KPA Marshal Ri Pyong Chol on DPRK’s Tough Stand on U.S. Provocation
Marshal of the Korean People’s Army Ri Pyong Chol, member of the Presidium of the Political Bureau of the Central Committee of the Workers’ Party of Korea (WPK), secretary of the Central Committee of the WPK and vice-chairman of the Central Military Commission of the WPK, made public a tough warning stand through the Korean Central News Agency on April 17 on the fact that the U.S. and its followers are going to forcefully call another open meeting of the UN Security Council to take issue with the DPRK over its measures for bolstering up the military capabilities for self-defence.
His statement on the stand is as follows:

I strongly denounce the U.S. attempt to pull up the DPRK over the exercise of its deserved right to self-defence, describing it as a “provocation” and “threat”, by instigating the UNSC, as an undisguised disregard for the sovereignty of the DPRK and an obvious interference in its internal affairs.
The DPRK’s development of new-type strategic weapons is just a legitimate measure for bolstering up the self-defensive capability to defend the DPRK from the ever-increasing military threat by the U.S. and long-term security concerns in the region, deter a war and safeguard the life and future of the peaceable people.
This year the U.S. and the south Korean puppet group of traitors have staged ceaseless large-scale joint military exercises simulating a preemptive nuclear strike and all-out war against the DPRK, spouting such most hostile and aggressive remarks as “occupation of Pyongyang”, “beheading operation” and “end of the regime”, which admits of no excuse for its clear nature. In June they are going to stage another largest-ever “combined joint fire annihilation drill” in south Korea to drive the situation to the brink of explosion.
The U.S. staged a combined air drill with the south Korean puppet clique on April 13 and 14 with the involvement of nuclear-capable strategic bombers. It is a clear proof that nuclear threat and blackmail against the DPRK have reached a level that can never be overlooked.
It is quite natural for the DPRK to make efforts to have more powerful means of self-defence to cope with the prevailing grave situation and long-term threat. Only then will it be possible to maintain the balance of power and put under control the security situation on the Korean peninsula.
It is a clear expression of double standards and a serious insult to the sovereignty of the DPRK that the UNSC tries to take issue again with the DPRK over the exercise of its legitimate right to self-defence only, failing to express even an iota of concern over the U.S., the chief culprit of the aggravating situation on the Korean peninsula.
If the UNSC is truly interested in ensuring peace and stability on the Korean peninsula, it should call into question the U.S. illegal high-handed and arbitrary practices and all sorts of arms buildup and muscle flexing by it that escalate tensions, on the principle of sovereignty equality, respect for sovereignty and non-interference in internal affairs specified in the UN Charter.
The U.S. is still obsessed with overconfidence in its own strength, not aware of the fundamentally changed mechanical structure of the DPRK-U.S. relations.
The U.S. should properly face up to the trend of the times, though belatedly, and stop at once its political and military provocations getting on the nerves of the DPRK.
If the U.S. persists in the acts of endangering the security environment on the Korean peninsula in disregard of the repeated warnings by the DPRK, the latter will take necessary actions to expose the former to a clearer security crisis and insurmountable threats.

El mariscal Ri Pyong Chol, miembro del Presidium del Buró Político y secretario del Comité Central y vicepresidente de la Comisión Militar Central del Partido del Trabajo de Corea, expresó el día 17 por conducto de la ACNC una posición de advertencia contundente a EE.UU. y sus acólitos que intentan volver a convocar de modo coercitivo una reunión abierta del Consejo de Seguridad de la ONU para criticar la medida tomada por la RPDC a fin de centuplicar la capacidad de autodefensa nacional.
Su posición va como sigue:

