023 году.

Генеральный секретарь повторно подчеркнул, что снабжение учащихся школьными принадлежностями за счет партии и государства является постоянной политикой ТПК, вечной государственной политикой Республики. И выдвинул принципиальные вопросы и практические пути, которых следует придерживаться соответствующие учреждения, включая Министерство легкой промышленности, партийные и правительственные органы всех инстанций, подразделения по производству студенческих и школьных форм разных мест в производстве и снабжении студенческими и школьными формами, портфелями и обувями, которые будут мощно продвигаться и в новом году в масштабе всей партии, всего государства.

Генеральный секретарь сказал, что дело для наших учащихся – это не утилитарно-экономическая работа, а политическая работа, гарантирующая светлую перспективу нашей Родины, и что веселый смех детей – символ социалистического строя, имидж социализма нашего образца. И настоятельно попросил всех руководящих работников повышать свою ответственность и роль в важнейшей революционной работе, к которой наша партия прилагает все свои усилия, осознавая основную программу и священную обязанность настоящего революционера.

На пленуме обсужден третий пункт повестки «О подведении итогов работы Центральной ревизионной комиссии партии за 2023 году».

Пленум рассмотрел работу Центральной ревизионной комиссии партии в 2023 году и признал, что она удовлетворительно выполнила свою миссию в выполнении линии нашей партии на установление дисциплины и в гарантии партработы, партийной деятельности в финансовом и материальном отношениях.

Пленум при обсуждении четвертого пункта повестки решил сформировать группу по рассмотрению государственного бюджета, проверить и рассмотреть исполнение государственного бюджета за 2023 год и проект государственного бюджета на 2024 год.

На пленуме обсужден пятый пункт повестки «О ряде вопросов по укреплению руководящей функции партии в настоящее время» и единогласно принято соответствующее постановление.

В качестве шестого пункта повестки обсужден организационный вопрос.

В рамках пленума на основе идей и духа программной заключительной речи Генерального секретаря ТПК прошли двухдневные совещания отраслевых секций по проработке и обсуждению вопросов в целях составить планы для последовательного и точного выполнения боевых задач на новый год.

На совещаниях отраслевых секций по проработке и обсуждению председательствовали члены Политбюро ЦК партии.

На совещаниях предприимчиво проработаны и обсуждены вопросы по дальнейшему закреплению, приумножению и развитию достигнутых в 2023 году боевых успехов для претворения в жизнь постановления VIII съезда партии, в ходе чего предложены новаторские и конструктивные мнения.

30 декабря созвано XVIII заседание Политбюро ЦК ТПК восьмого созыва.

Политбюро ЦК партии рассмотрело мнения, обобщенные на совещаниях отраслевых секций по проработке и обсуждению вопросов, решило внести поправки и дополнения в проект постановления и представить проект пленуму.

Также рассмотрело результаты работы группы по рассмотрению государственного бюджета, рассмотревшей исполнение государственного бюджета за 2023 год и проект государственного бюджета на 2024 год, и решило доложить пленуму.

Политбюро ЦК партии на основе такого мнения, что приложение непрерывных усилий и в новом году к взятию 12 важных высот, имеющих ключевое значение в развитии экономики и повышении народной жизни, является важным вопросом, закрепляющим достигнутые в 2023 году успехи и гарантирующим тенденцию роста общей экономики, решило предложить пленуму цели главных высот.

На пленуме премьер-министр Ким Док Хун доложил о результате заседания Политбюро ЦК партии.

На пленуме единогласно принято постановление «О последовательном выполнении задач на 2024 год в пятилетке, намеченной на VIII съезде партии».

Пленум окончательно рассмотрел исполнение государственного бюджета за 2023 год и проект государственного бюджета на 2024 год, затем одобрил представить X сессии ВНС четырнадцатого созыва.

Уважаемый товарищ Ким Чен Ын утвердил, что исторический декабрьский пленум дает точный ответ требованиям революции, субъективной и объективной ситуации, и в более серьезной позиции определив боевое направление 2024 года, принял соответствующие постановления. Тем самым уготовил мощное оружие борьбы, позволяющее периоду всестороннего развития социализма нашего образца иметь надежную целеустремленность, а нашей революции – достигать еще больших успехов путем совершения непрестанного подъема.

Генеральный секретарь сказал, что, сплотившись патриотизмом, энергичнее бороться за достижение намеченных VIII съездом партии боевых целей, – это основная идея, основной дух нынешнего пленума. И подчеркнул, что мы должны блестяще продолжать и в 2024 году славу 2023 года, когда вместе с великим народом стократной смелостью и энергичным трудом достигли неслыханных бесценных побед и успехов с твердой верой в собственную силу, в свое великое дело.

Генеральный секретарь сказал, что будут преодолены нагромождающиеся испытания и трудности, а наше дело, мощной поступью продвигающееся вперед к реализации грандиозного идеала и достижению цели, будет более ускоряться тогда, когда все организации и все руководящие работники партии, крепко сплотившись вокруг ЦК партии, преданно выполнят священную миссию и обязанность перед государством и народом.

