Respected Comrade Kim Jong Un Makes Speech at 9th Session of 14th SPA
Kim Jong Un, general secretary of the Workers’ Party of Korea and president of the State Affairs of the Democratic People’s Republic of Korea, made an important speech at the 9th Session of the 14th Supreme People’s Assembly (SPA) of the DPRK.
He said:

Respected Comrade Chairman of the SPA Standing Committee and Comrade Chairman of the SPA,
Observers,
Today our revolution has entered an era of new progress and dynamism, in which we dynamically advance towards the eminence of an invincible socialist power independent in politics, self-supporting in the economy and self-reliant in national defence, on the basis of the invaluable successes achieved through an arduous and strenuous struggle.
In particular, this year marking the 75th founding anniversary of our Republic and the 70th anniversary of the victory in the great Fatherland Liberation War is a year of great significance for our revolution which has entered a period of new upsurge and great change in the accomplishment of the cause of building a powerful socialist country.
The Party Central Committee called for further boosting the fighting morale of all the people this year, an important occasion in the course of the development of our socialism and the history of our Republic, to make the year 2023 a year of great turn and change to be etched in the history of our Republic’s development, and set forth strategic tasks for its implementation.
All the service personnel of the People’s Army and people, who have always responded to the call of the Party and the revolution with their full display of patriotism and loyalty, have made proud successes in all fields of socialist construction by boldly waging a devoted struggle to carry out the major Party and state policy tasks set forth at the Eighth Congress of the Party and the plenary meetings of the Party Central Committee.
Through national political and cultural events and on many other occasions, we have fully demonstrated our political and ideological might with the single-minded unity of the Party and the people as its core, and have gone all out in the struggle for ensuring the stable development of the national economy and bringing about a substantial change in the improvement of the people’s living standard, and this results in a sign of marked growth in all sectors of economic construction.
The amazing reality in the development of agriculture, where bumper harvests are being reaped despite severe natural disasters, and the miraculous changes being witnessed in different parts of the country, including new streets and houses that spring up with the appearances beyond recognition every day, promise us a bright prospect for providing our people with affluent and highly civilized living conditions.
The greatest success we have achieved this year is that we definitely ushered in a heyday of leaps forward in strengthening the national defence capabilities and nuclear war deterrent of the country.
The major tasks of the Five-Year Plan for the Development of the Defence Science and Weapons System have been successfully carried out and a radical leap was made in the development and introduction of powerful nuclear attack means and new strategic weapon system of our own style. Thus, we demonstrated the reliability of the nuclear strategic force of our Republic to the whole world, exposing the hostile forces to insurmountable threat and striking terror into their hearts.
Today the strategic strength of our state, the nuclear war deterrent, is being remarkably bolstered and steadily strengthened to the extent incomparably greater than the past decades.
This eye-opening success, which actually shows great military muscle of the Republic fully equipped with strong and overwhelming defensive and offensive capabilities, clearly and definitely proves the courage and decisive action ability of the DPRK not to tolerate any acts of violating its sovereignty and right to existence.
This is just the fruit and brilliant miracle our great people have achieved by their own efforts and with their own hands.
The Supreme People’s Assembly, the supreme power organ of the DPRK, achieved another significant and epoch-making political success to be specially recorded in the 75-year-long history of its dignified state-building activities and the glorious history of the development of the DPRK at the 9th session of its 14th term.
The present SPA successfully carried out the work of reflecting the actual state of our national power in the new era in the constitution of the country, along with the adoption of various laws related to state administration, economic development and people-oriented policies. As a result, the current session has been recorded as a historic one which added a remarkable page to the constitutional history of the DPRK.
It is of very deep and weighty significance that we have adopted the decision with unanimous approval to supplement Article 58 of Chapter 4 of the Socialist Constitution of the Democratic People’s Republic of Korea with new contents – to ensure the country’s right to existence and development, deter war and protect regional and global peace by rapidly developing nuclear weapons to a higher level – just in this assembly hall where the codification of the policy of the state nuclear force solemnly took place in accordance with the general will of all the Korean people just one year ago.
This resulted in the successful implementation of the essential historic and political task, whose fulfillment was indispensable to ensuring the successes achieved by our people through their sacred struggle and the nuclear force policy of our state with the supreme law of the Republic, he said, adding:
The DPRK’s nuclear force-building policy has been made permanent as the basic law of the state, which no one is allowed to flout with anything. This is a historic event that provided a powerful political lever for remarkably strengthening the national defence capabilities, including the nuclear force, for firmly consolidating the institutional and legal foundations for guaranteeing security and protecting national interests by relying on it, and for accelerating the overall development of our style socialism.
Saying that only the country which is strong with the faith of all its people determined to readily dedicate themselves to preserving their self-respect and dignity they regard dearer than their lives, and only the government and people that accomplished the great cause of building a nuclear-armed nation by waging an unprecedented, long and arduous struggle generation after generation in actuality, regarding it as the most precious absolute strength for independence, justice and development, can perform such a miracle, Kim Jong Un, in his capacity as president of the State Affairs of the DPRK, expressed sincere thanks to the deputies for having most responsibly exercised their voting right in the very important and significant state affair discussion for constitutionally consolidating the gains of the great and sacred struggle of all the Korean people.
He went on:
The Socialist Constitution of the DPRK is a legal foundation guaranteeing the dignity, sovereignty and independent development of our state and people and a political charter indicating the orientation of the victorious advance of the revolution and construction.
The crystal-clear stipulation of the keynote policy of bolstering the nuclear force in the supreme state law, which will permanently exist along with socialist Korea, is the most just and reasonable crucial step which fully meets not only the urgent requirements of the present era but also the lawfulness and the long-term requirements of building a socialist country.
It is the fact recognized by the world that the DPRK inevitably had access to nuclear weapons for self-defence and developed its policy of bolstering up the nuclear force into a law, for it is standing in protracted confrontation with the U.S., the world’s biggest nuclear weapons state and the most dangerous war state, and its vassal forces.
The present situation, in which the structure of the “new Cold War” is being materialized on a global scale and the existence of sovereign states and the right to existence of their people are seriously threatened by the reactionary imperialist forces keen on realizing their ambition for hegemony and expansionist fantasy, proves that our Republic was entirely just when it made a decisive decision to build a nuclear force in the face of all sorts of trials and fix it as an irreversible state law.
Had our Republic merely pinned its hopes on the nuclear umbrella of others, exposed to the ever-increasing nuclear blackmail and threats from the U.S., and failed to boldly decide on the line of arming itself with nuclear weapons, captivated by gestures of “goodwill” hyped up by the imperialists and spurious temptations, and stopped or retreated from the already started arduous journey, it would have certainly suffered a nuclear holocaust and total destruction long ago, and it would have been impossible to imagine the present proud reality in which it enhances the national prestige and might and steers the world toward justice while resolutely countering the enemy’s outrageous challenge and pressure.
The U.S., which had already set it as its state policy to physically remove our state and even ignited a war to do so in the last century, has maximized its nuclear war threats to our Republic by resuming the large-scale nuclear war joint drills with clear aggressive nature and putting the deployment of its strategic nuclear assets near the Korean peninsula on a permanent basis after starting the operation of the “Nuclear Consultative Group” aimed at using nuclear weapons against the DPRK in collusion with the “Republic of Korea”, while frequently revising the aggression war scenario for realizing the “end of regime” in the DPRK.
Worse still, the accelerated establishment of the triangular military alliance with Japan and the “Republic of Korea” finally resulted in the emergence of the “Asian-version NATO”, the root cause of war and aggression. This is just the worst actual threat, not threatening rhetoric or an imaginary entity.
Now that the U.S., steeped in the Cold War mentality, has gone to extremes in its anti-DPRK military provocations, it is very important for the DPRK to accelerate the modernization of nuclear weapons in order to hold the definite edge of strategic deterrence for more thoroughly deterring and controlling those provocations and fulfill its mission as a responsible nuclear weapons state in the struggle to preserve stability on the Korean peninsula and its vicinity.
But it is not merely based on the analysis and study of the current ever-aggravating situation only that the government of the Republic has brought up for discussion at the SPA such an important agenda item as stipulation of the policy of strengthening the nuclear force in the constitution.
As long as our Republic exists as a socialist state and as long as the tyrannical nuclear weapons of the imperialists trying to stamp out independence and socialism exist on the earth, we must neither change nor concede the present position of our country as a nuclear weapons state, but, on the contrary, continue to further strengthen the nuclear force. This is the serious strategic judgment made by our Party and government.
Looking back on history, mankind has desired the world without nuclear weapons since the emergence of nuclear weapons and the first nuclear holocaust on this planet. And our Republic, a direct victim of nuclear blackmail since the outbreak of the Korean War in 1950, had made constant peace-loving efforts to make the Korean peninsula and the region nuclear-free.
But the U.S. imperialists have persistently escalated their nuclear threat to our Republic, once a non-nuclear state, for decades in disregard of all our peace-loving proposals, for the mere reason that its idea and system are different. Due to this, our socialist construction has faced and undergone enormous obstacles and grave difficulties, and even the existence of our state has been exposed to critical emergency many times.
This made our Republic keenly realize the immutable truth that it should certainly counter the hostile forces’ nuclear threat in kind, and the necessity of preserving and strengthening as eternal state strategic assets the nuclear weapons it is possessed of and preventing anyone from doing harm to them in any case, no matter the lapse of time and the shift in generation.
