Speech of DPRK Representative to UN at Open Meeting of UNSC
The representative of the Democratic People’s Republic of Korea to the United Nations made a speech at an open meeting of the UNSC, which was held at the UN headquarters on Dec. 20 (Dec. 19 in U.S. local time) as regards the DPRK’s launch drill of ICBM conducted on Dec. 18.
The speech is as follows:
The U.S. and other hostile forces have persistently committed acts of military threat against the DPRK throughout this year. They are becoming all the more undisguised and extremely dangerous until this moment in December close to the year-end. The ICBM launch conducted by the DPRK this time is a warning counter-measure in the face of the grave situation.
This notwithstanding, the U.S. and a few countries blindly following it forcibly convened this meeting again to be recorded as a shameful one in the history of UN, while illegally and unlawfully taking issue with the DPRK which exercised the undeniable just and legitimate right of a sovereign state to self-defence recognized by international law including the UN Charter and equally conferred on all UN member states.
I strongly denounce and categorically reject the unfair abnormal practice repeated again at the UN Security Council to deal unjustly with the legitimate exercise of the right to self-defence of the DPRK, at the brigandish demand of the U.S. and its followers.
Only ten days ago, right here in this place, the U.S. wielded the veto on the draft resolution on the settlement of the Middle East situation on the ground that it “failed to mention the right of Israel to self-defence”, patronizing and shielding the Israel’s crime of civilian mass killings as a “legitimate exercise of the right to the self-defence”. Such being the case, it is a mockery of and disregard for the UN Charter and the height of tragicomedy in itself as the U.S. today picks on the DPRK’s exercise of the right to self-defence taken as a warning dimension to cope with its military provocation.
Had it not been for the intolerable provocation of the U.S. and ROK which introduced the nuclear-powered submarine into the region of the Korean peninsula, talking about the “end of regime” of the DPRK, against the aspirations and desire of the international community to send out this complex and unhappy year in tranquility, the representatives of the UN member states would not have sat in this absurd and unwarranted room to argue for and against the just exercise of the right to self-defence of a UN member state, while wasting precious time more needed for discussion of such substantial issues directly related to the maintenance of international peace and security as the mass killing atrocities of Israel, just around 10 days ahead of the new year.
At this juncture close to the year-end of 2023, the international community needs to seriously reflect upon whether the situation of the Korean peninsula this year could have reached such an extreme phase as today, if the U.S. and ROK had stopped the acts of military provocation against the DPRK, waking themselves from the illusion of the “extended deterrence posture”.
As witnessed by the world, this is bound to be recorded as the most dangerous year when the military security landscape of the Korean peninsula and the region plunged into an unprecedentedly serious crisis due to the frenzy of reckless military confrontation of the U.S. and its followers.
From the beginning to the end of the year, the U.S. conducted joint military exercises of clear aggressive nature one after another together with ROK such as “Ssangryong”, “Combined Joint Fire Annihilation Drill” and “Ulji Freedom Shield”. It also framed up the “Washington Declaration” which made it a policy to use nuclear weapons against the DPRK and set in motion the so-called “nuclear consultative group” whose mission is to plan, operate and implement the preemptive nuclear attack.
This year, the U.S. introduced 6 nuclear-powered submarines including the strategic nuclear submarine “Kentucky” into the area of the Korean peninsula under the disguise of the “enhanced regular visibility of strategic assets”. It also pushed in nuclear aircraft carrier strike groups in succession such as “Nimitz” and “Ronald Reagan” and deployed “B-1B” and “B-52H” strategic bombers on more than 20 occasions.
The area of the Korean peninsula has literally been turned into a general depot of the strategic nuclear assets of the U.S. and the most unstable zone of nuclear war danger, due to the deployment of nuclear strategic assets and large-scale joint military exercises conducted incessantly by the U.S. all the year round.
This reality clearly shows that the vicious cycle of the aggravated situation in and around the Korean peninsula is attributable to none other than the U.S. and ROK which unilaterally heighten the level of military tensions, both in rhetoric and action.