引以自豪地总结我们党和人民以一致团结的斗争所争取的２０２３年胜利，决定新年度党和国家工作发展方向和方略的历史性的朝鲜劳动党第八届中央委员会第九次全体会议扩大会议于主体１１２（２０２３）年１２月２６日至３０日在革命的最高参谋部——党中央委员会本部举行。

总书记同志在报告中谈及了充满伟大事件和令人满意的硕果的２０２３年度斗争在决定朝鲜劳动党第八届中央委员会工作成果中的重要性和现实意义。

对为贯彻落实党的八大所提斗争纲领顽强前进的我们党和人民来说，今年是十分重要的一年。

在可以说决定党代表大会决议命运的今年斗争中，我们再次显示了最大限度地调动主体力量、自身潜力果敢解决既定革命任务的我们党、我国人民固有的百折不屈的气概，在此过程中进一步增强了国家的综合国力。

一言以蔽之，我们通过这一年斗争不只渡过预定的五年计划执行第三个年度，还获得了在社会主义建设和国力强化各领域创造能够进一步加快今后前进速度的有利条件和雄厚基础的划时代成果。

虽然党的八大以来的每一年都记载前所未有的奇迹与变革，但从未有过像今年一样充满惊人的胜利与变革的年份。

这绝不是轻而易举的变化。

今年，我们在面临空前艰苦和困难局面的情况下迈出了一年的进军步伐。持续三年以上的国际公共卫生危机虽然得到平缓，但是因为国家防疫措施依然严格实施，导致各部门受到了很大制约。我们还要应对敌对势力、妨碍势力的极端制裁打压和恶劣的安全环境，再加上，解决因去年种不好庄稼而产生的严重粮食危机成了尤为紧迫的问题。

这种形势提出了二者中必选一的问题：要么为完成党的八大决议贯彻战的第三个年目标继续奋斗，要么使一切服从于勉强过关。党中央委员会对此做出的抉择就是，正如我们大家做出选择那样，锲而不舍的继续前进、顽强奋斗。

在科学分析对内外不利形势和亟待解决的重大任务的基础上，党中央委员会召开八届六中全会确定大胆目标和积极方略，部署全党并抓紧落实其执行进程，坚定保证了今年奋斗的志向发展性和成功执行。

报告总结了全盘国民经济所取得的瞩目成就。

粮食１０３％；电力、煤炭、氮肥分别１００％；压延钢材１０２％；有色金属１３１％；原木１０９％；水泥、普通布分别１０１％；水产品１０５％；铁路货运量１０６％；在建的住房数量１０９％。因此，国民经济发展十二座高地均被攻占。增产电动机２２０％；变压器２０８％；轴承１２１％；电解锌１４０％；铅１２１％；纸１１３％；食盐１１０％；化妆品１０９％；平板玻璃１００％；镁熔块１０４％等在全盘经济取得了显著的生产增长和计划纪律严明的进展。

从２０２３年度经济部门总体增长规模来看，国内生产总值较党的八大以前的２０２０年增至１．４倍，如主体铁３．５倍、生铁２．７倍、压延钢材１．９倍、机床５．１倍、水泥１．４倍、氮肥１．３倍等重要指标产量大幅增长。

报告评价，超额完成在全盘经济发展和人民生活保障方面具有决定性意义的制高点——粮食生产目标，是２０２３年度经济工作中取得的最宝贵、最高贵的成就。

总书记同志说，农业部门工作人员和劳动者的热忱和自信空前高涨，充满喜悦的年终分配活动在全国各农场相继举行，这成了使农场员精神状态发生一次大革命的重要契机，是在攻占２０２３年度粮食高地的斗争过程中取得的、为推动今后农业可持续发展的无比宝贵的变革中的真正变革。

总书记同志介绍，全国很多单位致信党中央委员会建议要把精心筹办的粮食作为爱国粮献给国家。他说，我们党视农业劳动者如此纯朴真实的爱国心重于几万吨粮食，并郑重提议以党中央委员会全会名义向这些单位致以感谢。

全会对金正恩同志的提议表示了完全支持和赞同。

报告指出，光川养鸡厂建设成为家禽部门现代化的标准和样板；沙里院市、海州市和南浦市新建现代化小麦加工厂；黄州长山岗水渠工程、康翎湖淡水化工程、数千公顷海涂外部网建设工程已被完工，这些为攻占３０万公顷海涂开垦目标打造了坚实基础。这一切都清楚地证明了我们党的新时代农村革命纲领、农业政策的正确性，我们党不为考验和困难所动摇，唤起全国投入实现农业生产根本变革之斗争的领导能力。

报告就党的八大以来在我们党下大力量的重大国事——人民的住宅建设方面取得辉煌成就予以了评价。

建设部门在和盛地区再建１万套住宅，为在即将到来的太阳节之际让首都市民迁入新居提供了保证，而且青年建设者果敢推进西浦地区４１００多套住宅建设，建成了被称为前卫大街的新的青春大纪念碑。

我们人民军把对党和人民的无限忠诚和绝对无条件执行命令指示当做生命，不仅承建首都住宅，而且过去４年来在检德地区修建２万多套住宅，创造了山区峡谷新城市的新景点，还保证江东温室农场建设工程到２０２４年的２月节日前圆满完工。