We must take due pride in having legalized the state nuclear force policy and even squarely stipulated it in the constitution and thus set an example in the building of an independent and self-defensive state and the strengthening of the national defence capabilities and, on the basis of this historic success, wage a more vigorous struggle for the overall development of Korean-style socialism, he said.
Saying that the important task facing the WPK and the DPRK government, the fulfillment of which should be pushed ahead with nonstop in implementing the present-stage fighting programme set forth at the 8th Congress of the WPK, is to rapidly bolster up both in quality and quantity the nuclear force, he stressed the need to push ahead with the work for exponentially boosting the production of nuclear weapons and diversifying the nuclear strike means and deploying them in different services.
Re-clarifying in detail the foreign policy of the WPK at present, he referred to the principled problems arising in proactively conducting the external activities on the basis of the policy.
He urged the external affairs sector to consistently hold fast to the external strategy of the Party Central Committee and conduct in a broad and prospective way the external activities for creating conditions and environment in favor of the Korean revolution and further promote solidarity with the nations standing against the U.S. and the West’s strategy for hegemony while firmly adhering to the revolutionary principle and the stand of independence at the fore of the struggle of the anti-imperialist independent countries.
He went on:
The current Supreme People’s Assembly is also to deliberate and adopt sectional laws for further promoting the people-oriented policies of the government of the Republic and putting the major economic affairs of the country on a stable track.
Of course, it is a precious success that we have provided a legal weapon for propelling the socialist construction more powerfully as required by the times and the developing revolution. What is more important is to ensure that the decisions and instructions of the Party and the state are carried out thoroughly to make a substantial advance and leap forward in all fields and all spheres.
The historic struggle of our Party and people to implement the resolutions of the Eighth Party Congress, which set forth the new five-year plan for the comprehensive development of socialism, has now entered an important period.
Whether or not the miraculous victories and successes achieved in the brave spirit of uninterrupted progress in the face of the unprecedented manifold national crises ever since the founding of the country lead to greater victory and success depends on how to work in the remaining period of a little over two years.
While further consolidating the successes and experience gained in the struggle so far in all aspects of politics, economy and culture, we should put constant spurs to carrying out without fail the plans and immediate tasks set forth by the Party Congress and the plenary meetings of the Party Central Committee and converting them into excellent entities without an inch of deflection.
Today the most pressing task for the government of our Republic is to bring about a substantial change in the economic work of the country and in the solution of problems arising in improving the people’s livelihood by successfully attaining the 12 goals for the development of the national economy and other economic objectives.
The Cabinet and other state economic guidance organs and the provincial, city and county people’s committees should have a clear grasp of the overall economy of the country and the economic work in the relevant areas and conduct economic operations and guidance more closely and vigorously in keeping with the ever-changing actual conditions and circumstances so that the goals and tasks for economic development set by the Party and the state are fully attained in a perfect way.
The economic sectors in charge of implementing the 12 goals for the development of the national economy should bring about a fresh upsurge in production and innovative successes in the fighting spirit and stamina of the preceding generations who ushered in the great Chollima era in the history of the Republic, and give more powerful impetus to the overall socialist economic construction.
In particular, the agricultural sector should turn out more courageously in implementing to the letter the programme for the rural revolution in the new era set forth by our Party and the powerful support of the state should be steadily augmented to make our people’s centuries-old desire a great reality as soon as possible.
The government of the Republic, which regards it as the supreme principle of its activities to prioritize the interests and demands of the people and hold them absolute, should continue to direct primary efforts to promoting the people’s well-being.
To push ahead with the work for building 50 000 flats in Pyongyang Municipality and for regional construction and rural construction in a big way, implement correctly the Party’s childcare policy and light industry policies and steadily spruce up the land and improve the ecological environment are the important tasks that should be carried out to bring about fruition without fail in the light of the popular character of our state.
The government of the Republic should bring about a clear and decisive improvement in science, education, public health and other fields of socialist culture in keeping with the rise in our national dignity and prestige.
We should confidently push ahead with the work to successfully implement the state strategy and plans for the development of science and technology decided by the Party Congress and the plenary meetings of the Party Central Committee, improve the country’s educational structure, content and methods in a qualitative way so that advanced education can be given and consolidate the overall public health foundation on a high level so that the advantages of the most popular health system can be displayed.
The literature and art, media and sports sectors should achieve proud innovative successes conducive to demonstrating the development of our Republic and further enhancing its prestige and patriotic enthusiasm and revolutionary spirit of our people.
Stressing the need for the DPRK government to regard it as a task which should not be neglected even for a moment to establish the strong official discipline in the country and a good communist climate throughout society and make all the fields and spheres seethe with the development-oriented mode of creation and revolutionary work style, he said:
Stronger Party, administrative and legal measures for this have been taken with the Eighth Party Congress as an occasion, but a very serious shortcoming was revealed intensively in the recent national disaster prevention work. This fact goes to prove that such wrong practices as disorder, irresponsibility and indifference chronically exist in the work of the state leadership bodies and officials.
The government of the Republic should continue to wage a unified and intensive control and struggle vigorously so that all institutions, enterprises and citizens obey the centralistic discipline of the state, strictly abide by the laws of the country and suppress all sorts of anti-socialist and non-socialist practices with a high degree of political consciousness and sense of responsibility.
The precious tradition of the revolutionary mass movement, an all-people patriotic movement displayed in the stirring annals of our revolution, should be made to show its vitality so that it can be reliably inherited and developed through generations, and all sectors, spheres and units should be actively encouraged to ceaselessly create and develop new things, with priority given to the fundamental and long-term interests of the state.
Saying that it is very important to enhance to the maximum the role of the deputies, representatives of the people, in successfully carrying out the responsible and important tasks facing the DPRK government at present, he earnestly requested the deputies to the SPA to personify exceptionally high patriotism and spirit of love for the people and devote themselves to the development of the state and the interests of the people.
The deputies to the SPA should always and keenly realize what great trust and weight of the state and the people are stored in the sacred call of the supreme representative, whom the people elected with trust, and do their best to remain infinitely faithful to their heavy missions and responsibility, he said, and went on:
You should not forget even for a moment that those who support the state and the people with conscience, faith and heart are genuine representatives and deputies of the people.
As the deputies to the SPA have had the honor and dignity of being the representatives of the people and the supreme power organ under the care of our Workers’ Party, they should get a better understanding of all the policies of the WPK than anyone else and always be full of mind to do more beneficial and admirable things for the Party, the state and the people. And they should proudly bring about practical achievements for the country and the people through their devoted efforts.
All of you should bear in mind once again how honorable and worthwhile it is to become the genuine people’s representatives and servants upholding most zealously, resolutely and ardently with loyalty and uprightness our dignified Republic which is now fully demonstrating the national prestige, power and glory all over the world.

We have only a few months till the end of the year 2023 we saw in with fresh confidence and expectations.
We are faced with heavy duty to proudly conclude with more splendid achievements this eventful year.
The practical success under the present favorable situation, in which the political, material and technical conditions and foundations for building a powerful socialist country have been firmly established and a strong legal guarantee for the building of nuclear force was provided, depends entirely on how the deputies here and all the citizens strive.
I firmly believe that all those present here will faithfully discharge their very responsible and heavy mission and duty they have assumed before the Party, the revolution, the country and the people, for the eternal prosperity of our great state and the well-being of our great people.
On this significant occasion when I feel proud again about the great strength and prestige of our Republic, I ardently appeal to all to turn out in the sacred patriotic struggle for the development of our great country and thus brilliantly adorn this year as a year of proud victory.

Hoy día, la Revolución Coreana entró en una época de nuevo avance y dinámica en que marcha vigorosamente hacia la invencible potencia socialista, caracterizada por la independencia, autarquía y autodefensa, basándose en los logros valiosos de la lucha ardua y tenaz.
Sobre todo, este año, en que coincidieron el aniversario 75 de la fundación de la RPDC y el 70 de la victoria en la gran Guerra de Liberación de la Patria, reviste suma importancia para la Revolución Coreana que acoge nueva era de auge y cambios drásticos para llevar a feliz término la causa de construcción de una potencia socialista.
El Comité Central del PTC exhortó a multiplicar el ímpetu de lucha de todo el pueblo en este año, que sirve de un jalón importante en el trayecto de desarrollo de nuestro socialismo y en la historia de la RPDC, para hacerlo el de gran viraje y transformación, digno de ser inscrito con letras mayúsculas en la trayectoria de desarrollo de la RPDC, y presentó las tareas estratégicas para cumplir este llamado.
Todos los oficiales y soldados del Ejército Popular y los civiles, quienes respondieron siempre con patriotismo y fidelidad al llamamiento del Partido y la revolución, han alcanzado éxitos enorgullecedores en todos los sectores de la construcción socialista al librar una campaña abnegada y osada para cumplir las principales tareas políticas del Partido y el Estado, presentadas en el VIII Congreso del PTC y los Plenos de su Comité Central.
A través de varias oportunidades como los actos políticos y culturales de nivel estatal, se puso de pleno manifiesto nuestro poderío ideo-político cuyo núcleo es la unidad monolítica entre el Partido y el pueblo.
