Vice Department Director of C.C., WPK Kim Yo Jong Clarifies Stand through KCNA
Kim Yo Jong, vice department director of the Central Committee of the Workers’ Party of Korea, made public the following stand through the Korean Central News Agency on April 28:
South Korean president Yoon Suk Yeol’s recent visit to Washington was an occasion for us to have much clearer understanding about the root-cause and physical entity disturbing peace and security of the Korean Peninsula and the region.
After the summit on April 26, the chief executives of the U.S. and south Korea issued the so-called “Washington Declaration”, specifying the ways to strengthen the “extended deterrence”, thus stipulating their choice and will to act against the DPRK.
The “Washington Declaration” fabricated by the U.S. and south Korean authorities is a typical product of their extreme anti-DPRK hostile policy reflecting the most hostile and aggressive will of action. As such, it will only result in making peace and security of Northeast Asia and the world be exposed to more serious danger, and it is an act that can thus never be welcomed.
The formation of “Nuclear Consultative Group”, the regular and continuous deployment of U.S. nuclear strategic assets, and the frequent military exercises made the regional politico-military situation unable to extricate itself from the currents of instability. This provides us with an environment in which we are compelled to take more decisive action in order to deal with the new security environment.
Another thing that we cannot let pass nor overlook is the fact that the chief executive of the enemy state officially and personally used the word “the end of regime” under the eyes of the world.
Would we simply regard it as the man’s senility?
It may be taken as a nonsensical remark from the person in his dotage who is not at all capable of taking the responsibility for security and the future of the U.S., an old man with no future, as it is too much for him to serve out two-year remainder of his office term.
But when we consider that this expression was personally used by the president of the U.S., our most hostile adversary, it is threatening rhetoric for which he should be prepared for far too great an after-storm that will not be easy for us to deliver.
Obsessed with overconfidence in strength, he was too miscalculating and irresponsibly brave.
This time we reconfirmed the hostility of the rulers and military warmongers of Washington and Seoul towards our country, which cannot be interpreted otherwise and has become too obvious. This opportunity gave us a clear answer as to what we should do in the future and for what we should be fully prepared.
So serious is the development of the situation.
Yoon Suk Yeol, this time again, said that he will build the capability of overwhelming response including “south Korea’s three-axis defence system” and adopt the punitive posture. He also made it clear that the “south Korea”-U.S. joint exercises and training will be more intensive.
It would be a bit hard to understand the mentality of such a fool that is so grateful for getting a nominal “declaration” as an “offering” from the U.S. and expresses “his absolute trust in the U.S. firm commitment to the extended deterrence”. However, we will keep watching to what extent he will go testing his mettle, putting the security into crisis with his incompetence.
The pipe dream of the U.S. and south Korea will henceforth be faced with the entity of more powerful strength.
We are convinced once again of the fact that the enhancement of the nuclear war deterrent, especially the second mission of the nuclear war deterrent, should be brought to further perfection.
We know exactly what we are supposed to do.
The more the enemies are dead set on staging nuclear war exercises, and the more nuclear assets they deploy in the vicinity of the Korean peninsula, the stronger the exercise of our right to self-defence will become in direct proportion to them.

La subjefa de departamento del Comité Central del Partido del Trabajo de Corea, Kim Yo Jong, hizo pública el día 28 la siguiente posición por conducto de la Agencia Central de Noticias de Corea:
La reciente visita a Washington del presidente surcoreano Yoon Suk Yeol constituyó una oportunidad para comprender con más claridad la causa raigal y su factor material que amenaza la paz y seguridad de la Península Coreana y el resto de la región.
Al cabo de la cumbre EE.UU.-Sur de Corea celebrada el día 26, los mandatarios de ambas partes publicaron la llamada “Declaración de Washington” que aborda el proyecto sobre el mejoramiento de la capacidad ejecutiva del “disuasivo ampliado”. De esta manera, estipularon por escrito su opción y voluntad de actuar contra la RPDC.
Siendo un producto coherente de la brutal política hostil a la RPDC que refleja la voluntad de acción más enemiga y agresiva, la “Declaración de Washington”, fabricada por los gobernantes de EE.UU. y el Sur de Corea, dará el resultado de exponer al peligro más grave la paz y seguridad de la región del Nordeste Asiático y el resto del mundo, por lo cual deviene un suceso ingrato en todos los sentidos.
Debido a la fabricación del “grupo consultivo nuclear”, el despliegue periódico y permanente de las propiedades estratégicas nucleares de EE.UU. y los frecuentes ejercicios militares, la situación política y militar de la región se ve obligada a mantenerse en la corriente inestable y, como resultado, dio la circunstancia en que nos hace emprender la acción más decisiva en lo equivalente al nuevo ambiente de seguridad.