农村住宅建设计划为比２０２２年多两倍以上的５．８万多套，４０多个市和郡已结束项目建设，其他市和郡也将到新年度春季基本上完工既定住宅建设。

报告概括了在攻占国民经济发展十二座重要高地的斗争中，基础工业部门取得明显的生产增长，许多整顿充实项目圆满落成竣工等取得令人鼓舞的成果。

龙城机械联合企业的工人阶级把党中央委员会交给的机械产品生产转化为第二个千里马精神创造过程、群众性技术创新过程，出色制作大型压缩机来创造前所未有的革新成果，给潜在经济部门的失败主义和技术神秘观点以沉重的打击，以果敢的实际行动证明了我们党政策的正确性和生命力。

龙城的工人阶级在生产大批专项设备的情况下也开展自力更生、坚韧不拔的斗争，制作出大型压缩机向此次全会献礼，党中央委员会对他们的英雄殊勋予以了高度评价。

报告谈及，金策钢铁联合企业的节能型吹氧法熔炉建设项目和多台１．５万m³／ｈ氧气发生器的安装工程、黄海钢铁联合企业的感应炉安装工程、清津炼钢厂的垂直式氧化焙烧球团矿炉建设工程、殷栗矿山的西海里分矿山开发项目已圆满结束且正式投产，并评价２０２３年为在实现冶金工业部门主体化现代化方面取得大飞跃的一年。

化工部门把生产供应氮肥领先于农业生产作业，保证服务于西海地区温室农场的顺川化工联合企业营养液肥料厂竣工投产，结束南兴青年化工联合企业的尿素合成工序增设和净化工序扩充工程，还完成输电线工程，为大幅增加化肥产量提供了实际保证。

电力工业部门夯实各火电厂的物质技术基础，提高各水电站的发电效率，不折不扣地按需完成每月生产计划，并强力推进对主要输电线路建立最优化电力系统的工作，减少巨大的电力途中损耗，建立超高压铁塔加工工序，也是很有意义的成果。

介川地区煤矿联合企业慈江道供应煤矿猛烈燃起新世纪社会主义爱国煤增产运动的火炬，以它为着火点，煤炭工业部门掀起连带革新烈火，这成为了大力推动全盘国民经济增产斗争的起爆剂，也给我们党带来了极大的力量。

报告评价说，开采、建材、林业、轻工业、水产业、铁运部门等经济部门正确无误地完成国民经济计划，同时加快执行整顿充实战略，打开了能够大幅提高现行生产和远景生产的突破口；信息产业、国土环境和城市管理部门也积极推进了加强物质技术潜力的迫切的基础性工作。

总书记同志总结２０２３年是科技部门加倍努力取得新的革新和变化的一年，并指出，宇宙科技领域取得了今年最值得自豪的科技成果。

我们的科技工作者把党的战略构思和意图当做坚定的信念，抱着靠我们的智慧和技术一定要征服宇宙的殊死决心，不怕失败，顽强拼搏，终于创造了成功发射侦察卫星的惊人事件。

这充分显示了只要是党和革命的要求，只要是为了增强国力，就一定会攻克任何科学堡垒的我国科技工作者所具有的革命本色和聪明智力。

今年，我们建设教育强国、人才强国的教育事业中发生一次大革命，是无可比拟的自豪成就。

肩负国家的百年大计、国家发展繁荣之前途的教育部门在全面实行阶段推行数十年来一直存在的教育结构改进工作，以给学生提供更先进的教育、实用性教育，而且在教育内容、形式和方法方面也取得了许多崭新而革新的质变。

今年在夯实教育部门物质技术基础的工作中也取得了明显的进展，包括新建坚决保证国家教育发展的教育科学研究中心基地——教育研究院，现代化改建金日成综合大学科学图书馆，全国有１６０多所学校和幼儿园在样板水平上得到新建或改建。

报告指出，保健卫生部门和体育部门也为带来２０２３年的新变化做出了特色贡献。

增进人民健康和治疗预防工作中具有重要意义的制药厂、医疗品厂和疾病预防专门设施新建落成，从而进一步加强保健卫生部门的物质技术基础，营造了有利于发展经济、稳定民生的环境。

世界卫生危机爆发近４年后，我国运动员首次参加国际比赛，在第１９届亚运会、第２２届跆拳道世锦赛和２０２３年国际举重联合会大奖赛中摘得很多奖牌，陆续刷新世界纪录，让我们的国旗高高飘扬在世界舞台，给全国人民带来了巨大的勇气和鼓舞。

报告指出，各道大力开展贯彻落实党的决议的工作，在发展地区经济、改善民生、创造文明方面取得了进展。

报告评价说，特别是，黄海南道掀起教育和思想斗争热潮，努力消除过去在农业生产中出现的各种弊端，增强科学种田推进组的作用来完成收购粮食计划，这是农业生产的主人——道内各市郡党委员会、农业部门党组织、工作人员、农业劳动者和人民比谁都很辛苦的结果。

无论任何道都全年持续坚持为建设在党中央全会决议所反映的科技图书馆、学生校服厂、制鞋厂和标准药店、现代化改建高丽药厂、推行育儿政策而热火朝天的高昂斗争气势和工作态度；发电站、畜产农场、少年团夏令营、露天剧场、大学、传染病预防院、基础副食品厂、山林科学研究所、奶牛牧场、航空俱乐部等既能满足长远而当前的经济需求和保障当地居民生活便利，还符合新时代建筑美学要求的许多项目拔地而起。从而，２０２３年成为了在各地方值得夸耀的创造物显著增多的名副其实的变革之年。