Condeno categóricamente como desprecio abierto a la soberanía nacional de la RPDC e intervención en asuntos internos el hecho que EE.UU. trata de abusar el CS de la ONU para describir nuestro justo ejercicio de derecho a autodefensa como la “provocación” y “amenaza”.
Nuestro desarrollo de armas estratégicas de nuevo tipo es, de punta a cabo, una medida legal para fortalecer la capacidad autodefensiva para salvaguardar el país de la recrudescente amenaza militar de EE.UU. y de la preocupación sobre la seguridad perspectiva de la región, para detener la guerra y para defender la vida y el futuro del pueblo pacífico.
Este año, EE.UU. y los traidores títeres surcoreanos soltaron unas tonterías empleando las expresiones más hostiles y de carácter agresivo como la “toma de Pyongyang”, la “operación de descabezamiento” y el “fin del poder” y libraron de modo sucesivo los ejercicios militares conjuntos de gran envergadura que suponen el golpe nuclear preventivo y la guerra total contra la RPDC. En junio que viene, desarrollarán otra vez en toda la extensión surcoreana los “ejercicios combinados de exterminio con el fuego conjunto” de gran tamaño, llevando así la situación a punto de estallar.
EE.UU. adiestró los días 13 y 14 junto con los traidores surcoreanos el entrenamiento aéreo movilizando los bombarderos estratégicos nucleares, hecho que muestra claramente que su chantaje nuclear a la RPDC llega a nivel intolerable.
Es muy natural nuestro esfuerzo por disponer los poderosos medios para la defensa legítima ante la situación dada y la amenaza perspectiva y de tal manera se puede mantener el equilibrio de las fuerzas y será controlada la situación de seguridad de la Península Coreana.
El CS de la ONU intenta cuestionar de nuevo el ejercicio legal de derecho a autodefensa de la RPDC sin expresar ninguna preocupación a EE.UU., culpable del empeoramiento de la situación de la Península Coreana, lo que es la pauta de doble rasero e insulto grave a la soberanía nacional de la RPDC.
Si tiene de verás un interés en garantizar la paz y la estabilidad en la Península Coreana, el CS de la ONU debe cuestionar primero la coacción, la arbitrariedad y el incremento de las fuerzas y la manifestación militar de toda clase de EE.UU. que exacerban la situación, ateniéndose a los principios de igualdad del poder, respecto a la soberanía y no intervención en los asuntos internos, estipulados en la Carta de la ONU.
El país norteamericano está colmado todavía de la confianza demasiada en su fuerza, sin sentir la estructura mecánica entre las relaciones Corea-EE.UU., cambiada radicalmente.
Debe juzgar correctamente la tendencia aunque sea desde ahora y poner inmediato fin a sus provocaciones política-militares contra la RPDC.
Si continúa los actos que vulneran el ambiente de la seguridad de la Península Coreana, sin prestar oídos a nuestras reiteradas advertencias, tomaremos las medidas de acción necesarias para que EE.UU. sintiera la más evidente crisis de su seguridad y la amenaza irreparable.

Член Президиума Политбюро ЦК ТПК, секретарь ЦК партии, зампред Центрального Военного Комитета партии маршал Ли Бён Чхор 17 апреля через ЦТАК опубликовал решительную позицию предостережения относительно попыткам США и их сателлитов опять принудительно созвать открытое заседание СБ ООН для того, чтобы поставить под вопрос наши меры по укреплению самозащитной обороноспособности.
Ниже следует полный текст письменной позиции предостережения маршала Ли Бён Чхора.
США и их сателлиты пытаются опять принудительно созвать открытое заседание СБ ООН для того, чтобы поставить под вопрос наши меры по укреплению самозащитной обороноспособности.
Решительно осуждаю попытки США изображать естественное пользование нашим законным правом на самозащиту как какую-то «провокацию» и «угрозу», поставить его под вопрос с использованием СБ ООН. Это открытое игнорирование суверенитета КНДР и явное вмешательство во внутренние дела.
Разработка нами новых стратегических вооружений последовательно является закономерной мерой по укреплению самооборонной мощи, нацеленная на защиту КНДР от наращивающейся военной угрозы США и перспективной тревоги в области безопасности в регионе, сдерживание войны и защиту жизни и будущего мирного народа.
В нынешнем году США и южнокорейские марионеточные предатели, неся вздоры такими выражениями самого враждебного и агрессивного характера, как «захват Пхеньяна», «операция по обезглавливанию» и «конец власти», которых никакими словами нельзя оправдать за свой совершенно очевидный смысл, непрерывно проводили крупномасштабные совместные военные учения, имитировавшие нанесение ядерного превентивного удара на нас и тотальную войну. Тем более пытаются опять форсировать в июне самые крупномасштабные в истории «объединенные совместные огневые учения для уничтожения» на территории Южной Кореи, чтобы привести ситуацию к грани чреватой взрывом.
США в течение двух дней – 13 и 14 апреля развернули объединенные воздушные учения вместе с южнокорейскими марионеточными предателями, задействовав ядерные стратегические бомбардировщики, – это является ясным свидетельством того, что ядерная угроза и шантаж в отношении нас достигли до недопустимого уровня.
В ответ на сложившуюся серьезную ситуацию и перспективную угрозу мы прилагаем усилия к обладанию еще более мощными самозащитными средствами, – это вполне естественно, а только тогда баланс силы может сохраняться и обстановка безопасности на Корейском полуострове может находиться под контролем.
СБ ООН даже не выражает озабоченности в отношении США – главного виновника обострения ситуации на Корейском полуострове, а, наоборот, опять пытается поставить под вопрос лишь пользование нашим законным правом на самозащиту, – вот это ясное проявление двойных стандартов и серьезное оскорбление нашего суверенитета.
Если СБ ООН действительно интересуется обеспечением мира и стабильности на Корейском полуострове, то нужно сначала поставить под вопрос незаконное насилие, произвол и обостряющие ситуацию всякие акции для наращивания вооруженных сил и вооруженных демонстраций США по зафиксированным в Уставе ООН принципам равенства суверенитета, уважения к суверенитету и невмешательства во внутренние дела.
До сих пор США не осознают коренным образом изменившейся механической структуры корейско-американских отношений и находятся в излишней уверенности в своих силах.
Хоть сейчас США должны правильно понимать общие тенденции и немедленно прекратить трогающие нас военно-политические провокационные акции.
Если США будут игнорировать наши неоднократные предупреждения и не прекращать дальнейших опасных акций, угрожающих обстановку безопасности на Корейском полуострове, мы будем принимать необходимые действенные меры, чтобы США чувствовали более ясный кризис безопасности и непреодолимую угрозу.