Otro hecho, de que debemos ajustar las cuentas sin falta y no podemos estar con brazos cruzados, es que la máxima autoridad del país enemigo usó directa y públicamente a la vista de todo el mundo esta expresión: “el fin del régimen”.
¿Se trataría acaso de una chochera del vejarrón?
Tal vez podemos tomarlo como disparate de un vejestorio sin porvenir quien no puede responsabilizarse nunca de la seguridad y el futuro de EE.UU. y se sentiría fatigado sólo por completar su mandato que le quedan 2 años.
Sin embargo, el hecho de que esa expresión haya sido usada directamente por el presidente de EE.UU., país más hostil, significa la amenaza retórica que no podemos pasar fácilmente por alto y exige ponerse dispuesto a las tremendas consecuencias.
Confiando demasiado en la fuerza, se portó más de la cuenta con una bravura irresponsable.
En esta oportunidad, se pudo reconfirmar la siniestra intención hostil de los politicastros y belicistas del círculo militar de Washington y Seúl, la cual no sugiere ninguna otra interpretación, ni puede ser más evidente. Además, nos dio la respuesta inequívoca de lo que debemos hacer en lo adelante y para cuál hemos de estar dispuestos perfectamente.
Cobra el carácter muy grave el desenvolvimiento de la situación.
Esta vez también, Yoon Suk Yeol dejó en claro su intención de intensificar más todavía los ejercicios militares conjuntos “Sur de Corea”-EE.UU. y otras maniobras, disparateando que establecería la capacidad de reacción aplastante, que comprende el “sistema de defensa de tres ejes del Sur de Corea”, y la disposición de castigo merecido.
No sería fácil sondear los pensamientos de ese estúpido que se puso tan agradecido diciendo “creer totalmente la firme promesa de EE.UU. de ofrecer el disuasivo ampliado”, si bien lo que le ha “regalado” este país no es más que una “declaración” superficial. Pero seguiremos de cerca hasta dónde irá Yoon haciéndose el guapo, aunque su incapacidad llevó la seguridad a un callejón sin salida.
La ambición irrisoria de EE.UU. y el Sur de Corea se enfrentará en el futuro con la fuerza material más potente.
Nos quedamos convencidos una vez más de que hace falta procurar más perfección en el incremento del disuasivo de guerra nuclear, en particular, en la disposición de cumplir la segunda misión de esta fuerza disuasoria.
Sabemos con toda claridad lo que nos toca hacer.
Mientras los enemigos se pongan más fanáticos de los ejercicios de guerra nuclear y desplieguen mucho más propiedades estratégicas nucleares en la región de la Península Coreana, recurriremos más, en lo proporcional a ello, al ejercicio del derecho a la autodefensa.

Визит президента Южной Кореи Юн Сок Ёра в Вашингтон послужил моментом, дающим более ясное понимание источника и подноготной угрозы миру и безопасности на Корейском полуострове и в регионе.
26 апреля правители США и Южной Кореи по итогам саммита опубликовали так называемую «Вашингтонскую декларацию», в котором зафиксированы планы для повышения способности к реализации «расширенного сдерживания», тем самым в формулировках продемонстрировали свой выбор и волю к действиям в отношении КНДР.
«Вашингтонская декларация», принятая правителями США и Южной Кореи, является компактным следствием жестокой враждебной политики в отношении КНДР, отражающей их волю к самым враждебным и агрессивным действиям, и повлечет за собой последствия, создающие более серьезную угрозу миру и безопасности в регионе Северо-Восточной Азии и мире. Никто ни в коем случае не может приветствовать такие действия.
Из-за создания «консультативной группы по ядерным вопросам», регулярного и продолжительного размещения американских ядерных стратегических средств и частых военных учений военно-политическая обстановка в регионе вынуждена не выйти из нестабильного течения. В результате того сложились обстоятельства, заставляющие нас готовиться к более решительным действиям, соответствующим новой ситуации с безопасностью.
Еще одним фактом, которого нельзя обойти молчанием без сведения счетов, является то, что правитель вражеского государства в фокусе внимания всего мира открыто, лично использовал выражение «конец режима».
Можно ли считать это сумасбродством старика?
Конечно, можно считать вздором старика без будущего, которому не по силам ответить за безопасность, будущее США и тяжело справиться с работой в остальной двухлетний президентский срок.
Но такой факт, что это было личным выражением именно президента вражеского государства – самых враждебных США, для нас является риторической угрозой, которую не можем допустить легко, и которая готовит нас к слишком мощной последующей буре.