总书记同志总结２０２３年度斗争时说，我们的政治思想威力得到空前加强，是最有意义的成就。

首先，在国家政权活动和加强人民政权的工作中取得了划时代进展。

在今年９月举行的第十四届最高人民会议第九次会议上，在共和国宪法明文规定国家核武力强化政策，是奠定永远保证我们国家和人民安全的法律基础，把国家的尊严和战略地位提升到最高境界，同时给敌人予以沉重致命打击的政治事件，这将载入祖国史册。

根据党的政策要求和现实，进一步具体细化法规与规章，一个不漏地找出法律上尚未规定的空间并采取弥补措施的法制工作日益加深。在此背景下，新制定或修改补充朝鲜民主主义人民共和国金融监督法、灌溉法、高才教育法、生产力配置法、公务员法等１１０多项部门法规，从而有了进一步巩固我们优越的国家社会制度的法律保证。

由于各级人民会议议员选举方法朝着加强民主方向得到改进，以使突出共和国的爱民性质，进一步加强政权机关工作。因此在今年１１月举行的各道、市、郡人民会议议员选举转变为进一步提高和激发人民要积极关心和参与国家大事的公民觉悟和爱国热情的过程。

与此同时，在党、国家和人民面前完全负责人民政权机关工作的各道、市、郡人民委员长第一次讲习会作为党中央委员会的工作深入进行，这也成了进一步提高我们的权力机关、政权机关作用的重要契机。

今年我们没多少召开大会，但与参加朝鲜少年团第九次代表大会的少年团员代表一起迎接新年，并与第五次全国母亲大会参加者一起有意义地度过一年工作收尾时期，这可以说是今年的重要特征，也在突显我们斗争的真正目的和性质方面具有很大意义。

报告谈及，在全国全体人民的保卫祖国、捍卫革命的高度热忱下，捐献爱国粮运动和舰船捐献运动等社会主义爱国运动、革命的群众运动蓬勃兴起，冠名为“少年”号、“大学生青年”号、“职盟”号、“农劳盟”号和“女盟”号、“副射手”号的火箭炮、装弹车、客车被赠送。

在群众性爱国运动如火如荼的过程中，成长了先为党、革命和祖国着想，心里充满为国家分忧添砖加瓦的热情的爱国者大部队，是与万贯金钱也无法比拟的最重大政治成果。

连续超越历届水平，以朝鲜人民军建军７５周年、祖国解放战争胜利７０周年、共和国成立７５周年为契机三次隆重举行的阅兵式等多项大政治军事庆典向全世界大力显示了我们党、国家和人民的尊严和权威、一心团结的真正面貌。

报告还总结了２０２３年在进一步增强我们党的革命性面貌和战斗力工作中取得的新进展。

通过贯彻落实新时代五大党建设路线的斗争，研究并实行了可靠保证我们党的组织思想巩固化和战斗力强化百年大计的最核心的党的工作体系和方法。

成立并派遣得力的党员大队帮助两江道农村住宅建设的工作和党中央委员会各部门、省和中央一级机关负责提振落后农场的工作在全党范围内统筹部署落实。这是上级帮助下级、一同发展落后单位的我们党传统的工作方法的彻底体现，也是在我们党的工作中取得的又一个可贵成果。

报告指出，在加强对敌斗争和国防力量，坚决维护国权和尊严方面取得了巨大成就。

在进一步促进国家防卫力量的重要组成部分、超强力战争遏制力——核武器发展过程中，多次成功进行洲际弹道导弹“火星炮－１７”型和“火星炮－１８”型试射和发射训练，验证了其可信度和优越性，并出于长远角度确定了我们共和国战略武装力量建设方向。

进攻性地组织进行旨在压倒性地遏制敌人疯狂的战争演习活动的战术弹道导弹和巡航导弹发射训练等一系列重要军事活动，成功开发无人侦察机和多用途无人机，并通过新建造的潜艇下水典礼充分显示了共和国武装力量大无畏的临战态势和发展面貌。

尤其把我国第一颗侦察卫星“万里镜－１”号成功送入轨道，拥有宇宙侦察资产，是在落实党的八大提出的共和国武装力量现代化先决重大任务中取得决定性进展，把我们国家战略实力提升到新的高阶段的一大壮举。

报告指出，我们党在对外工作中坚持自主立场和原则性，主动运用外交战略，结果，国家的尊严和威望空前提升，针对美国及其追随势力毒辣的阴谋活动坚决维护了我们国家的主权权利。

总书记同志说，总而言之，２０２３年是从提升国力方面，还是从宣扬国威方面，在共和国的光荣发展历程上迈出一大步的名副其实的转变之年、伟大的变革之年，并向忠诚拥护党的思想和领导，以坚强的奋发力和果敢的努力大力推动复兴发展新局面的我们的劳动党员、诚实的劳动群众和人民军官兵的英勇斗争表示了崇高敬意。

报告出于我们党为争取今后的快速前进和发展比成果和经验更关心缺点和教训的革命立场，从批判和发展角度全面透视年中工作，冷静地分析和总结了滋生的缺点。

总书记同志强调，全体全会与会者要深刻认识到２０２３年斗争的自豪和骄傲、今后我们工作中必须解决的问题，在创造国家全面复兴新胜利之历史的２０２４年工作中尽到所肩负的责任和作用。