Certain countries lend ears only to the one-sided argument of the U.S. and ROK that they were compelled to strengthen “extended deterrence posture” under the pretext of countering the so-called “nuclear threats” from the DPRK. This is a typical example of extreme double standards which turns back on the truth.
The international community needs to think at least once about the security concerns of the DPRK on the opposite side of the U.S. and ROK.
The U.S. and ROK brought in vast aggressive armed forces including nuclear submarines and strategic nuclear bombers which are more than enough to reduce the whole territory of a state to ashes and are conducting provocative nuclear war exercises before us and at any time. If this is not a violation of the DPRK’s security interests, then what is it?
Who would surrender to an enemy attacking with a sword? Whichever country would remain indifferent or defenseless towards the large-scale military exercises waged by an enemy state at its doorstep?
Such a man without a future as the lame duck U.S. president may remain indifferent to it, but never in the case of the DPRK which is a dignified sovereign state.
Anyone who thinks reasonably can easily judge that the DPRK’s counter-measures vis-a-vis the security threats from the U.S. and ROK are absolutely reasonable, normal and reflective response.
Overwhelmed by the high-handedness and arbitrariness of the U.S., the UN Security Council has now been reduced to a mechanism of injustice that openly allows such brigandish logic and double standards as to call into question “who did it” instead of “what was done”.
The prevailing reality shows that the biggest threat to the international peace and security is coming from the UN Security Council itself.
As long as the illegal and unlawful acts of double standards of the U.S. and its followers are allowed, the UN Security Council has no moral and legal qualifications to deal with the issues on the international peace and security.
If the U.S. and its following forces again seek to divest our state of its sovereignty clamoring about implementation of the unlawful and unwarranted “sanctions resolutions” of the UN Security Council against the DPRK, it will inevitably invoke the just exercise of the right to self-defence of a sovereign state enshrined in the UN Charter.
We take this opportunity to send our stern warning once again to the U.S. and ROK. If they continue with their reckless and irresponsible military threat in an attempt to infringe upon the sovereignty and security interests of the DPRK, its armed forces will never remain an onlooker to it and the provokers will be held entirely responsible for all the consequences arising therefrom.
The DPRK will, in the future, too, continue to build up its strategic power of a more advanced type to contain and control any threat from the U.S. and its followers with immediate, overwhelming and decisive counter-measures. It will also go hand in hand with the righteous international community to establish a new independent and peaceful international order based on the principles of respect for sovereignty, non-interference in internal affairs, justice and equality.

Representante coreano ante la ONU interviene en la reunión abierta del CS
El representante coreano ante la ONU pronunció un discurso en la reunión abierta del Consejo de Seguridad de la ONU, convocada el día 20 (el 19 según la hora de EE.UU.) en la sede de la ONU con respecto al ejercicio de lanzamiento de ICBM que ha realizado el día 18 la República Popular Democrática de Corea.
El texto de discurso sigue:
El reciente disparo de ICBM, realizado por las fuerzas armadas de la RPDC, es una contramedida de advertencia frente a la grave situación creada por EE.UU. y otras fuerzas hostiles que vinieron amenazando militarmente a la primera a lo largo del año y lo hacen más abierta y extremadamente hasta en estos momentos de diciembre en vísperas del fin de año.
Sin embargo, EE.UU. y algunos países seguidores volvieron a convocar por la fuerza esta reunión, que será una mancha en la historia de la ONU, acusando ilegal e injustamente el ejercicio del derecho a la autodefensa por parte de la RPDC. Este derecho legítimo e innegable del Estado soberano es reconocido por la ley internacional, inclusive la Carta de la ONU, y concedido por igual a todos los países miembros de la ONU.
Condeno categóricamente y rechazo totalmente la repetición de la conducta desigual y anormal de abordar injustamente, a petición gangsteril de EE.UU. y sus satélites, en el CS de la ONU el tema de ejercicio del legítimo derecho a la autodefensa por parte de la RPDC.
