Outpouring of Concern and Criticism in Japan – Fukushima Power Plant’s Discharging of Nuclear-Contaminated Water Condemned
Japanese authorities’ decision of August 22 to discharge Fukushima power plant’s nuclear-contaminated water into the ocean was followed by its actual execution against all odds on August 24.
In this regard, civil organizations are raising their voices of serious concern and criticism.
On August 22, citizens staged a protest in Tokyo against the discharge of nuclear-contaminated water. Despite the heavy rain, hundreds of protesters holding the placards “No discharge of contaminated water into the ocean!” gathered in front of the Prime Minister’s residence and chanted “Listen to fishermen’s voice” and “Do not sow the seeds of trouble for posterity” etc.
A meeting was also held in Hiroshima on August 24 regarding the Fukushima power plant’s discharge of nuclear-contaminated water into the ocean.
Participants conducted the signature campaign in protest at the unjust behavior of the authorities noting that they cannot conclude that no harm would be done to health; when an A-Bomb was dropped in Hiroshima numerous people suffered the aftermath of the “black rain” containing radioactive substances; stop discharging of the contaminated water; zero-tolerance to discharging of nuclear-contaminated water etc.
“National Liaison Association of the Second Generation of A-Bomb Victims”, an organization consisted of descendants of the A-Bomb victims held a press conference in Nagasaki and made public a statement, the keynote of which is that the A-Bomb victims do not tolerate the discharge.
“National Association Against the Nuclear Power Plant’s Discharge of Contaminated-Water” filed Tokyo local prosecution office an indictment insisting that the Prime Minister and the President of Tokyo Electric Power Holding Incorporation are suspicious for accidental homicide in the conduct of business and for damaging a building.
The indictment clarified that radioactive substances such as tritium cannot be removed by the ALP purification method and that this has incurred damage to the health of a lot of people who eat seafood.
More than 150 locals of Fukushima Prefecture and Miyagi Prefecture brought the lawsuit against the state and Tokyo Electric Power Holding Incorporation to the Fukushima Court.
Noting that “they are infringing upon the rights to life of the citizens, making it difficult for the people in fishery business to recover their livelihood” the local citizens demanded the suspension of the discharging of nuclear-contaminated water into the ocean.
Moreover, the National Fishermen’s Cooperative Association, Aomori Prefecture Association of the social democratic party, Aomori Prefecture Peace Trade Union, civil organization in Fukuoka Prefecture and other parties concerned expressed their indignation, saying that discharging of the contaminated water in defiance of the voices of local citizens and fishermen can never be approved of; it is the violation of the law on protection of marine resources, a criminal act, and criminal proceedings should be opened for those in charge in Tokyo Electric Power Holding Incorporation and in the government.

En Japón tienen lugar continuamente las preocupaciones y críticas con respecto a la emisión forzada de las aguas radioactivas del Central Nuclear de Fukushima al mar
Las autoridades de Japón decidieron el día 22 de agosto la emisión de aguas radioactivas del Central Nuclear de Fukushima al mar y, el día 24, emitieron tales aguas radioactivas. Con respecto a esto se eleva la voz de fuere preocupación y crítica de las entidades civiles.
El día 22, en Tokio, se realizó la manifestación de protesta de los ciudadanos contra la emisión de las aguas contaminadas al mar. Aun en medio de las fuertes lluvias, centenas de participantes de la manifestación se reunieron delante de la residencia oficial del primer ministro con los carteles que llevan escritos “no emitan las aguas contaminadas al mar” y gritaron “presten el oído a la voz de los pescadores” y “no dejen el germen del mal a la generación venidera.”
El día 24, en Hiroshima, fue realizada la manifestación en contra de la emisión de las aguas radioactivas de la Central Nuclear de Fukushima. Las gentes que participaron en la manifestación protestaron al injusto proceder de las autoridades diciendo que no puede afirmar que no ocurrirán daños de salud, que cuando se lanzó la bomba atómica a Hiroshima muchas personas sufrieron por la “lluvia negra” que contiene las sustancias radioactivas, que suspendan la emisión al mar, que no se puede permitir la emisión de las aguas radioactivas, y realizaron las actividades de firma.
La “Asociación Nacional de Enlace de la Segunda Generación de Víctimas de la Bomba Atómica”, compuesta por los descendientes de las víctimas de la bomba atómica realizó la entrevista en Nagasaki y anunció la declaración de protesta del contenido de que no puede tolerarla como víctimas de la bomba atómica.
La “Asociación Nacional en contra de la Emisión de Aguas Contaminadas de la Central Nuclear” planteó que el Primer Ministro y el Presidente de la empresa eléctrica de Tokio son sospechosos de homicidio accidental en la conducta durante el trabajo y daño del edificio y presentaron la carta de denuncia a la fiscalía local de Tokio. La carta de denuncia aclaró que las sustancias radioactivas como el tritio no puede ser eliminada por el método de purificación ALP y esto perjudicó la salud de las personas que comen pescados.
Más de 150 gentes que viven en la Prefectura de Fukushima y Miyagi acusaron al Estado y la empresa eléctrica de Tokio al tribunal local de Fukushima. En la denuncia escrita demandaron el cese de la emisión de las aguas radioactivas al mar diciendo que “al mismo tiempo de que perjudica los derechos a la vida de los ciudadanos también obstaculiza la recuperación de vida de los interesados a la pesca.
Además de esto, la Asociación Nacional de Cooperativas de Pesqueros de Japón, la Asociación de la Prefectura de Aomori del Partido Social Democrático, la Unión del Sindicato de Paz de la Prefectura de Aomori, y las entidades civiles y los relacionados de la prefectura Fukuoka hicieron estallar sus indignaciones expresando como sigue.
Jamás se puede reconocer el método que ignora las voces de los habitantes y de los relacionados a la pesca y la lleva a la fuerza. Esta es una violación de la ley de protección de los recursos marítimos y un acto criminal. La empresa eléctrica de Tokio y los responsables del gobierno deben ser denunciados en la corte penal.