内阁总理金德训、最高人民会议常任委员会委员长崔龙海、党中央委员会部长李哲万、国防相强纯男、党中央委员会组织书记赵甬元检查和总结本部门工作情况，并向全会提出对策问题，一些部门领导干部提出了书面发言。

目前，五年计划期间剩下了两年。

在这两年的期间里，我们要以倍加的奋发和奋斗来证实党的八大决定的斗争方针和一路走过来的前进历程是千真万确的；要取得更大的成就来向党代表大会总结自己的斗争。

今后我们的总的斗争方向是，进一步扩大和积极运用以顽强斗争取得的有利形势和局面，成功落实党的八大所提斗争纲领且为将来的新的进展搭上跳板。

我们要以过去３年来的成果和经验为基础，把剩下的两年变为一边扎实执行党的八大决议，一边为下一个阶段的新的发展做好准备的有效过程。

尤其是，要从下一年开始致力于解决贯彻落实党代表大会决议中未完成或卡脖子的问题，从而使至今的成果更加扩大、发挥实效，把所有既定课题转变成光辉的成就。

２０２４年是要在社会主义建设的整个战线进一步掀起进攻热潮来确定党的八大所提斗争目标占领之胜算的决定性年份。

也就是说，到２０２４年年末之前，所有部门和单位要提供执行五年计划的切实实践担保。

我们已果敢突破最艰苦而严峻的考验，要为此充满自信，进一步恢弘士气、奋发图强，争取新的有意义的成果来装点２０２４年。

总书记同志说，要优先注目的问题是，加强国家行政经济工作体系和秩序，并具体阐明了内阁根据宪法所赋予的全盘国家管理机关的任务，振兴国家经济命脉，牵引有目的、有方向的经济发展方面所面临的原则问题和实践途径。

他重点指出，国民经济各部门要快马加鞭地增加生产，抓紧完成整顿充实项目工作，新年度也继续重视十二座重要高地，对此集中力量，还提出冶金、化学、电力、煤炭、机械、铁运等基础工业部门要执行落实的重点任务。

结论把在第八届党中央委员会工作期间使机械工业的母体——龙城机械联合企业转变为现代化的标准、样板并以此为经验在新的五年经济发展计划期间实现大安重型机械联合企业、乐元机械综合企业等重要机械厂现代化改造确定为我们党现阶段的机械工业发展方向，阐明了为其实现的途径问题。

结论谈及在进一步有魄力地推进首都建设和第八届党中央委员会作出历史性决断着手执行的重大任务——农村住宅建设方面的各项任务以及为实现党中央酝酿的雄伟建设蓝图的实践问题。

结论还指出，国土环境保护部门和城市管理部门要扎实落实五年计划内的分阶段任务，所有机关企业按年度强力执行救灾应急工作。

总书记同志提出了持续增大农业生产力的具体任务和途径，包括基于对国家整体农业基础设施情况和农业技术力的调查评估，明确制定农机发展战略和各阶段目标，大力推进农业的机械化进程，完善国家灌溉系统，持续发力推进海涂建设等。全国进一步营造社会支农氛围和风气，严明粮食管理纪律，根据小麦产量增加，在一些地区修建现代式小麦加工厂，改进小麦加工技术来提高产品质量。

结论提出了轻工业部门在２０２４年要坚持把提高大众消费品、基础副食品质量作为首要任务来忘我地进行生产斗争，促进轻工业工厂和地方工业工厂现代化改造项目，发展养蚕业部门，改进商业、餐饮业、服务行业工作方面的任务。

结论还提出了水产部门积极进行远洋捕捞作业，养鱼养殖部门增加品种数量和鱼类数量，尤其大搞海洋养鱼业来增加水产品产量等摆在水产部门面前的任务以及在第八届党中央委员会工作期间给首都市民提供更加文明滋润的生活条件和环境的对策问题。

总书记同志强调，文化部门是在争取社会主义全面发展的当前斗争中占有重要位置且理应发挥引领作用不断向前跃进的部门，从过去三年，尤其从２０２３年的工作中吸取教训、积累宝贵经验，以此为基础在文化建设各领域更有力地迈出进军步伐。

结论提出了树立针对性地划定牵引力强的尖端科技发展核心计划并集中投入科研力量加以执行的体系，统筹部署管理科技发展等以科技力量的不断增大、重视科技的实际生命力来促进社会进步与国家全面复兴的重要目标和途径。

结论强调，要在专业相关科目中采用研究型教学方法、研究型学习方法，进一步细化多样化实用化教育内容和方法，为执行党的政策提供教育学保证，从而使２０２４年成为我国教育赶超先进国家水平的更大的变革之年。

结论还强调，要正确实施我国的人民保健、社会主义保健卫生政策，进一步夯实保健卫生部门物质技术基础；坚守思想文化战线第一线的文学艺术、新闻出版部门要在２０２４年开创自己发展新全盛期，继续激发全党、全国、全民空前高昂的气势；体育部门则要继续扩大在２０２３年里取得的骄傲成就。

结论阐述了人民政权机关、检察、社会安全机关等执法机关在巩固并发展革命的宝贵胜利果实、强大的政治武器——我国的国家社会制度方面的政策任务及更加蓬勃地、有魄力地组织开展群众团体工作的实践途径。