Hace apenas 10 días y pico, EE.UU. ejerció aquí mismo el veto al proyecto de resolución para dar solución al incidente del Medio Oriente so pretexto de que “no se ha referido al derecho a autodefensa de Israel”, defendiendo el genocidio de civiles cometido por éste como “ejercicio del legítimo derecho a la defensa legítima”.
En el día de hoy, cuestiona el ejercicio de ese derecho por la RPDC como advertencia ante las provocaciones militares de EE.UU., lo cual significa una burla y desprecio a la Carta de la ONU y el clímax de tragicomedia.
En contrasentido a la aspiración y deseo de la sociedad internacional de pasar en paz el período final de este año de complejidades y desgracias, EE.UU. y la República de Corea cometieron el imperdonable acto provocador de introducir en la región de la Península Coreana un submarino de propulsión nuclear hablando del “fin del régimen” de la RPDC.
Si no hubiera ocurrido eso, los representantes de los países miembros de la ONU no se habrían reunido en esta cita tan absurda e ilegal, cuando faltan unos 10 días hasta la llegada del Año Nuevo, para discutir el ejercicio del legítimo derecho a la autodefensa de un miembro de la ONU malgastando el tiempo valioso que sería más necesario para tratar los asuntos prácticos vinculados directamente con la preservación de la paz y seguridad internacionales, tales como la operación genocida de Israel.
En el momento actual en que se va expirando el año 2023, le hace falta a la sociedad internacional reflexionar seriamente de esto: ¿habría llegado acaso la situación de la Península Coreana de este año a la coyuntura tan extremada como ahora si EE.UU. y la República de Corea hubieran parado sus provocaciones militares contra la RPDC deshaciéndose de la ilusión de la “disposición de disuasivo ampliado”?
Como ha visto el mundo, este año será registrado en la historia como el más peligroso en que cayó en la crisis sin precedentes la situación de seguridad militar de la Península Coreana y la región, debido a la locura de enfrentamiento militar de EE.UU. y sus satélites.
Desde el inicio hasta finales del año, EE.UU. realizó con la República de Corea los ejercicios militares conjuntos de carácter agresivo, tales como Sangryong, el entrenamiento combinado de fuego para el exterminio y Ulji Freedom Shield y fabricó la “Declaración de Washington”, que define como política el uso de arma nuclear contra la RPDC.
Además, puso en operación el llamado “grupo consultivo nuclear” que tiene la misión de planificar, diseñar y ejecutar el ataque preventivo nuclear.
Este año, bajo el rótulo de “aumento visible de las propiedades estratégicas”, EE.UU. mandó a la región de la Península Coreana 6 submarinos de propulsión nuclear, incluso el estratégico Kentucky, y las flotillas de ataque de portaaviones nucleares como Nimitz y Ronald Reagan y desplegó en más de 20 ocasiones los bombarderos estratégicos B-1B y B-52H.
Debido al despliegue de propiedades estratégicas nucleares y los ejercicios militares conjuntos de gran tamaño que no pararon en todo el año, la Península Coreana se convirtió en la base de concentración de esos medios de EE.UU. y la zona más inestable con el peligro de guerra nuclear.
Esta realidad evidencia que EE.UU. y la República de Corea son autores que causan el círculo vicioso de agravación de la situación elevando unilateralmente con palabras y acciones el grado de tensión militar en la Península Coreana.
Algunos países hacen caso sólo de la insistencia unilateral de EE.UU. y la República de Corea en que éstos se ven obligados a reforzar la “disposición del disuasivo ampliado” bajo el pretexto de hacer frente a la “amenaza nuclear” de la RPDC. Esto es una expresión típica de la pauta de doble rasero que vuelve la espalda a la verdad.
También valdrá la pena que la sociedad internacional piense en la preocupación de seguridad, que siente la RPDC, poniéndose no al lado de EE.UU. y la República de Corea, sino en la posición de su contraparte.