Y se observa la tendencia de crecimiento evidente en todos los sectores de la construcción económica, puesto que todos se han levantado unánimemente en la lucha por garantizar el desarrollo estable de la economía nacional y acoger un cambio sustancial en el mejoramiento de las condiciones de vida poblacional.
El sorprendente desarrollo de la agricultura, que logra abundantes cosechas superando terribles desastres naturales, y los cambios milagrosos acontecidos por doquier del país, entre otros, nuevas avenidas y viviendas que se construyen cada día dando un panorama irreconocible, prometen a nuestro pueblo las perspectivas alentadoras de la vida acomodada y culta.
El éxito más grande que hemos alcanzado este año es haber abierto la era dorada de fortalecimiento de la capacidad de defensa nacional y el disuasivo de guerra nuclear.
Se cumplieron con éxito las principales tareas del plan quinquenal para el desarrollo de ciencias de defensa nacional y del sistema armamentista y se dio un salto brusco en la invención y aplicación de los poderosos medios de ataque nuclear del estilo coreano y de nuevos sistemas de armas estratégicas.
Así hemos demostrado a todo el mundo la confiabilidad de las fuerzas nucleares estratégicas de la RPDC y obligado a las fuerzas hostiles a sufrir la amenaza y pavor nunca remediables.
Hoy día, las fuerzas estratégicas de nuestro Estado, el disuasivo de guerra nuclear, se van incrementando constantemente a una velocidad vertiginosa que no se puede comparar con las décadas anteriores.
Estos logros fulminantes, que muestran de hecho el potencial de la RPDC, dotada de fuerte capacidad de defensa y de ataque aplastante, hacen conocer de manera inequívoca el coraje y la facultad de ejecución resuelta de la RPDC que no quiere tolerar ningún atentado contra su soberanía y derecho a la existencia.
Esto es el resultado y milagro brillante que consiguió nuestro gran pueblo con las fuerzas y manos propias.
La APS, máximo órgano del poder de nuestro Estado, ha fraguado en esta novena reunión de su XIV Legislatura otro éxito político de gran relevancia y significado, a ser registrado especialmente en la digna historia de 75 años de ejercicio de su soberanía y en el orgulloso trayecto de desarrollo de la RPDC.
Ya que la presente reunión de la APS cumplió con éxito el trabajo de aprobar varias leyes relativas a la administración del Estado, el desarrollo económico y las políticas populares y reflejar, tal como es, en la Constitución del país el poderío nacional en la nueva época, ella amerita ser registrada como cita histórica que escribió una página notable en la historia constitucional de la RPDC.
Hace un año, quedó instituida con solemnidad como una ley en este Palacio de los Congresos la política de fuerzas armadas nucleares del Estado, según la voluntad general de todo el pueblo coreano.
Aquí mismo hemos acordado por unanimidad anotar en el artículo 58 del capítulo IV de la Constitución Socialista de la RPDC el párrafo de desarrollar en alto nivel las armas nucleares para garantizar el derecho a existencia y desarrollo del país, disuadir la guerra y defender la paz y estabilidad de la región y el resto del mundo, hecho que reviste un sentido muy profundo e importante, dijo el Secretario General.
Destacó que de esa manera, quedó cumplida con éxito la indispensable tarea histórica y política de garantizar con carta magna de la RPDC los éxitos alcanzados mediante la lucha sagrada del pueblo coreano y la política estatal de fuerzas armadas nucleares.
El hecho de que la política de la RPDC sobre la construcción de las fuerzas armadas nucleares haya adquirido el carácter perpetuo como ley fundamental del Estado que nadie ni por nada se puede alterar, deviene un evento histórico que preparó la poderosa herramienta política para fortalecer notablemente el potencial defensivo del país, que incluye ésas, y hacer más firmes a base de ello la garantía de seguridad y el fundamento institucional y legal de defensa de los intereses nacionales, así como fomentar el desarrollo integral del socialismo al estilo coreano, puntualizó.
El estimado compañero Kim Jong Un precisó que pueden lograr tal milagro político, sin precedentes en la historia, sólo el Estado donde todo el pueblo lleva como su fe la disposición y voluntad de pagar cualquier precio por la autoestima y dignidad apreciándolas más que su vida, y el gobierno y pueblo que cumplieron la gran empresa de poseer armas nucleares mediante la lucha ardua de generación en generación y las empuñaron fuertemente como medio absoluto más valioso para la independencia, la justicia y el desarrollo.
En calidad de Presidente de Asuntos Estatales de la RPDC, agradeció de todo corazón a los diputados que ejercieron de manera más responsable su derecho a voto en el debate del asunto estatal de enorme importancia y significado, o sea, fijar en la Constitución la conquista de la lucha grandiosa y sagrada de todo el pueblo coreano.
La Constitución Socialista de la RPDC es el fundamento legal que garantiza la dignidad, la soberanía y el desarrollo independiente de nuestro Estado y pueblo, siendo carta política que aclara el rumbo de avance victorioso de la revolución y la construcción, apuntó y prosiguió:
Hemos estipulado palmariamente la base de la política sobre el fortalecimiento de fuerzas armadas nucleares en la magna ley nacional, que será eterna junto con la Corea socialista, hecho que constituye la medida importante más justa y apropiada que conviene totalmente a las exigencias inmediatas de la época actual y a la legitimidad y demandas perspectivas de la construcción del Estado socialista.
La RPDC se vio obligada a dotarse del arma nuclear para la defensa legítima en el largo enfrentamiento con EE.UU., poseedor no.1 de esos artefactos y país belicista más peligroso del mundo, y sus satélites, e instituyó como ley la política de incremento de las fuerzas armadas de ese tipo, lo cual es un hecho reconocido por todo el mundo.
Por culpa de los reaccionarios imperialistas que ahora también andan enloquecidos por la fiebre hegemónica y la ilusión expansionista, se hace una realidad en el ámbito global la estructura de “nueva Guerra Fría” y se ven amenazados de gravedad la existencia de los Estados soberanos y hasta el derecho a subsistencia de los pueblos. Esta situación actual comprueba cuán justa fue la decisión resuelta de la RPDC que construyó las fuerzas armadas nucleares resistiendo duras pruebas y fijó su posición en una ley nacional irreversible.
La RPDC habría sufrido sin falta hace mucho tiempo el desastre nuclear y la destrucción total, si se hubiera quedado con brazos cruzados cifrando una esperanza vaga en el paraguas nuclear ajeno ante la escalada de chantaje y amenaza nucleares de EE.UU. o indecisa en optar por la línea de posesión de arma nuclear haciéndose la ilusión con la “buena fe” y zanahoria de que los imperialistas hablan con bombo y platillo, y hubiera parado o dado marcha atrás de su arduo trayecto ya emprendido. Habría sido imposible además imaginar la realidad orgullosa de hoy en que eleva el prestigio y poderío del Estado y encauza la justicia mundial haciendo frente rotundo a los brutales desafíos y presión de los enemigos.
EE.UU., que en el siglo pasado, había impuesto hasta la guerra para lograr la eliminación física de nuestro Estado definiéndola como su política estatal, enmienda constantemente hoy también los guiones de la guerra de agresión para el “fin del régimen” nuestro y puso en operación, en contubernio con la “República de Corea”, el “grupo consultivo nuclear” con el propósito de usar el arma nuclear contra la RPDC. A base de ello, reanudó los ejercicios conjuntos de guerra nuclear de gran dimensión, que revisten el evidente carácter agresivo, e introduce en la región de la Península Coreana las propiedades estratégicas nucleares casi en el nivel de despliegue permanente, hecho que lleva al extremo, o sea, a la peor fase de la historia la amenaza de guerra nuclear anti-RPDC.
Además, impulsa en etapa crucial el establecimiento de la alianza militar tripartida con Japón y la “República de Corea” dando perfil por fin a la “OTAN de versión asiática”, causa de guerra y agresión, lo cual no es una amenaza retórica o ente imaginario sino la amenaza real más grande.
Hoy día cuando llegan al extremo las provocaciones militares anti-RPDC de EE.UU., cautivado a más no poder del modo de pensar de la Guerra Fría, resulta muy importante impulsar a un ritmo acelerado y en un alto nivel el desarrollo de armas nucleares para cumplir la misión de responsable poseedor de estos artefactos en la lucha por defender la estabilidad regional de la Península Coreana doblegando y controlando más tajantemente esas acciones temerarias, a base de la superioridad segura del disuasivo estratégico.
Esto no quiere decir que el gobierno de la RPDC ha presentado a la reunión de la APS el importante asunto de dar constitucionalidad a la política de incremento de las fuerzas armadas nucleares analizando y examinando sólo la tendencia de empeoramiento inmediato de la situación.
Mientras exista la RPDC como Estado socialista y no desaparezca del globo terráqueo el arma nuclear de tiranía de los imperialistas que pretenden acabar con la independencia y el socialismo, no se debe modificar ni ceder nunca la posición actual de país poseedor de arma nuclear, sino potenciar sosteniblemente estas fuerzas armadas. Esto es el juicio estratégico que tomaron con seriedad nuestro Partido y gobierno.
Si echamos una vista retrospectiva a la historia, desde que apareció el arma nuclear y ocurrió el primer desastre nuclear en este planeta, la humanidad no había dejado de desear un mundo libre de este artefacto. Siendo víctima directa del chantaje nuclear iniciado desde la pasada guerra coreana en la década de 1950, la RPDC también vino realizando repetidamente los esfuerzos pacifistas por convertir la Península Coreana y la región en zonas desnuclearizadas.