总书记同志分析和评估濒临核战争边缘的朝鲜半岛地区的危险安保环境和敌对势力的军事对抗活动性质，做出了进一步加快推动国家防卫力量激进发展的重大政策决断。

今年以来，美国及其追随势力的反朝对抗阴谋活动依然恶毒地进行，其冒险性、挑衅性和危险性是史无前例的，敌人的狂热达到极限。

一直诱发并继续加剧朝鲜半岛地区不稳定局势的美国在一年即将过去的这一时刻也仍对我们国家施加各种形式的军事威胁。

南朝鲜鬼子和日本鬼子在实行反朝敌对政策方面扮演起“忠犬”角色。美国更加执拗地拉拢这些最忠实的走狗企图扩大双边、三边合作，加快建立反朝共助体制。美国此举完全符合处于安保不稳定状态的南朝鲜鬼子的利害关系，因此，今年以来创新高。

美国总统公开声称我国“政权终结”，同南朝鲜鬼子炮制反朝核对抗纲领——所谓《华盛顿宣言》，而且新设并启动旨在实行核武器使用共同计划的“核磋商小组”，甚至借此当着世界的面公然极力推行反朝核战争阴谋活动。

美国经常同日本、南朝鲜鬼子凑在一起答应长期性反朝阴谋勾结，并讨论应对方案、实现三方训练的年例化等拿出针对我们的所谓“威胁”的荒唐借口，疯狂热衷于加强三角共助体制。美国的挑衅性态度正在迫使朝鲜半岛局势濒临更难以预测的危险状态。

不可忽视的是，超大型战略核潜艇时隔４０多年重新进入、核战略轰炸机史上第一次着陆南半部；不时地派遣超大型核动力航母打击群等。由于各种美国核战略手段连续投入到朝鲜半岛地区，南朝鲜完全变成美国的前方军事基地、核兵工厂，加上各种规模的联合军演也创下“历史规模最大”“史上最高”记录，在整整一年里不断得到扩大和强行。

今年美军方流氓和日本、南朝鲜鬼子一起进行的联合军演次数较去年同期增至两倍。这一事实也清楚地表明，美国为了一定要实现同我们共和国的军事对抗的目的，正在更加疯狂地加紧做好其准备。

就在几天前，美国鬼子把南朝鲜傀儡叫到华盛顿召开“核磋商小组”第二次会议，向世界公布，将明年中期前制定完成有关“核战略策划运用的指针”并建立“延伸威慑体制”且在８月的大规模联合军演期间进行核作战演习，与此同时，向朝鲜半岛再次派遣核动力潜艇，以此在这一年即将过去的时刻也发起了挑衅。

现实表明，美国已成痼疾的反朝敌对行为不局限于修辞学上的威胁或示强性目的，而演变成实际性军事行动，最终明确发展到有可能引发双方武装冲突的实行阶段。

结论指出，尹锡悦傀儡政权上台以来一直走下坡路的北南关系，近年来因逆贼更可恶的反朝对抗妄动导致不信任和敌意叠加，甚至造成了在形式上起着防止武装冲突这一微不足道作用的９·１９北南军事领域协议都被撕毁的结果。

尤为引人注目的是，尹锡悦傀儡集团把非法无理的幽灵机构——“联合国军司令部”扩充为跨国战争工具来为发动第二次朝鲜战争做准备，自取毁灭地企图策划与我们形成“实力平衡”来对抗到底。

近期，随着南朝鲜傀儡军方头子连续被更替为极端好战分子，敌人在军事分界线地区的挑衅妄动变本加厉，整个傀儡军兵力趋于重组和增强的事实等，日趋公开化的激进性军事动向明确是不纯的侵略战争企图的表现。

总书记同志说，正如一切事实所证明，美国及其特等走狗的对抗本色从丑恶的本质上丝毫没有改变，反而更趋露骨，变异得更恶劣。

密切注视敌对势力时时刻刻加剧朝鲜半岛地区危险安保环境的对抗军事行为，就可以确定“战争”一词对于我们来说是现实性实体，而不是抽象的概念。

现在的严重局势要求我们共和国，越是敌人疯狂猖獗，越要继续加快完美具备压倒性战争应对能力、彻底做好万全的军事准备，以一举遏制敌人任何形式的挑衅和行动。

人民军要严密注视并敏感地管理逐渐变为尖锐的朝鲜半岛安全状况，始终保持压倒性姿态予以应对，进一步切实采取军事措施坚决维护国家安全，并为迅速应对万一会发生的核危机事态，在有事时动员包括核武装力量在内的所有物理手段和力量平定整个南朝鲜领土的大事变继续加快做好相关准备。

结论谈及，军工部门进一步扩充在国防工业自立基础强化和武器装备开发生产中取得的成果，可靠保证我们党的国防发展战略成功落实。

结论强调，核武器部门要夯实可持续增加核武器生产的牢固基础，大力开展完成２０２４年度核武器生产计划的果敢斗争，并提出了导弹开发及生产部门的重点目标和战斗任务。

结论阐明宇宙开发部门基于２０２３年成功发射并运用第一颗侦察卫星的经验，在２０２４年追加发射３颗侦察卫星的任务，还全面采取大力推动航天科技发展的国家措施。

结论提出大搞第二次造舰工业革命，提高海军的水下水上战力，短期执行在完成国防力量发展五大重点目标中尚未完成的任务为造船工业部门的中心任务，并强调，无人航空工业部门和探测电子战部门要根据现代战争的特点，开发和生产各种无人武器装备和威力强大的电子战手段。