Он с излишней уверенностью в своих силах проявил безответственную смелость без всякого расчета.
Этот случай, повторно подтвердивший враждебное нутро правителей и воинственных маньяков Вашингтона и Сеула в отношении нашего государства, которое иначе не интерпретируется и не уясняется, дал нам ясный ответ: что нам надо делать в будущем, к чему мы должны последовательно готовиться.
Ситуация развивается очень серьезно.
И на этот раз, Юн Сок Ёр болтал, что будет обладать подавляющей способностью к реагированию, включая «южнокорейскую систему трех осей», и приводить в готовность к разгрому, четко заявив, что будет дальше активизировать объединенные военные учения «Республики Корея» и США.
Вряд ли легко проникнуть в мыслительный мир такого глупого человека, который с бесконечной благодарностью за «заботу» США – пустую «декларацию» болтал, что «в полной мере доверяет обязательствам США в сфере расширенного сдерживания». Но мы посмотрим, с какой дерзостью и докуда идет Юн Сок Ёр, который своим бессилием подвергнул обеспечение безопасности рискованному положению.
Иллюзия США и Южной Кореи будет и впредь сталкиваться с более мощными силами.
Мы еще раз убедились в необходимости укрепления сил сдерживания ядерной войны, в частности, полной подготовки к выполнению второго задания сил сдерживания.
Мы ясно понимаем, что нам надо делать.
Чем враги будут бешенее цепляться за ядерные военные учения и перебрасывать больше ядерных стратегических средств на Корейский полуостров, тем более усилится и пользование нашей Республики правом на самооборону в прямопропорциональной величине.

朝鲜劳动党中央委员会副部长金与正４月２８日通过朝鲜中央通讯社发表了如下立场。
南朝鲜总统尹锡悦的这次华盛顿之行是一个让人对威胁朝鲜半岛和地区和平安全的根源及其实体有了进一步了解的契机。
美国和南朝鲜的当权者２６日进行首脑会谈之后，发表写入加强“延伸威慑”方案的所谓《华盛顿宣言》，由此明文规定了他们对朝鲜民主主义人民共和国的选项和行动意志。
他们出台的《华盛顿宣言》作为集中反映最侵略性敌对行动意志和穷凶极恶的对朝敌视政策的产物，会造成迫使东北亚地区和世界的和平与安全濒临更为严重的危险边缘的后果，这的确是不受欢迎的行为。
成立“核磋商小组”、定期部署美国核战略资产、频繁进行军事训练……这样做的结果是，地区军事政治形势迫不得已地陷入难以自拔的不稳定深渊，而且提供了致使我们顺应新安全环境采取更为决定性应对措施的环境。
敌国的统帅在全世界目光集中的场合，明目张胆地亲口使用“政权终结”的言词，这是让我们不能不算账、更让我们不能不坐视不管的又一个事实。
难道这只能看做是老东西的糊涂德行吗？
也可以说是根本担不起美国的安全和未来，而且要顶住两年剩余任期也有点勉为其难，没有未来的老东西的胡言乱语。
但是，最敌对的敌国——美国总统亲口使用此番言词，这一事实是我们不可能轻易放过、对方需要对过于严重的后风暴做出心里准备的修辞学上的威胁。
对实力的过于自信，使他表现出考量缺乏、不负责任的勇敢精神。
这次我们有机会重新确认无需任何解释、再明显不过的华盛顿和首尔的当权者以及军方好战分子对我们国家的可恶敌意，这一机会同时给了我们一个明确答案：我们日后需要做什么，而且为了什么而做好准备。
目前，形势演变得非常严重。
此次，尹锡悦扬言构建包括“韩国型三轴体系”在内的压倒性应对能力和惩戒态势，并明确表态将进一步加强“韩”美联合军演和训练。
那个没出息的人得到美国的“献礼”——虚而不实的《宣言》，感恩戴德地说：“完全支持美国做出的延伸威慑提供承诺”，他的思路哪能轻易看透呢？我们要看看，拿出自己的无知将安保放到砧板上的尹锡悦到底要怎样嘴硬，走到何等地步。
美国和南朝鲜的痴心妄想将会面临更强大实力的实体。
我们再次确认一个事实：为升级核战争遏制力，特别是为完成遏制力的第二个任务，要做好完美的准备。
我们该做的事，我们自己非常清楚。
敌人越是疯狂热衷于核战争演习，越是在朝鲜半岛地区部署更多核战略资产，我们的自卫权行使将会与之成正比地越来越增大。（完）