EE.UU. y la República de Corea desarrollan a cualquier hora en nuestras narices los provocativos ejercicios de guerra nuclear donde se movilizan colosales fuerzas agresoras, inclusive el submarino nuclear, que bastan para exterminar un Estado entero. ¿Qué sería esto sino un atentado contra los intereses de seguridad de la RPDC?
¿Quién se pondría con manos levantadas ante el enemigo que le arremete con sable y cuál país estaría desinteresado e indefenso ante las maniobras militares de gran envergadura del país enemigo que se desarrollan delante de su puerta?
Quizás se mantenga insensible un hombre como el presidente norteamericano que está en el período final de su mandato y no tiene el futuro. Pero, jamás se portará así la RPDC, Estado soberano muy digno.
Cualquier hombre con sano juicio se dará cuenta fácilmente de que es una reacción muy justa, normal y reflexiva la respuesta de la RPDC a la amenaza a su seguridad que ejercen EE.UU. y la República de Corea.
Ahora, el Consejo de Seguridad de la ONU, rendido ante el despotismo y arbitrariedades de EE.UU., se ha hecho un aparato parcial donde se toleran abiertamente la lógica bandidesca y la pauta de doble rasero, según las cuales no es un problema lo que hace uno, pero sí lo es quién es el que lo hace.
La realidad demuestra que la mayor amenaza a la paz y seguridad internacionales proviene justamente del mismo CS de la ONU.
Mientras se tolere la ilegal pauta dual de EE.UU. y sus acólitos, el CS de la ONU no tendrá la calidad moral ni legal para tratar el problema sobre la paz y seguridad internacionales.
Si ellos intentan otra vez violar la soberanía de nuestro Estado hablando de la ejecución de la ilegal “resolución de sanción” anti-coreana del CS de la ONU, esto causará sin falta el ejercicio del legítimo derecho a autodefensa del Estado soberano, estipulado en la Carta de la ONU.
Aprovechando esta oportunidad, advertimos severamente una vez más que si EE.UU. y la República de Corea siguen tratando de violar la soberanía e intereses de seguridad de la RPDC con su imprudente e irresponsable amenaza militar, las fuerzas armadas de ésta no lo pasarán nunca por alto y recaerán sobre los provocadores toda la responsabilidad de sus consecuencias.
En el futuro también, la RPDC forjará incesantemente las fuerzas estratégicas de forma más evolucionada, capaces de doblegar y controlar cualquier amenaza de EE.UU. y sus satélites con las contramedidas inmediatas, aplastantes y decisivas, y realizará ingentes esfuerzos por establecer junto con la justa sociedad internacional un nuevo orden internacional de carácter independiente y pacífico que se basa en el respeto a la soberanía, la no intervención en asuntos internos, la justicia y la igualdad.

Представитель нашей страны при ООН выступил с речью на официальном заседании СБ ООН, прошедшем 20 декабря (19 декабря по времени США) в штаб-квартире ООН в связи с проведенными 18 декабря учениями нашей Республики по запуску МБР.
Ниже следует текст речи.
Данный запуск МБР вооруженных сил КНДР является предупредительным ответом на такую серьезную ситуацию, как антиреспубликанские военные угрозы США и других враждебных сил, которые непрерывно совершаются весь год, становятся более откровенными и опасными даже в этот конечный декабрьский момент.
Несмотря на это, США и некоторые страны – их слепые сателлиты, незаконно придираясь к пользованию никем неотрицаемым правом КНДР на самооборону, справедливым законным правом суверенного государства, которое признано международными правами, включая Устав ООН, и равно предоставлено всем членам-государствам ООН, созвали данное заседание, которое будет вписывать очередную позорную страницу в историю ООН.
Решительно осуждаю и всесторонне отвергаю то, что по разбойническим требованиям США и их сателлитов СБ ООН опять вел себя несправедливо и ненормально, неправильно рассматривая пользование законным правом КНДР на самооборону.