结论就担当国家防卫一部分的民间防卫武装力量部门不断革新训练内容和方式以主动积极地应对敌人的任何战斗行动手法，进一步提高工农赤卫军指挥人员的作战指挥水平和队员的战斗行动能力等完善战备提出了一系列任务。

总书记同志深入分析２０２３年国际政治地形和力量对比中发生的巨大地缘政治变化、当前国际形势的基本特点和朝鲜半岛地区的对外环境，提出对外工作部门要狠抓的战略战术方针，并阐明了要重新确定对北南关系和统一政策的立场，大胆改变对敌工作的政策。

对外工作部门要主动地、有策略地应付变化发展的国际形势，本着维护党的尊严、增强国威、捍卫国家利益的原则，谱写与强国地位完美匹配的共和国外交史。

总书记同志提出了致力发展同社会主义国家执政党的关系，进一步扩大加强国家的对外领域，并适应变迁的国际形势，进一步发展同坚决反对美西方霸权战略的反帝自主国家的关系，更加巩固我们国家的支持声援基础，并以国际规模果敢开展反帝共同行动、共同斗争的任务。

要一贯坚持强对强、正面输赢的对美对敌斗争原则，实施高压攻势的超强硬政策。

今年，我们针对美国及其追随势力疯狂的核战争威胁骚动，重申将以核制核、以正面对抗回答正面对抗的坚定不移的对敌应对意志，并压倒性地实施彻底的战争遏制力迫使敌人深陷不可回避的安保危机和恐怖。

不管敌人企图做什么，都要以超越它的超强硬应对；不管做出任何选择，都要使用压倒它的强大武力压制敌人，这是我们坚定不移的对敌斗争原则和方式。

结论在冷静分析只重复不信任和对抗的令人痛心的北南关系历史的基础上，提出了根本改变对南部门政策方向的路线。

目前，朝鲜半岛因美国和南朝鲜鬼子冒险的反朝对抗狂热和军事挑衅活动，时常处于无法控制的危机状况。

在双方大批武力针锋相对的军事分界线地区，任何微小的偶发因素有可能引发物理冲突并扩大到大战，这已成为众所皆知的事实。而且，现在最敌对的两个国家在朝鲜半岛并存，这是谁也不可否认的事实。

纵观历届傀儡政权的政策，这种不正常事态并不是和突变一样的偶然现象，是北南关系史上的必然结果。

不是十年，而是长达半个世纪以上的漫长岁月里，我们党和共和国政府阐明的统一祖国思想和路线以及方针一向是最正确、最合理、最光明磊落，因此获得了全民族的绝对支持和赞同以及世界的共鸣。但这些没有一个结出了成形的果实，北南关系只反复了接触与中断、对话与对抗的恶性循环。

历届南朝鲜当政者出台的“对北政策”、“统一政策”有一脉相通的一个共同点，那就是我们的“政权崩溃”和“吸收统一”。到现在，傀儡政权虽有十多次易帜，但“基于自由民主体制的统一”基调丝毫没变并传承至今，这就是确凿的证据。

总书记同志说，不管傀儡喊“民主”，披上“保守”外衣，他们要搞垮我国制度和政权的阴险野心毫无改变。大韩民国把与基于一个民族、一个国家、两个制度的我们统一祖国路线形成鲜明对比的“吸收统一”、“体制统一”定为基本国策，和他们打交道，永远不能实现国家的统一。这是回顾长久的北南关系时我们党发现并做出的总体结论。

此时此刻，南朝鲜傀儡口无遮拦，扬言我们共和国和人民是要收复的大韩民国的领土和国民，实际上，在所谓大韩民国宪法上公开写入了“朝鲜半岛及其附属岛屿属于大韩民国的领土”。

现实迫切要求我们重新确定北南关系和统一政策的立场。

现在是我们必须承认现实，而且需要与南朝鲜傀儡明确划线的时候了。

我认为，把宣布我们为“主敌”并勾结外部势力窥视着“政权崩溃”和“吸收统一”机会的败类看成和解与统一的对象，这是我们不该再犯的错误。

因为同族这一修辞学上的术语，我们与只不过是一个美国殖民地走狗的怪族讨论统一问题，这同我们的国格和地位毫不相称。

说起现在的南朝鲜，它只不过是政治完全失踪，整个社会被美国式文化所浑浊，国防和安保完全依靠美国的半身不遂的畸形体、殖民地附属国。

北南关系再也不是同族关系、同质关系，而且完全固定为敌对的两个国家关系、战争中的两个交战国关系。

这就是反映当前北南关系的现况。

结论强调，要冷静地观察并承认现实，将采取整理和改编党中央委员会统一战线部等对南工作部门一些机构的措施，根本改变斗争原则和方向。

结论严正宣布，若美国和南朝鲜最终企图要与我们进行军事对抗，我们的核战争遏制力就毫不犹豫地采取重大行动。由于敌人冒险的侵朝挑衅活动，在朝鲜半岛随时可能会爆发战争，对敌、对外工作部门将之视为既定事实，有远见地做好准备，将与我军要平定整个南朝鲜领土的强有力军事行动统一步伐。结论提出了这方面的一些重要任务。