Sin embargo, por la única razón de tener diferente ideología y régimen, los imperialistas norteamericanos mantuvieron y recrudecieron por varios decenios la amenaza nuclear a la RPDC, país desnuclearizado entonces, despreciando todas sus propuestas pacifistas, debido a lo cual la construcción socialista se vio obligada a atravesar enormes obstáculos y graves dificultades y nuestro país estuvo no pocas veces en la coyuntura emergente que ponía en peligro hasta su existencia.
Este hecho enseñó a la RPDC la verdad de que debe enfrentarse sin falta con arma nuclear a la amenaza nuclear de las fuerzas hostiles y le hizo sentir en el alma la necesidad inevitable de conservar y fortalecer, aunque pase mucho tiempo y se sucedan las generaciones, las armas nucleares ya preparadas como eterno patrimonio estratégico del Estado para que nadie pueda desbaratarlas en ningún caso.
El Secretario General especificó que nuestro país legalizó la política de fuerzas armadas nucleares del Estado y la anotó posteriormente con toda dignidad hasta en la Constitución, de modo que se abriera la vía de avance por la construcción del Estado de carácter independiente y autodefensivo y por el fortalecimiento de la capacidad de defensa nacional.
Naturalmente, debemos sentirnos orgullosos de ello y librar más enérgicamente, a base de tal éxito histórico, la lucha por el desarrollo integral del socialismo al estilo coreano, acentuó.
La tarea importantísima, que deben impulsar sin treguas el Partido y el gobierno de la RPDC en la implementación del programa de lucha de la época actual, indicado por el VIII Congreso del Partido del Trabajo de Corea, consiste en potenciar de manera acelerada en lo cualitativo y cuantitativo las fuerzas armadas nucleares, apuntó e hizo hincapié en aumentar en progresión geométrica la producción de artefactos nucleares, diversificar los medios de golpe nuclear y desplegarlos para el combate en diferentes tipos de ejército.
Al volver a hacer referencia detallada a la política exterior del PTC, el estimado compañero Kim Jong Un dilucidó los problemas de principios para realizar con iniciativa las actividades exteriores ateniéndose a ella.
El sector de relaciones exteriores tiene que propiciar las condiciones y ambiente favorables a la revolución coreana manteniendo siempre la estrategia exterior del Comité Central del Partido y desarrollar ampliamente con vistas al futuro las actividades exteriores, instruyó.
Al mismo tiempo, ha de mantener firmemente los principios revolucionarios y la postura independiente marchando al frente de los países antiimperialistas e independientes y reforzar notablemente la solidaridad con los Estados que se oponen a la estrategia hegemónica de EE.UU. y el Occidente, precisó y continuó:
La presente reunión de la APS deliberará y aprobará también las leyes sectoriales para ejecutar mejor las políticas populares del gobierno de la RPDC y poner en la órbita estable las importantes labores económicas del país.
Por supuesto, constituye un éxito apreciable la preparación del instrumento legal capaz de llevar adelante con más energía la construcción socialista, a las alturas de la época y la revolución en desarrollo. Pero, lo más importante es que se logren un avance y salto reales en todos los sectores y esferas al cumplirse perfectamente las decisiones e indicaciones del Partido y el Estado.
Hoy en día, acogió el período importante la campaña histórica de nuestro Partido y pueblo para implementar la resolución del VIII Congreso del PTC que planteó el nuevo Plan Quinquenal con vistas al desarrollo integral del socialismo.
Depende de 2 años y pico de lo adelante ampliarse o no las victorias y éxitos milagrosos, logrados con el ímpetu de avance continuo pese a las dificultades múltiples, nunca vistas antes desde la fundación del país.
Hay que dar impulsos continuos al proyecto de materializar perfecta e incondicionalmente los planes y tareas inmediatas asignadas por el Congreso del PTC y los Plenos de su Comité Central y convertirlos en magníficos resultados materiales consolidando más los logros y experiencias obtenidos en la lucha de hasta ahora en todos los dominios de la política, economía y cultura.
Se le presenta hoy día al gobierno de la RPDC la mayor prioridad de registrar cambios reales en la labor económica del país y la solución del problema de vida poblacional, al alcanzar las 12 metas para el desarrollo de la economía nacional y otros objetivos económicos.
El Consejo de Ministros y otros órganos de dirección económica del Estado y los Comités Populares provinciales, urbanos y distritales deberán cerciorarse de todas las gestiones económicas del país y del estado de la labor económica de las respectivas regiones y esmerarse en la operación y dirección sobre los asuntos económicos conforme a las condiciones reales y ambiente en cambio constante, para que se cumplan cabal y perfectamente los objetivos y tareas de desarrollo económico, determinados por el Partido y el Estado.
Los sectores de economía encargados de las 12 metas referidas tienen que impulsar con más dinamismo la construcción económica socialista en su conjunto al lograr nuevo auge productivo y éxitos innovadores reproduciendo el espíritu y modo de trabajo de las generaciones anteriores que han abierto la gran época de Chollima en la historia de la RPDC.
En particular, el sector agrícola debe levantarse con más coraje para implementar estrictamente el programa sobre la revolución rural de nueva época, presentado por nuestro Partido, y resulta imperioso incrementar constantemente el apoyo fuerte del Estado, de modo que se realice lo más pronto posible el anhelo secular de nuestro pueblo.
El gobierno de la RPDC, que toma como máximo principio de sus actividades priorizar absolutamente los intereses y demandas del pueblo, seguirá poniendo su empeño primordial en el fomento de bienestar del pueblo.
A partir de su carácter popular, nuestro Estado ha de dar sin falta los resultados fructíferos en estas tareas importantes; impulsar con magnanimidad y vigor la construcción de viviendas para 50 mil núcleos familiares de esta capital, la construcción local y la rural, ejecutar con exactitud las políticas partidistas en materia de crianza e industria ligera y mejorar continuamente el panorama del territorio nacional y el ecosistema.
Al gobierno de la RPDC le compete alcanzar un avance claro y decisivo en la rama de cultura socialista, inclusive la ciencia, educación y salud pública, conforme al ascenso del prestigio y posición del Estado.
Hay que implementar satisfactoriamente la estrategia y los planes de desarrollo científico-técnico del Estado, decididos por el Congreso del Partido y los Plenos de su Comité Central, mejorar cualitativamente la estructura, contenidos y métodos de la educación nacional con vistas a impartir una enseñanza avanzada, y promover con seguridad los proyectos para consolidar en alto nivel la base general de salud pública en el principio de poner en pleno juego las ventajas del sistema sanitario más popular.
Les toca a las ramas de literatura y arte, prensa e información y deportes obtener los éxitos innovadores y orgullosos que hagan contribución a ostentar la gallardía y el aspecto de desarrollo de la RPDC y aumentar el entusiasmo patriótico e ímpetu revolucionario de nuestro pueblo.
Establecer una disciplina rigurosa en todo el país, implantar el excelente estilo nacional comunista en toda la sociedad y hacer reinar el modo de creación aspirante al desarrollo y el estilo de trabajo revolucionario en todos los sectores y esferas constituyen una tarea de lucha que no puede descuidar ni un momento el gobierno de la RPDC.
Se dice que con motivo del VIII Congreso del Partido, escaló el grado de la lucha partidista, administrativa y legal por cumplir la tarea mencionada. Pero, el grave defecto, recién descubierto de modo coherente en la labor estatal para la prevención de desastres naturales, basta para comprobar que están latentes todavía los vicios crónicos como el desorden, la irresponsabilidad y la indiferencia en el trabajo de las instituciones directivas del Estado y sus funcionarios.
El gobierno de la RPDC seguirá intensificando de modo unificado el control y la lucha para que todos los órganos, empresas y ciudadanos obedezcan a la disciplina centralizada del Estado con alta conciencia política y responsabilidad, observen rigurosamente las leyes del país y refrenen todas las formas de fenómenos opuestos y ajenos al socialismo.
Al poner en juego la vigencia de la noble tradición de los movimientos masivos revolucionarios, los patrióticos de todo el pueblo, que se había manifestado en las décadas conmovedoras de la revolución coreana, hay que mantenerla con firmeza de generación tras generación para no hablar de la época actual y estimular a todos los sectores, dominios y entidades a crear y desarrollar constantemente lo nuevo anteponiendo los intereses fundamentales y perspectivos del Estado.
Es incomparablemente importante elevar al máximo el papel de los diputados, representantes del pueblo, para cumplir exitosamente las tareas responsables e importantes que corresponden hoy día al gobierno de la RPDC, dijo el Secretario General y les encomendó encarecidamente que trabajen con abnegación por el desarrollo del Estado y los intereses del pueblo encarnando el patriotismo realmente excepcional y la mentalidad de amar al pueblo.
Bien conscientes de que detrás del sagrado nombre de máximo representante elegido por el pueblo hay la gran confianza y peso que les conceden el Estado y el pueblo, ellos deben realizar todos los esfuerzos posibles por cumplir con fidelidad su importante misión y responsabilidad, destacó y prosiguió:
No deben olvidar ni un momento que el verdadero representante y diputado del pueblo es el hombre que sepa apoyar al Estado y al pueblo con la conciencia limpia, la convicción y el corazón.