Непрерывные беспокойства и порицания вокруг форсированного выпуска ядерного стока Фукусимской АЭС в Японии
Японские гражданские организации повышают голос сильного беспокойства и порицания в связи с тем, что Японское правительство форсировало выпуск ядерного стока Фукусимской АЭС на море 24 августа, после того как принято решение на это 22 августа.
22 августа в Токио состоялась демонстрация жителей города против выпуска ядерного стока. Несмотря на ливневой дождь, сотни участников демонстрации собрались перед официальной резиденцией премьер-министра с плакатом на руках «Не выпустить стока на море!» и закричали «Прислушаться к рыбакам!» и «Не оставлять бедствие потомкам!»
24 августа в Хиросиме состоялся митинг против выпуска ядерного стока Фукусимской АЭС. Люди, присутствовавшие в митинге, собирали подписи, протестуя против неправомерного решения правительства со следующими фразами: Никто не может быть уверен, что не будет вреда для здоровья; многие люди страдали от «черного дождя» с радиоактивными веществами во время бомбежки на Хиросиме; прекратить выпуск на море; мы не можем допустить выпуск ядерного стока.
Национальное совещание второго поколения потерпевших от атомной бомбы, состоящее из потомков потерпевших от атомной бомбы, открыли пресс-конференцию в городе Нагасаки и опубликовали протестующее заявление, что они как потерпевшие от атомной бомбы не могут допустить выпуска ядерного стока.

Также Национальная кооперативная ассоциация рыбаков, Аоморийская ассоциация Социально-демократической партии, Аоморийский мирный профсоюз, гражданские организации и заинтересованные люди префектуры Фукуока выразили гнев со следующими словами: мы никак не можем признать форсированный метод, который игнорирует голос рыбаков; это нарушение закона о защите морских ресурсов; это преступление; нужно подать в уголовный суд ответственных лиц Токийской электроэнергетической компании и правительства и т.д.

日本当局8月22日决定强推福岛核电站污染水排海计划，24日开始实施，引起市民团体的强大忧虑和谴责。
22日，在东京举行了反对核污染水排海的抗议游行。
数百人冒着大雨聚集在首相官邸前，手举“不要把污染水排入大海”的横幅标语，高喊“要倾听渔民的声音”、“不要给后一代留下祸根”等口号。
24日，在日本广岛市举行了反对福岛核电站污染水排海的集会。
参加集会的人们主张，谁也无法保证此举不会危害人的健康，当原子弹投放到广岛时，许多人遭到含有放射性物质的“黑雨”带给的痛苦，绝不能容忍核污染水排入大海。他们要求当局立刻停止排海计划，并展开署名活动。
由原子弹受害者组成的“全国被爆二代团体联络协会”在长崎市举行记者招待会发表抗议声明称，作为原子弹受害者，不能容忍当局的排海计划。
“反对核电站污染水排海的全国联络会”主张，首相和东京电力公司总经理等人有业务上过失致死和建筑物侵害嫌疑，向东京地区检察院提出控告。控告书指出，就算利用多核种清除设备对已被放射性物质污染的水进行净化处理，也无法清除氚等放射性物质，对吃水产品的许多人的健康造成了危害。
在福岛县和宫城县生活的150多名居民向福岛地区法院控诉国家和东京电力公司，要求停止核污染水排海。还说，国家和东京电力公司侵害市民的生活权利的同时让渔业相关人员陷入生活困境。
此外，全国渔业合作社联合会、社民党青森县联合会、日本青森县和平工会、日本福冈县的市民团体及其相关人士表示愤怒，称无法容忍无视县民和渔业相关人员的声音、强推污水排海的做法，这违反了水产资源保护法，是犯罪行为，要针对东京电力和政府相关责任人提出刑事诉讼。（完）