Всего лишь 10 дней назад именно здесь США, покровительствуя массовому убийству гражданского населения Израилем как «пользованию законным правом на самооборону», наложили вето на проект резолюции для разрешения ситуации на Среднем Востоке под предлогом, что «проект не учел права Израиля на самозащиту». А сегодня США придрались к пользованию правом КНДР на самооборону, принятому в ответ на военные провокационные действия США на предупредительном уровне, – это само является издевательством и игнорированием в отношении Устава ООН, апогеем трагикомедии.
Противодействуя стремлению и чаянию международного сообщества, желающего спокойно провести хоть последнее время сложного и несчастливого нынешнего года, США и Республика Корея, болтая о «конце власти» КНДР, направили атомную подводную лодку в акваторию Корейского полуострова. Если бы они не бросили такой недопустимый вызов, то представители стран ООН в преддверии Нового года не собрались бы на таком вздорном и незаконном заседании, на котором придираются к справедливому пользованию правом страны-члена ООН на самооборону. И не тратили бы важное время, необходимое для обсуждения практических вопросов, прямо связанных с обеспечением международного мира и безопасности, в том числе массовое убийство Израилем.
В настоящий момент, когда завершается 2023 год, международное сообщество должно серьезно задуматься о том, как обстановка на Корейском полуострове могла бы докатиться до такого крайнего сегодняшнего дня, если бы США и Республика Корея избавились от грезы о так называемой «готовности к расширенному сдерживанию» и прекратили военные провокации против КНДР.
Как видел мир, нынешний год вошел в историю как самый опасный год, когда из-за безрассудной военно-конфронтационной истерики США и их сателлитов обстановка военной безопасности на Корейском полуострове и в регионе оказалась в небывалом серьезном кризисе.
С самого начала до конца года США вместе с Республикой Корея непрерывно провели совместные военные учения несомненного агрессивного характера, в том числе «Санрён», «Объединенные совместные учения по огневому поражению» и «Ыльчжи фридом шильд». Тем более, сфабриковали так называемую «Вашингтонскую декларацию», в которой возведено применение ядерного оружия против КНДР в ранг политики, и задействовали так называемую «консультативную группу по ядерным вопросам», предназначенную для планирования, операции и нанесения ядерного превентивного удара.
В нынешнем году США под предлогом «заметного наращивания стратегических средств» перебросили на Корейский полуостров 6 атомных подлодок, в том числе стратегическую атомную подлодку «Kentucky», и авианосные ударные группы, включая «Nimitz» и «Ronald Reagan», также более 20 раз разместили стратегические бомбардировщики «B-1B» и «B-52H».
Круглогодичное размещение ядерных стратегических вооружений США и крупномасштабные совместные военные учения превратили Корейский полуостров в буквальном смысле слова в базу сбора американских ядерных стратегических вооружений, самую нестабильную зону возможной ядерной войны.
Такие реалии ясно показывают, что именно США и Республика Корея являются зачинщиками, которые, односторонне поднимая своей риторикой и действиями уровень военной напряженности на Корейском полуострове, привели к порочному кругу обострения ситуации.
Некоторые страны прислушиваются только к односторонним утверждениям США и Республики Корея о необходимости укрепления «сил расширенного сдерживания» под предлогом так называемой нашей «ядерной угрозы», – это типичный пример крайних двойных стандартов, игнорирующих истину.
Международному сообществу нужно хоть раз задуматься об озабоченности КНДР безопасностью не с позиции США и Республики Корея, а с противоположной.
США и Республика Корея перед нашими глазами часто проводят провокационные учения ядерной войны, втащив огромные агрессивные вооруженные силы, включая атомную подлодку, способные превратить одно государство в пепел. Разве это не нарушение интересов безопасности КНДР.
Нет такого человека, который будет сидеть, просто сложа руки перед атакующим с ножом врагом, и нет такой страны, которая будет находиться в равнодушном и беззащитном состоянии, когда у своих дверей совершаются крупномасштабные военные учения враждебных стран.
В таком безумном состоянии, наверное, может находиться такой человек, как президент США, у которого заканчивается президентский срок и нет будущего, но достойное государство – КНДР никогда не поступит так.