Puesto que los diputados a la APS asumieron el honor y dignidad de representante del pueblo y del máximo órgano del Poder en el regazo del Partido del Trabajo, han de conocer mejor que nadie todas las políticas del PTC, estar siempre dispuestos a hacer una cosa más a favor del partido, el Estado y el pueblo y trabajar con todo el cuerpo y alma para dedicar los éxitos sustanciales a la patria y el pueblo.
Todos deben sentir una vez más en lo profundo de corazón el gran honor y valor de auténticos representantes y servidores del pueblo que apoyan con toda fidelidad y de manera más apasionada, firme y ferviente a la muy digna RPDC de hoy que demuestra plenamente a todo el mundo su alto prestigio y poderío.
Queridos compañeros diputados:
Se nos queda ya poco tiempo hasta el fin del año 2023 que hemos acogido con la convicción y esperanza renovadas.
Tenemos ahora la gran responsabilidad de coronar con los éxitos más fructíferos el final de este año lleno de acontecimientos sensacionales.
En la actual situación favorable en que están asegurados las condiciones y fundamentos políticos, materiales y técnicos de la construcción de potencia socialista y se ha preparado hasta la garantía legal de la construcción de fuerzas armadas nucleares, su éxito real depende de la magnitud del empeño y esfuerzos de los diputados presentes aquí y todos los ciudadanos.
Estoy seguro de que todos los compañeros participantes en la ocasión cumplirán con lealtad su misión responsable e importante y sus cargos asumidos ante el Partido, la revolución, la patria y el pueblo por la prosperidad eterna de nuestro gran Estado y por el bienestar de nuestro gran pueblo.
En esta oportunidad significativa que nos hace sentir una vez más con orgullo el gran poderío y prestigio de la RPDC, exhorto fervientemente a todos que se incorporen como un solo hombre en la sagrada lucha patriótica por el fortalecimiento y desarrollo de nuestra patria grandiosa y coronen así con victorias orgullosas el año en curso.
Luchemos todos con dinamismo y la única alma y voluntad por nuestro gran pueblo y por la dignidad y honor de nuestro Estado.

Уважаемый товарищ председатель Президиума, уважаемый товарищ председатель ВНС!
Наблюдатели!
Сегодня наша революция на основе ценных успехов, достигнутых в ходе суровой и упорной борьбы, вступила в новую эпоху сдвига и динамики, когда мощной поступью продвигается вперед навстречу непобедимому могучему социалистическому государству, независимому в политике, самостоятельному в экономике и способному на самооборону в защите страны.
В частности, знаменательный нынешний год, когда отмечаются 75-летие основания нашей Республики и 70-летие Победы в великой Отечественной освободительной войне, является весьма важным годом, имеющим огромное значение для нашей революции, встречающей новый период подъема, период крутого перелома в свершении дела строительства могучего социалистического государства.
ЦК партии выступил с призывом удвоить боевой порыв всего народа в нынешнем году, который служит важным моментом на пути развития социализма нашего образца и летописи Республики, чтобы прославить 2023 год как год великого перелома и год перемен, который будет отчетливо запечатлеваться на пути развития Республики, и поставил стратегические задачи по его реализации.
Все военнослужащие Народной Армии и народ, которые всегда откликались на зов партии и революции патриотизмом и верностью, смело развернули самоотверженную борьбу за претворение в жизнь важных партийных и государственных политических задач, выдвинутых на VIII партсъезде и Пленумах ЦК партии, тем самым достигли гордых успехов во всех сферах социалистического строительства.
Пользуясь разными случаями, включая государственные политические и культурные мероприятия, ярко демонстрировано идейно-политическое могущество нашей Республики с его сердцевиной единодушием и сплоченностью партии и народа. И все поднялись на борьбу за обеспечение стабильного развития экономики государства и принесение практических перемен в улучшении жизни народа, в результате чего наблюдается заметный рост во всех отраслях экономического строительства.
Поразительная действительность развития в области сельского хозяйства, которая, преодолевая серьезные стихийные бедствия, добивается богатого урожая, и чудесные перемены во всех уголках страны, в том числе с каждым днем неузнаваемо строящиеся новые улицы и новые жилые дома, обещают светлые перспективы устроения зажиточной и цивилизованной жизни для нашего народа.
Наш самый большой успех в нынешнем году – открытие периода бурного развития для совершения скачка в укреплении государственной обороноспособности и сил страны для сдерживания ядерной войны.
Успешно выполнены главные задачи пятилетки по развитию оборонной науки и разработке системы вооружений, совершен стремительный скачок в разработке и внедрении мощных ударных ядерных средств нашего образца и новых систем стратегических вооружений, в силу чего ядерные стратегические вооруженные силы нашей Республики продемонстрировали на весь мир свою надежность и ввергли враждебные силы в непреодолимую угрозу и страх.
Сегодня стратегическая сила и сила нашего государства для сдерживания ядерной войны необычайно укрепились, несравнимо с прошедшими годами и непрерывно укрепляются.
Такие ослепительные успехи, реально показывающие мощную субстанцию Республики с последовательно мощной обороноспособностью и подавляющей наступательной силой, ясно доказывают, что такое смелость и решительная исполнительность КНДР, намеревающейся не допустить любое действие, нарушающее свой суверенитет и право на существование.
Именно вот это блестящее чудо и результат, который великий наш народ принес собственными силами, своими руками.
ВНС – высший орган нашей государственной власти на нынешней IX сессии ВНС КНДР четырнадцатого созыва достигло очередного многозначительного и величайшего политического успеха, имеющего особое значение в 75-летней достойной истории деятельности органов своей власти и славной истории развития Республики.
На данной сессии ВНС приняты разные законы, связанные с государственным управлением, развитием экономики и народными мероприятиями, а также успешно проведена работа по отражению реальной мощи нашего государства в новую эпоху в конституции страны, за что настоящая сессия служила исторической сессией, которая вписала примечательную страницу в историю принятия конституции Республики.
Товарищ Ким Чен Ын сказал, что именно в этом дворце съездов, где год назад по общей воле всего корейского народа торжественно объявлено законодательное закрепление государственной политики по вопросам ядерных вооруженных сил, единогласно приняли решение о внесении в статью 58 главы 4 Социалистической Конституции КНДР содержания об ускорительном развитии ядерных вооружений для гарантирования прав страны на существование и развитие, сдерживания войны и защиты регионального и глобального мира и стабильности, – это имеет весьма глубокое и большое значение. Итак, блестяще выполнена необходимая историческая и политическая задача, предназначенная гарантировать верховым законом Республики ядерную политику нашего государства, ядерной державы в подлинном смысле этого слова, также священную борьбу нашего народа за ее осуществление, – подчеркнул он.
Товарищ Ким Чен Ын сказал, что увековечение политики Республики по строительству ядерных вооруженных сил в виде основного закона государства, который никто и ничем не вправе тронуть, – это историческое событие, уготовившее мощное политическое оружие, позволяющее необычайно укреплять государственную обороноспособность, включающую в себя ядерные вооруженные силы, на основе чего надежно упрочивать системную и юридическую основу обеспечения безопасности и защиты государственных интересов, а также ускорять всестороннее развитие социализма нашего образца.
Товарищ Ким Чен Ын отметил, что такое небывалое политическое чудо может творить только такое государство, где считают самовыживание и достоинство дороже своей жизни, а готовность к любой жертве для их защиты становится крепкими убеждениями всего народа. А также это чудо такого правительства и народа, которые длительной, суровой и беспрецедентной борьбой, продолжающейся фактически из поколения в поколение, свершили великое дело ядерного обладания и крепко держат его как самую дорогую, абсолютную силу для самостоятельности, справедливости и развития, – подчеркнул он. И от имени Председателя государственных дел КНДР выразил искреннюю благодарность депутатам, которые наиболее ответственно воспользовались своим правом голоса в обсуждении весьма важной и значимой политики государства – закрепления завоеваний великой и священной борьбы корейского народа в конституции.
Социалистическая конституция КНДР является правовой основой, гарантирующей достоинство, суверенитет и самостоятельное развитие нашего государства и народа, и политическим уставом, обозначающим направление победоносного продвижения революции и строительства нового общества.
В верховном законе государства, который будет вечно оставаться с социалистической Кореей, ясно зафиксировано главное направление политики по укреплению ядерных вооруженных сил, – это самая справедливая, своевременная важнейшая мера, последовательно соответствующая не только очередным требованиям нынешнего времени, но и закономерности и перспективным требованиям строительства социалистического государства.
Весь мир признает тот факт, что наша Республика неизбежно обладала ядром для самообороны в обстановке долгосрочной конфронтации с самым крупным на планете обладателем ядерного оружия, самым опасным военным государством – США и их сателлитами, определила в законодательном порядке политику по укреплению ядерных вооруженных сил.
И сейчас из-за империалистических реакционных сил, бешенствующих в страсти к доминированию и осуществлении экспансионистской фантазии, в мировом масштабе реализуется структура «второй холодной войны» и под серьезной угрозой оказываются даже существование суверенных государств и право народа на существование. Такая обстановка свидетельствует о совершенной естественности решения нашей Республики, которая, преодолевая жестокие испытания, создала ядерные вооруженные силы и закрепила их в качестве необратимого государственного закона.