美国及其仆从势力策划再次强行召开联合国安理会公开会议，把我国自卫国防力量强化措施当做问题来讨论。
美国试图怂恿联合国安理会出面，把我国应当的自卫权行使描述成所谓“挑衅”和“威胁”，对之妄加指责，是对朝鲜民主主义人民共和国国权的露骨的无视、明确的内政干涉行为，我对此予以强烈谴责。
我们开发新型战略武器彻头彻尾是为了消除美国变本加厉的军事威胁和长远性地区安全关切，守护朝鲜民主主义人民共和国、遏制战争、保卫和平人民的生活和未来而采取的合法自卫力强化措施。
今年以来，美国和南朝鲜傀儡逆贼集团明目张胆地吐出百口难辨、十分鲜明的“攻占平壤”“斩首行动”“政权没落”等最敌视、侵略性质浓厚的言辞，接二连三地进行模拟对朝核先发制人打击和全面战的大规模联合军演，还企图将于６月在南朝鲜地区再次强行历来最大规模的“统合火力击灭训练”，促使局势进一步逼近一触即发的战争边缘。
美国于１３日和１４日再次动员核战略轰炸机同南朝鲜傀儡一起进行联合空中训练，这清楚地证明，对我们的核威胁恐吓已达到不可忽视的地步。
针对所造成的严重事态和长远性威胁，我们为拥有更加强有力的正当防卫手段做出努力是极其应当的，这样才能保持实力平衡，也能使朝鲜半岛安全状态留在控制范围之内。
联合国安理会对造成朝鲜半岛局势恶化的主谋——美国连忧虑都不表示，而只试图将我们合法的自卫权行使当做问题再次提到议程上，是明显的双重标准，是对朝鲜主权的严重侮辱。
若联合国安理会真正关心朝鲜半岛的和平与稳定，就应该本着联合国宪章明文规定的主权平等、尊重主权、互不干涉内政的原则，首先讨论美国的无法无天的强权和专横、加剧局势紧张的各种武力增强、武力示威活动问题。
美国尚未意识到从根本上改变的朝美关系的实力格局，沉醉于对自己实力的过信。
美国应正确判断大势所趋，立即停止刺激我们的政治军事挑衅行为，这为时不晚。
如果美国无视我们的再三警告，继续做出危及朝鲜半岛安全环境的行为，我们就将采取必要的行动措施，致使美国感到更加分明的安保危机和不可回避的威胁。