Тому, у кого нормальное мышление, нетрудно судить о том, что реагирование КНДР на угрозу безопасности со стороны США и Республики Корея является весьма справедливым, нормальным и ответным.
Сейчас СБ ООН изменился как несправедливый орган, где из-за произвола и своеволия США откровенно допускаются такие наглая логика и двойные стандарты, как «Главное – кто, а не что».
Реальность показывает, что именно сам СБ ООН создает максимальную угрозу международному миру и безопасности.
Пока допускаются незаконные двойные стандарты США и их сателлитов, у СБ ООН нет морального и юридического права заниматься вопросами по международному миру и безопасности.
Если США и их сателлиты, ссылаясь на исполнение незаконных «резолюций о санкциях» СБ ООН против КНДР, опять попытаются нарушить суверенитет нашего государства, то те попытки непременно будут вызывать справедливое пользование правом суверенного государства на самооборону, зафиксированное в Уставе ООН.
Пользуясь этим случаем, мы еще раз строго предупреждаем, что если США и Республика Корея попытаются нарушить суверенитет и интересы безопасности КНДР продолжительной безумной и неответственной военной угрозой, то вооруженные силы КНДР ни в коем случае не будут допускать такие попытки, а также провокаторы будут нести полную ответственность за все последствия.
КНДР и впредь будет непрерывно укреплять более развитую стратегическую силу, способную сдерживать и контролировать всякие угрозы со стороны США и их сателлитов немедленными, подавляющими и решительными контрмерами, также вместе со справедливым международным сообществом будет прилагать активные усилия к установлению самостоятельного и мирного нового международного порядка на основе уважения суверенитета и невмешательства во внутренние дела, справедливости и равенства.

我国常驻联合国代表在联合国安理会公开会上发表讲话
我国常驻联合国代表在联合国安理会就我们共和国１８日进行的洲际弹道导弹发射训练一事２０日（美国时间１９日）于联合国本部召开的公开会上发表讲话。讲话全文如下：
美国等敌对势力整整一年持续不断的反朝军事威胁行为在今年即将过去的１２月的这一时刻也仍未停止，反而变得更加露骨，更趋危险。这次，朝鲜民主主义人民共和国武装力量进行的洲际弹道导弹发射训练是针对当前严重形势的警告性应对措施。