Если бы наша Республика, обольщаясь надеждой на ядерный зонтик чужих, сидела сложа руки перед непрерывно усиленным ядерным шантажом, угрозой США и, питая иллюзии относительно никчемной «доброты» и привлекательного искушения, которые империалисты упорно рекламировали, не решила осуществление линии на обладание ядром, остановилась или отступилась от трудного пути, на котором взяли старт, то она уже давно не смогла бы избежать ядерной катастрофы и бедствий, не смогла бы даже вообразить сегодняшнюю гордую реальность, когда она, решительно преодолевая крайне свирепые вызовы и подавление врага, прославляет достоинство и мощь государства, ведет в авангарде справедливость мира.
Уже в прошлом веке США, считая своей государственной политикой физическое уничтожение нашего государства, даже развязали войну. И сегодня они, неустанно обновляя сценарий агрессивной войны для достижения «конца нашего режима», в сговоре с «Республикой Корея» пустили в ход «консультативную группу по ядерным вопросам» в целях использования ЯО против нашего государства. На основе того возобновляют крупномасштабные совместные ядерные военные учения несомненно агрессивного характера и размещают ядерные стратегические вооружения на Корейском полуострове на уровне постоянного размещения, тем самым беспрецедентно и максимально усиливают угрозу ядерной войны нашей Республике.
Более того, они активизировали создание трехстороннего военного альянса с Японией и «Республикой Корея», в результате чего «азиатская версия НАТО» – источник войны и агрессии, наконец, обнаруживает свой отвратительный вид, вот это не риторическая угроза и воображаемая реальность, а реальная максимальная угроза.
Сегодня, когда антиреспубликанские военные провокационные происки США, до мозга костей проникнутых менталитетом холодной войны, достигают экстремальной фазы, в выполнении миссии ответственной ядерной державы в борьбе за защиту стабильности на Корейском полуострове на основе уверенного превосходства сил стратегического сдерживания, более последовательного подавления и управления ускорительный рост ядерного оружия остается важнейшим вопросом.
Однако правительство Республики внесло на обсуждение ВНС важнейшую тему – закрепление политики по укреплению ядерных вооруженных сил в конституции не просто после анализа и рассмотрения тенденции актуального ухудшения ситуации.
Пока наша Республика остается как социалистическое государство и существует на планете ядро насилия империалистов, нацеленное на уничтожение самостоятельности и социализма, ни в коем случае не надо изменить и уступить нынешний статус ядерной державы, а, наоборот, надо продолжительно дальше укреплять ядерные вооруженные силы, – таков серьезный стратегический вывод нашей партии и правительства.
Если оглянутся на историю, то с тех пор, как на этой планете появилось ядерное оружие, произошла первая ядерная катастрофа, человечество желало мира без ядерного оружия. И наша Республика как непосредственно пострадавшая от ядерного шантажа, начатого уже с периода Корейской войны в 1950 году, тоже прилагала неоднократные миролюбивые усилия к превращению Корейского полуострова и региона в безъядерную зону.
Но американские империалисты под предлогом, что идеи и режим отличаются от своих, игнорировали все наши миролюбивые предложения и в течение десятков лет продолжительно повышали уровень ядерной угрозы Республике – неядерному государству. В результате того наше социалистическое строительство пережило огромные препятствия и серьезные трудности, даже само существование государства часто находилось в опасной чрезвычайной ситуации.
Это дало нашей Республике ясно понять железную логику, что нужно обязательно противостоять ядром ядерной угрозе враждебных сил, и остро почувствовать неизбежность, что, несмотря на течение времени и смену поколений, следует сохранять и укреплять ядро как вечное стратегическое средство, чтобы никто ни в коем случае не могло бы на него посягнуть.
Товарищ Ким Чен Ын сказал, что следует чувствовать достойную гордость за то, что законодательно закрепили государственную политику по вопросам ядерных вооруженных сил и решительно отразили ее даже в конституции, тем самым приложили путь к строительству самостоятельного и самооборонного государства, к укреплению государственной обороноспособности, отметив, что на основе этих исторических успехов энергичнее развернуть борьбу за всестороннее развитие социализма нашего образца.
Товарищ Ким Чен Ын сказал, что важнейшим заданием, выполнение которого наша партия и правительство Республики должны продвигать без малейшей задержки в осуществлении боевой программы нынешнего этапа, выдвинутой на VIII съезде ТПК, является стремительное укрепление ядерных вооруженных сил в качественном и количественном отношениях. И подчеркнул, что следует со всей силой реализовать работу по увеличению производства ядерных оружий в геометрической прогрессии, по осуществлению разновидности ударных ядерных средств и их постановке на боевое дежурство разных видов войск.
Товарищ Ким Чен Ын еще раз конкретно озвучил внешнюю политику нашей партии и обозначил принципиальные вопросы, встающие в инициативном развертывании внешнеполитических дел на этой основе.
Товарищ Ким Чен Ын отметил, что область внешнеполитических дел, последовательно придерживаясь внешнеполитической стратегии ЦК партии, должна создать благоприятные для нашей революции условия и обстановку, в широком масштабе и перспективно вести внешнеполитическую деятельность, вместе с этим, твердо придерживаясь революционных принципов и самостоятельных начал в авангарде антиимпериалистических и самостоятельных стран, еще более укрепить солидарность с государствами, которые противостоят гегемонистской стратегии США и Запада.
Данная сессия ВНС будет рассматривать и принимать отраслевые законы, нацеленные на обеспечение на более высоком уровне народных мероприятий правительства Республики и поднятие главных экономических дел страны на стабильные рельсы.
Конечно, создание правового оружия, позволяющего более энергично продвигать социалистическое строительство в соответствии с требованиями времени и развития революции, служит ценными успехами, но более важно то, что последовательно исполнять решения и постановления партии и государства, чтобы совершился реальный скачок во всех областях и сферах.
Сегодня историческая борьба нашей партии и народа за претворение в жизнь постановления VIII съезда партии, на котором намечен новый пятилетний план для всестороннего развития социализма, вступила в важный период.
Можно обернуть чудесные победы и успехи, достигнутые с отважным духом непрерывного продвижения вперед, несмотря на нагромождение небывалых после основания государства трудностей, большими победами и успехами или нет, вот это зависит от предстоящих двух с небольшим лет.
Следует непрерывно придать импульс дальнейшему закреплению достижений и опыта, накопленного до нынешнего времени в борьбе во всех сферах, включая политику, экономику и культуру, безусловному выполнению без малейших отклонений планов и очередных заданий, выдвинутых на партсъезде и пленумах ЦК партии, и превращению их в реальный результат.
Сегодня для правительства нашей Республики самым актуальным заданием является принесение реальной перемены в экономической работе страны и решении вопроса жизни населения путем успешного достижения экономических целей, включая 12 высот в развитии народного хозяйства.
Кабинет Министров и другие государственные руководящие хозяйственные органы, провинциальные, городские и уездные народные комитеты должны полностью взять на учет экономику страны в целом и положение экономической работы в соответствующих районах, более тщательно и динамично наладить операцию и руководство экономикой в соответствии с изменяющимися реальными условиями и обстановкой, чтобы последовательно и безупречно достигались цели и задания развития экономики, намеченные партией и государством.
Экономические отрасли, отвечающие за взятие 12 высот в развитии народного хозяйства, должны совершать новый производственный подъем, достигать новаторских успехов с боевым духом и боевым порывом прежних поколений, открывших великую эпоху Чхоллима в истории Республики, и сильнее стимулировать строительство социалистической экономики в целом.
В частности, нужно отважнее поднять область сельского хозяйства на последовательное претворение в жизнь намеченной нашей партией программы осуществления революции на селе в новую эпоху, неустанно усилить мощную помощь государства, чтобы как можно скорее осуществить вековое чаяние нашего народа.
Правительство Республики, которое считает отдачу приоритета интересам и требованиям народа, их возведение в абсолют высшим принципом своей деятельности, должно дальше прилагать приоритетные усилия к работе по улучшению благосостояния народа.
С большим размахом энергично продвигать строительство жилых домов на 50 тыс. квартир в Пхеньяне, строительство на периферии и на селе, точно выполнять политику партии по выращиванию и воспитанию детей, политику в области легкой промышленности, непрерывно обновлять облик территории государства и его экологическую среду, – это важные задания, обязательного выполнения которых требует народный характер нашего государства.
Правительство Республики должно добиваться заметного и решительного прогресса в области социалистической культуры, включая науку, образование и здравоохранение, в соответствии с приподнятым достоинством и престижем нашего государства.
Необходимо уверенно продвигать работы по успешному выполнению государственной стратегии и планов развития науки и техники, постановленных на партсъезде и пленумах ЦК партии, по качественному преобразованию структуры, содержаний и методов образования страны в способные к передовому обучению, по укреплению здравоохранительного фундамента в целом на высоком уровне для проявления превосходства самой народной здравоохранительной системы.
Области литературы и искусства, СМИ, спорта и физкультуры обязаны достигать гордых новаторских успехов, вносящих вклад в дальнейшее прославление внушительного облика и развития нашей Республики, поднятие патриотического энтузиазма и революционного духа нашего народа.
Правительство Республики должно считать боевыми заданиями, которые ни на минуту нельзя оставить вне внимания, укрепление дисциплины и порядка в стране, установление прекрасной коммунистической государственной атмосферы во всем обществе и сохранение нацеленного на развитие творческого способа и революционной атмосферы работы во всех областях, во всех сферах.