总书记同志表示确信，由于有无限忠于党和革命事业的全党数百万党员、全国人民和人民军官兵坚韧不拔的坚强斗志和努力，２０２４年也在党和国家全盘工作以及朝鲜式社会主义建设事业中再次创造彪炳青史的伟大变革，并热烈呼吁大家满怀对胜利的自信和无限热情，更加努力奋斗。

敬爱的金正恩同志的纲领性结论是实现我们党的事业、社会主义事业的继续革新、连续跳跃之指针。全体与会者以热烈的“万岁！”欢呼声和掌声表达了绝对支持和赞同。

敬爱的金正恩同志的历史性文献阐明以周密细致而果断的革命实践切实贯彻落实朝鲜式发展战略的新年度前进方向和斗争方针，是在强力引导我国革命蓬勃发展，提前迎来国家复兴新时代方面的不朽战斗旗帜。

全会就第二个议程《关于强化责任落实为学生少年的社会主义政策》进行了讨论。

敬爱的金正恩同志做了报告。

总书记同志谈及，在党的八届四中全会上通过有关向全国所有学生一个不漏地供应优质校服和书包的决议，按年度抓紧落实的工作情况，并具体分析了２０２３年度校服、书包、鞋类生产及供应情况。

总书记同志一再强调，党和国家负责保障学生必需品是朝鲜劳动党的一贯政策、共和国的永恒国策，并提出了轻工业省等有关机关、各级党政机关和各地校服生产单位在新年度依旧作为全党全国性工作强力推进学生校服、书包、鞋类生产和供应工作方面要坚持的原则问题及其实行途径。

总书记同志说，为我们学生少年的工作，与其说是经济业务工作，倒不如说是保证我们祖国辉煌前途的政治工作，孩子们的欢声笑语就成为社会主义制度的象征、朝鲜式社会主义的形象，并谆谆嘱咐，全体干部要负有真正革命家的根本性纲领、神圣的义务，在我们党不惜下千万工分、亿万工分的重大革命工作中进一步提高责任和作用。

全会作为第三个议程讨论了《关于党中央检查委员会２０２３年度工作情况》。

全会审议党中央检查委员会２０２３年度工作情况，并认为，在从财政物质上保证我们党纪律建设路线执行、党的工作和活动方面圆满完成了自己的任务。

全会就第四个议程决定组成国家预算审议小组，审查并审核２０２３年度国家预算执行情况和２０２４年度国家预算案。

全会作为第五个议程，讨论《关于当前增强党的领导职能的一系列措施》并一致表决通过了相关决议书。

全会讨论了第六个议程组织问题。

全会罢免和补选了朝鲜劳动党中央委员会委员和候补委员。

全会进行为期２天的各部门小组研究及协议会，根据朝鲜劳动党总书记同志所作的纲领性结论的思想和精神，策划确定了新年度斗争任务的彻底正确执行计划。

党中央委员会政治局成员分别主持了各部门小组研究及协议会。

各部门小组研究及协议会认真研讨了有关进一步巩固和扩大发展党的八大决议贯彻战２０２３年斗争成果的问题，并在此过程中提出了许多创新性、建设性意见。

朝鲜劳动党第八届中央委员会第十八次政治局会议１２月３０日召开。

党中央委员会政治局审核各部门小组研究及协议会综合的意见，决定修改补充决议草案后，提请全会批准。而且，审核国家预算审议小组的２０２３年度国家预算执行情况和２０２４年度国家预算案审议情况，决定汇报全体会议。

党中央委员会政治局一致认为，在新年度也继续致力攻占对经济发展和民生改善具有关键意义的十二座重要高地，是巩固和维持２０２３年的成果且保证全盘经济增长趋势的重要问题。由此决定把重要高地目标提请全体会议批准。

全会上，内阁总理金德训汇报了党中央委员会政治局会议的结果。

全会一致表决通过了《关于切实贯彻落实党的八大所提五年计划的２０２４年度任务》的决议。

全会最终审核２０２３年度国家预算执行情况和２０２４年度国家预算案，并批准将之提交第十四届最高人民会议第十次会议。

敬爱的金正恩同志肯定地说，历史性的１２月全会正确适应革命的要求和主客观形势，坚持更为慎重的态度决定２０２４年斗争方向并通过了相关决议，从而为使朝鲜式社会主义全面发展期掌握坚定方向性，以革命的蓬勃前进取得更大成果提供了有力的斗争武器。

总书记同志说，要以爱国团结一致为完成党的八大所提的斗争目标更加努力奋斗，这是本届全会的基本思想、基本精神，并强调我们要满怀对自己力量、自己事业的信心，把同伟大的人民一起鼓起百倍的勇气、发挥豪迈的奋斗精神，取得空前宝贵胜利和成就的２０２３年的光荣更加光辉地连接到２０２４年。

总书记同志说，只要全党的党组织和全体干部紧密团结在党中央委员会周围，忠实履行国家和人民所赋予的神圣使命和任务，重重考验和困难就会被克服，朝着实现宏伟理想和目标奋勇前进的我们的事业就会进一步得到促进。