尽管如此，美国和盲目追随它的一些国家无端指责朝鲜民主主义人民共和国行使联合国宪章等国际法所公认的、对所有联合国会员国同样赋予的、谁也无法否定的主权国家堂堂正正的合法权利——自卫权，并强行召开了将作为又一个羞耻载入联合国历史史册的此次会议。
根据美国及其追随势力的强盗要求，联合国安理会再次重演不妥当地处理朝鲜民主主义人民共和国合法的自卫权行使的不公平而不正常的惯例。我对之予以强烈谴责和全面反对。
美国１０多天前就在这个场合上，袒护和包庇以色列的平民大屠杀犯罪为“合法的自卫权行使”且以“没有提及以色列的自卫权”为由，对有关解决中东事态的决议草案行使否决权。这样的美国，今天却拿朝鲜民主主义人民共和国作为针对其军事挑衅行为的警告性措施采取的自卫权行使说三道四，这本身就是对联合国宪章的侮辱和无视，是一场令人哭笑不得的悲喜剧。
美国和大韩民国与国际社会要想平安度过错综复杂、不幸重重的今年年末的志向和愿望背道而驰，胆敢喧嚷朝鲜民主主义人民共和国的“政权终结”，作出向朝鲜半岛地区派遣核潜艇的不可容忍的挑衅行为。要不是这样，再过１０多天就辞旧迎新的时刻，各联合国会员国代表不会白白浪费更需要议论以色列的大规模屠杀暴行等直接关系到国际和平与安全保障的实际问题的宝贵时间，也不会在对联合国会员国的正当自卫权行使说短论长的荒唐无稽、不法无道的会议场就座。
在２０２３年即将过去的时刻，国际社会有必要慎重回首，如果美国和大韩民国早就从“延伸遏制态势”这一梦想中醒过来，停止对朝鲜的军事挑衅行为，今年朝鲜半岛局势不会走到当前这样的极端地步。
正如全世界所目睹，今年作为因美国及其追随势力冒险的军事对抗狂热，朝鲜半岛和地区军事安保形势陷入空前严重危机的最危险的一年载入史册。
从年初到年底，美国同大韩民国一起相继进行了“双龙”、“联合协同火力剿敌演习”、“乙支自由护盾”等侵略性质浓厚的联合军演，还炮制将针对朝鲜民主主义人民共和国使用核武器加以政策化的《华盛顿宣言》，随之启动了以计划、安排和执行先发制人核打击为使命的所谓“核磋商小组”。
今年以来，美国以“战略资产的可见度增大”为名，向朝鲜半岛地区派遣战略核潜艇“肯塔基”号等６艘核动力潜艇，将“尼米兹”号和“罗纳德•里根”号等核航母战斗群相继部署还嫌不够，共２０多次派Ｂ－１Ｂ、Ｂ－５２Ｈ战略轰炸机。
由于美国持续不断的核战略资产部署和大规模联合军演，将朝鲜半岛地区化为名副其实的美国核战略资产综合集结地、最不稳定的核战争危险区。
这一现实清楚地表明，在朝鲜半岛地区从修辞上或行动上都单方面地提升军事紧张水平，导致加剧紧张局势的恶性循环的主谋就是美国和大韩民国。
有一些国家只倾听美国和大韩民国以针对朝鲜所谓“核威胁”为由，不得不加强“延伸遏制态势”的单方面的主张。这是回避真相的极端双标的典型表现。
国际社会有必要不站在美国和大韩民国一方，而站在其对面考虑一下朝鲜民主主义人民共和国正在所感到的安全担忧。
美国和大韩民国在我国面前派遣包括核潜艇在内的摧毁一个国家还有余的庞大侵略兵力，不时地进行挑衅性核战争演习。这不是对朝鲜民主主义人民共和国安全利益的侵害，还是什么？
在挥舞着刺刀来犯的敌人面前，有谁能善罢甘休？有哪个国家对敌国在自己家门口进行的大规模军演漠不关心、毫无防备？
像任期将结束或者没有未来的美国总统那样的人或许会无动于衷，但高尊严的主权国家——朝鲜民主主义人民共和国绝不会这样做。
凡是思维正常的人，都可以轻易判断，朝鲜民主主义人民共和国针对来自美国和大韩民国的安全威胁的回应是极为正当、正常而条件反射似的反应。
现在，联合国安理会已沦为被美国的强权和专横任意摆布，公然容许“做什么事不是问题，但由谁做就是问题”这样的强盗逻辑和双重标准的不公正的机构。
现实证明，对国际和平与安全的最大威胁就来自联合国安理会本身。
只要容许美国及其追随势力无法无天的双标行为，联合国安理会就从道德上、法律上没有资格处理有关国际和平与安全的问题。
如果，美国及其追随势力喧嚷履行非法无理的联合国安理会对朝“制裁决议”，再次企图侵犯我们国家的主权，这必将招致联合国宪章明文规定的主权国家正当的自卫权行使。
借此机会，我们再度发出严正警告：若美国和大韩民国继续乞灵于鲁莽而不负责任的军事威胁行为，企图侵犯朝鲜民主主义人民共和国的主权和安全利益，朝鲜民主主义人民共和国武装力量绝不会坐视这一行为，并由此产生的一切事态的责任将完全由挑衅者来承担。
朝鲜民主主义人民共和国将一如既往，继续培养其形式更加进化的战略力量，以立即采取压倒性而决定性的应对措施来制伏和管制美国及其追随势力强加的任何威胁；同正义的国际社会一道，为建立基于尊重主权、互不干涉内政、正义与平等的自主和平的国际新秩序做出积极努力。（完）