Говорят, что после VIII партсъезда еще более повысилась интенсивность борьбы за выполнение таких заданий в партийном, административном и юридическом отношении, но в последнее время в государственной работе по предотвращению ущербов от стихийных бедствий концентрированно обнаружены серьезные дефекты. Это свидетельствует, что в работе государственных руководящих органов и руководящих работников по-прежнему остаются закоренелые недочеты, в том числе беспорядок, безответственность и равнодушное отношение.
Правительство Республики должно продолжать единый и интенсивный контроль и борьбу, чтобы все учреждения, предприятия и граждане с высоким политическим сознанием и осознанием чувства ответственности подчинялись централизованной дисциплине государства, последовательно соблюдали законы страны и подавляли всякие антисоциалистические и несоциалистические явления.
Нужно проявлять жизненность ценных традиций революционного массового движения, всенародного патриотического движения, которая была продемонстрирована в волнующие годы нашей революции, чтобы такие традиции надежно продолжались и развивались не только в наше время, но и на вечные времена. Также надо активно воодушевлять все отрасли, все сферы и все единицы на непрерывное создание и развитие новых с отдачей приоритета основным интересам и перспективным интересам государства.
Товарищ Ким Чен Ын сказал, что для успешного выполнения ответственных и важнейших заданий перед правительством нашей Республики очень важно максимальное повышение роли депутатов – представителей народа. И горячо попросил депутатов ВНС воплотить в себе исключительно сильное чувство патриотизма, чувство любви к народу и самоотверженно бороться во имя развития государства и осуществления интересов народа.
Депутаты ВНС должны всегда глубоко осознавать, какое большое доверие и вес имеет священное название – верховный представитель, выбранный народом, и на практике прилагать максимальные усилия к бесконечно верному выполнению своей важнейшей миссии и ответственности.
Ни на миг не забывать то, что именно тот, кто умеет поддерживать государство и народ совестью, убеждениями и сердцем, является подлинным представителем народа, настоящим депутатом.
Депутаты ВНС заслужили в окружении заботы нашей ТПК честь и достоинство представителя народа, депутата органа верховной власти, поэтому должны лучше всех знать все политики ТПК и всегда преисполняться готовностью заниматься еще многими полезными и прекрасными делами ради своей партии, своего государства и своего народа, самоотверженно трудиться, вкладывая всю душу, чтобы достойно представить практические достижения перед Родиной и народом.
Все должны еще раз сохранить глубже в сердце, какая большая слава и гордость стать подлинными представителями, настоящими слугами народа, которые горячее всех, тверже всех, пламеннее всех с чувством преданности и верности поддерживают сегодняшнюю достойную нашу Республику, которая без сожаления прославляет на весь мир государственный престиж, государственную мощь, государственную славу.
Дорогие товарищи депутаты!
До конца 2023 года, начатого с новой верой и надеждой, уже осталось немного времени.
На нас лежит тяжелая ответственность более заметными успехами достойно завершить нынешний год, который переполнен кипучими событиями.
В нынешней благоприятной ситуации, в которой созданы прочные политические, материально-технические условия и фундаменты строительства социалистической державы, а также даже надежные юридические гарантии строительства ядерных вооруженных сил, достижение практических успехов зависит от того, как все депутаты, собравшиеся здесь, и все граждане стараются изо всех сил.
Твердо уверен, что присутствующие на этой сессии все товарищи будут оставаться верными своей безгранично ответственной и тяжелой миссии и служебным обязанностям перед партией и революцией, Родиной и народом во имя вечного процветания нашего государства, во имя благосостояния великого нашего народа.
Пользуясь этим знаменательным случаем, еще раз дающим знать о гордой могучей силе и внушительном облике нашей Республики, горячо призываю всех на поднятие на священную патриотическую борьбу за укрепление и развитие великой нашей Родины для прославления нынешнего года как года гордых побед.

今天，我国革命在以艰苦顽强的斗争取得宝贵成果的基础上，进入了朝向自主、自立、自卫的战无不胜社会主义强国勇毅进军的新的前进和波澜壮阔的时代。
特别是，对迎接完成社会主义强国建设事业的新的高潮期、变革期的我国革命来说，我们共和国成立７５周年和伟大的祖国解放战争胜利７０周年的意义深远的今年，是具有巨大意义的极其重要的一年。
党中央呼吁，在我们的社会主义发展历程和共和国历史上成为重要契机的今年，进一步加倍全民斗争气势，把２０２３年转变成为在共和国发展历程上值得大书特书的伟大转变之年、变革之年，并为其实现提出了战略任务。
我们全体人民军官兵和人民始终以爱国忠诚响应党和革命的号召，为贯彻落实党的八大和党中央委员会历次全会提出的主要党和国家政策任务果敢开展忘我斗争，在社会主义建设各领域取得了引以自豪的成就。
通过国家政治文化活动等多个契机，充分显示以党和人民的一心团结为核心的我们的政治思想威力，大家都一致奋起投入保障国家经济稳定发展、在改善人民生活中带来实质变化的斗争，经济建设各领域呈明显增长趋势。
克服严重的自然灾害，获得丰收的农业发展惊人现实和日新月异地拔地而起的新式大街、住宅等国家到处发生的奇迹般变化，预示着能给我国人民提供富裕文明生活条件的光明前景。
今年我们取得的成果中最大的成果，是在国家防卫力量、核战争遏制力强化方面坚定地开创飞跃的全盛期。
国防科学发展及武器系统开发五年计划的主要任务圆满落实，在开发应用朝鲜式强有力的核攻击手段和新的战略武器系统方面实现快速飞跃发展，从而向全世界显示我们共和国核战略武力的信赖性，促使敌对势力深陷不可回避的威胁和恐怖之中。
如今，我们国家的战略力量、核战争遏制力空前得到巩固并不断得到加强，以至于与过去年代无可比拟。
我们共和国彻底具备强有力的防卫力量和压倒性攻击能力。以现实证明共和国的威力实况的这些辉煌成果，清楚地证实朝鲜绝不容忍侵犯自己的主权和生存权的任何行为的胆略和履行力度是什么样的。
这就是伟大的我国人民靠自己的力量、用自己的双手取得的硕果、辉煌的奇迹。
我们国家的最高权力机关——最高人民会议在此次第十四届第九次会议上取得了在长达７５年的高尊严的自己主权活动史上和共和国光荣发展史上值得大书特书的又一个意义重大而惊人的政治成果。
此次最高人民会议通过有关国家管理、经济发展和惠民政策的一些法令，同时成功进行在国家宪法里反映新时代我国国力实况的工作，因此本会议被记载为在共和国宪政史上谱写举世瞩目篇章的历史性会议。
金正恩同志说，在这议事堂，正好一年前，根据全体朝鲜人民的一致心愿严肃地从法律上规定国家核武力政策，一年后一致通过在朝鲜民主主义人民共和国社会主义宪法第４章第５８条里明文规定实现核武器发展高度化，以保证国家的生存权和发展权，遏制战争，维护地区和世界和平与稳定的内容，这具有深远而重大的意义。由此，光辉地完成了用共和国的最高法律保证我国人民进行神圣斗争取得的成果和国家核武力政策的不可或缺的历史政治任务。
金正恩同志说，共和国的核武力建设政策永久成为任何人用任何力量都不能触犯的国家基本法，是为空前加强包括核武力在内的国家防卫力量，并以此为基础百般巩固保障安全、维护国家利益的制度和法律基础，加快推动朝鲜式社会主义全面发展提供强有力政治武器的历史事件。
金正恩同志说，只有视自尊和尊严重于生命，为之付出任何代价的觉悟和意志化为全体人民坚定信念的国家，通过世代持续的漫长艰苦、史无前例的实际斗争成就拥核大业，将之狠抓为实现自主、正义和发展的最宝贵的绝对力量的政府和人民，才能创造出这一奇迹。在用宪法固定全体朝鲜人民伟大而神圣斗争之胜利果实的极其重大而很有意义的国政讨论中，议员同志们最负责任地行使自己的表决权，作为朝鲜民主主义人民共和国国务委员长向议员同志们致以由衷的感谢。
朝鲜民主主义人民共和国社会主义宪法是保证我们国家和人民的尊严、主权和自主发展的法律基础，为革命和建设胜利前进指明方向的政治宪章。
在将与社会主义朝鲜一道永远存在的国家最高法律上明文规定核武力强化政策基调，是完全符合当今时代的要求乃至社会主义国家建设的规律性和长远要求的最正确、最合适的重大措施。
我们共和国在同世界最大的拥核国家、最危险的战争国家——美国及其追随势力的长期较量中，为了自卫不可避免地拥核，而且从法律上固定核武力强化政策，这是举世公认的事实。
帝国主义反动势力现在也疯狂热衷于实现霸权野心和扩张主义幻想，由于他们的阴谋“新冷战”格局在全球范围已变成现实，连主权国家的存在和人民的生存权受到严重威胁。当前的这一情况证明，我们共和国作出决断克服严峻考验建设核武力，将之固定为不可逆转的国法，是多么千真万确的。
如果我们共和国面对美国持续不断、变本加厉的核恐吓和威胁，对别人的核保护伞寄予渺茫的期待坐等，或者对帝国主义者大肆广告的华而不实的“善意”和甜言蜜语的诱惑抱着幻想，没有作出拥核路线的决断，再如果在刚刚起步的艰苦道路上停步或后退，就势必早已难免遭到核浩劫和灭绝的灾殃，就不能想象坚决应对敌人蛮横无理的挑衅和打压，弘扬国家的尊严和威力，先导世界正义的值得骄傲的当前现实。
早在上世纪，美国将物理消除我国提出为国策，强加实现它的战争。至今，美国还不断修改实现我们“政权终结”的侵略战争脚本，与“大韩民国”狼狈为奸，启动旨在对我们国家使用核武器的“核磋商小组”，并在此基础上重启侵略性质明显的大规模核战争联合军演，在朝鲜半岛地区部署核战略资产且保持其经常部署水平，从而史无前例地极端加大对我们共和国的核战争威胁力度。
不仅如此，加快推进构建同日本和“大韩民国”的三角军事同盟体系，由此战争和侵略的根源基础——“亚洲版北约”终于露出阴险实体，这并不是什么修辞学上的威胁或想象中的实体，而是实质性的最大威胁。
冷战思维方式深入骨髓的美国的反朝军事挑衅活动达到极点的今天，要想占据战略遏制力的绝对优势，进一步彻底压制和管理，在维护朝鲜半岛地区稳定的斗争中尽到负责任的拥核国家的使命，加快实现核武器高度化就成了十分重要的问题。
当然，共和国政府并不是单纯地分析和考察当前的局势恶化趋向，把核武力强化政策宪法化这一重大议题提到最高人民会议议程上。
只要我们共和国作为社会主义国家存在，只要执意抹杀自主和社会主义的帝国主义者的霸道之核在地球上存在，就决不能改变和退让现在的拥核国家地位，反而可持续地进一步加强核武力，这是我们党和政府严正作出的战略判断。
回顾历史，自从在这个地球上出现核武器、发生第一次核浩劫后，人类一向盼望没有核武器的世界。我们共和国也是从上世界５０年代朝鲜战争开始的核恐吓的直接受害者，为把朝鲜半岛和地区变成无核区反复作出了爱好和平的努力。
但是，美国只以思想和制度不同为由，无视我们爱好和平的所有建议，长达数十年来对无核国家我们共和国持续加大核威胁力度。因此，我们的社会主义建设不得不面临巨大障碍、经受严峻困难，也有过连国家存立本身面临危险的紧急局面。
这使我们共和国认识必须以核应对敌对势力的核威胁的哲理，还切身感到无论岁月流逝、世代交替，把已拥有的核维持和加强为国家永恒的战略资产，做到任何人在任何情况下都不能毁损的必要性。
金正恩同志表示，我们在世界上第一次从法律上固定国家核武力政策后，又将之堂堂地写入宪法，我们应为自主而自卫的国家建设和国家防卫力量强化打了先锋感到自豪，并基于这一历史性成果进一步大力开展争取朝鲜式社会主义全面发展的斗争。
金正恩同志说，在实现朝鲜劳动党第八次代表大会提出的现阶段斗争纲领中，我们党和共和国政府要一刻也不停地抓好落实的重大任务，是从质量和数量上快速加强核武力，并强调，要顽强落实几何级数般地增加核武器生产，实现核打击手段的多种化，在多个军种实战部署的工作。
金正恩同志再次具体阐明现阶段我们党的对外政策，提出了在以此为基础灵活地开展对外工作方面的原则问题。
金正恩同志强调，对外工作部门要一贯狠抓党中央的对外战略，广泛深入而有远见地开展对外活动，营造有利于我国革命的条件和环境，同时要站在反帝自主国家的前列坚持革命原则、自主立场，同倒戈反对美国等西方霸权战略的国家进一步加强团结。
这次最高人民会议还将审议并通过部门法，以更好地保障共和国政府的人民性政策，推动国家重要经济工作走上稳定轨道。
当然，根据时代和革命发展的要求，缔造能够更有力地推进社会主义建设的法律武器，是宝贵的成果，但更重要的是切实贯彻党和国家的决议指示，使各部门、各领域都取得实质性的前进飞跃。
党的第八次代表大会提出面向社会主义全面发展的新的五年计划。如今，我们党和人民为完成党的八大决议的历史斗争进入了重大时期。
面对建国以来未曾有过的重重国难，以果敢的继续前进的气势取得的奇迹般胜利和成果，能否连接到更大的胜利和成果，取决于今后两年多的期间。
要在政治、经济、文化等各方面进一步巩固迄今为止的斗争中所取得的成果和经验，无条件地不折不扣地完成党代表大会和党中央委员会历次全会所布置的计划和当前任务，使之成为完好的实体。
今天，对我们共和国政府来说，胜利地攻占国民经济发展１２座高地等经济目标，在国家的经济工作和解决人民生活问题方面带来实质性变化，是最迫切的任务。
内阁等国家经济指导机关和各道、市、郡人民委员会要全部掌握国家全盘经济和相关地区的经济工作情况，根据变迁的现实条件和环境，进一步周密细致地、有魄力地进行经济部署和指导，保证党和国家所决定的经济发展目标和任务切实地完美无缺地落实到位。
担当国民经济发展１２座高地的经济部门要以前一代在共和国历史上开创伟大千里马时代的斗争精神、斗争风气，掀起新的生产高潮，取得革新成就，更加有力地推动全盘社会主义经济建设。
特别是，农业部门要进一步果敢地奋起投入切实贯彻我们党提出的新时代农村革命纲领，不断增强国家的强大支援，把我国人民的长期夙愿早日变为伟大的现实。
共和国政府把最优先、绝对重视人民的利益和要求作为自己活动的最高原则，要继续优先致力于增进人民福祉的工作。
大刀阔斧地大力推进平壤市５万套住宅建设、地方建设和农村建设，正确执行党的育儿保育政策和轻工业政策，不断改善国土面貌和生态环境，这是从我国的人民性出发，必须结出果实来的重要任务。
共和国政府要适应我们国格和国威日益提升，在科学、教育、保健等社会主义文化部门得到明显而决定性的改进。
要信心十足地推动圆满执行党的代表大会和党中央委员会历次全会通过的国家科技发展战略和计划；从质量上改进国家的教育结构、教育内容和方法，以便进行先进教育；高水平上加强全盘卫生保健基础，发扬最具人民性的保健制度的优越性等工作。
文学艺术、新闻出版和体育部门要取得引以自豪的创新成就，为进一步彰显我们共和国的威仪和发展面貌、激发我国人民的爱国热情和革命气概作出贡献。
共和国政府要把严明国家纪纲，在全社会树立良好的共产主义国风，使所有部门、所有领域充满向往发展的创造方式、革命的工作风气当做时刻都不能忽视的斗争任务来狠抓。
以党的第八次代表大会为契机，党组织、政权机关和执法机关为此进一步加大斗争力度。但最近在国家防灾工作中集中暴露出非常严重的缺点，就证明国家指导机关和干部的工作中依然存在着无秩序、不负责任、漠不关心等弊端。
共和国政府要继续大力开展统一的、高强度的监督和斗争，使所有机关、企业和公民都具有高度的政治意识和责任意识，服从国家的集中制纪律，严格遵守国家法律，抑制一切反社会主义、非社会主义现象。
要使我国革命激动人心的年代里发扬的革命的群众运动、全民性爱国运动的宝贵传统发挥生命力，使之不仅在我们的时代，而且世世代代坚定地继承和发展下去，积极推动各部门、各领域、各单位把国家的根本利益、长远利益放在首位，不断地创新并加以发展。
金正恩同志说，在圆满完成当前我们共和国政府所面临的重大任务方面，最大限度地发挥人民的代表——议员的作用，是无比重要的，并恳切地嘱咐，最高人民会议议员把比谁都高昂的爱国心、爱民精神化为体质，为实现国家发展和人民利益忘我奋斗。
最高人民会议议员要时刻切记，由人民相信并选出的最高代表这一神圣称号承载着国家和人民的多么巨大的信任和重量，为真正忠于自己的重大使命和责任而做出最大的努力。
时刻也不要忘记，以良心、信念和真心拥护国家和人民的人，才是人民的真正代表、真正的议员。
最高人民会议议员在我们劳动党的关怀下，享有作为人民的代表、最高权力机关的代表的荣誉和尊严，因此，要比谁都熟悉朝鲜劳动党的一切政策，始终充满着为自己的党、自己的国家、自己的人民多做一件有益的好事的决心，以献出全部身心的忘我奋斗，问心无愧地为祖国和人民交出实践成果。

抱着新的信心和期望启程的２０２３年要结束的时刻已经快到了。
我们面临着要取得更大的成果直到以波澜壮阔的事件装点的今年年底，理直气壮地结尾的重大责任。
当前，社会主义强国建设的政治、物质技术条件和基础是很坚定，还有了关于核武力建设的牢固法律保证。在这种有利形势下，其实践成果与否完全取决于聚在这里的全体议员同志和所有公民怎样奋斗和努力。
我坚信，在座的所有同志一定会为伟大的我们国家的无穷繁荣和伟大的我国人民的福祉，恪尽职守，忠实地完成党和革命、祖国和人民所赋予的责任无比重大而艰巨的使命和任务。
借此再次引以自豪地体会到我们共和国的强大力量和威仪的意义深远的机会，我热烈呼吁大家一致奋起投入加强和发展我们伟大祖国的神圣爱国斗争，把今年光辉地装点为引以自豪的胜利之年。
